Item #1 - Call to Order
The meeting of the Parks, Beaches and Recreation Commission
was called to order at 7:03 P.M.
Item #2 - Roll Call
Roll call was taken. Commissioners Brenner, Herberts,
Konwiser, Springer,-Taft and Vandervort were present:
Commissioner Grant was absent.

Item #4 - Adoption of Agenda
The agenda was adopted as presented.
II. SPECIAL RECOGNITION AWARDS - YOUTH BASKETBALL
Chair Konwiser reported three teams represented Newport
Beach and'Corona del Mar in the Orange County Tournament.
The teams were the "A" Division (7th -8th grades) and "B"
Division (5th -6th grades) teams from Newport Heights School
and the "C" Division'(3rd -4th grades) combined teams from
Andersen and Harbor View Schools.
Chair Konwiser pointed out the City has been awarding these
Certificates for 30 years and noted his son participated
and received an award which has had more significance as
the years go by. After congratulating the players and
their parents, he announced each player as Commissioner
Vandervort presented the individual Certificates and Mark
Deven took pictures.

Following the awards presentation, a reception was held on
the front steps of the City Hall for the players, friends

and family.

Item #5 - Animal Control Ordinance

Chair Konwiser turned the meeting over to Mark Deven who
Ordinance
reported the Police Department was unable to provide a
representative to answer questions, however, the report
submitted was reviewed by Capt. Mike Blitch and Officer
Armstrong. The Police Department would like the Ordinance
put into effect by this summer.
Mr. Deven reviewed the two options which have been discusse
by this Commission at previous meetings, namely, (1)
Exhibit A which restricts dogs on school grounds, requires
use of leash and nuisance removal, and omits restriction
of dogs to sidewalks and pathways within City parks; or
(2) Exhibit B which proposes restriction of dogs to path-
ways and sidewalks throughout City parks in addition to
•
requiring use of a leash and nuisance removal.
Mr. Deven pointed out that the 6' maximum leash length
can be changed should the Commission so desire. In additio
,
the bail schedule can be incorporated into the Ordinance
although it is not included in the drafts. Mr. Deven
presented the sign which is used in many City parks and
noted the bail schedule can also be signed at a minimal
cost.
Chair Konwiser opened the meeting to Public Testimony and
Elaine Linhoff, 1760 E. Oceam Blvd., addressed the
Commission. Mrs. Linhoff stated that, although she doesn't
own a dog, she feels parks are for the public and should
include dog owners. She agreed that dogs should be on a
leash and nuisances removed which is already in the
Ordinance. She suggested that since there is little use
of the beach in the winter, dogs should be allowed, but
not during the busy summer months.
Upon close of Public Testimony, Commissioner Springer
questioned the value of Section 8 of Exhibit A and Mark
Deven explained this is only for information and will be
deleted. Commissioner Springer recommended posting at all
park entrances and the bail schedule added to the signs.
She would also like to see stronger enforcement of leash

and nuisance control and would prefer Exhibit A be approved.

Commissioner Herberts reported she believes dogs should be
allowed in parks and their owners held responsible. She
read a memo from the City Manager which was directed to
the Environmental Quality Affairs Citizens Advisory
Committee and was included in the City Council Study Sessio
of January 23, 1989. It stated the current enforcement
level is already the highest in Orange County. She noted
the "L" Street Park sign reads no dogs allowed, however,
this is not working. She spoke with Dayna Pettit, Presi-
dent of the Peninsula Point Association, who agrees that
parks should be signed for leash and nuisance control and
the bail schedule. Commissioner Herberts stated she
favors Exhibit A.
Commissioner Vandervort;•felt dogs should be restricted to
park pathways and the section referring to school
property be 'included in the Ordinance. She favors
Exhibit B.

Chair Konwiser stated he felt it would be impractical and
hard to enforce restricting dogs to sidewalks in parks.
He recommended the maximum amount of the bail schedule
be posted.

Item #6 - Appeal of Street Tree Division - 1444 Santiago Dr
Appeal of
Street Tree
Jack Brooks reported the subject tree was removed and the
Division
owner is out of town. He will investigate the matter and
if the removal was unauthorized, the issue will be referred
to the City Attorney for action.
Commissioner Herberts pointed out she had taken a picture
of the tree as being an example of one of the most
beautiful Coral Trees. She did not see any sidewalk or
curb damage.

Mark Deven reviewed the four alternatives presented in the

report which, he noted, were listed in descending order
of staff preference.

