The meeting of the Parks, Beaches and Recreation
Commission was called to order at 7:00 P.M.
Roll call was taken. Commissioners Compton, Demmer,
Glasgow, Herberts and Schonlau were present. Chair Grant
was absent and Commissioner Vandervort arrived at 8:10
P.M.
Vice Chair Glasgow presented Commissioner Herberts a
Bonsai Japanese Maple plant with an engraved plaque for her
years of service on the Commission. He pointed out that it
was through Commissioner Herberts' efforts that Newport
Beach is designated a Tree City U.S.A.
Commissioner Herberts expressed her appreciation and
thanked the Commission for all their support.

Nancy Beard reported the City Council has reviewed the
subject policy and their recommendations are submitted for
the Commission's approval.

Commissioner Herberts motioned that the second sentence
under Tree Donations read as follows: "Other trees with
plaques can be donated and installed at locations
recommended by the General Services Director and approved
by the Parks, Beaches and Recreation Commission."

In response to a question from Commissioner Demmer,
Marcy Lomeli explained that the donated benches will be
located along the Corona del Mar bluffs and at Cliff Drive
Park.

Item #3 - Letter to City Council
Director Kienitz reported that this item will be on the City
Council's June 13 agenda and encouraged each of the
Commissioners to attend the meeting.
Vice Chair Glasgow directed staff to retain this item on their
July 5 agenda for discussion.
Item #4 - Park Fee Policy
Director Kienitz reported that the subject policy was
prepared by the City Attorney at the request of the City
Council. It is presented to the Commission for their review.
During discussion Commissioner Demmer recommended
that the words, "unusual beauty," be replaced with "view

curb and gutter are removed, he fears a significant safety
hazard exists for which he would not want to be responsible.
The Commission, with the exception of Commissioner
Herberts, voiced no opposition to the removal of said tree.
Commissioner Herberts referred to Item 5 of City Council
Policy G -1, Retention or Removal of Park and Parkway
Trees, and stated she is concerned about having a general
contractor make a tree removal decision. She also feels it is
important to maintain the Tree Committee as previously
established.
V. PUBLIC HEARING AND STAFF REPORTS
Cliff Drive
Item #10 - Cliff Drive Park Slope
Park Slope
Director Niederhaus referred to his report submitted and
updated it to show that the volunteers have weeded 50 -75%
•
of the slope. He also circulated a letter just received from the
original landscape architect concerning the planting concept
and the current condition of the park.
Following Director Niederhaus' summary of his
recommendations for the park slope, Vice Chair Glasgow
opened the meeting to public hearing.
Dr. Jan Vandersloot, 2221 E. 16th Street, addressed the
Commission. Dr. Vandersloot reviewed the elements of the
original plan adopted in 1991 and recommended that it be
followed as approved by this Commission and the Newport
Heights Community Association. Should there be changes
from the original plan, he asked that they first be reviewed by
their Association. In the meantime, volunteers have been
removing weeds and Dr. Vandersloot stated he would
commit to a three year effort to remove the weeds, by which
time the native plants should be established.
Dr. Vandersloot requested $4,000 be allocated from the Park
Improvement Funds to plant California natives in the bare
areas of the slope. He further recommended that Phase II of
the wetlands plan proceed and that the dirt be removed that
•
was dumped into the creek in 1991.
Commissioner Demmer commended Dr. Vanderslooffor his
time and energy spent on the park and recommended the
volunteers sign a waiver releasing the City from liability.

The waiver has been provided to Dr. Vandersloot by the
General Services Director.
Art Delaloza, 220 Kings Place, addressed the Commission
and commented on the beautiful variety of plants in the park.
He thanked Dr. Vandersloot for his efforts and recommended
the use of drought resistant native plants.
Michael Lindsey, 297 Canyon Acres Drive, Laguna Beach,
addressed the Commission. Mr. Lindsey is a landscape
architect and Director at Large for the Executive Council of
the California Native Plant Society. Mr. Lindsey reviewed
the original plan and pointed out that some of the existing
problems could be caused by lack of irrigation. He reviewed
the types of weeds in the area, most of which are European,
and the types of problems they cause. Mr. Lindsey also
summarized the reasons for using native plants, such as for
color, habitat and'weather conditions. Should non natives be
•
desired, the irrigation must be improved, however, he
recommends augmenting the existing plants with natives.
Candi Hubert, 1106 Cambridge Lane, addressed the
Commission. Ms. Hubert stated she is one of the volunteers
and recommends native plants.
Barbara Shelton, 4700 Surrey Drive, addressed the
Commission. Ms. Shelton stated she is a representative from
the Newport Conservancy and that there was a tremendous
interest in natives during their Earth Day celebration.
Requests were made to use them at Ensign School where
they are now on display.
Mr. Michael Lindsey, 297 Canyon Acres Drive, Laguna
Beach, addressed the Commission and requested permission
to present a slide show. The Commission concurred and
slides of natural habitat natives in the Southern Orange
County area were presented.
Dean Reinemann, 8 Sandflower Court, addressed the
Commission. Mr. Reinemann explained that Canyon Park in
Costa Mesa is comprised of native plants and that the
neighborhood participates in a clean up program semi
•
annually. They advertise this to community associations and
use waiver forms. The City of Costa Mesa supplies shovels,
gloves, etc. and also provides court referrals to help the

