Parks and Tree Divisions
September, 1995 Activities Report
Park,Division Activities
1. General Department staff completed all projects listed on the Park Facility
Inspection Report.
2. Staff has been coordinating construction, projects at Balboa Boulevard median,
Bonita Creek Park, Rhine Wharf, Main Street, and Bolsa Park with the Public
Works Department.
3. The weekend park maintenance of the Park system concluded in early
September due to budgetary restraints and will not commence again until late
May of next year.
• 4. Staff completed the trimming of the right of way on Back Bay Road for
pedestrian, cyclist, and vehicular traffic. The project is sensitive and requires
coordination with the California Department of Fish and Game since nesting
birds and other wildlife inhabit this preserve.
5. Annual turfgrass renovation has begun on medians, Parks and facitilities. This
effort is being completed in an effort to improve turfgrass and irrigation quality
throughout the city.
6. All turfgrass was fertilized on all City athletic fields to promote a good playing
surface for the soccer and football seasons.

7. Staff coordinated several special events this past month, including five running
events. Some of these races include up to six staff members to complete the
event safely. All work including pre -event set up is done as after hours overtime
work and funding is provided by the race promoter through a special account so
as not to impact any park maintenance functions.
8. Mr. Tom Bergen, 1600 West Ocean Front Avenue, has rescinded his offer of
eight mature palm trees since the trees could not be removed without damaging
the structure at his property. Several months ago the Commission approved the
donation of the palms which included transplanting them along the boardwalk at
Mr. Berean's expense and directed staff to coordinate the project with the donor..
• Upcoming Activities for October
1. Staff will aerify and topdress the fields at Lincoln Athletic Center to achieve
improved turf grass with contract services.

2. The completion of the irrigation renovation at Bonita Creek Park with contract
services.
3. The annual renovation of all turf grass will continue at Parks and facilities.
4. The replacement planting of shrubs throughout the Park system will start
soon to ensure the plants are established before next summer.
Tree Division Activities
During the month of September, 640 trees were trimmed, 17 trees were planted,
7 trees were root pruned, 6 trees were removed, 7 emergency calls were
responded to regarding trees and 216 tree maintenance requests were received
by the Urban Forester. A significant amount of staff's time(beyond Mr.
Conway's efforts) were expended on tree issues.
1. Staff worked with the General Services Department concrete crew on root
pruning trees for sidewalk, curb, and gutter replacement throughout the City.
2. Tree removals were performed at these various locations during the month:
San Joaquin Park,1 tree due to sidewalk damage
1711 Skylark Drive, l tree due to decay
Cliff Drive 'Park, 1 tree due to tree decay
1218 Pembroke Lane,1 tree due fire hydrant damage
1712 Highland Drive, l tree due to fire hydrant damage
19 Tiburon Bay, 1 tree due to property damage
3. The Urban Forester continues to evaluate the recent palm planting on
Riverside Drive. The Public Works Department sent the attached
correspondences to the Mariners Mile Merchants Association reminding them of
their responsibility of watering the new trees.
4. The City tree trimming contractor, West Coast Arborists, completed scheduled
work within the Jasmine Creek, Spyglass Hills, Buffalo Hills, Balboa Island,
Peninsula and Fashion Island areas.
• 5. The Commission and City Council approved the planting of five Taiwan
'Cherry trees at 2061 Ocean Boulevard and "M" Street(copy of the City Council,
September 12, 1994 meeting,agenda Public Works Department report attached)
at the request of Leonard and Mary Connolly. The trees were to be planted and
maintained at the Connolly's expense per the agreement. Staff was to return to
the Commission in one year to report how the trees were doing. To date the
trees have not been planted. The planting is a responsibility of the Connolly's
and staff will keep the Commission, informed of any progress.

King Palm street trees have been installed in tree wells along
the business district portion of Riverside Avenue. The City's
contractor will be responsible for maintaining the trees until
contract work has been completed, which will occur on August 1,
1995, approximately.
At that time, maintenance of the trees will become the
responsibility of the adjoining property owners. Accordingly,
please advise the affected Association members so that they may
commence a watering schedule on August lst.
Thank you for being so patient with us while the street was torn
up. As a result of your cooperation, the work was completed much
sooner than expected! .
If you have questions concerning the trees or the ,project in
general, please contact me for the answers.

Dear Steve,
The King Palm street trees that have been installed in the
business district portion of Riverside Avenue are suffering from
lack of water, and will surely die if they are not properly cared
for until their roots are well - established.
• As stated in my July 21st letter to you, the, City's contractor
was responsible for maintaining the trees until contract work was
completed, which occurred on August 1, 1995. At that time,
watering the trees became the responsibility of the adjoining
property owners whereas, consistent with long -term City policy,
we will provide for the pruning.
Accordingly, please remind your Association members that they
must water -the trees as necessary if they wish for them to
survive. 'If you have questions concerning the trees or the
project in general„ please contact me for the answers.

MAINTENANCE OF PRIVATE IMPROVEMENTS WITHIN THE OCEAN
BOULEVARD AND "M" STREET PUBLIC RIGHTS -OF -WAY ADJACENT
TO 2061 OCEAN BOULEVARD, IN THE PENINSULA POINT AREA.

RECOMMENDATIONS:
1.
DISCUSSION:
Approve the application subject to:
a. Execution of an Encroachment Agreement for non-
standard improvements.
(1) Authorize the Mayor and City Clerk to execute
the Agreement;
(2) Authorize and direct the City Clerk to-have the
agreement recorded with the Orange 'County
Recorder.
b. Issuance • of an Encroachment Permit from Public
Works Department.
The owners of the property located at 2061 Ocean Boulevard in
Peninsula Point have requested that they be permitted to plant,Taiwan Cherry
trees within the Ocean Boulevard and "M" Street rights -of -way adjacent to
2061 Ocean Boulevard (see attached letter).
The City's Urban Forester and Park, Beaches & Recreation
-Commission'have approved the planting of two (2) Taiwan Cherry trees along
the Ocean Boulevard frontage and three (3) Taiwan Cherry trees along the "M"
Street frontage subject to City Council approval and the execution of an
Encroachment Agreement.

„'Way ",.- requires• the prior approval of City -Council for private .structural'
improvements -such as-retaining walls, raised planters, stairs, etc., in public
easements or rights -of -way.