He pointed out that the project, which abuts Jasmine
Creek, is in the 1988 -89 Capital Improvement Budget to
install lights on two of the four tennis courts. The
Planning Department recommended following applicant require-
ments for Conditional Use Permits by notifying residents
within 300' of the project. This was done in addition to
notifying Southern California Edison and the Association
Manager. Approximately 11 letters were just received and
are before the Commission in strong opposition to the
proposed project. Recommendation #2 limiting the use of
lights for scheduled activities might be preferable, however
the tennis players would probably be offended.
Chair Konwiser opened the meeting to Public Testimony and
Andy Thompson, 4 Jetty Drive, addressed the Commission.
He stated the Planning Commission turned the proposed
project down in 1985 and nothing has changed since that
time. The residents still do not want the courts lighted
•
since they are too close to their homes. The,problem is
not necessarily tennis, but rather noise, loud radios and
obscene language. They are also leary about the 10:00 P.M.
cut off time since the lights are often on.until 2:00 A.M.
at the school courts across the street.
Mr. Bill Thompson of Jasmine Creek addressed the Commission
and reported he is also opposed to the project due to the
loud noise and their home being too close to the courts.
He questioned why the Lawn Bowling Club was not notified
and Mark Deven explained that since their activities take
place during the day, they would not be affected.
Chair Konwiser informed Mr. Thompson that the School
District is responsible for the lights at the Abraham
Lincoln School although the City may some day be involved.
Upon close of Public Testimony, Commissioner Taft stated
there is a need for more lighted courts. He understands
the residents' concerns but has seldom heard anything
objectionable in the five years he has played at this
location. He noted the courts are protected by trees and
shrubbery and favors lighting the courts on a trial basis.
Commissioner Vandervort stated that she is in sympathy with
the residents who�are so strongly against the lights and
noted the School District has occasionally asked for
improvements which the residents have opposed.

.Commissioner Herberts asked if a retaining wall could be
built higher and Mark Deven explained that this is impractic

since the whole wall would have to be re- engineered.
Commissioner Herberts stated she is in agreement with the
residents.
Chair Konwiser referred to the specifications and pointed
out they are designed to push the light in one direction.
He favors a provisional program with a quality sign
stating noise abuse would eliminate the lighting system.
Commissioner Brenner agreed that a sign is important to
minimize the problems and that there is a big need for
lighted courts.
Mark Deven advised that should the item be continued, staff
could present more options as regards to signage and court
policies at the May 2, 1989 meeting.

Item #8 - Theatre Arts Center Parking Lot Lighting

,Mark Deven reviewed the need for security lighting and

reported the proposed lighting is not of sufficient strength

to inconvenience anyone. Forty property owners located
within 300',df the parking lot were notified of the proposed
action on this meeting's agenda.
Mr. Deven reviewed the proposed system using 70 watt fixtures,
three mounted at 12 feet and one mounted at 1-4 feet around
the perimeter of the parking lot.
Mr. Deven reported he received a call favoring the project
from Robert Newberry who lives adjacent to the Theatre.
Commissioner Springer reported she received a call from Gail
Demmer of the Association who has no objections.
Chair Konwiser opened the meeting to Public Testimony and
Mr. Winston Verdault, 2500 Cliff Drive, addressed the

Commission. He stated he was very concerned about the
proposed lighting since he lives across the street from the
Theatre. He referred to a neon sign five years ago which
caused him so many problems and eventually it was taken down.

He stated he felt there were enough problems now with
noise, people, pollution and parking problems. He requested
another meeting be held so he could get more residents to
attend.
Ms. Joan Jessup, 2420 Cliff Drive, addressed the Commission.
She stated in 1976 she was told the building would come
down but it hasn't and her view is inhibited. She objects
to the parking lot lights since she feels they will devalue
her property and destroy her view.
Greg Jessup, 2420 Cliff Drive, addressed the Commission and
stated his room is 8' from where people park and he gets
woken up. He suggested the lower access area be used.
He also objected to the lights stating he feels they won't
solve a security problem and will obstruct his view.
Mrs. Rae Cohen, 1501 Antigua and President of the Friends
.
of the Theatre Arts Center, addressed the Commission.
She reported their patrons are of all ages and there have
been falls,,particularly by the elderly. Thei,rrconcern
is for the safety of their patrons and, therefore, they
feel lighting in the back of the Theatre is warranted.
Upon close of Public Testimony, Mark Deven reviewed the
proposed lighting system which is designed to minimize
ambient light to residents.

light closest to Cliff Drive be eliminated.
During discussion Commissioner Herberts stated she doesn't
like to use the parking lot because it is too dark. The
,parking lot would be put to better use if lighted and cars
wouldn't park on the streets to which the residents object.
She also felt the proposed lights are minimal and conserva-
tive and would recommend lowering the fourth light closest
to Cliff Drive and possibly the third light.
Commissioner Springer stated she felt 70 watts is not a
significant glare and agreed with Commissioner Herberts'
•
suggestion.
Vote was taken and the motion passed.