Kathryn Lenton, 2940 Cliff Drive, addressed the
Commission. Ms. Lenton stated she felt the area needs more
irrigation and recommended using additional colors of
Bougainvillea along the perimeter of the park.
There being no further public hearing, Vice Chair Glasgow
closed the meeting to public testimony.

Commissioner Compton motioned (1) That staff proceed
with volunteers to weed the slopes; (2) That staff proceed
with planting the lowest slope with California natives from
containerized materials; (3) That staff proceed with planting
the mid and upper slopes with California native plant
materials; (4) That the original landscape architect's plan be
followed; (5) That staff continue to monitor the use of
volunteers to maintain slopes after planting, primarily
weeding tasks; and (6) That funding of this expenditure be
expended from the Park Facilities Improvement Fund.

Newport Shores Park.
Director Niederhaus reported that due to lack of funds, the
tree contractor's services were terminated May 30. He will
resume trimming on July 1. Director Niederhaus passed out
a detailed activities report of the General Services
Department. He also announced that a grant application was
submitted to the State in the amount of $30,000 for
•
reforestation. On June 13 at 2:00 P.M. the General Services
Department budget will be presented and the Commissioners
are invited to attend.

VI. FUTURE AGENDA ITEMS
The Commission determined that future agenda items would
include a discussion of the budget session, joint meeting with
the City Council on July 11 and a status report on Cliff Drive
Park.

Recreation Commission adjourned at 9:55 P.M.

ACTION
To accept recommendation of Park & Tree Superintendent of
acceptance of one bench donation from the Corona del Mar Residents
Association. Additionally, to make a exception and accommodate
verbage and a larger plaque.
The Corona del Mar Residents Association will provide City with one
City approved concrete bench. Staff has received correspondence
from Ms. Marlene Goren, Treasurer of the Corona del Mar Residents
Association for the donation.
The bench will be placed between Larkspur and Jasmine Avenues along
the Ocean Boulevard bluffs. The donor will provide a plaque and
has requested the following inscription, "Dedicated to Philip
Sansone, Jr., Mayor 1991 and 1992, By the Corona del Mar Residents
Association ". The verbage that is requested is not within
inscription policy and also would require a plaque larger than the
policy 2" x 6" size.
In light of Mr Sansones contributions an exception should be made
to accommodate the inscription and larger plaque.

Dear Park & Tree Superintendent:
We respectfully request permission to plant five cherry trees on
the city parkway in front of our house, located in the corner of
Ocean Blvd. and "M" Street.
Currently, the city parkway is covered by loose brick and there are
no trees. We proposed to replace the loose brick with cement and
plant five cherry trees on 3 ft. x 3 ft holes (two on Ocean Blvd
and three on "M" street.
We are aware of the designated trees, but we feel that the cherry
trees would complement the area. The cherry trees do not grow very
big and do not uproot the parkway cement.
Your consideration to this request is appreciated.

The members of the City Arts Commission request that you look into
a matter that was a previous Art Commission Project.
Ms. Debbie Polansky, who chaired the joint development of
Inspiration Point /Disappearing Path, expressed concern on the
conditions of the area at the Arts Commission's Meeting of May 12,
1994.
Concerns include the deterioration of the cliff sides which have
an irrigation system and were hydroseeded in 1991; and the
condition of the benches at mid level which need refurbishing.
Would you please take a look at these areas and respond to our
Commission. We look forward to working together with you and
appreciate your efforts to address the issue.

Dear Council Members:
The Parks, Beaches and Recreation Commission has reviewed the status of the
current Recreation and Open Space Element of the General Plan. It is vastly out
of date, having been approved in February 1985.
The Commission, at their meeting on May 3, 1994, voted to request that the City
Council consider the updating of the Recreation and Open.Space Element a
priority activity of the City.
The Commission's rational for the revision of the Element includes:
The proposed Park In -Lieu Fee Policy links the
use of in -lieu fees with approved future development
in the Element. The Element is not consistent with
the City's present needs.
2. Potential dedication of park and/or open Space with
the implementation of the CIOSA Agreement is not
consistent with the Element.
Potential In -Lieu Park Fees from the development of
the Loral site should be addressed in the Element.
We would request that the City Council review this matter and recommend the
revision of the Element.

