ROLL CALL Commissioners Present: Beek, Franklin, Macfarland, Pfaff, Sinclair, Skoro, Tobin Staff Present: LaDonna Kienitz, Community Services Director /City Librarian David E. Niederhaus, General Services Director Andrea McGuire, Acting Senior Recreation Manager Teri Craig, Administrative Assistant II. APPROVAL OF MINUTES Motion by Commissioner Pfaff to approve the minutes of July 6, 1999 as amended. Motion carried by acclamation. PUBLIC COMMENTS Jan Vandersloot, 2221 E. 16`h Street, stated he sent the resistagragrah reading to ICM (manufacturer of the resistagraph) and that they will be attending the City Council study session. Noting that believes that staff have not been reading the results correctly and looks forward to the presentation. Director Niederhaus stated the resistagraph presentation is currently scheduled for the City Council Study Session on September 27. IV.. CONSENT CALENDAR 1. Correspondence - none received. 2. Removed at the request of Director Niederhaus 3. Community Services 2. Park 13 Tree Division - Director Niederhaus stated that Senate Bill -204 regarding funds for Fire Ant eradication will be voted on, later this month and that it looks positive that the City should receive some of the requested funds. Commissioner Franklin asked how the eradication of the fire ants is done. Director Niederhaus stated that the County was in charge of this and that he was not knowledgeable enough to report on it Director Niederhaus also stated that meetings will be scheduled shortly to discuss the G- 1 Policy with the public. He stated that after these two meetings results will be ON Parks, Beaches & Recreation Commission Regular Meeting August 3, 1999 Page 2 discussed with the Tree Subcommittee before coming to the Commission with the proposed changes. Director Niederhaus stated that Public Works Department would be happy to provide a report on proposed trees for the median on MacArthur Road. Director Kienitz added that no report was available to date. Motion by Commissioner Skoro to approve the consent calendar. Motion carried by acclamation. V. DISCUSSION ITEMS 4. Street Tree Redesignation - Director Niederhaus stated that this item was continued from last month to change the designated street tree from Carrot Wood to King Palm on Third Street in Corona del Mar between Avocado and Carnation Drives. He noted Mr. Munz had circulated a new petition and that currently there are five different species on that street. Director Niederhaus noted no objection with the King Palm being designated as the street tree. Commissioner Skoro asked if there are any problems with the Carrot Woods trees i } currently planted on the street. He questioned staff on the number of owners versus renters on the petition. Director Niederhaus stated no hardscape damage has been noticed and the trees appear to be very healthy. Chair Beek asked if the King Palm would be too big for the location in 30 years. Director Niederhaus stated there is a lot of room for these palms to grow. Chair Beek opened the public hearine Mr. Munz, 520 Avocado, stated that 6 of the 10 signatures were the property owner. Chair Beek questioned why the King Palm was selected. Mr. Munz stated that after discussion with Director Niederhaus and looking over pictures that it appeared that the King Palm was the best choice. Jan Vandersloot, 2221 E. 16`h Street, stated he would recommend the Queen Palm versus the King Palm. He noted his belief that staff goaded Mr. Munz into accepting the King Palm and that it should be a decision made by the residents. t Director Niederhaus stated that his original recommendation was the Queen Palm but the decision was left to the resident. Parks, Beaches & Recreation Commission Regular Meeting August 3, 1999 ") Page 3 Commissioner Skoro pointed out the petition and the staff report state King Palm Chair Beek closed the public hearing Motion by Vice Chair Skoro that the request to change the designated street from the carrot Wood to the King Palm on Third Street in Corona del Mar between Avocado and Carnation Drives be approved. Motion carried by acclamation. 5. Parks. Beaches and Recreation Commission Decisions - Director Kienitz stated that the policy was developed by the City Attorney at the request of a councilmember. Chair Beek stated she had spoken to Councilmember Ridgeway about the policy and his concern was that there was no due process. He asked that this policy be at the next Commission meeting so it could be forward for Council review at the first meeting in September. Acting Senior Recreation Manager McGuire stated that there were some things that needeed to be corrected such as the hours. Vice Chair Skoro questioned why this policy is needed. Commissioner Macfarland asked if this policy was initiated because of the problems with the temporary installation of volleyball courts, Director Kienitz stated that this policy was more of a housekeeping issue. Chair Beek opened the public hearing Jan Vandersloot, 2221 E. 16`h Street, stated that he is always glad to see something where it asks for public action. Mr. Vandersloot stated that notifying residents within, 150 feet is probably not enough that it should be more like 300 feet. Chair Beek closed the public hearing Chair Beek stated that this item will return next month. 6. Castaways Planting Concept Phase I - Director Niederhaus stated that Castaways Park was completed in 1997 as a passive view park, although it is more of a nature park. He stated that there are some concerns that the proposed planting concept plan might require Coastal Commission input. He noted that the City may commit $5,000 from the parks and tree account to accomplish this phase. He stated that ongoing maintenance may be addressed by the support of volunteers. Chair Beek opened the public hearing 1 Parks, Beaches & Recreation Commission Regular Meeting August 3, 1999 } Page 4 Bo Glover stated that the Castaways Ad Hoc Committee had met over the last several weeks and were very excited about the selection and that the goal was to have more year round color. He stated that they have received some support from residents and have received a $10,000 donation from an anonymous donor. He stated that the California Conservancy is looking at giving money for the project, but that information will be forwarded later when more information is received. Staff questioned the use of cactus as a planting materials in a park. Chair Beek stated the idea was to get the outside of the park viewed by Dover Drive filled with color and hopefully receive donations to fund the planting of the inside of the park. The Committee is looking at the end of October, first of November for this phase to be completed. Jan. Vandersloot, 2221 E. 16`h Street, stated that he had been involved in the planning for Castaways over 10 years. He stated that using rainbird irrigation would be the most appropriate for at least 1 to 2 years. He questioned why the Coastal Commission would need to be .involved. He also noted that the cactus ,is being underused and would, be very good in slope control. Chair Beek closed the public hearing Motion by Commissioner Pfaff to accept the Planting for Castaways Park Concept - Phase 1. Motion carried by acclamation. 7.
