In lieu of Chair Taft's absence,Vice Chair Grant called the
meeting of the Parks, Beaches and Recreation Commission to
order at 7:00 P.M.
Item #2 - Roll Call

Roll call was taken. Commissioners Compton, Demmer, Grant,
Herberts and Vandervort were present. Chair Taft and
Commissioner Konwiser were absent.

II. PUBLIC COMMENTS
Director Whitley reported that, due to a shortage of facili =-,
ties during certain times of the year, the Bobby Sox youth
group was accommodated last year at Irvine Terrace Park with
temporary back stops. Request has been made by them to
provide a permanent back stop and ball diamond at this
location. Since Deed Restrictions on the property state
that the homeowners must approve any improvements, written
approval was obtained. When the project was being implemente
a number of residents were upset and the problem needs to be
resolved.

Vice Chair Grant opened the meeting to Public Testimony and
Mrs. Linda Colton, 1837 Seadrift, addressed the Commission.
As a mother of a Bobby Soxer and manager of a team, she
explained their practice and playing schedules, noting they
are a low key group which has doubled in size since last year.
Mrs. Colton stated the Board was not totally informed about
the construction.project. Since a permanent�.back stop would
cause view obstruction, safety concerns and problems which
result 4rom outsiders coming in, the Board voted 6 -1 last
night to not approve a permanent back stop.
Mrs. Colton added that there is no objection to the Bobby
Sox group playing at the park, however, the homeowners do
not want a permanent field at the present site. They felt
the temporary back stop at its present location worked well
last year. She also pointed out the original idea for this
park was not to be a sports center which it seems to be
•
developing into. She then presented a petition in opposi-
tion to a permanent softball field at the park.
Mr. Mike Spain, 1424 Serenade Terrace, addressed the
Commission on behalf of the Irvine Terrace Board. Mr. Spain
stated the homeowners do not object to the Bobby Sox and
soccer groups playing at the park. He suggested the back
stop be moved to the other side of the park which would
keep all the facilities at the west end which is also
farther away from the street, thereby keeping the other end
of the park a green belt area for other activities.
Mr. Spain then summarized several proposed compromises,
namely (1);That the best resolution would be to keep the
temporary back stop and bases; or (2) Implement a more
permanent back stop that could be removed and stored after
the Bobby Sox program; or (3) Put a permanent back stop in
on the west end of the park where the other facilities are
located.
Director Whitley advised a permanent back stop at the west
side would interfere with the soccer field.
Commissioner Herberts questioned Mr. Spain if the homeowners
would be agreeable to other teams coming in and using a

permanent back stop.

Mr. Spain stated they would prefer a temporary structure
so that other groups would not come into the park. Should
a permanent structure be implemented, it would encourage
additional play not regulated by the City.
Commissioner Herberts pointed out that parks are not privat
and there is a shortage of fields now.
Mr. Tom Colton, 1837 Seadrift, addressed the Commission
and expressed his concern over the safety of small children
and others in the park should a permanent structure be
implemented. He asked if consideration had been given to
a half diamond.
Sharon Havriluk, 27 Point Loma Drive, addressed the
Commission on behalf of the Bobby Sox. She explained the
three divisions they have and their need for a permanent
skinned infield with a dugout for safety precautions. The
.
temporary back stop will not work on a long term'basis;
should it be moved to the west side, the sand box would
be in the way of foul balls.

Vice Chair Grant suggested the diamond could be relocated
between the tennis courts and restroom near Pacific
Coast Highway.
Commissioner Herberts stated she would rather vote after
she sees and reviews the location.
Director Whitley pointed out again the Irvine Terrace
Homeowners Association voted not to approve a permanent
back stop at the present location, and that the Deed
Restrictions prevent putting a back stop in without their
approval.
Commissioner Compton stated he felt grass infields are un-
safe for the older children and suggested using a portable
back stop by the restrooms.
Vice Chair Grant suggested an alternative location for a
.
permanent field be pursued which would be acceptable to the
homeowners.

