The meeting of the Parks, Beaches and
Recreation Commission was called to order at
7:00 P.M.

Item #5 - Review and Make Recommendations on
General Development Plan for Upper Newport Bay
Regional Park
Director Whitley reported that the County of
Orange is the agency responsible for regional
parks, and that Newport Beach is fortunate to
have such a park to serve both the County and
the community. The General Development Plan
has been reviewed by many groups and was
reviewed by this Commission in August of 1991.

The Plan is a total system for a large area
that will provide recreation and protect the
environment for future generations. The
Commission's recommendations will be forwarded
to Ithe City Council for their meeting on
December 14, 1992.
Denny Turner, Design Manager of Harbors,
Beaches and Parks for the County of Orange,
addressed the Commission. Mr. Turner reported
the ',EIR has been drafted and the plan is now
ready to be reviewed by this Commission, the
Planning Commission and the City Council. Mr.
Turner explained that a Citizens Advisory
Committee was formed in March of 1990
consisting of private citizens, agencies and
homeowner associations, all of whom
participated in the process and developing the
Park Goals. The emphasis of the plan is on
the environment and interpretation.

Mary Murray, Project Manager, addressed the
Commission. Ms. Murray explained that the
Citizens Advisory Committee met monthly and
that, although there was controversy at `each
meeting, the Park's Goals were developed
through this process and implemented into the
proposed general plan.
Amanda Morrel, Associate for the County of
Orange, addressed the Commission. Ms. Morrel
reported that the ' plan as presented provides
for a passive recreation park with orientation
interpretation. The Goals and Objectives
established the frame work for protecting the
natural resources and human use demands. The
site was divided into grasslands, scrublands
and wetlands. Sensitivity zones were also
established - high meaning human activity is
prohibited; moderate meaning activity is
allowed but restricted; and low meaning
appropriate recreation uses without
restrictions are allowed.
Referring to the site's three parcels, namely,
the West Bay Parcel, Santa Ana Heights and

Eastbluff Parcel, Ms. Morrel described each
parcel's sensitivity and development plans.

and interpretive opportunities, all of which
will provide a balance between an ecological

preserve and a human use plan.
Commissioner Glasgow questioned the need for
the Backbay Road, and Mr. Turner explained
that ', this is a City road outside the park's
borders. Although the park does not need the
road to function, a committee has been formed
to address problems and solutions.
Commissioner Grant inquired about the
possibility of transferring Big Canyon to the
County. Mr. Turner advised that this idea is
being discussed as an addition to the park.
Commissioner Demmer voiced her concern about
transferring Big Canyon to the County since we
accepted Hoag Hospital's plans to enhance this
site. Mr. Turner advised that the Backbay
Road, and Big Canyon are not part of the plan
being presented, and that there will be review
and discussion on these at a later date.
In response to a question from Commissioner
Vandervort concerning bicycle trails, Mr.
Turner explained that the bicycle paths ` will
be "off road ", i.e., about 30' to 60' into the
park from the road, and that low fencing and
native plant material will be located along
the road. A paved bicycle trail separated by
a pedestrian trail of a different pavement
will connect through the park. They propose
one main trail ih contrast to the current ,
trails which were formed by trespassors. City '
staff are preparing the plans and the County
will share 50% of the development costs.
In response to a question from Commissioner
Demmer, Mr. Turner advised that all County
parks are free, however, at the present time
parking fees are $10 per year or $2 per visit.
Commissioner Herberts asked Frank Robinson if
he agreed with the plan, and Mr. Robinson
acknowledged his support for the plan.

Item, #6 - Determine Agenda for Joint Meeting
with City Council, November 211992
Commissioner Glasgow recommended that the
subject of budget cuts be addressed.
Commission Grant agreed and suggested the
Commission could state they are desirous to
participate with staff in the process and make
recommendations.
Commissioner Glasgow also recommended the
Commission discuss their philosophical
approach for active park utilization.

