Recommendation
To retain a total of five Fraxinus uhdei ' Tomlinson ' (Tomlinson Ash) trees
located at 2100, 2106, 2112,2121 and 2127 Leeward Lane, provided trees will not
be subject to failure after the hardscape removal and a stress test. Additionally,
direct staff to remove any of these trees, if staff determines that the trees may be
unstable and will result in a liability to City.
Discussion
The Commission postponed the decision regarding the appeals of Ms. Sandra
Glaser, 2100 and Mr. David Clark, 2121 (copies attached) until staff met with
• residents of Leeward Lane.

Staff met with four residents on September 16 to review their concerns and
request§ to retain the Tomlinson Ash tree on Leeward Lane. The fact sheet that is
attached was presented at the meeting to outline several issues. The most
important issue that staff discussed with the residents was the potential of tree
failure after the hardscape removal occurs and the potential liability to the City.
Staff will attempt to retain the trees at 2100, 2106, 2112,2121 and 2127 Leeward
Lane, but requests approval by the Commission to remove any trees that have
the potential of tree failure at the time the hardscape is removed at these
locations. A stress test will be conducted by staff, concurrent with the hardscape
removal to each tree to ensure the stability of the root system.
The designated street tree replacement for this street is Eriobotrya deflexa
(Bronze Loquat) which is suitable for the three foot parkway. The residents were
given several alternatives to the Bronze Loquat per the fact sheet and will advise
staff of their selection, since a change in street tree designation must be approved
by the Commission.
• The property owners at 2100,2106,2112,2121 and 2127 Leeward Lane in addition
to Mr. Jim Kalenbach and Mr. Mark Byers have received a copy of this report
and a notice of the October 1 Commission meeting.

Recommendation
To deny .the appeal to retain one Fraxinus uhdei 'Tomlinson' (Tomlinson Ash) tree at 2100
Leeward Lane.
Discussion
Staff received the attached correspondence from Ms. Sandra Glaser of 2100 Leeward
Lane requesting that the one Ash tree not be removed. Additionally, staff has received
telephone calls from Mr. Mark Byers of 1839 Leeward Lane requesting that no Ash trees
be removed on Leeward Lane, since he feels the removals would change the character of
the street.
is The Urban Forester completed Tree Inspection Reports on five Ash trees (copies
attached) on the street in question, and the Park and Tree Maintenance Superintendent
concurred with the reports recommending the tree removals due to major private and
public hardscape damage. The trees cannot be retained due to the significant amc:mt of
root mass that must be removed in the hardscape replacement process. The property
owners at 2106, 2112, 2121, and 2127 Leeward Lane concur with the tree removals. The
designated street tree replacement for this street is Eriobotrya deflexa (Bronze Loquat)
which is suitable for the parkway.
Additionally, this location was identified by the General Services Department Concrete
and Storm Drain Supervisor as a location which presents a liability to the City relative to
hardscape damage and the location has been included in the upcoming hardscape
replacement program.
In addition to Ms. Glaser and Mr. Byers, the property owners at 2106, 2112, 2121, and
2127 Leeward Lane have received a copy of this report and a notice of the September 3
Commission meeting. There is no homeowners association representing the residents in
this neighborhood.

We are writing to express our opinion on the scheduled tree removals on Leeward
Lane.
One of the trees scheduled for removal is in front of our home at 2121 Leeward
Lane. We enjoy the tree and would prefer that it not be taken out. The tree is
one of many that create the unique tree lined character of Leeward Lane and we
are hopeful that the City, will allow the tree to remain.

LEEWARD LANE
There are currently 44 Tomlinson Ash parkway street trees on Leeward Lane.
The current designated replacement street tree is the Bronze Loquat. There are a
total of 5 trees on the street, one tree each at the following addresses:
1840,1907,1915,2115 and 2127 Leeward Lane.
There is also 1 Holly Oak tree at 2006.
There are currently 12 vacant street tree sites on Leeward Lane.
The locations that are scheduled for hardscape repairs and tree removals are:
2100,2106,2112,2121 and 2127. The details of this are as follows:
2100 (Glaser) 2 trees, 1 remove for hardscape, 1 tree diseased and almost dead,
both trees appealed to PB & R to retain trees
2106 (Carl) 1 removal, l tree retained, OK for removal per phone call
2112 (Bays) 1 removal, l tree retained, no response to door hanger
2121 (Clark) 1 removal, appeal to PB & R to retain tree
• 2127 (Abbott) 1 removal, OK for removal per phone call
Additionally, hardscape repairs are needed at 2118, but no tree removal.