Commissioner Herberts suggested meeting with representative
of the homeowners association and the Bobby Sox to find a
mutually acceptable location.
Motion
Commissioner Compton then moved that the Recreation Program
Committee meet at Irvine Terrace'Park with staff and rep-
resentatives from the Bobby Sox and Irvine Terrace Home-
owners Association'to work out a compromise.
Jack Brooks advised that a major storm drain project is
forthcoming between the tennis and - basketball courts.
Vice Chair Grant asked Mr. Brooks to provide details of
the project for their forthcoming meeting at the park.
Commissioner Vandervort amended the motion to include that
the Recreation Program Committee have the authority to
represent this Commission if a compromise is reached.

as to any decisions made and Director Whitley advised staff
will notify the Commissioners.
III. DISCUSSION ITEMS
Item #5 - Status of Capital Projects - FY 1989 -90

Director Whitley reported growing native plants have been

planted at Inspiration Point. The Department has also
put in additional trees on Newport Boulevard
Commissioner Compton questioned the trees under the Hoag
Hospital site and Jack Brooks explained that since the soil
is bad, there-mill be tree wells for slope planting.
Commissioner Demmer questioned why the arterial strip on
Via Lido is not on the capital project list. Jack Brooks
explained that since the project is not large enough to be
funded out of the Capital' Improvement Fund, it is funded
out of the Park Facilities Improvement Fund. The Commission
is notified in advance if any project is over $5,000 and
not an emergency.

Vice Chair Grant asked about the light situation at
Lincoln and Nancy Beard explained the new timer is in,

however, the Department is waiting for the shields.

Vice Chair Grant voiced his concern over the permanent
structure built on the Pony League field at Eastbluff and
stated this Commission should first approve such structures.
Commissioner Vandervort asked for an update on the Irvine
Terrace restrooms which Jack Brooks provided. He will
also monitor their completion.
Commissioner Herberts questioned the size of restrooms which
she has observed to be under-utilized. Director Whitley
expllaaned that they have been reviewed and analyzed and
that they'are needed when games are played.
Commissioner Demmer asked about the Oasis expansion and
Director Whitley advised William Blurock has been selected
as the architect.
Item #6 - Recreation Division

Nancy Beard reported the annual Corona del Mar Run is
scheduled for June 9.
Item #7 - Park and Street Tree Division

Commissioner Herberts asked for an update on Vista del Oro
Division
and Jack Brooks explained there is still more work to be
done. Many trees were lost and the homeowners association
has requested 170 trees.
Commissioner Demmer referred to the hydroseeding at San
Miguel Park and asked if this will be done at Cliff Drive
Park. Jack Brooks explained that shrubs will be added at
this site.
IV. COMMISSION COMMITTEES
Item #8 - Capital Improvements

Director Whitley reported the budget is ready to be pre-
sented to the City Manager.
Item #9 - Street Tree

Commissioner Herberts reported there has been one tree
removal request.
Commissioner Compton reported the committee walked the Port
Streets and observed parkway encroachments being pushed up
by tree roots.

Jack Brooks explained this is an old area and some root
barriers have been put in, however, they are not a permanent
solution. General Services and Public Works determine when
the sidewalks will be repaired, at which time root barriers
are put in. The concrete encroachments, however, are the
responsibility of the property owner as far as liability is
concerned.
Commissioner Herberts referred to Buffalo Hills Park Phase 3
and recommended a letter•be sent to the homeowners associa-
tion advising them the Department will spray for excess
berry formation if they will notify us when the trees
flower.
Upon Commissioner Compton's request, Jack Brooks will check
out the stump on Port Durness.
Item #10 - Recreation Program

Commissioner Compton reported the committee met on January 22
with Nancy Beard to approve the spring brochure. They also
formulated seven action items, namely, (1) That a community
message be included in the brochure from the Parks, Beaches
and Recreation Commission Chair; (2) That the brochure in-
clude a "Did You Know..." section; (3) That new signage is
needed at the Las Arenas Tennis Courts; (4) That signage is
needed at the Girl Scout House so people know it is available
to the public; (5) That the area next to the A vatic Center
be developed for volleyball or a picnic area; �6) That an
open house be held at the West Newport Community Center;
and (7) That signage is needed at the Marian Bergeson Aquatic
Center stating the pool is available to the public.
Referring to the Girl Scout House, Director Whitley pointed
out that it is legally named Neva Thomas and he will provide
the lease for the Commission's review. It may, however,
prove difficult to open it to the public.
Commissioner Grant agreed signage is needed at the Marian
Bergeson Aquatic Center and he recommended it be provided
before their open house. Director Whitley will pursue with
the School District.