Chair Compton reported that the Commission
will first discuss programs that add to the
community followed by the budget. In the
meantime, staff will prepare reports on these
two subjects to be transmitted to the
Commission before their meeting with the City
Council. Commissioner Grant or Glasgow will
address the first subject and Commissioner
Compton will address the budget process to be
followed by full Commission participation.

Item #7- Park and Street Tree Division
Nancy Beard explained that her subject r6port
has been expanded to clarify current projects.
Commissioner Herberts reported there have been
complaints about the newly installed telephone
at West Jetty View Park that might be used for
drug dealing. Nancy Beard will contact the
Utilities Department on this matter.
Commissioner Glasgow reported the Little
League shed at San Miguel Park needs to be
repaired. Dave McConnell will pursue.
In response to a question from Chair Compton,
Nancy Beard advised that the 15 Palms in West
Newport will be replaced this year.

Item #8 - Recreation Division
Referring to his report submitted, Dave
McConnell corrected the date the winter
brochure will be mailed to November 30.
In response to Commissioner Demmer's inquiry
about a title for the brochure, Mr. McConnell
explained this is a concept many cities are
adopting to advertise their brochure.
Commissioner Grant suggested we advertise in
the brochure for a new name, and the
Commission agreed this was an excellent idea.
Commissioner Demmer requested a Halloween
event, on the west side of town, and Nancy
Beard explained that although the Department
would like to comply, the CYC facility is the
only one adaptive to this event.
Item #9 - Tree Committee
Commissioner Herberts reported the committee
reviewed 5 tree requests and agreed to remove
and replace 3 trees and retain 2 trees.
Commissioner Schonlau pointed out there is a
tree on Bayside Drive which is 8" from the
curb, the bark is split, and the tree has a' 1"
crack in two sections. He questioned if this
tree might be unsafe, and Nancy Beard stated
she will investigate.
Item #10 - Recreation Program Committee
Commissioner Grant reported there is a field
usage meeting on November 12. In addition,
Little League has revised their program since
they have now reorganized from one league to
two leagues.
Dave McConnell explained that there will be a
meeting concerning the use of Lincoln with
both leagues before the November 12 field
usage meeting.

of the facility inspection reports and pointed
out the need to discuss them following their
submittal. Nancy Beard advised she will
provide a report for the Commission's December
meeting.
Commissioner Glasgow suggested a scheduling
status of each park be prepared prior to their
inspections.
Commissioner Schonlau recommended the reports
from the previous year be made available
during inspections. Chair Compton agreed.
Commissioner Grant pointed out the
Commission's role is to advise staff in
contrast to telling them what needs to be
done.
Item #12 - Beach Committee
In response to a question from Commissioner
Schonlau, Dave McConnell explained the
Department's volleyball policy and that the
City has the right to change the location bf a
court.
Item #13 - Budget Committee
No report from Commissioner Glasgow!
Item #14 - Oasis Liaisbn
Commissioner Demmer reported that, despite the
recent budget cutbacks at Oasis, their
fundraising efforts are outstanding. The
restrooms and classrooms are being renovated
and painted to match the new expansion.

Commissioner Demmer pointed out the Los
Angeles Times now offers subscriptions for
half price to seniors.
In response to a question from Commissioner
Glasgow, Director Whitley explained there will
be no formal Commission Christmas Dinner due
to the Department's restricted budget.
Following a brief, discussion, it was decided
that the Commission and staff will celebrate
the holidays at Oasis on December 15.

