PROCEDURAL MATTERS ! j Item #1 - Call to Order Call to Order The meeting of the Parks, Beaches and Recreation. Commission was called to order at 7:00 P.M. ' ! Item #2 - Roll Call Roll Call I Roll call was taken. Commissioners Compton, Demmer, Grant, Herberts, Konwiser and Vandervort were present. Commissioner Taft arrived at 7:15 P.M. Item 43 - Approval of Minutes - Meeting of Approval of February 5, 1991 Minutes Commissioner Demmer corrected two mis -typed words, namely, "replaced" in paragraph 5 on page g 2 and "has" in paragraph 5 on page 3. Commissioner Compton moved the minutes be adopted as corrected. Unanimous. Item #4 - Adoption of Aaenda I Adoption of The agenda was adopted as presented with the Agenda addition of Chess Table at the Wedge to be addressed under Item #9; Arbor Day to be addressed under Item #7; and Philosophical Approach to the Minutes to be addressed under Special, Urgent or Last Minute Items. II. Item 06 - Recreation Division Recreation ' Chair Grant requested a copy of the scheduling at Division i the Marian Bergeson Aquatic Center. ; In response to a question by Commissioner Compton, Nancy Beard advised that the current recession has not affected the Recreation Division programs. Item #7 - Tree Committee Tree Committee Commissioner Herberts reported the committee did not meet. She thanked the Tree Division for planting 33 trees last month. Commissioner 1 Herberts questioned the status of the Eucalyptu s i on Commodore which were removed and Director Whitley advised they will be replaced. I I � j I Commissioner Herberts reported the Tree Committees; had recommended the Westcliff area receive' priority for replanting during the rainy season. ! } i I Commissioner Compton inquired if many trees were s lost during the last storm and Director Whitleyl . I j advised that there were and he will submit a; = j report on this subject. Commissioner Herberts reported Arbor Day will be! celebrated on April 26. Nancy Beard further] ' explained the ceremony will take place at+ Andersen School which is located next to a park. He pointed out that they do not get much use at more active parks and if one is installed at West Jetty View Park, it would be put on a concrete pad for maintenance purposes. Chair Grant suggested staff continue to try to contact the artist and also pursue commercial tables to be installed at passive parks. Commissioner Vandervort thanked the Commission for their intense research done on the Circulation Improvement and Open Space Agreement which has been transmitted to the City Council. Commissioner Vandervort questioned Commissioner Demmer on her report which she had just distributed to the Commission. Commissioner Demmer stated she wanted Council to know the reasons for her negative vote on the Agreement and why she is endorsing Bay View Landing as an active lighted park. Director Whitley pointed out that the only way a minority report can accompany the Commission's report is by a successful vote by the Commission. Since this is not the case, Commissioner Demmer . can transmit the letter by herself to the City Council. Commissioner Vandervort questioned if a follow up report should be written in order that the Commission's decision is not undermined. She i further noted that Bay View Landing is not an appropriate site for lighted fields since the Sea Island community would be extremely impacted and the homeowners were never informed that an active lighted park might be installed. In addition, there is a definite preference and need for a park /field at the Castaways site. Chair Grant advised that Commissioner Demmer has the right to send her letter to Council and Commissioner Vandervort also has the right to ^� further clarify and define the Commission's decisions. Director Whitley explained that supplemental reports cannot be official reports and that the report is on Council's consent calendar to be referred to the Circulation and Open Space Committee. Further input will be solicited when public hearing occurs. Commissioner Compton felt the Commission gave Council what they asked for and they approved what is in the General Plan. He reported he will also send a letter to the City Council stating that, although he was absent from the February 26 meeting, he was involved in the process. Item 010 - Beach Committee Beach Commissioner Taft reported the metal poles to be Committee installed between 40th -44th Streets have still not arrived. Commissioner Compton explained the delay is due to 3 changes on the specs and he expects them to be installed next month. Item 411 - Oasis Liaison Oasis Liaison Commissioner Demmer reported the computers were installed at Oasis. She also reported she met with the Chair of the Garden Committee who told her that staff did an outstanding job in replacing the garden plots and that the seniors