Since there are many swim organizations in Newport Beach,
Nancy Beard will write letters inviting the coaches to
schedule their meets at this facility.

Item #11 - Oceanfront and Beach

Commissioner Vandervort reported she and Bob Granger,
Recreation Supervisor, toured the beach last fall to
monitor regulation volleyball poles. However, by now some
have been moved and others taken down without proper
authorization.
Item #12 - Budget

Vice Chair Grant reported the Budget Committee met and in-
creased some figures. Director Whitley will be meeting
with the City Manager next week and will provi.de a summary
or the entire budget to the Commission at their March 6
meeting.
Item #13 - Parks and Open Space Acquisition

Chair Grant reported Director Whitley is setting up a

meeting with Pat Temple to discuss the Mouth of Big Canyon.
The committee will review the Facility Inspection Reports
and their decisions will be provided.
Commissioner Compton recommended Palm Trees be planted at
the vacant land at Dover and Pacific Coast Highway on the
southeast corner of the bridge.
Director Whitley advised,he will research this area since it
is owned in part by several agencies and also The Irvine
Company. He will report back at the March 6 Commission
meeting.
Vice Chair Grant referred to North Star Beach and asked
about the constraints on the property between the rowing
facility and Dover Shores. Director Whitley will research
the matter.
Commissioner Herberts reported the dog control signs at
West Jetty Park have been removed.
Item #14 - Newport Shores Park

Commissioner Compton reported that at their last meeting
Director Whitley presented an overlay of the Cal Trans
West property and the artist's conception. If the bond
issue passes, part of the funds can be directed towards the
park at Cal Trans West.

Vice Chair-Grant suggested that Chair Taft decide if he
wants Cal Trans West addressed by the Park and Open Space
Committee or the Newport Shores'Committee.
Commissioner Compton also reported funds for Newport Shores
Park have been submitted for approval. This will be a
discussion item at the Commission's March 6 meeting.
Item #15 - Chair's Report

Vice Chair Grant asked staff to review Goals /Objectives
with Chair Taft if he desires.
Item #16 - Commission Liaison Assignments

(a) Friends of Oasis - Commissioner Demmer passed out the
Assignments
Oasis monthly Activity Utilization Report for November and
directed comments to the Human Services section. She
.
stated this report, as well as her observations at monthly
Oasis Board meetings, substantiates a significant growth
can be predicted in this area. With the increase in senior
population, the needs for human services will increase
and she indicated this may include additional staffing. She
voiced concern if needs for human services and all that
they encompass for senior citizens are compatible with the
elements of parks, beaches and recreation and would be
better served in a separate department. She also recom-
mended that human services other than for senior citizens
might be recognized, such as child care, street people, etc.
Director Whitley explained that Oasis has grown tremendously
since its conception and community services are encouraged
and provided. Regarding additional staffing, Oasis has a
well educated and trained staff. At this time Human
Services is not big enough to be a separate department and
belongs where it is.
Nancy Beard explained the Oasis budget has increased this
year and they will be provided with a full time Human
Services Coordinator, a full time janitor, and a full time
van driver.
Commissioner Vandervort referred to some of the medical
services provided and questioned the liability issue and

if this isn't a County responsibility. Director Whitley
advised the Oasis staff networks with the County in these
areas.