Item #9 - Balboa Bay Club Lease
Mark Deven reported Councilmember Hart has proposed the
Towers portion of the Bay Club be considered for a public
park in the future. Council has not made a decision, nor
have they asked this Commission for their recommendation.
Should they determine the idea to be legal and sound, they
would probably ask for this Commission's input.
Commissioner Springer referred to her March 30 memo address
sed to the Commissioners along with a copy of a letter from
James Irvine dated June 20, 1938 wherein he states that
the 4.4 acres be used for beneficial public use.
Commissioner Herberts stated she would like to see the
original deed for background information purposes. She
feels the Commission should be involved if asked by

Council since this inter- relates to other items being
studied, i.e., the park bond issue. Commissioner Springer
agreed.
A brief discussion ensued as to the dollar figures quoted
and Chair Konwiser pointed out these will be clarified
and documented when necessary. Although this is a major
item, this Commission would be premature to discuss it at
this time.
Item #10 - Status of Capital Projects
Chair Konwiser referred to Jamboree Road where he sees
improvements needed in four sections. Jack Brooks ad-
vised the Parks Division is doing the irrigation and the
improvements will be made following a cost study.
Commissioner Springer questioned the Newport Boulevard
landscaping project and Jack Brooks explained that they
have higher priority projects at this time. They will,
however, be installing a drip system in addition to
shrubs and plants which should be well contained within
two years.

b. Street Tree - Chair Herberts reported staff has done
an excellent job implementing the Arbor Day program on
April 28 which will qualify the City for Tree City USA.
Mark Deven advised Jack Brooks provided a great deal
of assistance and announcements will be forthcoming.

c. Recreation Program - Chair Vandervort reported the
next meeting will be April 13.
d. Oceanfront and Beach - Chair Taft reported the committe
met concerning three volleyball courts which will be
presented to the Commission at their May 2 meeting.

a. Friends of Oasis - Commissioner Brenner reported that

she has been unable to attend the meetings, however,
she has encouraged them to call or write should there
be anything they want brought before the Commission.
b. Friends of the Theatre Arts Center - Commissioner
Herberts reported a new play, Lu Ann Hampton,, will be
starting April 7.
c. CYC Booster Club - Commissioner Brenner reported there
is a high attendance at the Youth Center and voiced
her concern over the outside area being under supervised.
Mark Deven advised this is being worked out.
Item #13 - Recreation Division

Mark Deven reviewed the Recreation Division report sub-
mitted and pointed out the popularity of the Pee Wee Tennis
Camp and Enrichmdnt Classes. Adult sports are going well
and the All City Track and Field Meet will be April 14
which is a big attraction. He also reported Oasis had a

program honoring their volunteers which was a big success.

Chair Konwiser referred to the property next to the Bay
Division
Bridge which was considered for boat launching and there
are now trees planted. Jack Brooks explained the property
went back to The Irvine Company.
Commissioner Taft asked for a description of a spring
animal which Jack Brooks explained is one that is mounted
and bounces up and down. Commissioner Herberts asked,
and it was agreed, that one be installed at Mariners Park.

SUBJECT: Proposed Tennis Court Regulations -
San Joaquin Hills Park - Lighted Use
Recommendation:
Receive public comments from tennis players and residents living within close
proximity of the proposed tennis court lighting project at San Joaquin Hills
Park. Following discussion of this issue with the affected residents, the
Commission may desire to:
1. Approve the installation of the tennis court lighting subject to the
posting of signs describing the terms and conditions of lighted use by
the public; or
2. Deny the project.
Background:
At the Parks, Beaches and Recreation Commission meeting of April 4, 1989, the
Commission continued the subject item to the May 2, 1989 meeting and directed
staff to develop terms and conditions for lighted public use. Testimony and
letters received from residents living within 300' of the tennis courts indicated
that the majority of concerns focused on noise, foul language and nuisances
associated with playing tennis other than ambient light.
In an attempt to address residents' concerns, it seemed appropriate to limit
lighted use to 9:00 P.M. and allow unsupervised public use Thursday, Friday,
Saturday, and Sunday evenings. On Monday, Tuesday and Wednesday evenings, the
courts will be reserved for instructional classes conducted by the Department.
Large (24" x 30 ") signs with red lettering will be posted at each court entrance
and at the lighting activation switch which will warn tennis players of the
following regulations:

LIGHTED TENNIS COURTS ARE OPEN TO THE PUBLIC ON A TRPAL BASIS.
THE FOLLOWING RULES MUST BE OBSERVED:
1. Lights do not activate after 9:00 P.M.
2. Public use permitted Thursday - Sunday nights.
3. Tennis courts are reserved for Instructional Tennis Classes
Monday - Wednesday as scheduled by the Parks, Beaches and
Recreation Department.

4. Observe proper tennis etiquette at all times. No loud or
obscene language permitted.
FAILURE TO OBSERVE THESE RULES AND REGULATIONS WILL RESULT IN
THE LOSS OF PUBLIC USE.
In addition to posting the tennis courts as indicated, staff will report to the
Commission by November 7, 1989 regarding the degree of complicity with the
rules and regulations described. Affected property owners will be notified in
advance of the meeting.

