The meeting of the Parks, Beaches and Recreation Commission
was called to order at 7:00 P.M.
Item #2 - Roll Call
Roll Call
Roll call was taken. Commissioners Compton, Demmer, Herbert
Taft, Konwiser and Vandervort were present. Commissioner
Grant was absent.
Item #3 - Approval of Minutes - Meeting of May 1, 1990
Commissioner Herberts corrected her vote to be Aye on the
motion for Item #5, Trees on 200 Block of Larkspur.

Item #4 - Adoption of Agenda

The agenda was adopted as presented with the addition of
Median Strip, 17th to Dover, on Irvine Avenue.
II. ACTION ITEMS
Item #5 - Tree Removal Appeal - 1500 Ruth Lane

Chair Taft turned the meeting over to Commissioner Herberts,
Chair of the Street Tree Committee, who reported that when
they looked at the area there were 3 nice Eucalyptus Trees,
two of which have been removed from the yard leaving one
in the parkway. The committee voted to retain the tree
since there was no sidewalk or curb damage.
Director Whitley presented a letter from the appellant
noting that she could not be present but asked that the
Eucalyptus Tree in the parkway be removed.

Commissioner Demmer reported Mrs. Woodward called her and
apologized for not being able to attend the meeting and that
she is concerned over the height of the tree. She would,
however, be interested in having three trees planted on the
parkway strip.
Commissioner Konwiser stated he felt the tree is out of plac

Commissioner Compton stated that although it is a healthy-
and strong tree, it has been damaged and leans over the
street area. Therefore, he would recommend the tree be
removed.
Commissioner Demmer recommended removal and replacement.

Chair Taft turned the meeting over to Commissioner Herberts
who reported the Street Tree Committee voted to retain the
tree since it was well shaped and causing no damage.
Chair Taft opened the meeting to Public Testimony and Mrs.
Marguerite Karnick, 1812 Port Tiffin Place, addressed the
Commission. Mrs. Karnick stated that although the tree
is healthy, the roots have gone under the sidewalk and into
her lawn. Since she wants to replace her lawn, the roots
need to be removed; if not, they may come back. She stated
she was also sensitive to her neighbors' lawns and would
like hers to look as nice as theirs. She would be willing
to put another tree in if the subject•tree were removed.
Commissioner-Konwiser reported•he favors retention since the
tree adds to the street scape. He .felt the landscaping coul
be done without removing the tree.
Commissioner Demmer felt the parkway is exemplary and
beautifully maintained compared to nearby areas. She saw

no justification for removal.

Chair Taft thanked Mrs..Karnick for her presentation and
complimented her for maintaining her property. He also
advised her of her right to appeal the Commission's decision
to the City Council.
Item #7 - Determine Agenda for.Joint Meeting with the City

Chair Taft announced that twice a year the Commission meets
Council
with the City Council at their Study Session. The general
procedure is for each committee chair to give a brief
summary.
Commissioners Vandervort and Konwiser advised they will be
unable to attend, therefore, Chair Taft will represent their
respective committees.
Commissioner Herberts suggested she summarize the Park and
Tree Division as a substitute for the Street Tree Committee.
Chair Taft concurred.
Item #8 - Corona del Mar High School Olympic Pool Policy

Commissioner Compton reported the Recreation Program Com-
mittee met three times and thoroughly reviewed the proposed
policy which has the committee's unanimous vote and staff's
approval. However, under Fees and Deposits, there was a
split vote to include Item #4 concerning the waiving of fees
which he presented for the Commission's•consideration.
During discussion of the proposed amendment, it was agreed
the item was-redundant and not needed.

