APPROVAL OF MINUTES — Meeting of December 2, 1997 III. PUBLIC COMMENTS Members of the public-are invited to comment on non - agenda items. Speakers are limited to three minutes. IV. CONSENT CALENDAR NOTICE TO THE PUBLIC • All matters listed under Consent Calendar (1 -6) are considered by the Commission to be routine and will all be enacted by one motion in the form listed below. The commission members have received detailed staff reports on each of the items recommending approval. There will be no separate discussion of these items prior to the time the Commission votes on the motion unless members of the Commission, staff, or the public request a specific item to be discussed and /or removed from the Consent Calendar for separate action. Members of the public who wish to discuss a Consent Calendar item should come forward to the lectern upon invitation by, the Chair, state their name and Consent Calendar Item Number, and complete the sign -in card provided at the podium. Speakers are limited to five minutes on agenda items. Correspondence (Attached) Letter to Commission from E. P. Benson, President Dover Shores Community Association. 2. Park and Tree Division (Report Attached). Report of Park and Tree Division activities during December and upcoming projects in January. • 3. Recreation and Senior Services (Reports Attached). Report Activities during December for these two divisions. 4. Facility Use Policy (Report Attached). Approval of proposed policy governing the use and /or rental of City • facilities. V. DISCUSSION ITEMS 5. Potential Annexations (Verbal Report). Presentation by Peggy Ducey, Deputy City Manager, regarding Newport Coast and Bonita Canyon. 6. Recreation and Open Space Element (To'be Distributed). Final review of the draft element, and establishment of public review at February meeting. 7. Application for listing of the property at 700 E. Bay Avenue and 701 Edgewater in the City's Register of Historical Property (Report Attached). Review application for listing of the Balboa Saloon building in the City's Register of Historical Property. 8. Change of Designated Street Tree for East Pacific Coast Highway (Report Attached). Discussion of request for street tree along East Pacific Coast Highway. 9. Ocean View Obstructions (Report Attached). Discussion of proposed changes in landscaping and fencing on Ocean View particularly at Inspiration Point. 10. Appointment of a Commission Member to serve on an informal City Council Beautification Subcommittee (Verbal Report). 11. Subcommittee Reports (Verbal Reports). Reports from Park and Open Space Committee, Budget Committee, and Annexation Committee. VI. FUTURE AGENDA ITEMS Matters, which Commissioners may wish to put on a future agenda or raise for discussion. VII. ADJOURNMENT