History of Repairs: 1980, 1983, 1988 hardscape replacement on street by General
Services Department, 1994 sidewalk replacement ,on street by Public Works
Department contract, grinding and ramping on an annual basis by General
Services.
Alternate replacement trees to Bronze Loquat for 3 foot x 3 foot parkway are as
follows (photos attached):
Bauhina blakeana - Hong Kong Orchid Tree
Chitalpa tashkentensis - Chitalpa
Hymenosporum flavum - Sweetshade
Lagerstroemia indica - Crape myrtle (deciduous)
Cost of tree, root barrier and pl'anting'by West Coast Arborists is as follows:
15 gallon = $95, height 6 to 7 ft.
24" box = $195, height 8 to 10 ft. depending on species
Tomlinson Ash Tree is no longer available in industry per attached
correspondence from West Coast Arborists.

Origin: Southern China
Species characteristics:
Form - Partially deciduous for a short period of time. Small, sprawling, um-
brella type.growth habit to 20'. Informal with showy flowers.
Trunk - Dark gray coarse bark.
Foliage - Leaves -are gray green, twin- lobed, deeply cleft, 6" long and as wide,
tending to drop around bloom time,$ut not completely defoliating. The "twin
leaved" appearance is actually twin lobes.
Flowers /fruit - The 5 - 6" long and as wide flowers bloom in winter. Shaped
like some orchids, variable colors range from cranberry maroon through purple
and rose to pink, often with white throats.
No significant pest problems except leaf spots.
Site suitability:
Sunset zones - 13, 19, 21 and 23.
Clearances - Suitable for 2 - 3' parkways or 3 x 3' cutouts and under utility
lines. Corresponds to class C on STS chart.
Good for streetsides, medians, parks and lawns.
Culture considerations:
Removal of seed pods will enhance growth.

Species characteristics:
Form - Deciduous. Informal, floriferous, rapidly growing medium -sized tree,

spreading or slightly upright to 20 - 30', with equal spread. Ascending
branches form broadly oval crowns.
Trunk - Smooth light gray becoming darker and roughened with age.
Foliage - Narrow pointed, 4 - 7" leaves are prominently, veined on undersides.
Flowers/fruit - Abundant compact terminal clusters of 15 - 40 large 1" trumpet-
like flowers from white to pink bloom over a very long season, May to No-

vember. Flowers at 3 - 4 years of age. Does not produce pods, as do both
parents, since it is a sterile hybrid.
Cultivars - "Morning Cloud ", an upright and vigorous tree with very pale pink
to white flowers. "Pink Dawn" is smaller with light pink flowers and more
spreading growth.

i Significant pest problems are mildew and aphids.
Site suitability:
Sunset zones - 3 -24. Will tolerate frost and some freezing.
Clearances - Suitable for 2 - 3' parkways or 3 x 3' cutouts and under utility
lines. Corresponds to class C on STS chart.
Good for streetsides, medians, parks and lawns.
Culture considerations:
Flowers wither and dry while on tree, so are not a pedestrian hazard.

Drought tolerant, single- trunked tree often producing sprouts at base. Resis-
tant to high winds.

Species characteristics:
Form - Evergreen. Erect slender tree with branches whorled around the trunk
in tiers. Slow to moderate growth to 40' with a 15 - 20' spread.
Trunk - Smooth gray bark.
Foliage - Glossy dark green leaves are 2 - 6" long, 1 - 2" wide with finely
pointed tips, crowded toward ends of branchlets.
Flowers /fruit - Loose, terminal clusters of tubular flowers are cream colored,
deepening to a golden yellow with a red - marked throat. Blooms from spring
into summer and have the strong fragrance of orange blossom. Fruit is a 1"
long stalked capsule with many winged seeds.
No significant pest problems.
• Site suitability:
Sunset zones - 8, 9 and 14 - 23.

Culture considerations:
Should have good drainage and occasional deep watering. Branches spread

Species characteristics:

Form-Deciduous. Variable, vase - shaped or domed small tree. Fast growing
in hot areas to 25' tall with a 20' spread.
Trunk - Very attractive with smooth gray or light brown bark which flakes off
to reveal dramatic, smooth pinkish inner bark.
Foliage - Spring foliage is light green tinged bronze red. Mature leaves are I-
21' long, oval, deep glossy green. Fall foliage varies with cultivars from yellow
to orange and red.

Flowers /fruit - Crinkly 1 1/2" flowers, home in slightly conical clusters 6 - 12"
long at ends of branches. Colors vary from white through pinks, reds and pur-
ples, June through September, with very showy flowers for the long summer
blooming period. Clusters of seed capsules, home on twiggy end branches per-
sist through winter.
Cultivars - Over 30 cultivars are available. Some are more resistant to mildew

coastal influence.

I have researched the availability of the Tomlinson Ash using the internet and contacting a number
of local nurseries, including Tomlinson Select Nursery in Vista (the nursery who developed this
hybrid specie) and no one seems to stock this particular specie anymore. included in this fax I' have
sent you a copy of the Plant Search form which I downloaded from the internet, it does not list the
Fraxinus ultdei `Tomlinson' meaning that none of the nurseries.that belong to their publication stock-
the tree.