Dear Don:
I attended the meeting of the Parks,Beaohes, and Recreation
Commission last Tuesday evening April 4th and was disturbed
at what transpired.
I live in the Jasmine Creek complex in Corona del Mar, so was
interested in Agenda Item 7 which had to do with installing
lights on the adjacent tennis courts which are-situated-be-
tween the Lawn Bowling Club and the nearby dwellings in Jas-
mine Creek.
The Chairman announced they had received 9 letters from resi-
dents and 5 additional residents were in attendance at the
meeting.None of the letters were read. 3 of the Commissioners
• expressed in favor of supporting the residents who are opposed
to lights that close to their homes. 2'other Commissioners ex-
predded the opposite view -but•I need to add at this point., one
of them (A.Z.Taft) said he was a regular tennis player.Does
this constitute a,conflict of interest? I believe it does.
I suppose in an; effort to compromise,the Chairman (John Sonwiser)
suggested installing the lights on a trial basis. In,my opinion,
this wpould be an irresponsible expenditure of city funds.
Finally,the Chairman entertained a.motion to hold the matter
over until the May meeting -thus falling back on one of the oldest.
1 and tiredest ploys in the books.(I think this is usually done in
the hope that the opposition will not show up for a second time)..
I don't relish being critical of community volunteers,but in
fairness, it appears this issue should have been decided in favor
of the tax - paying residents who live closest to the trnnis courts
and have the most to lose in decreased property values when late
_lights and noise reduce the value of'their homes.
Surely it would be better to put ,into working order the lights at
Corona del Mar High school courts.'

1 am writing on behalf of Jasmine Creek Community Association concerning the
proposed installation of tennis court lighting at San Joaquin Hills Park. This issue
was discussed at the Jasmine Creek Board of Directors Meeting on March 28, 1989
at which time the Board unanimously agreed that the proposed tennis court lighting
would clearly produce aniundesirable environment due to the inherent noise factor
and potential for detrimental elements for many Jasmine Creek residents:
. This letter is •a,statement of extreme objection to the proposed plan of installing
a tennis court lighting system at San Joaquin Hills Park:-Members of our Association
will attend the public review and discussion of this issue to be held April 4, 1989 in
order to represent our position.

Park. My house is close to these tennis courts and
even now my family is frequently bothered by loud car
radios, profanity and all manor of nuisances from
people using these courts. Play usually begins,at first
light and continues until after sunset. Noise is espe-
cially bothersome during the summer months with the
long daylight hours. Tennis court lighting as proposed
in your letter would certainly make things worse for my
family by e:;tending these nuisances year around.
I am a tennis player myself but I
think consideration should be given to residents who
must live with the problems associated with these
courts 24 hours every day of the year.

and enjoyment of my home and those of my neighbors, however, the
biggest concern would be the potential noise from the users of
the courts during the evening and night hours.
Considering the use, I believe that the quality of life for the

upon and I strongly urge you to postpone indefinitely the Parks

Although I like tennis, my wife and I already get enough noise from
the playground just behind our house, across San Joaquim Hills Road,
where kids and adults play soccer, baseball and other sports until
late at night. We surely don't need additional noise around here.
Therefore, for that reason, plus those given to you by Mr. Thompson
and Mrs. Carter, I am against your proposal which could hurt the value

My wife and I own the property located at #1 Jetty Drive,
located in Jasmine Creek and affected by the installation
of the tennis court lighting.
When we purchased our property we were relieved that
• the courts were not lighted. There are already a
substantial number of lights to contend with from
the field on San Joaquin Hills Road. Jasmine Creek
is a quiet, residential area which adds to the overall
high quality ambiance of Newport Beach /Corona del Mar.
There is Fio need to add more evening noise and congestion
to the living environment of those whose homes border on
the park It seems a dis- service to these permanent resi-
dents to negatively impact their home environment on a
continual basis just to serve a few residents who wish
to play tennis occasionally after hours.
I appreciate your informing residents about the proposed
lighting so that their input could be accepted. I thank
you for your consideration of my request to refrain from
installing the night lighting on the tennis courts at
San Joaquin Hills Park.

