The Parks, Beaches and Recreation Commission was called to order
at 7:00 P.M. by Vice Chair Schonlau.
.Roll call was taken. Commissioners Beek, Bonner, Compton,
Glasgow and Schonlau were present. Chair Vandervort and
Commissioner Demmer were absent.
II. APPROVAL OF MINUTES
Commissioner Demmer had' requested that the following sentence
be included under Item #4, Surfing Regulations: "Petitions were
presented which were signed by citizens of West Newport in support

III. PUBLIC COMMENTS
Mr. Brooks Hoar, 1215 Pembroke Lane, addressed the Commission.
Mr. Hoar stated the City removed a ficus tree which was causing
sidewalk and curb damage. Although the designated street tree is
Magnolia, Mr. Hoar reported those on his street are small and
unsightly and he requests either a Jacaranda tree be planted or no
tree be planted.
Director Niederhaus explained that the approved street tree on
Pembroke is the Magnolia tree and that the Jacaranda tree creates
problems such as flower droppings and root damage. A larger
specimen Magnolia tree could be planted if Mr. Hoar agrees to bear
the additional expense. He asked Mr. Hoar to contact either .Mr.
Lomeli or himself regarding this matter.

Item # 6 - Harbor View Hills Community Association and HarboP View
Hills South Homeowners Association Reforestation Project
Jim Wharton, 1033 Goldenrod Avenue and President of Harbor View
Hills Community Association, addressed the Commission. Mr.
Wharton requested this item be postponed in order that those who
have been working on the project, who are currently on vacation, can
provide input. He is specifically concerned about the money
available for their project and that the progress report submitted
shows that 23 trees will be removed, rather than the 90 trees
originally requested.
Director Niederhaus explained that it is necessary to begin the
project of repairing sidewalks and removing the trees causing
sidewalk damage in both the Harbor View Hills Community
Association and Harbor View Hills South Homeowners Association
before the rainy season begins in February. The City is paying for
the removals which will result in the full depletion of the reforestation
fund. The reforestation agreement will remain open for cost sharing;

and when the respective Associations can provide additional funds,
the remaining problem trees that are not causing sidewalk damage
can be removed.
Mr. Wharton stated he understands the situation better and will be in
contact with Director Niederhaus.

V. DISCUSSION ITEMS
Item #7 - Review of the Community Services Department Policies
Director Kienitz reported the Commission's calendar calls for a
review of the Departments policies to begin in October. The City
Council annually reviews policies in February. The Facility Use
Policy has been transmitted to the City Attorney's office for review
and when completed it will be submitted to the Commission for
approval.

Facilities and Parkways Commission

Vice Chair Schonlau reported the City of Costa Mesa's Commission
unanimously approved a 'joint meeting with this Commission. The

meeting will be held on Tuesday, November 14, at 6:00 -P.M. in
Room 5 at the West Newport Community Center. Items that they
would like to address include park security, sharing of facilities and
the Cliff Drive Park restoration project. Commissioner Compton
suggested adding information on Costa Mesa's Bark Park. An
agenda will be posted in accordance with The Brown Act.

October, 1995 Activities Report
Park Division Activities
1. The fields at Lincoln Athletic Center have been aerated and top dressed as
part on the ongoing program to promote a better playing surface.
2. Staff has been coordinating construction projects at Balboa Boulevard median,
Bonita Creek Park, Rhine Wharf, Main Street, and Bolsa Park with the Public
Works Department. The Main Street project was completed two days early due
to the coordination efforts of all involved and was well received by the business
community. Bolsa Park is completed, with the exception of the play equipment
and is on a sixty day maintenance period by the contractor. Park identification
signs were installated and at anti - graffiti coating for walls was completed by the
General Services Department's Operation Support Division, through contract
and in -house services.
•" 3. The annual turfgrass renovation process continues on medians, parks and
facilities. This effort is being completed to improve turfgrass and irrigation
quality throughout the City.
4. A turfgrass growth retarding product is being tested at various sites. If the
product is successful it may be of value to use at some sites to reduce
maintenance and irrigation costs.
5. New sprinkler irrigation heads were installed at the McFadden interchange
medians by the City's median and roadside contractor. The changes will improve
the overall condition of the medians on the Peninsula.
6. Irrigation modifications have been completed at Bonita Creek Park and staff
will be reporting back on the improvements at this, facility during the next few
months.
7. Park Division staff attended the annual Southern California Turfgrass and
Equipment Exposition at the Orange County Fairgrounds. The show displayed a
variety of new products, equipment, and technology.
8. Park staff performed traffic control on the weekends at four special events.
The events included two running races, one bike race, and one bike tour.
Upcoming Activities for November
1. A donated bench will be installed at West Jetty Park.
2. Cleaning, polishing, and sealing of all plaques throughout the park system
will begin through contract. This effort is being taken to preserve and protect the
plaques, since many are in poor condition.
3. The annual renovation of all turf grass will continue throughout the City.
4. The replacement planting of shrub and ground cover plants will begin at
various sites throughout the City.
5. Testing of all irrigation system backflow prevention devices will commence in
the park system. The work is performed by contract and is mandated by the
Orange County Health Department.
Tree Division Activities
During the month of October, 1,051 trees were trimmed, 11 trees were planted, 5
trees were root pruned, 10 trees were removed, 5, emergency responses were
made regarding trees and 228 tree maintenance requests were received by the
• Urban Forester. A significant amount of staff's time (beyond Mr. Conway's
efforts) were expended on several tree issues.
1. Staff worked with the General Services Department concrete crew on root
pruning trees for sidewalk, curb, and gutter replacement throughout the City.