General Services Department
Park & Street Tree Divisions
June 1994 Progress Report
In addition to normal activities, the Parks Maintenance Crews performed
the following activities in the month of June:
1. Twenty backf low irrigation devices were replaced throughout the
park system with contractual services per requirements of the
Orange County Health Department. The remaining twenty -five will be
completed in early July.
2. The wooden bench refurbishment project funded by donations was
completed at Kings Road Park.
3. A new donated concrete bench was installed at Lookout Point,
bringing the total to four new benches.
4. The entrance bridge planters to Newport Island were refurbished
• with additional plantings.
5. The division assisted the Community Services Department in both
the Corona del Mar 5K race event and the City surf contest.
6. The Newport Shores Park landscape renovation project was
completed with contractural services.
7. A tree was donated and planted at Irvine Terrace Park.
8. The plant order was completed for California Native plants at
Cliff Drive Park. These plants will be planted by volunteers
during the summer with completion in September.
Upcoming Events for July:
1. The preparation of city wide athletic fields renovation for
upcoming soccer season will begin, with aerifying, seeding and
fertilizing activities.
2. The preparation of the Japanese garden area at Irvine Terrace
Park for our Sister City visitors and planting of Japanese Black
Pine will be completed.'

. The Tree Division activity report is as follows:
In June 175 trees were trimmed, 22 trees were planted, 9 trees were
removed, 9 trees were restaked, and 22 emergency calls were
responded to regarding trees.

JUNE, 1994 PROGRESS REPORT
Senior Services
Oasis was musically inclined this month. Two wonderful opportunities were
available for people to attend concerts. The first was a fund raiser that featured the
Night Blooming Jazzmen. Four hundred people attended this upbeat Dixieland
Jazz Concert on June 4,
On June 11 tempos were switched to classical music with a performance of the
Pacific Symphony. This concert was provided free of charge by a grant from the
Arts Commission. Approximately 125 people were in attendance.
The new Board of Directors and its officers were elected this month. Norma
Gilchrist will be president again.
Special classes are being offered this summer including Paper Making, Preserving
Photos and lectures on Health Care Reform.
• The transportation, programs have had an increase in the number of new,
registrations. We are almost at capacity now and we are going to take a hard look
at how to accommodate more people.
Youth Services
Summer Drop -In programs began June 27. The summer sites are Newport
Elementary, Mariners Park and the Community Youth Center. We are on -site
Monday through Friday from 10 A.M. to 4 P.M. at both Newport Elementary and
Mariners. The Community Youth Center is open from 10 A.M. to 6:30 P.M.
Youngsters will have a summer full of arts and crafts, games, sports, trips to the
local' pool and, most important of all, excellent supervision.
Revenue Activities
Summer classes start the week of June 27. Phone -in registration started June 13.
There were 112 calls the first day. In the first week there were 320 phone -in
registrations. Many phone -in registrations are coming from new customers who
are taking our classes for the first time. There are also more and more Newport
Coast residents signing up for classes.
New classes this summer include Children's Drawing,, Adult Golf League at the
Hyatt Newporter and Kitchen Chemistry.
Summer softball leagues are in full swing with 186 teams in 28 leagues. There are
approximately 2,200 men and women participating in this program.
Summer basketball leagues started play on June 13 with 74 teams in 11 leagues.
Revenue totaled $38,060. There are approximately 700 men participating in our
leagues. A women's league has been attempted, however, there is not enough
interest.
Aquatics
The summer aquatics season splashed into action on June 27. Swim classes are
selling out quickly. We love this hot weather!
• Surf Contest
The City Surf Championships were held on June 11 and 12 at 54th Street beach.
Over 130 local and professional surfers, 10 years and up, participated in four
divisions. The Marine and General Services Departments contributed valuable
assistance in putting on this popular semi - annual event.
This City may soon host a tournament for nationally ranked women's volleyball
players hoping to qualify for the National Championship in Manhattan Beach.
This two day tournament would be scheduled for August 13 and 14, using five
beach volleyball courts located at the Balboa Pier.

DRINKING FOUNTAIN DONATIONS

To accept recommendation of the Park and Tree Superintendent of
acceptance of one drinking fountain and have donor provide 2" x 61'
plaque with conforming inscription from Rosalind Wayman.
DISCUSSION
Ms. Rosalind Wayman submitted, a request (copy attached) for the
donation of a drinking fountain for Galaxy Park. This request was
initiated in July of 1993 (copy attached) and was approved in
concept by the Parks, Beaches and Recreation Commission. (meeting
minutes attached). Staff and donor have finalized details of a
American Disabilities Act required drinking fountain for a cost of
$4,200.00. A contractor, as part of a Public Works Department
project will be replacing other drinking fountains in the park
system which will include installation.
The fountain will be installed at Galaxy Park. The donor requests
that she provide a plaque with the following inscription. "Donated
by the children of Marian Farmar. This park brought her many'hours
of pleasure. May it do the same for you." This request does not
meet City Policy and verbage can not be accommodated on a 2" x 6"
plaque.

for Calaxy Park. My donation was approved at the August
1993 Park Commission meeting. Since that time the city has
been reviewing specifications and preparing the'bid package.
• The cost of the water fountain has now been finalized and
my donation in the amount of $4,200.00 dollars plus the
cost of the plaque is acceptable to both the city and
myself.
I would like to request that the plaque state the
following: "Donated by the children of Marian Farmar.
This park brought her many hours of pleasure. May it do the
acme for you."