Commissioner Herberts agreed that Oasis is excellent at
managing their needs and referred to. the Utilization Report
which does not address all the recreational activities
they provide.
Commissioner Grant suggested an assessment of their present
and future needs be addressed. Director Whitley explained
their Long Range Planning Committee meets monthly on this
matter.•
(b) Friends of the Theatre Arts Center - Commissioner
Compton reported a suggestion was made to him that the
Theatre Arts Center facility could be expanded for other
uses without restructuring the whole building. The group
would like to expand and there is a question of whether
or not they will keep this site in the future.
V. SPECIAL, URGENT OR LAST MINUTE ITEMS
Commissioner Demmer acknowledged the revitalization of the
Youth Council and inquired if the Commission should meet
the Council and be informed of their responsibilities.
Nancy Beard explained this is a City Council Commttee
which falls under this Department's supervision. They have
regrouped and are planning events such as a Youth in Govern-
ment Day, Job Fair, etc.
Vice Chair Grant suggested staff explore having the,Youth
Council participate in a mock Parks, Beaches and Recreation
Commission meeting.
VI. ADJOURNMENT
There being no further business; the Parks, Beaches and
Recreation Commission adjourned at 9:30 P.M.

Dear Mr. Whitley:
This is a request for permission to place a plaque in
memory of my deceased son, Phillip, near the vicinity of
the Newport Beach Pier. Phillip was instructing a
flight student in a single - engine Cessna airplane the
evening of March 2, 1986. The plane, piloted by the
student,crashed near the Newport Beach Pier.
• Phillip was an ambitious and accomplished young man.
He obtained Federal certification as a flight instructor
at the age of 19. His ambition was to become a commercial
pilot. He was actively working toward this goal when
he met his untimely death.

Your letter requesting a plaque to be placed at the Newport
Pier has reached my office. This request, dated November 15,
1987, was not received by the addressee, Mr. Jack Brooks of
this Department. The subsequent letter, dated June 15, 1989,
to Mayor Cox was received by Mayor Plummer on January 17,
1990. We apologize for the confusion and lack of response
on this matter.
Unfortunately,, this Department has a policy as formulated by
the Parks, Beaches and Recreation Commission of not allowing
plaques to be installed in public locations. If you wish to
pursue the matter further., it would be appropriate to address
a communication to the Parks, Beaches and Recreation Commission
for their review.

Dear Mr. Brooks:
On March 2 1986, my son, Phillip, age 20, died in a
single- engine airplane crash just off the Newport Beach Pier.
It is requested that I be allowed to place a bronze plaque
on the pier in his memory.
My son was a certified flying instructor. During the
last four years of his life he flew over the Pier many times.
He loved life and was very proud -of the fact he lived in
Orange County.
I was very proud of him and it would please me for the
opportunity to attach this plaque to the edge of the Pier.
The placque measures 6" by 9" inches. A photo is enclosed.

NAMING OF CITY PARKS
The Ctity of Newport Beach has a comprehensive program to provide park and
open spacg to serve the leisure and recreation needs of residents. It is
deslrpb�e that, appropriate names be selected for future parks and public
recreational faci�itiep. The following guidelines shall serve as policy on
this matter.
1T Suggestions for naming new parks shall be reviewed by the Parks,
Beaches and Recreation Commission with a recommendation being
tranpmitted to the City Council for approval.
Z pew pa-;% names can be-chosen from, but not limited to, the following
pa�egories:
a. Streets or schools bordering park
bt Topography
c. Theme
dT Rpnowned citialens of the community
�. The tree lino walkway at Oasis Passive Park beginning at 5th Avenue
and Marguerite in Corona del Mar should be identified as an area where
the ;ree�s Gap be-dedicated by bronze plaques as community leader
recognition locations.
4. New or existing community centers, buildings, rooms or site amenities
may bg dedicated in honor of persons; who have served their community
in an exceptional and distinguished 'manner.
5, Prior to the dedipatioa or naming of a park or public recreational
fap4ity fpr a person, there should be a passage of six months from
death p; grant of gift before the Parks, Beaches and Recreation
Commission acts upon the request and makes a recommendation to the
City 'Council.

I am in receipt of your letter dated January 17, 1990, wherein I
was advised that the "Street Tree Committee" has denied my request
for the removal of the tree located in my front yard at 1807 Irvine
Avenue, Newport Beach.
This letter is to advise that I do desire an appeal of the
decision. Please provide what ever forms, materials or additional
instruction is required for me to perfect the appeal as soon as
possible.
• It is essential that action be taken to abate this serious problem
immediately.