Star Lane.
3. Permit the Aquatic Center to grade excavation material within the limits of
fill upon verification of its compatibility with the existing material as
• determined by soils analysis. The extent of grading will be limited to an
elevation change within the limits of fill by ( +) 12 ".
Background:
In February, 1989 the Department became aware of plans proposed by the Newport
Aquatic Center to construct a dock on a portion of North Star Beach for launching
and general use of rowing and paddling craft. The project has been reviewed and
approved by environmental agencies which regulate activity in the Upper Bay with
the exception of grading and dredging permits authorized by the City. Conditions
placed on the project by the environmental review process required that a portion
of the beach be excavated and dredged in order to not impinge on the Fish and
Game preserve. None of the agencies involved in the regulatory process conditioned
the removal of the excavation and dredge material from the site. The option to
dispose of the material on or off site was left to the discretion of the Aquatic
Center or the City and /or the County of Orange as joint owners of the property.
The City, acting as the lead agency with respect to environmental documentation
for projects undertaken on the North Star Beach property, contends that disposal
of dredge material on the beach is contrary to past practices established in
consideration of similar projects. It is also objected to by individuals con-
cerned about the environmental quality of the beach, including Frank Robinson,
a long time environmental advocate and a resident of the Westcliff area.
The Aquatic Center contends that disposal of dredge material on site poses no
environmental problems as long as the material is compatible with the existing
beach material. The most recent soils analysis indicates that the existing material
•is composed of 90% sand, 10% silt. The Aquatic Center is willing to pursue analysis
of the dredge material to verify its compatibility with the present existing material.

The Commission should note that the recommendations represent a compromise
position. Disposal of dredge material off site is expensive. However, staff
believes that the deposit of dredge material on North Star Beach is not only
contrary to past practices, but represents further degradation of the beach.
The accommodation of the excavated material by grading on site at least signi-
ficantly reduces the project's cost to the Aquatic Center in comparison to total
accommodation off site. Such action should not further degrade the environmental
quality of the beach.

Thanks for your efforts on behalf of the Orange Coast College
Sailing and Rowing classroom project on the Pacific Coast
Highway.
I am writing to you in order to make a formal request for
assistance by the City of Newport.Beach.
By way of background to this request, you may know that this
beautiful new instructional facility was designed and built
with no tax dollars and no funds from public agencies, which
is a first for Orange County community colleges. The total
cost of $385,000 was raised privately over a two -year period,
primarily by people who also were engaged in full -time jobs.
• With that task done, you may recall that the State mandated
that the entire building (old and new sections) be sprinkled
for fire protection at a cost of an additional $25;000 which
had to be raised. Then, we learn that we may have to go 300
feet up the Pacific Coast Highway to tie into another six-
inch line which stems off the main line, and that this will
cost upwards of $30,000 more to tear up and replace sidewalks
in front of the Sea Scout Base. Obviously, this is a
staggering proposition and we need some help.
I turn to the City because for several decades, we have been
good partners with the Parks, Beaches and Recreation
Department of the City of Newport Beach and have no doubt
that this will continue to be the case. Never has the
College asked for payment for construction or use of docks,
storage for sabots and a teaching launch, use of parking
facilities, use of restrooms, nor for maintenance of all of
this or even assistance with water and power utilities during
all of this time. The City has helped clean restrooms twice
a week during the summer. The Base is used by the City for
PBR classes all summer, every summer, plus weekends, evening
and vacation periods during other parts of the year.
In addition, every year over 1000 Newport Beach residents
take College classes in sailing, navigation, piloting,

Narbor area residents and I anticipate this will become THE
center for instructional marine programs for an enormous
number of people.
Finally, the Base also provides a unique access as a window
on the bay for residents and visitors who who can drive or
*calk in without a permit or a charge of any kind. It is a
special place and one which deserves special attention,.
Therefore, in partnership, I propose that the City
demonstrate its good faith in supporting this facility by
splitting the cost of water access for the fire /sprinkler
system.

Recommend to the City Council that a budget amendment of $6,000 be approved
that enables the City of Newport Beach to participate with other, public
agencies in the planning of the Santa Ana River Corridor.
Discussion:
The Santa Ana River Corridor is a multi- agency project that will provide a
recreational resource for millions of people. Although much of the project
is outside of our geographical boundaries, the terminus of the complex
system will be at the "Sea" here in Newport Beach. Our involvement in the
planning process is important and staff encourages approval of the recommendation.

Recently the Park Directors of Orange, Riverside, and San Bernardino Counties
met to reactivate the Santa Ana River Coordinating Council ( SARCC) to facilitate
development of a National Park Service assisted Master Plan of trails and
parks along the Santa Ana River Corridor. The proposed Master Plan will
aid in the development of the Santa Ana River National Recreation Trail linking
• the "Mountains to the Sea ". The Santa Ana River Coordinating Council is
a tri- county advisory panel made up of representatives from counties and
cities along the river corridor, the California Department Parks and Recreation,
the U.S. Army Corps• of Engineers and other interested parties. Initiated
in 1972 to address a multitude of plans for the river corridor, the Coordinating
Council has been reactivated to coordinate trails and park planning along
the river corridor.
The National Parks Service has proposed a Cooperative Agreement with the
Council to produce a Master Plan for the Santa Ana River corridor. A contribu-
tion of $6,000 has been made by the National Parks Service toward the cost
of developing this Master Plan. Each of the three Counties envision contributing
$10,000 each. SARCC is requesting that each city along the river contribute
$6,000 toward this planning effort. The San Bernardino County Regional Parks
Department will be the lead agency in this planning effort. Enclosed is
their draft interagency agreement for your perusal. The final draft agreement
will become available within two weeks.
The County of Orange encourages your city to participate in this planning
process. By becoming a participant, your city will have a voice in shaping
their interface along the Santa Ana River Corridor. Those cities which wish
to participate will be asked to sign the interagency agreement, and contribute
$6,000 into a trust account to be administered by San Bernardino County Parks
Department. The three Counties intend to execute the agreement by March 10,
1989, with the intent that the cities will follow closely thereafter. Please
review the attached draft agreement with your staff. If you require further