Item #9 - 15th Street Park

Commissioner Konwiser reported the Open Space Committee met
to address Commissioner Demmer's letter on the use of 15th

Street Park located adjacent to the American Legion building
The committee felt there was no problem on the occasional
times the American Legion uses the site for parking since
they cover the sprinkler heads and drive with care. The
committee further recommended additional trees be planted.
Commissioner Herberts pointed out the park is too small for
a playing field and due to its size it should be left as is
other than adding trees and benches.
Commissioner Demmer thanked the Commission for giving this
site their time. She presented an aerial.view of the site
and pointed out it,is almost a half acre which is larger
than the Carroll Beek Center /Park. In addition, vehicular
and parking access is well accommodated compared to 38th
Street Park and Channel Place Park. She urged the Commissio
to address the issue of whether 15th Street Park is a parkin
lot for the American Legion or whether it is a park for the
public. If identified as a park, her opinion was that it
does not equal the high standards of park.maintenance and
beautification that exists in other parks throughout the
City. She felt the turf is inferior, landscaping virtually
non - existent and enjoyment of the park appears minimal.
Commissioner Demmer passed out and read excerpts from the
General Plan, including the Park Dedication,Ordinance,
Service Area No. 2 for the Peninsula, Inventory and the
Technical Supplement. She pointed out the General Plan
recommends improving existing land before pursuing acquisitio
.
Commissioner Demmer recommended 15th Street Park be brought
back as an action item to determine its identity -as a park
or parking lot; that a policy be written.addressing parking
on park sites; and that 15th Street Park be placed on a
priority list as to future plans for beautification and
possible assessment of recreation usage.
Director Whitley advised that-the American-Legion is allowed
to use the area for overflow parking about four times a
year which•is done on a request basis.
The park was developed in conjunction with the Central
Newport Association and, therefore, both the Association and

American Legion would need to be informed and provide input
should this be an action item.

Commissioner Herberts reported the community was very
opposed to anything active being put in the park and
recommended the Bayfront homeowners also be informed
if this is an action item.
Commissioner Konwiser recommended the park be signed as

requested by Commissioner Demmer and that the parking issue
be addressed. However, he questioned gathering the home-
owners for their input on improvements when none are
recommended.
Director Whitley explained that the area was the old lawn
bowling facility that was vacated and is in the park in-
ventory as acreage tied into Las Arenas Park. It is thus
considered part of Las Arenas Park, however, for identity
purposes it is called 15th Street Park.
Jack Brooks advised the Central Newport Beach Association
did not want playground equipment at this site. They
wanted it kept open and green and the Department followed
their wishes. Small' trees which would not block any views
could be planted along the American Legion building to
provide a barrier between the'two properties.
Commissioner Vandervort felt she would like the park site
pursued and that perhaps current homeowners might want a
basketball court.
Chair Taft Suggested Commissioner Demmer consult with Jack
Brooks concerning beautification and other ideas for the
park.
Item #10 - Status of Capital Projects

Chair Taft questioned the Jamboree Road median and Jack
Projects
Brooks explained that the area from San Joaquin Hills to
Ford Road is scheduled for next year due to a Public Works
road project.
Chair Taft inquired about the wall at West Newport Park and
Jack Brooks reported the specs had to be redone and the
Plexiglas lowered one inch.

Chair Taft reported a request has been made.to install a
handball wall at Begonia Park. He then opened the meeting

to Public Testimony and Ms. Amber Westberg, 226 Goldenrod,
addressed the Commission.
Ms. Westberg stated she and her friends would like a hand-
ball wall at Begonia Park or at a.location this side of the
`
ocean to play handball, tennis or volleyball.
Chair Taft noted that the lower portion of.the park between
the two playgrounds'might be suitable. However, he pointed
out that there have been complaints about the noise at the
handball walls at San Miguel Park.
Commissioner Konwiser pointed out that the cost factor
needs to be considered and.suggested it first be determined
if there would be.enough interest to justify the expense
of a handball wall. He recommended those interested write
or address the Commission. He added that both parking and
safety ,factors appear reasonable at Begonia Park.

Commissioner Compton suggested Ms. Westberg obtain a
petition from those in the immediate vicinity who favor
a handball wall.
Commissioner Herberts agreed and pointed „out• that due to the
location of the park there should be no disturbance prob-
lems for the neighbors. She also suggested that those
interested in a handball wall could petition from a rather
large area that would be within safe walking distance.
Chair Taft thanked•Ms. Westberg for her presentation and
encouraged her to pursue the matter.
Item #12 - Recreation Division
Recreation
Division
Nancy Beard reported there are,.two big special events on
Saturday, June 9. The Corona del Mar Scenic 5K looks like
it will be sold out since there are 2300 runners and 500
walkers presently registered. 'The Maui and Sons Surf
Contest will take place at 54th Street.
Chair Taft reviewed the successful Youth in Government Day
during which all the Departments had Corona del Mar and
Harbor High School students participate.