With regard to my appeal and request for the removal of the tree
located in my front yard at 1807 Irvine Avenue, Newport Beach, I
would like to include the enclosed invoices which I have paid to
open my sewer line. I assure you that there have been other
invoices for other occasions, however, I do not have them available
to me now. As you will notice, each of the invoices attribute my
. problem to the large tree that stands directly over my sewer line.
Please include these invoices with the Appeal.
I again ask that you provide what ever forms, materials or
additional instruction is required for me to perfect the appeal as
soon as possible, and trust that the material supplied previously
will be considered in the appeal.

I have resided at the above address since 1971 and every
year I have contacted the city regarding five ficus trees in
front of my house. Each year I spend several hundred
dollars with plumbers coming to clear the drains with roots
and each gear I approach the city re removal of the trees
and each year someone tells me that unfortunately there is
nothing they, can do cis the roots have not penetrated the
main sewer..
Last year after major plumbing problems I once again
approached the city and Gary (forgot his last name) vis.xted
my house a.dmzred the trees and then sent tree a notice
advising decline of tree removal. I am now, appealing the
denial From h_he Street Committee.
I estimate that in the 19 years I have lived here I have
spent thousands of dollars with plumbers, new fence,
sprinklers. I also estimate that you have spent the same
on re doing the side walks which are reconcreted every
couple of years. I have another major plumbing problem
which roter rooter indicates will cost several hundreds of
dollars and are caused by the ficus trees, s seem to write
these letters in vain each year with no response. I have
had sprinklers damaged, pipes clogged with roots, toilets,
sinks backed up etc. children slip on the berries which fall
from the trees each years.
Over the gears I have watched trees removed from neighbors
and request each time removal of mine. I live next door to
Joan Winburn who use to be on the planning committee but I
still have 5 trees ano money poured down the drawn because
(it the constant damage these things cause. I dons_ think I
am asking too much and 19 years :ts certainly being patient
but I refused to be overlooked regarding this matter and
request your immediate attention regarding the removal of
these monstrous trees or where I should forward the bills
for future plumbing problems.

FEBRUARY, 1990 PROGRESS REPORT
Our park crews performed the following tasks in addition to normal maintenance
during the month of February.
R..
1. 1' wide Bominite strips installed along curbs by contract.
2. We removed the dirt and debris generated by the Bominite work. The dirt
had been removed along the curbs to make room for the Bominite.
3. Tilled and rough graded.
4. Trenched for new irrigation.
5. Installed new irrigation controller wires, valves, and began installing
the irrigation systems. Design of new irrigation was done in- house.
Channel Park
1. Landscaped the planters with (80) 5 gallon Raphiolepsis shrubs, (10.) 5
gallon Wheelers Dwarf Pittosporums, (.50) 1 gallon Agapanthus, and (40) flats
of Gazanias.
2. Installed irrigation to the trees bordering the sand play /beach area.
3. Installed a drinking fountain and hose bib by the picnic area.
Newport Island Park
Removed the hard packed sand in the play area and replaced it with beach sand.
Begonia Park
Installed a concrete bench pad.
West Newport Park
1. Installed new irrigation around the (half court) basketball court.
2. Reinstalled the irrigation pump into the new restroom building.
Newport Boulevard Arterial's from Industrial Way to Pacific Coast Highway
1. Special root barriers were installed around all trees located on the
steeply sloped areas.
2. Assisted the tree crew in planting (16) 36" box Deddar Cedar trees
drip irrigation to them as well.
Mariners Park
Renovated all athletic turf fields (baseball & soccer).

General clean -up and planted ice plant.
Eastbluff Park
Renovated athletic-baseball turf field and infield where needed.
Athletic Fields: Buffalo Hills,, Anderson School, San Miguel Park
Performed preparation work and installed 2,600 square feet of Hybrid Bermuda
sod.
San Miguel Park
Installed fourteen (14), 4 foot vertical railroad tie poles with 100
feet of chain, to serve as a pedestrian barrier.
Community Youth Center
Renovated athletic basebal'1 turf field and infield where needed.
Las Arenas Park (Parking Lot)
Installed ten concrete car tire stoppers.
For the Recreation Department, park crews performed the following:
1. Installed one bench at Irvine Terrace tennis court; also removed 2 pairs
of soccer goals.
2. Removed 1 pair of football goal posts at Corona del Mar High School.
3. Repaired fencing under the stairway storage area at West Newport
Community Center; also removed all rubber platform squares -
4. Re- seeded where needed, turf areas on baseball fields at Bonita Creek
Park.
5. Installed benches at the Community Youth Center at the baseball diamond
next to Iris Avenue.
Our Street Tree Division performed the following:
Trimmed 538 trees.
Planted 228 trees.
Removed 27 trees.
Root pruned 97 trees.
Completed 17 work requests.

