Re: Grant Howald Athletic Field Renovation
RECOMMENDATION
To accept the renovation plan for Grant Howald Park and direct staff to finalize plans and
specifications for the project.
DISCUSSION
The Grant Howald Athletic Field renovation is funded in FY 1998/99 as a Capital Improvement
Project at $300,000. This project was originally planned in 1990 and then deferred when
funding was not available. It provides for rehabilitation of the softball /football /soccer field.
• This heavily utilized facility was built over 20 years ago, and is in need of turf, and irrigation
replacements. The work will consist of upgrading or replacing the existing sport field
elements. In addition the field lighting system is inadequate and needs to be upgraded to
improve field lighting and to incorporate "state of the art' glare control. The limited size of
the location does not allow for redesign or added amenities. Benefits of the project include:
A new backstop
A dugout area
A variable height retaining wall along the north side of the field to reduce slope
erosion and improve park appearance
An enhanced park entry from 5t' Avenue.
Staff has coordinated the project with the Public Works and General Services Departments
and has retained Hirsch & Associates, Landscape Architects, for the design of the park
renovation.
Staff and the architect will present the preliminary plan, along with a light intensity survey, at
the Commission meeting. If the Commission approves .the plan, staff will finalize the contract
documents to bid the project. The City Council would then award the contract and
construction would begin in April with completion scheduled for June 1999. A turf
maintenance period would continue through August to prepare the field for use in September
1999.

The City of Newport Beach is planning to renovate the Grant Howald Park Athletic Field in the
Spring of 1999. The preliminary site plans will be reviewed at a public hearing during the
Parks, Beaches & Recreation Commission meeting, Tuesday, October 6, 7pm, City Council
Chambers, 3300 Newport Boulevard.
The goal of this project is to enhance the existing athletic facilities, including a "state of the
art" glare control field lighting system. A list of general renovation features is attached.

Install new state of,the art sports •fieldlighting to increase fieldlight levels and decrease
off -site spill light levels.