Nancy Beard gave a brief report on the Lincoln light
situation at Dr. Pi:ke's house. As a result of a meeting
attended by'the electrical contractor, Commissioner Vander -
vort and herself, it was determined the light that Dr. Pike
views from his backyard is a peripheral glow from the
lighted facility. There is no direct light spillage in
his yard.

Oasis and that their recent Health Fair was very.
successful.
(b) Friends of the Theatre Arts Center,- No report from

"Come Back Little Sheba" was excellent and Commissioner
Vandervort stated "Patience" was very well done.
Item #23 - Median Strip, 17th to Cover, on Irvine Avenue

Director Whitley reported the City Council received a letter
from Stuart Williams. who complained about the need for more
landscaping and better maintenance of the medial strip on
Irvine Avenue. A report is scheduled for the City Council'
Study Session on June 25. He explained that 50% of the
median is under the jurisdiction of Costa Mesa and they
have indicated little or no interest on the project.
VI. SPECIAL, URGENT OR LAST MINUTE ITEMS
Due to the 4th of July holiday, the Commission's next
meeting will be held on July 10, 1990.

The attached letter from the Dover Shores Community Association represents
a second request to remove six (6) trees in Westcliff Park that are ob-
structing views. Their letter, petition and pictures describe the situation
in detail.
Also included in this material is a report from the Park and Street Tree
Superintendent that recommends removal of the Eucalyptus Trees.

Dear Members of the Commission...
June 20,. 1990
As part of the Dover Shores Community Association, the
Homeowners on Westwind Way, 8 in number wish to request and schedule another hearing on
a tree view blocking situation involving 6 over -grown Eucalyptus and Palm Trees located
along the edge and slope of the City's Westcliff 'Mini -Park.
We are all tree - lovers up to a point, providing they are not causing problems when allowed
to grow in an uncontrolled manner.
The Homeowners in the Dover Shores Community Appreciate and value their views of the Upper
Bay and its Boating activities and the night -time lights in the Bay -area. Ever since our
Community was developed our CC &Re state that no tree can be allowed to grow over 14 feet in
heighth in our Community if it blocks a Homeowners view.
'The City's Park Maintenance Department is only able to schedule tree maintenance in the
Park every 2 years because of its work load and the minimal use of this small park.
•The Photographs submitted indicate better than a lot of words the view - blocking conditions
that now exists for our Homeowners.
We would appreciate the City's co- operation in restoring our view to its original conditions
before the trees in question grew so tall.
Our spokesman, Mr. Ed Benson plans on being on hand whenever you find it convenient to
schedule a meeting to review this matter of concern to us.
If the Commission for whatever the reason cannot see their way clear to approve removal
of all the view blocking trees we hope they can meet us half -way and approve removal of
3 designated Eucalptus Trees and some of the major view blocking Palm Trees on the Park's
slope in front of some of the Homes.

SUBJECT: Eucalyptus Removal in Westcliff Park
The trees were trimmed 1 1/2 years ago. When we trimmed them we took
them back as far as possible. They did not look good and is not the type
of trimming we' recommend for the trees.
We can not trim them for about 8 months. If we were to start trimming
for view our regular schedule would be lengthened.
Therefore I recommend we remove the Eucalyptus trees and continue with
our same trimming with the rest of the park trees.

