HomeMy WebLinkAbout06 - Irvine Terrace HOA request to install lighting on the El Paseo median• Agenda Item No. 6 January 7,1997 �- 1 To: Parks, Beaches and Recreation Commission From: General Services Director Subject: Request from the Irvine Terrace Community Association to install lighting on the El Paseo Drive median Recommendation To approve the request from the Irvine Terrace Community Association to install lighting to illuminate the Association's entrance sign and the Olive trees located on the El Paseo Drive median. Additionally, the Association will maintain the lighting system and pay for the electricity for the new lighting and the irrigation controller on the median. Discussion Staff received a request from Mr. Val Skoro, President of the Irvine Terrace Community Association (copy attached) to install lighting to illuminate the Association's entrance sign and the several Olive trees that are located on the II Paseo Drive median. The Association will install the lighting, per City specifications and maintain the system at their expense. Additionally, the Association will pay for the electricity for this lighting and also for the City's irrigation controller for the median. The median is currently being renovated as part of the storm drain project and the lighting will be an enhancement. Staff has contacted the Public Works Department and they also support the recommendation. Mr. Skoro has received a copy of this report and a notice of the January 7, Commission meeting. Box 1768 Newport Beach, CA 92659 -1768 RE: Lighting On Median Divider on EI,Paseo Dear Mr. Niederhaus: The Irvine Terrace Community Association is desirous of having lighting installed in the median divider on El Paseo at the'Irvine Terrace entrance sign and at each Olive tree. ( there are nine trees total ): The addition of lighting would not only enhance this stretch, but more importantly would help correct a safety hazard. Because of the lack of lighting along this median divider, this section is extremely dark at night. As a consequence, over the years there have been numerous cases of cars going over the curbs and running into the Olive trees. In fact, a serious accident occurred a few months ago in which a car hit a tree virtually, demolishing the car with resulting serious physical injury to the occupants. • Inasmuch as the City is installing an electrical meter to accommodate automatic sprinklers in the median divider, the Irvine Terrace Community Association would pay to have lighting installed and pay the total electrical bill. ( including the City's use for the sprinkler system ). Because of Association funding restraints, ( we have just spent a significant amount of money improving our main entrance on Coast Highway) we would, at this time, if necessary, provide for lighting at the entrance sign and at 3 or 4 trees ( one at each end and one or two in the middle ) with the lighting for the remaining trees to be provided at our next fiscal year. ( a year from now ). Quality well lighting, would be provided at the trees with electrical wiring and conduit provided, for the whole stretch, with convenient stub -ins provided for the trees not provided with lighting at this time. Naturally; all the work would -be accomplished with a licensed contractor and with City permits.
