SUBJECT: Change of Designated Street Tree for Harbor View Hills South
Homeowners Association
Recommendation
To approve the request for a change of the designated City parkway street trees within the
Harbor View Hills South Homeowners Association ( HVHSHA) area from the Little Gem
Magnolia (Magnolia grandiflora `Little Gem') to St. Mary Magnolia (Magnolia
grandiflora `St. Mary'), Hong Kong Orchid Tree (Bauhinia blakeana), and New Zealand
Christmas Tree (Metrosideros excelsus).
History
• The Commission approved the street tree redesignation of the Little Gem Magnolia for all
the streets within the HVHSHA area in August 1995. Since then 92, 15 gallon Little Gem
Magnolia trees have been planted in the HVHSHA area. However, several residents and
the Association's Landscape Committee have expressed concern that the Little Gem is of
a small stature and will not develop into a tree that will meet their expectations.
The recently revised City Council Policy G -1 requires that replacement trees must be 24"
boxed trees and the nursery industry has recently indicated to the City that 24" boxed
Little Gem Magnolia trees are difficult to obtain.
The Association, at the. September 1, 1998 Commission meeting, requested that the St.
Mary Magnolia be the new designated replacement tree throughout the HVHSHA area.
Several property owners at the meeting were opposed to only one tree species for the
entire Association area and requested that more tree varieties be included. The
Commission directed the Association to work with their membership and return with a
recommendation considering all concerns.
Discussion
Staff received the attached letter dated September 17, 1998 from HVHSHA board
• member, Mr. Ron Richardson, stating that the Board recommends the St. Mary Magnolia,
the Hong Kong Orchid Tree, and the New Zealand Christmas Tree be the newly

• designated parkway street trees on various streets in the Association area. The letter
includes a colored map and listing of streets where the trees are proposed.
Staff concurs that the St. Mary Magnolia, Hong Kong Orchid Tree, and New Zealand
Christmas trees would be good replacements for the Little Gem Magnolia. Additionally,
staff will have photographs of these trees at the Commission meeting.
Ms. Yvonne Houssels, President of HVHSHA, has received a copy of this report and a
notice of the October 6 Parks, Beaches and Recreation Commission meeting.

Subject: Revised City Parkway Tree Reforestation Plan 9 -17 -98
You may recall that the City PB &R recently requested an updated reforestation plan from HVH South
by September 18, 1998. The Board had anticipated Anther input from- your Parkway Tree Sub-
committee by September 16, but absent that, the Board used your previous input, the statements made
by the City at their recent PB &R meeting, and a several year ago survey of Association members in
general, who were against the Bronze Loquat, and revised your previous plan as attached.
The Board very much appreciates the effort expended by you and your sub - committee on this subject
and are sure that an improved plan (over reforestation with only the Magnolia) has resulted. Thank you
for the help and the Board will contact you if any further assistance is needed.