This letter is written in support of consideration of
dedicating a park bench with an appropriate attached placque in
the memory of Darin Jajonie, a resident of Newport who passed away
on October 9, 1987 as a result of Leukemia, at the age of twenty
two.
Realizing there are guidelines that apply for designation of
public property as memorials, etc., I believe that Darin's actions
and love of the community he embraced as his home are worthy of
your consideration for a favorable decision.
Darin's short lifespan did not offer the same opportunity of
decades of communinity service that some patriarch's may have been
• able to demonstrate, however his lifestyle and his committment to
support group activities to other Cancer patients, especially
other youth, would certainly be worthy of public recognition, that
should be strongly endorsed by the city of Newport Beach..
It is no small achievement in our present society when any of
our young adults going through the pressures of transition into
young adulthood, can keep above the morass of temptations of
drugs, unfullfilled educational opportunities and succumbing to
poor work ethic habits. Darin's resolve to overcome these
barrier's is truly a tribute that should encourage public
recognition as an example of "What is Right With The Youth of
Today." That needs to be emphasized in our society much more than
it is. This memorial could be a well deserved public
acknowledgement and testamony to something "positive" in the,
community.
One very noteworthy aspect of Darin's life which in my
opinion more than justifies an approval of this request, is the
fact that Darin committed himself so strongly to support and offer
positive influences to others who were suffering from Cancer. He
knew he was still undergoing stressful times with no guarantee of
success and could very easily withdraw unto himself as a recluse
from the rest of the world. Darin however being a concerned
individual for his fellow humans undergoing similar traumatic
• experiences, chose to take positve actions to bolster their
spirits and morale. This singular unselfish act of concern for his
fellow mankind, exemplifies the highest form of public service
d
• this young, but matured beyond his years, man could offer from all
the resources available to him. No, he did not have a lot of money
to donate to causes, but he had the best thing any human can
offer; his time and talent in service to others with the hope they
would make a positive difference in someone's life. Evidence of
such unselfish contributions by Darin are shared with you with
enclosures from other people and organizations such as Parents
Against Leukemia, The Four Season,s Hotel., and Dr. Young.
So please consider your decision on the basis of what one
person offerred of all that he owned and not that a long list of
acheivements or donations alone are the determining criteria. Some
fortunate and good people in this world do make large
contributions to society and it is not to be underestimated or
unappreciated. What may be given in many cases is large but is
also a smaller proportion of what was able to be given. This young
man, Darin, gave all that was his to give and it happened in your
community. Recognition of Darin Jajonie"s contribution to the
welfare of others in the community certainly warrants a token of
recognition and remembrance by the community he loved so well.
I strongly recommend and request you favorably consider the
request for designating a park bench with a commemorative plaque
to the memory of Darin Jajonie.

Dear Sharon:
It is my pleasure to write a letter in support of your goal to
obtain a memorial bench for Darin. As you know, I specialize in
psychological aspects of children's cancer and I provided
counseling and support for Darin while he underwent a bone marrow
transplant at Children's Hospital of Orange County.
• Although, I cannot disclose the content of our therapeutic
sessions, I feel comfortable sharing with you some of the dreams
and aspirations Darin often talked about with me and others. Even
when he was physically tired, he frequently sought my advice
regarding how to become a counselor. His plan was to overcome
his illness, then pursue courses in psychology and counseling, to
enable him to formally teach others what he had learned from his
cancer experience and the other events which had shaped his life.
Darin envisioned his personal mission as encouraging high school
and junior high school aged youth to be productive, stay away
from alcohol and drugs -, and most of all, to appreciate life._ He
believed he possessed a unique perception in facing his death.
He spoke of the desire to give lectures to young people in the
community, at schools, and in churches. He asked me to create
in -roads for him through the American Cancer Society of which I
am a professional member. He was to become a welcome participant
of the Speakers Bureau program when he recovered.

Another project Darin and I had discussed was to write an article
in Surfer Magazine about our mutual love of surfing and the
relationship his cancer gave us the opportunity to share. Darin
was first to point out that we had come from very different
educational, social and cultural backgrounds. Yet, we enjoyed
many of the same surf spots (in Newport Beach) and we laughed
about the possibility that some time in the past one of us may
have "cut the other off ", and been cursed by --a future friend.
Ironically, we recognized it was only cancer that brought our two
worlds together, and we were mutually disheartened that life
crises are required before people are willing to reach out to
each other's humanness.
I an saddened that Darin was not able to bring these dreams to
actualization. I hope a memorial in his honor can approximate
what he stood for.