3. The Urban Forester continues to, evaluate the recent palm planting ion
Riverside Drive (copy of report attached).
4. The City tree trimming contractor, West Coast Arborists, completed scheduled
work within the Spyglass Hills, Balboa Island, City Hall, Balboa Peninsula and
Fashion Island areas. Additionally, annual palm trimming, to lessen the chance of
winter storm damage from falling fronds, has commenced throughout the City.

Subject: Status of King Palms on Riverside Drive
The following is a status report of the King palms on Riverside Drive. I have
monitored this project since the trees were installed and initially the trees were
suffering due to lack of water by the merchants. Since you have not as yet
resolved the watering issue with the merchants, City staff continue to water the
trees.
The watering and the application of fertilizer have improved the appearance of
all the trees, with the exception of two palms that may not survive. We will
continue to water the trees until you advise us that the merchants will fulfill their
obligations of maintenance.
I will continue to, monitor the project and will keep you appraised. Please contact
me regarding any questions.

SUBJECT: Monthly Commission Report
Adult Sports
Registration has started for winter basketball and spring softball.
Basketball leagues will start January 8 and softball will start on
January 29.
Sunday night volleyball at the West Newport Community Center started
October 22 with 20 teams, or 150 participants. The Friday night drop -
in program is consistently drawing 60 -75 players.
Youth Sports
Flag football games take place each Thursday from 4:30 -8:30 P.M. at
Grant Howald Park. Regular season games determine the seeding
placements in the City Championship Tournament held the end of the
season. Teams victorious in this endeavor will represent the City at the
Orange County Municipal Athletic Association Tournament on
December 2.
Annual Haunted House
The Department's Halloween Haunt on October 31 was very
successful. Construction at the Community Youth Center included
blacking out 1,000 square feet of windows, doors and skylights;
installing temporary walls, tunnel's, physical props, sound systems,
• black lights, fog machines and strobe lights; and transferring the Center
into three separate theme rooms. This year staff added a costume
contest and an art show. Prizes were awarded to the top contestants
'l and all participants enjoyed the Haunted House as well as the outdoor
carnival.
Pro -Am Surf Championship
The 1995 City of Newport Beach Pro -Am Surf Championships, co-
sponsored by Rusty Surfboards, took place September 30 and, October 1.
This event attracted many of the top surfers in the country who competed
for over $5,000 in cash and prizes. The contest also offered a unique
opportunity for the youth in the community to compete and socialize with
the idols they see at the "O.P. Pro" and other world class surfing events.
The Recreation Division utilized the assistance of the Marine Division for
safety concerns and General Services for set -up and strike duties.
City Runs
Balboa Beach to Bay Run for Clean Water.- Recreation staff assisted in
planning and conducting the City's first annual Balboa Beach to Bay
Run for Clean Water 5K Race on October 14. The event was very
successful and raised over $14,000.
Corona del Mar Scenic 5K - Planning has begun for the 1996 Corona
del Mar Run, tentatively scheduled for June, 1, 1996. Press releases
• will be sent this week to all local papers requesting interested artists to
submit their designs for the race poster.
Recreation and Open !Space Element
Work is moving forward on the development of the Recreation and
Open Space Element, following the guidelines approved by the
Commission at their September 5, 1995 meeting. It includes:
1. Staff committee is developing survey questions.
2. An intern from the UCI School of Social, Ecology will have been
hired by the time of the Commission meeting to update the inventory
and other data included in the "Technical Manual" of the 1985
document. The intern will be working at an available desk in the
Planning and Building Department, under the guidance of a
department planner.
3. The firm of Purkiss Rose -RSI has been commissioned to begin work
on conceptual plans for CIOSA ,parcels„ following the guidelines
• approved by the Commission on October 4, 19.94. We will submit
an interim report to the Park and Open Space Committee as soon
as available.