NOVEMBER, 1992 PROGRESS REPORT
Seniors
Item No. 5
Flu season is upon us, so Oasis administered 891 free flu shots to
seniors this month. The shots are provided, at no cost, by the
Orange County Health Department.
Thanksgiving lunch will take place on Wednesday, November 25. 250
seniors, who might not have families to share the holiday with,
will partake in the festivities which include a performance by an
opera singer from UCI.
Adult Sports
Fall basketball leagues came to a close on November 20 with ten
league champions receiving a team trophy and individual prizes.
The 1993 Winter season will begin January 4.
The department will host a Holiday Basketball Tournament from
December 7 through 18.
• Fall softball (115 teams in 15 leagues) will run through the second
week of December. Spring leagues begin February 1.
Aquatics
The Newport Beach Aquatics Club now has over 75 swimmers
registered.
The Marian Bergesen Aquatic Center is open for weekday lap swim
from 5:30 to 8:00 P.M. There are 150 annual passes being utilized
at the present time.
Vollevball
The Sunday coed volleyball league will end in December, with the
Winter league set to begin January 17.
The latest department- sponsored grass volleyball tournament, held
on November 22 at Mariners Park, attracted over 60 teams who
competed in various divisions.
Contract Classes
The fall quarter is winding down. Gymnastics classes had a very
good session. Other classes have recorded normal levels of parti-
cipation.

• Brochure
The winter brochure will be mailed the week of December 4.
Special Events
The 1992 Arts and Crafts Fair took place November 7 and 8 at the
Lincoln Athletic Center. This year's program included a childrens
carnival and live entertainment. 120 vendors participated in the
event.
The Halloween Haunted House and Carnival was, again, successful.
The carnival ran from 4:00 to 9:00 P.M.; the Haunted House from
5-:30 to 8:00 P.M. Although the flow of participants was constant
throughout the evening., the numbers were smaller than last year.
Arts Commission
The juried art show took place on November 14. 50 artists entered
the show, submitting 125 pieces. This event was limited to Newport
Beach artists only. A reception was held on Friday, November 20,
in the City Hall gallery. The winners' pieces will be on display
until December 20.
Youth Services
. The fall drop -in program continues to be popular, with attendance
average for this time of year.
The Youth Flag Football regular season has ended and City Champions
have been crowned. These three teams will take part in the 1992
Orange County Flag Football Championships, which our department is
hosting. The tournament will take place Monday through Thursday,
November 30 through October 3,, at Lincoln Sports Field. Game times
each night are 6:15 or 6:30 P.M.
Youth Basketball begins January 7.

PARK AND STREET TREE DIVISION REPORT
NOVEMBER, 19.92
In addition to maintaining the excellent service level found in
the City of Newport Beach Parks systems the park crews completed
the following.
The crews overseeded bare spots in the turf field of the Bonita
Creek athletic fields. Painted, signed and relocated the beach
volleyball poles at 522 W. Oceanfront. Repaired the storage shed
roof located at San Miguel Park. Assisted in the set up of special
City wide events including the Arts and Crafts Fair, Jurried Art
Show and the Arts Commission City Hall reception. Planted'additional
shrubs to the raised planters in the Newport Pier Plaza and removed
the ice plant from the hardscaped medians on Pacific Coast Highway
from Newport Boulevard to Highland Avenue.
The state of ongoing projects is as as follows: The concrete side-
walks were installed around the Oasis picnic shelter.. Landscaping
of the area will follow. The plans and specifications for Cliff
Drive Park will be completed by Architect Ann Christoph December
8th. The job will then go out to bid. Grant Howald Park restroom
project is coming along. We are currently awaiting the concrete
contractor to complete.-his job so we may begin landscaping. The
15th Street Park (Las Arenas Park) project has begun. Two walls
enclosing the Barbeque area have been demolished. Seven (7) trees
will' now be planted at the east and southern borders. Plans for
the completion are nearing finality. We hope to have the job out
to bid within the next couple of weeks. Plans for the completion of
W. Newport Park entrance are nearing finality. Job out to •bid 2 weeks
Our Tree Division trimmed the areas of Buffalo Hills, Spyglass
Hills and the San Miguel Park area trimming 618 trees. We planted
18 trees and removed 34.
This year in 11 months, the Tree Division installed 122 root
barriers.