To Whom It May Concern:
We represent a group of parents in the Orange County area who belong
to the Bereaved Parent Support Group. Our group is made up of
parents who have lost a child in death, whether it be due to
illness, accident, or any other manner.
We only meet the children of the parents in our group "through the
eyes" of each mother and /or father. We acknowledge that it has not
been our privilege to know Darin Jajonie, but we do know Sharon
Jajonie, and have "met" Darin through the person who knew him the
best .... his Mom....
We have found that after losing a child it is of great importance to
those who knew him /her, especially the parents, to have him
remembered and honored as is justified. In Darin's case we are
aware of his love of Newport Beach and all that the beach area had
to offer, and it was his intent to have a family and contribute to
the community of Newport Beach ... but the tragedy of Leukemia took
that goal away from him. Since his love of the seaside were so
predominate, it seems only appropriate that Mrs. Jajonie be allowed
to commemorate her son with a park bench to be used by all who come
to see how lovely this community is. Of course to honor Darin it
should have his name inscribed on a small plaque. We feel as though
this would not only be a just reward to the memory of Darin, but
would be an asset to the community. What a lovely way to show
respect to Darin!.... to place a park bench where others could sit
and enjoy the beauty of Newport Beach as Darin did so often.
The loss of someone as young as Darin is always difficult to
understand.... and even though we cannot come to grips with the "why"
issue.... it would seem as though this request is not unreasonable.
It would mean so much to not only Sharon Jajonie and Darin's
siblings, but to the many friends with whom he shared his love of
Newport Beach ... and also to those of us who have gotten to know of
Darin after his death. We respectfully ask that you reconsider this
request by the Jajonie Family.... and that you consider wavering the
condition placed on this request that a plaque only be placed on the
bench if the individual had made significant contributions to the
City of Newport Beach .... Darin's life was too short to meet this
criteria ... but his love of the beach was everlasting.

Our Park crews performed the following tasks in addition to normal maintenance
during the month of June.
Water Conservation Program - Update
1. Data information supplied by a Utilities consumption comparison report for
the same month and previous year have shown at least a 15.3% reduction in
water usage by the Parks Department after 1 month of the minimum watering
programming.
2. We identified all of our water meters. for meter number, location and what
they service so that we could properly relate to the Utilities Consumption Re-
port. This lets us see how much each area has been reduced by.
Cliff Drive Park
Slope area located at Cliff Drive and Beacon, planted 30 (5 gallon) Rhaphio-
lepsis "Dwarf Pinki ", 6 flats of gazanias and 7 flats of ice plant "Rosea ".
Bonita Creek Park
1. Planted 50 additional flats of ice plant "Rosea" in the parking lot
planters.
2. Planted 6 (24" box) Pine trees to replace the ones that had died.
• Inspiration.Point: Corona del Mar
Installed 24 (4" x 4" x 60 ") wood poles and wire for a temporary pedestrian
barrier. The purpose of this barrier is to allow the new plants on the bank
to establ,iish and grow.
Girl Scout House Building (Balboa-Peninsula)
Installed a railroad tie retaining wall in front of the building to retain
dirt from the sidewalk. We also ran chain along this wall (pole to pole)' to

RECREATION DIVISION
• JUNE, 1,990 PROGRESS REPORT
Seniors
In the summer months our senior activities take a bit of a,slow turn. The staff,
however, is busily preparing for the more active nine months ahead.
The City is now providing for a Care A Van transportation program. This very
much appreciated service is made possible by grants from both the Steele and
Hoag Foundations. Elderly persons unable to negotiate public transportation
may make use of the service for medical appointments and grocery shopping.
Cost of each trip is $1.00.
Celeste Jardine -Haug began maternity leave this month. She will return to Oasis
in November.
Youth Activities
The Maui & Sons Surf Contest held June 9 and 10 drew over 100 participants. Maui &
Sons did a fantastic job co- sponsoring the event with the City.
The summer traveling wagon drop in program is off to a very successful start. 'Each
of the five sites are drawing 20 children for activities.
• Camp Newport, held at the Community Youth Center, is also filling up to capacity
and our Environmental Nature Center is'sold out for the summer.

The Marian Bergeson Aquatic Center is finally full. Classes are going well and the
tenants seem to be satisfied with their time allotted in the pool.
Contract Classes
Contract classes are into their first week. Registration is very strong. Swimming,
sailing and surfing classes are sold out for the first two sessions. All in all,
we are doing very well.
Tennis classes, despite the very warm weather, are looking good. A new class
slated for the last week in July is a tennis video clinic. Each participant will
receive a tape of their play and' the instruction which goes al'ong with it. Each
person will also receive a T- shirt.