Bolsa Park
• Bolsa Park should be completed with the play equipment installed by
mid- November. We are checking schedules with those members of the
City Council who wish to be involved to establish a dedication date.

SUBJECT: Senior Services Division - Monthly Commission Report
The staff met with the architect who will be developing plans to remodel the old offices into
a game room. He has many good ideas and works easily with staff. The Friends of
OASIS - continue to look for funding for this project.
The staff was trained in First Aid and CPR this month, which makes them more capable of
handling medical emergencies at the Center.
The OASIS Manager and Human Services Coordinator attended the post -White House
Conference on Aging for Orange County. The purpose of the meeting was to prioritize
initiatives in order of importance to our County and it's seniors. The Conference itself set
• an aging agenda for the next 10 years. This information was disseminated to the meeting
attendees.

The Center held its annual Halloween Luncheon and party. One hundred fifty people
joined together in costumes and enjoyed the music from Ensign Intermediate School chorus
and a vaudeville act. As usual a good time was enjoyed by all.
Flu shots were administered on Saturday, October 28th. Four hundred people over the age
of 60 took advantage of this free service. Vaccines are provided by the County Health Care
Agency and administered by volunteer nurses.

Recommendation
To approve the donation of one concrete bench from Robert A. Ibbotson and
Ruth E. Ibbotson to be located at the street end at Opal Street and South Bay
Front on Balboa Island. Donor will also provide plaque with appropriate City
verbiage.
Discussion
• Mr. Robert A. Ibbotson contacted staff per the attached letter to request a bench
donation. The concrete bench would replace a wooden bench that was once at
this location. As required by City Council policy, the donor will also provide a
plaque with the appropriate verbiage.
Staff has also been in contact with Ms. Pat Buderwitz of the Balboa Island
Improvement Association's Beautification Committee regarding the
placement and design of a new style of bench for the Island. Ms. Buderwitz
has been coordinating the painting of the fifty benches on the Island by
volunteers during the past few years. The benches are located primarily at
street ends along the Bay front and on Marine Avenue. Ms. Buderwitz
conceptually agrees with the design of the concrete bench, but would like to
see wood incorporated into the bench. Additionally, the Balboa Island
Merchant's Association has also been exploring a possible new bench design
for Marine Avenue, but staff feels that this design •could be similar or
different based on different requirements of benches along the business
district.
Staff has been in contact with a bench manufacture regarding a new design
concept that would have minimal wood maintenance, but this style of bench
is very expensive. The bench cost would be approximately double that of the
• current concrete bench design.

• Benches constructed from concrete are very appropriate for this location,
since the seacoast conditions and vandalism are significant maintenance
problems. These concrete benches have been installed on the Balboa
Peninsula and along the bluffs on Ocean Boulevard in Corona del Mar, where
they have required very little maintenance and vandalism has been almost
nonexistent.

Dear Mr. Lomeli:

Thank you for your letter of August 18th. Your prompt response in this matter is greatly
appreciated.
As I mentioned in our meeting last Friday, it is my mother's wish to donate a new concrete, or
wooden, bench to the City to be placed at Opal Street and South Bay Front, just at the foot of the
• City's public pier. This is one of the few street ends that does not now have a bench.
My mother, Ruth E. Ibbotson, now 92 years of age, has lived on Balboa Island for 50 or 60 years.
In recognition of all the fond memories she and my late father have had over the years, watching
their children, grand children, and great grandchildren enjoy the many qualities of The.Island, it
would give her great pleasure to provide this bench to the City and the place where it all
happened.
I understand that the City has certain procedures that must be followed in these matters and I will
be happy to provide whatever additional information, or assistance, you may require.

assessment of the necessity of modifying any existing Council policy.
No current policies are recommended for change at this time. However, a

