HomeMy WebLinkAboutV-9 - Ocean View Obstructions - fencing & landscaping on Ocean View @ Inspiration Point0 Agenda Item 9 - January 6,1998• To: Parks, Beaches and Recreation Commission From: General Services Director Subject: Ocean View Obstructions Recommendation To direct staff to selectively revise the public landscaping of those areas along Ocean Boulevard that may, impede, ocean views for the public including 'Inspiration and Lookout Points. Discussion Staff received the attached letter from Mr. Bruce Colbert regarding view .obstructions caused by overgrown plants at several locations along Ocean Boulevard. Subsequently, staff met with Mr. Colbert on site to discuss the specific view problems • for the public that use the benches at this very scenic area. Staff feels that with selective pruning several of the view problems can be eliminated. However, at some locations, especially Inspiration Point, plant material will need to be removed and replaced with low growing California native plants. Additionally, it would be an appropriate time to replace the deteriorated wooden and cable fencing at this location with galvanized posts to reduce liability to the City. Staff will present photo boards at the Commission meeting that Mr. Colbert has provided. Mr. Colbert will receive a copy, of this report and a notice of the January 6 Commission meeting. Box 1768 Newport Beach, CA 92658 -8915 Dear Mr. Lomeli: Thank you for your continuous upgrading of the landscaping in the City of Newport Beach's parks. Lam writing to bring to your attention three ocean bluff parks that have become overgrown to • the point that landscaping is obstructing views of the ocean. The three attached photo boards show how bushes have overgrown Inspiration Point, Little Corona, and Lookout Point, blocking the views from the park benches. The photo boards also illustrate the ocean vistas that would be restored if the bushes were removed. While there are many parks inland to enjoy shrubbery and trees, the ocean bluff parks are the only ones that provide the opportunity to enjoy the ocean splendor. Both the scenic views and the native landscaping could be preserved by replacing all of the bushes in front of the benches with Arctostaphylos Point Reyes, Arctostaphylos Carmel Sur, or other low - growing native plants. In addition, the area in front of the park bench at Little'Corona could be recontoured before replanting to afford a greater ocean view for people seated at the bench.
