Subject: Tree Removal, Designation and Donation by Taylor Woodrow
Recommendation
To approve the removal of six Ficus rubiginosa (Rusty Leaf Fig) and the
relocation of one Ficus rubiginosa tree on the south side of 16th Street east of
Dover Avenue at Taylor Woodrow's expense. The transplanting of the tree to be
completed by City specifications and approved contractor. To designate the
replacement street tree with a Pyrus calleryana " Redspire " (Redspire Pear) and
have the street planted with 36 " boxed trees on both sides at Taylor Woodrow's
expense. Additionally, to designate the Magnolia grandiflora " Russet " as the
median tree on 16th Street.
Discussion
. Staff received the attached correspondence from Ms. Jessica Flanagan, Project
Manager for Taylor Woodrow Homes, requesting the removal of six of the
existing Ficus trees on 16th Street and the relocation of one Ficus tree to Bob
Henry Park.

The Urban Forester completed tree inspection reports on all the Ficus trees and
recommends that it would be in the City's best interest that the Ficus trees be
removed. The recommendation is based on the fact that given the growth
characteristic of the species it will be just a matter of time before the trees will
represent a liability to the City. Mr. Conway also recommends that the " Bob
Henry " Ficus tree be relocated to the northeast corner of Bob Henry Park, (per
the attached site plan) away from any hardscape and where the tree will have
ample growth space.'Root barriers will be installed during tree planting.
Additionally, the Urban Forester recommends, that the designated replacement
tree be Pyrus calleryana " Redspire " instead of " Aristocrat " due to the four foot
parkway and that the proposed median tree on 16th Street be Magnolia
grandiflora " Russet ". The Park and Tree Superintendent concurs with the
recommendations.

RE: UPPER CASTAWAYS REQUEST FOR TREE REMOVAL/ REPLACEMENT AT
16TH STREET, EAST OF DOVER
Dear Mr. Niederhaus:
Taylor Woodrow Homes recently submitted to the City our proposed landscape plans
for 16th street, east of Dover Drive. These plans propose to replace the existing ficus
trees with Pyrus calleryana "Aristocrat ". The proposed median tree is Magnolia
grandiflora. Both of these species have been chosen in accordance with the City's
approved street tree list and meet with all necessary City requirements. (Please note
that the submittal plans indicate Cinnamomum camphora as the median tree, however,
• we have subsequently changed to Magnolia.)
We are in the process of reviewing our proposed landscape plan with the Newport
Harbor Lutheran Church to gain their approval, prior to our attendance at the
September 3rd PB &R meeting. With respect to the "Bob Henry" ficus tree, we propose
to relocate this tree to a location of the City's choice at our sole expense. It is our
recommendation that the "Bob Henry" tree be relocated to the Bob Henry Park in
conjunction with the City's memorial plaque.
Taylor Woodrow is seeking your staffs approval for this request. It is our anticipation
that a Staff Report be prepared for the PB &R meeting. We will be present at the
meeting to answer any question,;; the Committee might have. It is our desire to
complete the 16th street improvements prior to the Bob Henry Park's scheduled
opening in November, 1996. Your immediate attention to this request is greatly
appreciated. We would be happy to meet with you or your staff prior to September 3rd
to discuss this issue in further detail. Please feel free to call me at 581 -2626.