Recommendation
To deny appeal to retain one Cupaniopsis anacardioides (Carrot Wood) tree at
1210 Keel Drive
.Discussion
Mrs. Irene V. Barr sent the attached response to the Tree Removal Survey that
was included with a letter from me dated October 4, 1995(copy attached) to
property owners in the Harbor View Hills South Homeowners Association area.
• The letter states that if the property owner disagrees with the tree removal they
may appeal to the Commission. Specifically, Mrs. Barr is appealing the proposed
removal of two Cupaniopsis anacardioides (Carrot Wood) trees at her residence.
The City has only identified one that necessitates removal.
The tree in front of Mr. and Mrs. Barr's home is one of 34 identified as causing
hardscape damage in the report presented at the October 3, 1995 Commission
meeting. The new designated replacement tree, a fifteen gallon Ralphiolepis
"Majestic Beauty" will be planted at the address. The cost of the tree removal and
replacement will be funded through the City's Tree Reforestation Fund.
Mr. and Mrs. Barr have received a copy of this report and a notice of the
November 7 Commission meeting.

For the past several months your homeowners association and City staff have
been coordinating a parkway Street Tree Reforestation Program for various
locations in your neighborhood. Specifically, as part of an ongoing Urban
Forestry Reforestation Program, several trees in various locations throughout the,
City have been identified as causing ongoing damages to public and private
property such as curbs, gutters and sidewalks. These damages are significant and
require the removal of mature trees. Additionally, this Program includes the

The Harbor View Hills South Homeowners Association and staff have been
working collectively on a reforestation project relative to private and public
property damages relative to ,parkway street trees. The last correspondence to
the Association dated August 18, 1995,which is attached identified thirty -five
street trees that have been documented as causing significant hardscape damage
in the Association areas.
The City will proceed with the removal of the trees to coincide with an upcoming
hardscape replacement contract in the Harbor View Hills South area and finalize
the notification of the effected property owners. The trees will be removed based
• on the criteria listed in City Council Policy G- 1(copy attached). Those property
owners not wanting the tree removed have the option of appeal to the
Commission.

The trees that will be removed as part of this process will be replaced with the
City designated tree. The cost of removing the trees and fifteen gallon
replacement plantings will be funded by the Capital Improvement Reforestation
account. Tree removal requests by the Association beyond the thirty -five
identified will not be funded by the City and must meet the G -1 policy criteria.

RETENTION OR REMOVAL OF PARK AND PARKWAY TREES
It shall be the responsibility of the Parks, Beaches and Recreation Commission to
develop and maintain a rather restricted list of trees in the community
(Attachment 1) which should be retained to the exclusio'h of all normal
problems. This list will contain landmark trees, special trees of .beauty,, stately
trees which contribute to an entire neighborhood, dedicated trees, etc. These
trees will be identified, mapped and recorded. Subsequent to this they will be
given special treatment to retain them, as deemed appropriate by the General
Services Director. If said special treatment is not determined to be adequate to
retain the identified tree, a full report shall be made to the Commission before
any other action is taken.
Whenever it is necessary to prune tree roots in parkways or other public areas in
order, to correct or prevent damage being caused by the subject tree, every
reasonable effort shall be made to save the tree. It will still be necessary to meet
the City's standards relative to grades and' alignments, with the exception of
those special trees discussed in Paragraph 1•of this, policy statement.
. If it is necessary for a tree other than that included in Paragraph 1 to be given
special treatment, each tree shall'be considered individually omits; own merits to
determine whether the tree should be retained or. replaced.. , all parkway trees
iriclucled in this category must be subjected to and.meet the ,following criteria:
1. Have a tree hazard evaluation performed .by tli e City arborist
(Attachment 2).
2 Have sufficient life;expectancy to,merit,special consideration.
3. Have contiguous property owners be desirous of retaining the tree
if special treatment of other than, the sidewalk repair is necessary to
retain it.
4. Be of a desirable species on the official street tree list by the Parks,
Beaches and Recreation Commission.
5. Not have had a consistent history of damaging public or privately
owned property such as sewers, water mains, sidewalks, curbs,
walls, fences, foundations, etc., as indicated per City records, or by
competant authority as a structural engineer, general contractor, or
• qualified City official.

Recreation Commission on a parkway street reforestation program. The
proposed recommendation to redesignate tree species represents a joint effort
between the Association and staff on the first phase of this project.