Youth Activities
Item No. 15
The Community Youth Center sponsored a very successful Valentine's Day activity.
Special crafts and games and treats entertained over 100 children throughout the
day.
The CYC Booster Club will be hosting an open house March 21 at 6:30 P.M. at the
Grant Howald Community Youth Center in hopes of rejuvenating interest in the
Booster Club. A magic and clowning act will kick off the evening which will include
displays of the children's art works, a video of activities held at the Center,
and refreshments.
The West Newport Community Center will be sporting new banners advertising the
youth drop in center as well as our new senior programming.
The youth track and field season is upon us
is scheduled for April 6.
Youth Sports Commissioners
The boys and girls annual track meet
AYSO is searching for new soccer Commissioners to fill vacant seats.
Staff and Bobby Sox Commissioners are now working out a new scheduling for their
home games. This is due to the negative response received from the Irvine Terrace
Homeowners Association in regards. to a "skinned" home field for the girls. Staff
will be working closely with Bobby Sox to accommodate their growing heeds.
Little League is poised for the opening of their season. Things are going well
for this group. Commissioners reported that registration exceeded their expecta-
tions of 1,200 children.
Councilmembers Jean Watt and Phil Sansone, the youth council and staff have set a
date for "Youth Awareness Week." May 21 through May 25 will sport such activities
as Youth in Government Day, a job fair, recycl'ing information, and a video completed
by the students which will include their views of the City.
Senior Services
The Friends of Oasis were fortunate this month to be able to provide a very classy
jazz concert. The funds were provided by the Schonek donation which was to make
available entertainment and activities for seniors. The Nightblooming Jazzmen
performed to a crowd of over 400 people.
Oasis had the Bureau of Automotive Repair speak to a crowd of 60 seniors. The topics
ranged from how to fix cars to how to make sure your mechanic is not ripping you
off. Thd presentation was very well received.

Boa
The annual "Over 80's" birthday party was held this month to celebrate the accomplish-
ments of our older members,. Harbor View School sang for Oasis and the.6anjo players
gave an uplifting performance. ,
West Newport is coming along slowly but surely. The exercise class is meeting
regularly now and a class in line- dancing and one in basic bridge is starting.
Oasis is also cureently offering Medicare assistance, information and referral,
counseling, tax assistance, blood pressure checks and eye screening.
Adult Sports
The winter basketball leagues are in their play off mode. Spring basketball is
set and poised to begin the week of March 26. Winter /Spring softball is fielding
101 teams with 220 teams preparing for summer.
Contract Classes
Winter classes are right in the middle of their quarterly session. Highlights
include a CPR class which maxed out at 8 for both sessions offered. Twenty people
attended an acupressure workshop, doubling registration from last quarter. Three
new workshops, including How to Start a Successful Home Based Typing /Word Processing
Business, How to Get the Perfect Job for You, and A Guide to Getting Published
were very successful registering 25 participants.
The-.spring. brochure is out. Staff is preparing for its busiest season. Registration

Facility Updates
Lincoln Athletic Facility
An electrical engineer has been contracted with to complete the lighting improvements
on the Lincoln ballfields•.
Marian Bergeson Aquatic Center
The Corona del Mar Olympic Pool may be filled as soon as March 31. The Swim for
the Gold Committee has approached the Parks, Beaches and Recreation Department to
offer their assistance as an advisory group to assist staff with such tasks as
developing use permits and to continue their fundraising efforts.
The West Newport Community Center
The latest project in our request for the community center will be the outfitting
of our exercise and weight rooms. Council recently approved funds appropriated
for a staff workout center to be used to complete the West Newport project.
