Re: Proposal for Use of MarinaPark
In November of 1999, the Newport Beach City Council released an Request for
Proposal (RFP) for MarinaPark Future Use and Development. In response to that
request, the Parks, Beaches and Recreation Commission directed the Park Et Open
Space Committee to work on a proposal for consideration by the Commission. The
primary goal of the Parks, Beaches and Recreation Commission proposal would be to
preserve the open space and park facilities that currently exist. The proposal utilizes
approximately 4.3 acres of the property for a park and community center.
The Community Services Department retained Architect Bob Pederson to develop
conceptual plans for the proposed park. The plans include the following facilities
that currently exist in Las Arenas Park:
1. Four tennis courts (two lighted).
2. One tot lot
3. One full basketball court (current is a half court)
• 4. One Community Center - two story (approximately 7,000 square feet),
currently the Balboa Community Center and the Girl Scout House total
approximately 5,000 square feet.
The plans also include:
1. A boat shelter for storage of city owed sailing boats
2. A boat launch ramp
3. Parking for 79 or 97 cars.
This proposal uses approximately 1/3 of the available area. It does not amend the
area currently leased to the American Legion. It does not include the area between
17th and 18th Streets. There is also a small parcel that fronts Balboa Boulevard next to
the Edison property that is not part of the proposal.
A concept drawing will be distributed at the meeting on January 4, 2000.
Current Usage
The existing facilities have numerous deficiencies that require extensive renovations
to bring them to a minimum city standard. Over the past five years, maintenance and
repairs to all the facilities in that parcel have been postponed pending a decision on
the future use of the property. The tennis courts are past due for resurfacing. The
lighting system on the tennis courts is neither efficient nor effective. The Balboa
Community Center and the Girl Scout House are not ADA compliant and require
• extensive work. There are repairs and maintenance needed to the picnic area at
Veteran's Memorial Park.

• The tennis courts are used for tennis lessons during all seasons, but especially in the
summer. The two lighted courts give staff an opportunity to teach adult night
lessons. Although lessons have been reduced because of the condition of the courts,
there were many classes scheduled on Las Arenas Tennis courts in 1999.
The Sailing and Tennis (combined) program operates weekends in the spring and fall
and for 6 to 8 weeks in the summer. Last year there were 99 participants in the
Sailing and Tennis program and revenue was for 1999 was $13,450.
The Balboa Community Center is used for some classes and meetings, however the
lack of parking makes it difficult to schedule. The Balboa Power Squadron leases two
rooms in the building. The Girl Scout House is not used by the City. City staff have
requested a utilization schedule.
Future Uses
The Community Center would have a room large enough for groups of 200, with a bay
view. There would also be some smaller classrooms that could provide classroom
space for the sailing programs, the Girl Scouts, community meetings and contract
classes. An average of 2 rentals per month would produce revenue of approximately
$7,000.
The sailing programs would continue to be operated on the 16'h Street beach. The
• additional storage provided in the new proposal would allow for secure storage of the
sailing fleet.
The additional 79 parking spaces would generate revenue from the meters or permits
required. At an average of $415 per meter, those spaces could generate revenue of
$32,785 per year or more.