Staff and the Association have been working on an agreement to begin a phased
program relative to parkway street tree reforestation. One important element of
this process is to select replacement trees that can to be maintained within the
growth space and also not cause damage to either private or public property.
The species of trees that are being recommended meet this criteria and wouldbe
a significant improvement within the Association areas.
A final report with a agreement relative to reforestation(tree removals, planting
and funding) between the Association and the City with be presented at the
Commission meeting scheduled for September 5,1995.

Discussion
Mr. and Mrs. Victor Penan sent the attached letter in response to the Tree
Removal Survey from me dated October 4, 1995(copy attached) to property
owners in the Harbor View Hills South Homeowners Association area. The letter
states that if the property owner disagrees with the tree removal they may
appeal to the Commission. Specifically,, Mr. and 'Mrs. Penan are appealing the
proposed removal of one Cupaniopsis anacardioides (Carrot Wood) tree at their
residence.
The tree in front of Mr. and Mrs. Penn's home is one of 34 identified as causing
hardscape damage in the report presented at the October 3, 1995 Commission
meeting. The new designated replacement tree, a fifteen gallon Ralphiolepis
"Majestic Beauty" will be planted at the address. The cost of the tree removal and
replacement will be funded through the City's Tree Reforestation Fund.
Mr. and Mrs. Penan have received a copy of this report and a notice of the
November 7 Commission meeting.

Subject: Harbor View Hills South Homeowners Association Progress Report
The Harbor View Hills South Homeowners Association and staff have been
working collectively on a reforestation project relative to private and public
property damages relative to ,parkway street trees. The last correspondence to
the Association dated August 18, 1995,,which is attached identified thirty -five
street trees that have been documented as causing significant hardscape damage
in the Association areas.
The City will proceed with the removal of the trees to coincide withan upcoming
hardscape replacement contract in the Harbor View Hills South.area and finalize
the notification of the effected property owners. The trees will be removed based
• on the criteria listed in City Council Policy G- 1(copy attached). Those property
owners not wanting the tree removed have the option of appeal to the
Commission.

The trees that will be removed as part of this process will be replaced with the
City designated tree. The cost of removing the trees and fifteen gallon
replacement plantings will be funded by the Capital Improvement Reforestation
account. Tree removal requests by the Association beyond the thirty -five
identified will not be funded by the City and must meet the G -1 policy criteria.

RETENTION OR REMOVAL OF PARK AND PARKWAY TREES
It shall be the responsibility of the Parks, Beaches and Recreation Commission to
develop and maintain a rather restricted list of trees in the community
(Attachment 1) which should be retained to the exclusidtt of all .normal
problems. This list will contain landmark trees, special trees of',beauty,_stately
trees which contribute to an entire neighborhood, dedicated trees, etc.. These
trees will be identified, mapped and recorded. Subsequent to •this they will be
given special treatment to retain them, as deemed appropriate by the General
Services Director. If said special treatment is not determined to be adequate to
retain the identified free, a full report shall be made to the Commission before
any other action is taken
Whenever it is necessary to prune tree roots in parkways or other public areas in
order to correct or prevent damage being caused by the .subject tree, every
reasonable effort shall be made to save the tree. It will still be necessary to meet
the City's standards relative to grades and "alignme' nis, with the exception of
those special'trees discussed in Paragraph 1 of this, policy statement

The Harbor View Hills South Homeowners Association and staff have been
working together for the past few months as directed by the Parks, Beaches and
Recreation Commission on a parkway street reforestation program. The
proposed recommendation to redesignate tree species represents a joint effort
between the Association and staff on the first phase of this project.

Discussion
• Staff and the Association have been working on an agreement to begin a phased
program relative to parkway street tree reforestation. One important element of
this process is to select replacement trees that can to be maintained within the
growth space and also not cause damage to either private or public property..
The species of trees that are being recommended meet this criteria and would be
a significant improvement within the Association areas.

A final report with a agreement relative to reforestation(tree removals, planting
and funding) between the Association and the City with be presented at the
Commission meeting scheduled for September 5,1995.

Recommendation
To deny appeal to retain one Cupaniopsis anacardioides (Carrot Wood) tree at
1401 Outrigger Drive.
Discussion
Mr. Clyde F. McCoy sent the attached response to the Tree Removal Survey
letter from me dated October 4, 1995 (copy attached) to property owners in the
Harbor View Hills South Homeowners Association area. The letter states that if
• the property owner disagrees with the tree removal they may appeal to the
Commission. Specifically, Mr. McCoy is appealing the proposed removal of one
Cupaniopsis anacardioides (Carrot Wood) tree at his residence.
•
The tree in front of Mr. McCoy's home is one of 34 identified as causing
hardscape damage in the report presented at the October 3, 1995 Commission
meeting. The new designated replacement tree, a fifteen gallon Ralphiolepis
"Majestic Beauty" will be planted at the address. The cost of the tree removal and
replacement will be funded through the City's Tree Reforestation Fund.
Mr. McCoy has received a copy of this report and a notice of the November 7
Commission meeting.

