HomeMy WebLinkAboutV-10 - Peninsula ParkItem 11 • Community Services Department Date: August 26, 1996 To: Parks, Beaches and Recreation Commission From: Dave McConnell, Recreation Manager Subject: Peninsula Park Athletic Field In response to Commissioner Dunn's request, the following is a chronology of events and communications since the soccer goals were removed from the park in the summer of 1995. Soon after the removal of the goals, the department received three ,phone calls from private individuals, one of them being Mr. Jesse Sells, a local resident. The other two individuals were participants of the Y.M.C.A. Adult Soccer Program. In a subsequent letter to the Parks, Beaches and Recreation Commission, Mr. Sells suggested that the department host an "adult sports play day" in an effort to view and videotape the effects of the various sports on the surrounding facilities. The Parks, Beaches and Recreation Commission, at their December 1995 meeting, concurred with this proposal and directed staff to meet with any interested parties to plan the event and to also explore the options of field configuration and adaptations to the field which would allow these types of'sports at the park. Later that month staff met with representatives of the Y.M.C.A. Adult Soccer Program, soccer players from the Y.M.C.A. league, members of the community, Risk Manager Lauren Farley, Park and Street Tree. Superintendent Marcy Lomeli, and Commissioner Schonl'au. The group agreed that the soccer field could be narrowed in width and relocated towards the beach, thus creating a 100' buffer between the field and the Oceanfront Boardwalk. Ms. Farley stated that the proposed distance negated most of the liability concerns of the City with regards to the boardwalk itself, but the proximity to the parking lot was still an issue. The event was held on Saturday, March 2, 1996. Commissioners Vandervort and Schonlau attended the event. Only one Y.M.C.A. soccer team reported for the game, so one goal was moved towards the middle of the field and a scrimmage took place between the twelve members of the team who were present. This game was videotaped. Due to equipment problems on the part of the rugby club, they relocated their games to U.C.I. on this date. The club finally played a game on March 30, 1996 which the department videotaped. The club has been in constant contact with the department to schedule "touch" tow-naments which do not involve kicking the ball, and they also inquire, regularly, if any decision has been made regarding the use of the park for regular rugby games. Two other teams also played • an adult flag football game. Commissioner Vandervort reported that the football activities did not affect the boardwalk or the parking lot. This game was not • videotaped since the department was confident that the sport would have no effect on the adjacent facilities. The department currently conducts an adult flag football league at the park each Sunday during non - summer months. n LJ III The aforementioned videotapes were delivered to the City's Risk Manager, Lauren Farley, shortly after these games were played. Ms. Farley is in the process of reviewing the tapes and has confirmed that she will make a recommendation within two weeks on whether or not the City should issue permits for soccer and rugby at the park. Over the past 13 months, Mr. Sells has written a, number of letters and has met with myself and, other City staff on numerous occasions regarding a variety of issues involving the park, specifically, and Balboa, in general. Mr. Sells' main concern with the park seems to be the concept of converting the park into a parking lot, or to alter the park in some way in an effort to alleviate the parking congestion in the area. Although this concept has been suggested by at least two separate consultants, the Community Services Department has never entertained this concept, and has not been involved in any discussions on this issue. I am appalled as I drive around the city to see how many mature trees have been removed ( 70 in August!) and how bare the neighborhoods seem. For a city who has proudly accepted the designation as a Tree City USA, this is disgraceful. This increase in tree removal has happened since the PBR Commission abandoned their Tree Committee. Since the PBR Commissioners no longer want to work on such a committee,I would like to propose that a tree committee of citizens be formed who would perform the same function and report to the • PBR Commission . I would be happy to serve on such a committee, and I know of other people who would also like to serve. I am a licensed landscape designer, have been chairman of the Horticulture Committee of the Garden Clubs of America ( a nationwide organization) , and am currently on.the board of The Friends of the UCI Arboretum.