INTERAGENCY FUNDING AGREEMENT
FOR DEVELOPMENT OF A
• SANTA ANA RIVER CORRIDOR MASTER PLAN
WHEREAS, the Santa Ana River Corridor is ,a valuable linear open
space and recreation resource, which will prove to be a
sound investment for public health, welfare, and
enjoyment for generations to come; and
WHEREAS, the agencies along the Santa Ana River Corridor have
determined that the development of a master plan for
recreation trails and related facilities for riding,
hiking and bicycling (Master Plan) in the river
corridor is a beneficial and, necessary project that
should be accomplished through an interagency funding
agreement; and
WHEREAS, the goals of the agencies that will be parties to this
interagency agreement include utilization of the river
corridor as recreational trail system, conservation and
protection of its natural resources so as to minimize
the impact on biologically sensitive areas and unique
and sensitive plant communities, preservation and
interpretation of the corridor's scenic beauty; and
WHEREAS, the parties to this interagency agreement are those
agencies executing this agreement as identified on
signature pages attached hereto, which may include but
are not necessarily limited to: the Counties of San
Bernardino, Riverside, Orange; the Cities of Redlands,
San Bernardino, Highland, Loma Linda, Colton, Rialto,
Fontana, Chino Hills (County Service Area 19),
Riverside, Corona, Norco, and Anaheim (hereinafter
jointly and severally referred to as Parties); and

WHEREAS, coordination

county agencies, state and federal agencies and citizen

WHEREAS, there currently exists a cooperative agreement between
the National Park Service, Department of the Interior,
and the SARCC for the purpose of obtaining financial
and technical assistance from the National Park Service
to develop the Master Plan; and
WHEREAS, The U. S. Forest Service and California Department of
Parks and Recreation desire to participate in the
development of the master plan pursuant to separate
agreements; and
WHEREAS, a policy of cooperation between counties, cities,
regional, state and federal agencies involved with the
River should continue.
• NOW, THEREFORE, Parties agree as follows:
•
1. To contribute an amount not to exceed six thousand dollars
($6,000) from each city and ten thousand dollars ($10,000)
from each county into a trust account to be maintained and
administered by the County of San Bernardino who will serve
as the lead agency for the purpose of developing a Request
for Proposal (RFP) and contractual agreement to retain a
consultant or consultants to develop the Master Plan. The
actual monetary contribution from each of the Parties will
be prorated depending upon negotiation of the consultant
contract but in no event will it exceed the previously
described limits. The Parties will review and comment to
San Bernardino County on the RFP and consultant contract
prior to each document being finalized.

3. The Parties further agree to designate the Parks
Director of San Bernardino County as the Parties
representative to coordinate with the master plan

4. This agreement may be signed in counter part and shall
• become effective when signed by all Parties and shall
remain in force until acceptance of the final Santa Ana
River Corridor Master Plan by all Parties. -
5. The Parties agree that their approvals of this
agreement shall be binding even if all Parties do not
approve this agreement, provided that, at least all
three (3) counties and at least four (4) cities approve
this agreement no later than June 1, 1989. The Parties
agree that the listing of Parties in the WHEREASES to
this agreement shall be retyped to include only those
Parties having approved this agreement by June 1, 1989.
6. The County of San Bernardino is hereby authorized to
accept contributions from public or private sources for
funding support of the Master Plan project. Further,
the County of San Bernardino is authorized to add
• additional Parties to this agreement, provided that, no
substantive portions of this agreement may be amended
without unanimous approval of all Parties.

7. The Parties agree that except for the six thousand
dollars ($6,000) for each city and the ten thousand
dollars ($10,000) for each county, the Parties are not
obligated to provide any additional funding for the
Master Plan nor any additional funding to construct any
facilities.