Commissioner Vandervort reported that there is���ryE

a quarterly meeting of the Los Angeles Basin
Parks and Recreation Commission on September
30 in Cypress. She asked the Commissioners to
mark their calendar for this worthwhile
meeting and she will present more information
on it at the next meeting.
Chair Grant reported he was asked to speak at
the City Council meeting on the Commission's
recommendations concerning the Castaways and
Newporter North. Stating he was representing
both the Commission and himself, he reported
the Commission supported putting the issue on
the ballot and that the lighting issue could
be discussed at a future public hearing
meeting.
Director Whitley explained the Commission's
recommendations were transmitted to the City
Manager and that the City Council is aware
that the Commission voted to recommend that
lights be included in the Castaways portion if
•
the two parcels are purchased.

Commissioner Demmer reported two new courses

will be offered at Oasis, namely, a live
history,class and a lip reading class.
Commissioner Demmer also reported that there
is an active member who attends Federal
Conferences and reports back on items
affecting seniors and the City. One matter of
particular interest is a proposal to tax 85%
of Social Security benefits for those
individuals making over $30,000 and married
couples making over $40,000. The money would
be diverted to funds other than the senior
sector.

testimony.
Mr. Bud Hefler, 6110 West oceanfront,
addressed the Commission and stated the
subject court is 5 homes down from 'his. He
reported he and his neighbors have been
unhappy with the court since outsiders use it
on weekends who are loud and obnoxious. He
urged the court be removed and not relocated
in front of his home.
Mr. Jack Schwartz, 6210 West Oceanfront,
addressed the Commission. He reported the
•
court gets too much noise and his wife, who
has a medical condition, cannot get her rest.
He stated there are other courts in the area
that are rarely used and urged the court be
removed.
There being no further public testimony, Chair
Grant closed the meeting to public hearing.
Director Niederhaus reported that from an
operational viewpoint this location is an
access point and staging area for storm
debris, therefore, he advocates removal of the
court.
In response to a question from Commissioner
Glasgow, Director Niederhaus stated that if
the court were moved farther out towards the
ocean it could still be a problem for the
beach cleaners and a strain on the equipment.
He pointed out there are plenty of alternative
courts in the area.
Commissioner Vandervort reported she spoke
with a couple of the volleyball players who
stated all the courts in the area are used on
weekends, however, they would not be opposed
to relocation.
Commissioner Compton pointed out that this
matter was fully discussed several years ago
.
when the Commission met with homeowners,
volleyball players, General Services and the
Marine Departments. At that time it was
recommended courts be moved at least 50 feet
away from homes; that they not abut a,
lifeguard station; that they be placed at
street ends; and that they be lined,up as much

Subject: Tree Donations
Mr. Mutsuya Matsumoto, a Newport Beach resident, contacted the General
Services Department regarding the possibility of donating approximately two
thousand flowering cherry trees. The value of this donation is $30,000.
The intent of the .donor is to have the trees planted in the City park system at
either existing or future park sites. Mr. Matsumoto feels that the trees would
be a destination point for visitors and locals alike when the trees bloom in the
spring. The planting plan that Mr. Matsumoto is suggesting would occur in
1996 with Okasaki, Japan as part of a Sister City program. The donor has
suggested the Back Bay as one potential location, but is receptive to other
sites.
Staff has researched several flowering cherry tree varieties and has found
five suitable for growing and flowering in a coastal environment. The trees
that Mr. Matsumoto would be donating will be approximately six feet in
height and are contained in a Ave gallon container. Staff has some concerns
relative to the cost of planting the trees and the potential for vandalism since
the City typically plants fifteen gallon specimens. Additionally, this planting
would significantly increase the City's urban forest by another two thousand
trees. This action would effect our maintenance activities at a time when we
are already extending our tree maintenance schedule.
Mr. Matsumoto will be in attendance at the Commission meeting of July 5th
to discuss details of his potential donation. He also plans to convey this
information to members of the Sister City delegation when they meet here in
early July and in Okasaki, Japan this August.
Staff is prepared to further assess Mr. Matsumoto's ,proposal after the
Commission has had the opportunity to discuss his proposal.