are very happy. She invited the Commissioners to attend the garden dedication on June 23 which will include a band and festivities. Commissioner Demmer also reported 2500 seniors have renewed their membership and 1000 potential / SIn members will be contacted. response to a question by Chair Grant, Director Whitley advised it was the Commission's decision to not plant trees between the ,parking lot and Marguerite for safety reasons. INDFX n Item 012 - Theatre Arts Center Liaison Theatre Arts Center Commissioner Compton reported the new play, 11110 .Liaison In The Shade," is a cute play and worth seeing. III. PUBLIC COMMENTS IV. ACTION ITEMS Item #13 - Tree Removal Request Appeal - 1027 Tree Removal Mariners Drive Request Appeal Item #13 was addressed following Item #9. Chair Grant opened the meeting to public hearing and Mrs. Elizabeth Tomlinson, 1027 Mariners Drive, addressed the Commission. Mrs. Tomlinson requested the 2 Eucalyptus Citriodoras be removed and replaced by the type across the street and in her front yard to give more continuity. She also felt the trees are too large and not aesthetic and environmentally correct for the area. There being no further public testimony, Chair Grant closed the meeting to public hearing. Commissioner Konwiser stated he felt the trees are nice specimens but are overburdened. Since he didn't see any uniform trees on the street, he would suggest replacement with one or 2 lower trees. Commissioner Herberts felt the trees are gorgeous i and she supports the Tree Committee and Tree Maintenance Supervisor's decision to retain them. She added that sky scape is important and there are other Citriodoras in the area and she saw no damage caused by the trees. Commissioner Demmer pointed out that there are many requests to remove diseased trees and it would not be prudent to remove a healthy tree because most of the growth is at the top, Commissioner Compton favored replacing the 2 trees since he felt they do not add anything to the immediate neighborhood. Motion passes. x Chair Grant advised Mrs. Tomlinson of her right to appeal the Commission's decision to the City Council. V. DISCUSSION ITEMS Item 414 - Status of Capital Projects Status of Capital Chair Grant questioned the new play equipment Projects which has deteriorated. Director Whitley explained these were in West Newport Park and Nancy Beard has written several letters to the vendor, result of which they will meet next week to try to resolve the matter. Commissioner Taft inquired about permanent benches at Little Corona. Director Whitley explained the temporary benches will be replaced with permanent ones when the contractor receives them from the supplier. Commissioner Compton questioned the status of Newport Shores Park and Director Whitley explained the plans were corrected and returned to the architect. Commissioner Compton also voiced his concern about plant and tree removal and Director Whitley advised there are no tree removals or scrubbing of plants in the plans. Chair Grant recommended Commissioner Compton review the plans before they go out to bid. Item #15 - Progress Report Facility Inspections Progress Director Whitley stated this is the first time a Report - Facility complete progress report has been response to the Commission's inspection Reports. Commissioner Konwiser recommended the graffiti be immediately removed at 38th Street Park. Commissioner Demmer referred to the wire fence on the bluff at Galaxy View Park and asked if it could be removed. Director Whitley will pursue. INDEX r Chair Grant questioned the status of the sign for the Marian Bergeson Aquatic Center and Nancy Beard advised it will be installed by General Services. Chair Grant requested this be a priority item. Chair Grant inquired about the sea wall at Lido Park and Director Whitley advised the Marine Department and General Services Department have been notified. Chair Grant requested the side slope at Begonia Park be renovated as soon as possible. VI. SPECIAL. URGENT OR LAST MINUTE ITEMS Chair Grant announced he has been invited by Newport National Little League to a ceremony honoring Bill Singer. He asked for the Commission's approval to allow him to present a letter or proclamation on behalf of the Commission. The Commission concurred and it was decided Chair Grant and Director Whitley will pursue. Chair Grant recommended that Goals and Objectives be placed on the Commission's April agenda as a discussion item. Commissioner Vandervort brought up for discussion the procedure of clarifying and correcting preliminary minutes. VII. ADJOURNMENT There being no further business, the Parks, Beaches and Recreation Commission adjourned at 8:20 P.M. The agenda for this meeting was posted on February 25, 1991 at 2:00 P.M. outside the City Hall Administration Building. Dottie Flohr, Secretary