Recommendation:
Approve the request for seasonal storage of Outrigger Canoes at North Star Beach
presented by the IMUA Outrigger Canoe Club subject to the conditions listed.
Commission approval will be transmitted to the City Council for further
consideration.
1. For the period of April 1 through October 31, 1989.
2. That the Canoe Club strictly observe all Newport Beach Municipal Codes Sections
pertaining to dogs, picnics and litter.
3. That no trailer storage be allowed at any time on North Star Beach.
4. Trailering of Outrigger Canoes to and from North Star Beach is prohibited
before 9:00 A.M. and after 4:00 P.M.
5. That the Canoe Club be prohibited from work -ing out prior to 7:00 A.M. and
after 7:00 P.M.
6. All cars are to be parked within the parking lot area and not in the
residential community.
7. Canoe storage shall be on the southeast portion of North Star Beach.
8. That the Canoe Club store a maximum of six (6) Outrigger Canoes.
9. That workout attendance and parking use be restricted if necessary due to
activity emanating from the Newport Aquatic Center.
10. That the Canoe Club provide a Certificate of Insurance naming the City of
Newport Beach and the Newport Aquatics.Center, Inc. as additional insured
for comprehensive general liability on amounts established by the Safety
and Insurance Administrator.
11'. Identification of a contact person(s) who will report to the Aquatic Center
Executive Director.
12. That entry gates to the Aquatic Center be locked as required in coordination
• with Aquatic Center staff.
13. That use of the Aquatic Center be limited to the outdoor /public facilities.
�14. That non - conformance with the above conditions will result in immediate

Discussion:
The attached report was received by the Department in early March and reviewed
with the Aquatic Center Board of Directors at their April meeting. Conditions
#11, #12 and #13 were included at the request of the Aquatic Center as a means
of improving the coordination of shared public facilities. The Commission
should note that IMUA Canoe Club are exemplary users of this facility and that
the Department has received no complaints from residents bordering North Star
Lane.

Here we are again! The Imua outrigger Canoe Club is
requesting permission to use North Star Beach during the
months of April 1989, through November 1, 1989. We are
aware of the rules and regulations in conjunction with the
usage of the beach.
1. Strict observance of all Newport Beach Municipal codes
pertaining to dogs, picnics and litter.
2. That trailer storage is prohibited at any time on North
Star Beach.
3. That the Canoe club be prohibited from conducting
workouts prior to 7:00 a.m. and after 9:00 p.m.
4. That the Canoe club members park all cars on the hard

'CITY OF NEWPORT BEACH TO FORM THE AD -HOC
OCEAN FRONT ENCROACHMENT CITIZENS ADVISORY COMMITTEE
WHEREAS, the California Coastal Commission has requested the City of
Newport Beach to investigate and address encroachments on the Balboa Peninsula
ocean front; and
WHEREAS, the City Council wishes to collect all the available
information and facts regarding encroachments on the Balboa Peninsula ocean
front; and
WHEREAS, the City Council wishes to investigate how ocean front
encroachments in other California Coastal communities have been resolved; and
WHEREAS, the West Newport Beach Association has requested that a
Citizens Committee on beach encroachments be formed; and
WHEREAS, the City Council wishes to involve the citizens and residents
of the City in addressing the issue of encroachments on the Balboa Peninsula
ocean front.
. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Newport Beach shall form an Ad -Hoc Citizens Ocean Front Encroachment Committee

3. Coastal Commission's concern

opinion regarding the Balboa Peninsula ocean front encroachments.
C. Develop alternative plans which address the issue
• D. Solicit comments from all of the Peninsula Associations
E. Present monthly status report to City Council
COMMITTEE TERMINATION: The Committee shall be disbanded and shall
cease function when final status report is presented to City Council. The
anticipated duration of Committee function is approximately 6 months.

On Thursday, April 13, the Recreation Program Committee met and reviewed
new class titles scheduled for the summer brochure. A total of 17 new
class titles have developed. The attached brochure copy highlights
each new title.
The committee also reviewed a rough copy of the brochure and commented
on other programs and instructional activities offered by the Department.

PARK AND TREE DIVISION
APRIL, 1989 PROGRESS REPORT
Our park crews performed the following tasks in addition to normal maintenance
during the month of April.
Balboa Pier Parking Lot
Assisted the tree crew in the planting of 2 palms.
Ocean Boulevard near Marguerite
Removed 80 feet of old wood retaining wall, approximately 2 feet high, and re-
placed it with a new railroad tie wall.
Corona del Mar State Beach
Installed (7) new metal volleyball posts.
Community Youth Center - Corona del Mar
1. Installed a drinking fountain near the sand play areas.
2. Poured a concrete walk near the sand play areas for better pedestrian
traffic flow.
• Eastbluff Park
1. Cleaned up and regraded around the new sand play area.
2. Relocated several sprinkler heads to minimize water spraying Tinto the
new sand play area.
Cliff Drive Pa
Redesigned several sprinkler systems to get better coverage on some of the
slopes.
Newport Boulevard Arterial Slopes
1. Installed the irrigation controller wires, mainline, and valves on the West
side of Newport Boulevard.
2. Installed drip line to all of the trees on the East side of Newport Boule-
vard.
Bayshore Sound Wall
Planted (14) 15 gallon Melaleuca trees, (340) 1 gallon Boston Ivy vines, and
(30) 1 gallon Agapanthus.
Cameo Shores Entrance
Planted (1) 24" box Coral tree in the entrance median.

