APPROVAL OF MINUTES
Motion by Commissioner Allen to approve the minutes of August 1, 2000. Motion carried by
acclamation.
PUBLIC COMMENTS

CONSENT CALENDAR
1. Correspondence - None
2. Park 8t Tree Division
3. Item pulled by Staff
4. Bench Donation - Accept donation of 2 benches from Balboa Island Improvement
Association, installed at Sapphire Avenue and South Bay Front and Amethyst and North Bay
Front.
5. Bench Donation - Accept donation of 3 benches from Mary Kilfoy, (2) installed at Newport
Shores Park and Balboa Pier.
Motion by Commissioner Franklin to accept items 1, 2, 4 and 5 of the consent calendar.
Motion carried by acclamation.
3. Community Services - Manager McGuire introduced Kristin Carey as the new Recreation
Manager to the Commission.
6. Bench Donation - Commissioner Tobin stated that there appears to be a need for
• additional trashcans at the site where Mr. Weiner is donating the bench at the Newport
Pier.

Director Niederhaus stated that staff will continue to check the area, and if needed will
add additional trashcans.
Motion by Chair Skoro to accept item 2 and 6 of the consent calendar. Motion carried by
acclamation.
DISCUSSION ITEMS
7. Presentation by Don Webb, Public Works Director - Direct Webb reviewed the status of
Cal Trans West, Arroyo Park and Bay View Landing with the Commission.
8. MarinaPark - Chair Skoro stated that he would recommend getting together with the
Sutherlin Company regarding their draft plans for Marina Park. Commissioner
Macfarland stated that it would be premature to do that as Council has not approved
their plans but have asked them to work with the VFW Club. Manager McGuire
suggested that Commission members talk to City Council regarding the property.
9. City Council Policy 1 -25 — Public Use of City Facilities - Manager McGuire briefly outlined
the suggested amendments to Policy 1 -25 to the Commission.
Discussion ensued regarding the wording and deposits.
• Motion by Commissioner Allen to approve revision of City Council Policy 1 -25 — Public
Use of City Facilities as amended. Motion carried by acclamation.
10. Facility Inspections - Manager McGuire distributed Facility Inspection forms to the
Commission and reminded them that they would be due in November.
Director Niederhaus asked commissioners to look at parks in long term so that Capital
Improvement Funds could be requested in the future.
11. Report from Representative of the Ad Hoc Committee for an Arts Et Education Center -
Chair Skoro stated that he had attended meeting and reiterated the position of the
commission.
Commissioner Allen stated that she attended the first meeting on August 30 and that a
good -sized group of residents attended the meeting. She reviewed the various positions
of groups that attended the meeting and stated that a parking survey would be done at
the library and that the main concern is traffic and that the property be treated as a
whole and not done piecemeal. She also noted that The Irvine Company has grants for
open space park development.
Discussion ensued regarding access to the property.
• Commissioner Allen asked that the Newport Village be added to the agenda in October.

• Park Development - Commissioner Pfaff stated that he had been appointed as chair
of the committee. He stated that nothing further could be done on the development
of Harbor Cove. Commissioner Pfaff noted that the committee discussed Newport
Village and that Deputy City Manager Kiff had reported on the Concession Stand at
Corona del Mar State Beach.
• Recreation and Open Space - Commissioner Beek stated that she had been appointed
as chair of the committee. She stated that they had discussed the Rec ft Open
Space Elements, specifically 2.6, 4.2 and 8.1.
• Recreation - Nothing to report.
• Seniors - Nothing to report
FUTURE AGENDA ITEMS
Chair Skoro stated that staff had heard from Costa Mesa and that they had said that they
really did not have anything this year to discuss but would host next year.
Discussion ensued regarding moving the November meeting of the Parks, Beaches and
Recreation Commission from Tuesday, November 7 to Wednesday, November 8. Chair Skoro
asked staff to see if the Chambers were available.
