• To remove three City Shamel Ash trees at 1742 Bayport Way due to repeated public
property damage.
History
Mr. Richard Watts, property owner of 1742 Bayport Way, has submitted the attached Tree
Removal Request form pursuant to City Council Policy G -1 requesting the removal of three
City Shamel Ash street trees adjacent to his home.
Staff has attached a Tree Inspection Report, Tree Appraisal and photographs related to the
request.
Discussion
The applicant has indicated a repeated history of tree root damage to public and private
property. The General Services Department Field Maintenance Division has verified that
repairs were completed on January 1992 curb and gutter repair, February 1997 curb and
gutter repair, February 1998 sidewalk grinded, June 1999 sidewalk ramped with concrete,
June 1999 driveway ramped with asphalt and September 2000 proposed curb and gutter
replacement. Staff recommends tree removal and replacement prior to scheduled hardscape
• repairs. However, continued root intrusion will occur due to limited growth space and type

Comments: City records indicate 5 service requests to repair hardscape damage
as a result of tree roots by the Field Maintenance Division. The five repairs were
completed in January 1992 curb and gutter repair, February 1997 curb and gutter
repair, February 1998 sidewalk grinded, June 1999 sidewalk ramped with
concrete, and June 1999 driveway ramped with asphalt.

I am enclosing the form requesting removal of 3 Shamel Ash (Fraxinus uhel)
from the City parkway in front of my property at the above address. I have
also reviewed the current City policy on tree removal.
It is my understanding from Mr. Kolbo that my property is listed as having
the curb and gutter replaced - originally scheduled for September but
delayed due to additional items in the Eastbluff area. I believe the trees
should be removed prior to any more expensive repair work and that their
removal meets both Criteria A and B under the City policy G -1.
The tree roots are the primary cause of the damage and even if repairs are
made, the roots will continue to cause future damage.
Current damage is as follows:
1.0 Hardscape damage:
.1 The drive way is pushed away from the curb on one side and
raised from the sidewalk (and "band aided" with ugly asphalt by the city) as
well as cracking.
.2 The sidewalk has been ground down in four places. The southerly
sidewalk has been "ramped" (which is cracking and disintegrating) about the

• middle of the property and both "ground and ramped" near the southern part
of the sidewalk. And the roots continue to raise the sidewalks.
.3 The apron on the private property easterly of the sidewalk has been
completely destroyed.
.4 When the water meter was replaced it had to be "hacked out" as it
was embedded the the roots.
2.0 Drainage damage:
.1 By the northerly tree next to the drive way, roots have pushed up
the pavement in the street which blocks the drainage; therefore, water pools
in front of 1742 Bayport and backs up in front of 1736, 1730, 1731 and
1737 where another high spot occurs due to a large pine tree's roots
pushing up the pavement.
The roots of the trees have cracked the curb in six places and the gutter in
five places across the front of 1742 Bayport Way.
.2 By the southerly tree, a high spot is rising in the street which
causes much of the water to remain in front of 1742 until it evaporates or
is pushed past the high spot where the northerly tree's roots cause the
other high spot. The roots are also cracking the pavement at this location.
3.0 History, (Information from Mr. Larry Kolbo)
.1 January of 1992 and February of 1997 -curb and gutter replaced
.2 Sometime 1998 - sidewalk ground down
.3 June 1999 - sidewalk reramped with cement
.4 June 1999 - driveway ramped with asphalt
.5 September 2000 - proposed curb and gutter replacement
Since I understand that only one side of a tree at a time can be
repaired, I would assume that the following will occur if the trees were not
removed:
.6 Future 2001 - replace sidewalk and driveway ??
My understanding is that Shamel Ash is very invasive, is not recommended
for small areas and is not conducive to root trimming. The City has all ready

• spent considerable money to control the damage from these trees yet the
present damage continues to occur; therefore, it is advantages to remove
the trees and eliminate the source of the problem.
As per our phone conversation, I shall anticipate this request on the PB &R
Commission Agenda on 3 October 2000. 1 shall be in attendance.