1. Although the tree has previously necessitated repair of the
sidewalk, that was done some years ago, and the repair has
been stable since.
2. The tree is causing no damage to the curb or gutter in the
area.
For these reasons, I believe that removal of the tree at this time
is premature, and I object to its replacement with a new (and
undoubtedly smaller) tree at this time.

For the past several months your homeowners association and City staff have
been coordinating a parkway Street Tree Reforestation Program for various
locations in your neighborhood. Specifically, as part of an ongoing Urban
Forestry Reforestation Program, several trees in various locations throughout the
City have been identified as causing ongoing damages to public and- private
property such as curbs, gutters and sidewalks. These damages are significant and
require the removal of mature trees. Additionally, this Program includes the
replacement of damaged public hardscape and the replanting of fifteen ,gallon
replacement trees whenever possible.
• The tree(s) at your residence have been identified as one(s) that need(s) to be
removed at City expense, prior to the hardscape being replaced also at City
expense. Your Association has conducted some initial surveys relative to your
feeling in the matter of this program. The City is finalizing this work by an
official survey of the property owners. Please fill out the attached form which
indicates if you concur or disagree with the tree removal(s).
If you disagree with the removal(s) you may appeal the proposed tree
removal(s) to the Park, Beaches and Recreation Commission, in a specific letter
addressed to me. This letter must be sent to me by October 31, 1995. Please

SUBJECT: RECOGNITION FOR POLICE OFFICER BOB HENRY
Last March, Police Officer Bob Henry was mortally wounded and died in April at
Hoag Memorial Hospital. As you may know, there have been requests for some
form of memorial to Bob Henry for his sacrifice to our community. The Police
Department has reviewed several different options for a memorial or recognition
in response to a request from the City Council. At Mayor Hedges request, we
have held this item off the agenda to allow some time to reflect on Bob Henry's
sacrifice before returning to the City Council with a staff report and
recommendation.
Over the last few weeks I've had an opportunity to meet individually with
Councilmembers and discuss the upcoming review by the Commission of final
plans for the active park on the Castaways property. It was anticipated that at
the time of your review that you will wish to discuss the naming of the active and
passive portions of the park. The City Council Policy Manual provides that the
Commission is the recommending body to the City Council on the naming of
City parks (Policy 1 -9). Policy 1 -9 provides in part that... "Prior to the dedication
or naming of a park or public recreational facility for a deceased person, there
should be a passage of six months from death before the Parks, Beaches and
Recreation Commission acts upon the request and makes a recommendation to
the City Council." This period of time has now lapsed since'Bob Henry's death
on April 13th.
It is my suggestion that the Parks, Beaches and Recreation Commission
recommend to the City Council:
1. Name the active portion of the Castaways park, "Bob Henry
Park," and the passive portion, "Castaways Park."
2. At the Bob Henry Park, on the corner of 16th and Dover
immediately behind where the park name sign is located
create a special area through accented landscape and
• special pavers, concrete or similar materials to place a

plaque recognizing Bob Henry and his supreme sacrifice to
the residents of Newport Beach.
3. This special area would also include a flag pole, which
would be illuminated in the evening hours.
4. In dedicating the park and naming the Bob Henry Park the
final action -would include language, indicating that the Park
is being named in Bob Henry's memory and in recognition
of the service that he and other City employees provide to
the residents of Newport Beach. If there should be other
City employees who lose their life in the direct line of duty
for the City, they would be recognized at Bob Henry Park in
the future in the special area near the flagpole and
recognition plaque.
I've attached for your information a small diagram of the park, including the area
proposed for the flagpole and plaque, and a small diagram of how this area
might be constructed. We will also like to solicit input from the Police
Department and the family in working out the design details for the area. If you
• have any questions or concerns, please let me know as soon as possible. City
staff is also interested in soliciting donations from community members to help
defray the costs of this recognition area. I will be in attendance at the
Commission meeting and pleased to discuss this matter with you in greater
detail.