Mariners Mile Parking Lot
Planted (7) 24" box Melaleuca'trees in the planters.
Irvine Avenue Medians - Santa Isabel to University Drive (under development)
Removed approximately 80 yards of dirt which was excavated by the contractor
who installed i foot wide mowing strips and concreted in the turn pocket finger
strips. We took the dirt to Channel Park.
Channel Park (under re- development)
1. Leveled out the 80 yards of dirt from Irvine Avenue filling in low areas
and bringing the grade up to flush with the new sidewalks.
2. Assisted the tree crew in planting (3) palm trees.
Jamboree Median from Island Lagoon to Santa Barbara,Drive
We started the relocating -of all sprinkler heads, approximately 15 inches off
the curb, to accommodate the new 1 foot wide mowing strip being installed by
contract.
Our Street Tree Division performed the following:
Trimmed 632 trees.
Planted 3 trees.
Removed 14 trees.
• Root pruned 25 trees.
Completed 7 work requests.
Areas being trimmed'this month: Balboa Island, Lido Island and the Peninsula.

RECREATION DIVISION
• APRIL, 1989 PROGRESS REPORT
Special Interest Activities
Spring classes will continue through the first part of June, with "B" Session
registration being accepted in May. Analysis indicates that spring registration
is generally up over last year's totals. The Department has already filled the
Kings River Raft trip scheduled for June and is already accepting registration
for the Environmental Nature Camp. Planning is continuing for the Scenic 5K;
the brochure promoting the race has been published and is being distributed.
Tennis registration is also up over last year. Tennis instructors,are also being
cross - trained to report court maintenance problems in line with the facility
inspection program. Harbor View School is the only elementary school offering
enrichment classes this spring, enrolling 60 children in classes ranging from
Math Maintenance to Magic and Clowning. The gymnastics program also moved back
to the Lincoln Gym this month.
Youth Activities /Facilities Maintenance
The annual youth Track and Field Meet registered 130 athletes for the Meet held on
April 14. Again, the Newport - Balboa Rotary Club provided outstanding volunteer
assistance. The School District also waived facility fees and provided excellent
physical set up of the stadium. The Speed Soccer program began April 24 for four
weeks with games pl.ayed in the Lincoln Gym on Tuesday evenings. In line with the
facility inspection program, Building Maintenance staff is attempting to provide
•"light" maintenance to various facilities, including activity rooms, restrooms,
etc. In cooperation with the Newport Heights Community Association., the Department
will assist in the production of the Memorial Day Picnic on May 29. Recreation
Leaders will assist in physical set -up and the conducting of games and events in
support of the Community Association's volunteers.
Adult Sports /Aquatics
In addition to scheduling and conducting the current adult softball and basketball
leagues, the Department accepted softball applications for 242 teams for completion
in summer leagues. Due to the absence of the Lincoln Athletic Center, some teams
will be denied entry into the leagues which will begin May 22. Packets announcing
the summer basketball league will be distributed the week of May 1. Registration
for the spring sailing program is well over last year's pace. In fact, registration
and revenue for the program exceeded Department projections by 50%.
Older Adults Services
During the month of April, two special event projects were successfully conducted at
Oasis: Daffodil Days and the Health Fair Expo. In cooperation with the American
Cancer Society, Daffodil Days involved 30 volunteers over two days distributing
Daffodils originally scheduled for distribution in March.
The Health Fair was very successful with approximately 400 people in attendance.
The Fair offered a 32 -count blood panel, many health screenings and many informational
booths. Hoag Hospital helped to sponsor this event by supplying 15 nurses, 3 lectures,
Sand 3 special exhibits. Both the staff and the Friends were very pleased with the
professional volunteer support and enthusiasm that Hoag provided.

The Friends of Oasis membership supplied 90 volunteers to man various stations.
They worked on registration, information, crowd control, screening sights, blood
pressure and tabulation. A few community members also volunteered their help.
In summary, the Health Fair provided an opportunity for people to inexpensively
obtain vital information about their health status and encouraged them to act on
any problems that were found. Staff has received an abundance of positive feed-
back, both verbally and through written evaluations.
The Tax Assistance Program concluded their services this month. A total of 110
people received tax preparation assistance this year. The volunteers are trained
by the Internal Revenue Service prior to assisting.- The May schedule is attached.

SUBJ: Park Facility Inspection Reports
We have recently completed our first phase of park inspections. The
first phase was the gardeners inspection of the parks, filling out inspection
reports and recommending repairs needed. (Example enclosed). These reports
will now be reviewed by our Park Supervisor in charge of maintenance.
The Park Supervisor will determine repairs needed immediately and our
Crew Chiefs will supervise these repairs. He will then inspect the areas
to evaluate the work of his men, checking for accuracy, thoroughness.
When the Park Supervisor has completed his assignment I will• then ran-
domly inspect some of the facilities. I will be evaluating the effectiveness
of the form and to ensure that corrective measures have been taken.
