Niederhaus, General Services Director Andrea McGuire, Senior Recreation Manager Celeste Jardine -Haug, Senior Services Manager Teri Craig, Administrative Assistant APPROVAL OF MINUTES Motion by Commissioner Franklin to approve the minutes of November 8, 2000. Motion carried by acclamation. • PUBLIC COMMENTS Jan Vandersloot, 2221 E. 16`h Street, stated that the City was doing an emergency removal on a tree at 700 Larkspur. He stated that the independent arborist Aldan Kelly had looked at this particular tree and had stated that it was not in imminent danger. Mr. Vandersloot distributed Mr. Kelly's report to the Commission. He stated that the homeowner had not been notified of the removal but was told that it would be treated a certain way, he stated it was not. Mr. Vandersloot stated that the Commission should be involved in emergency removals. He noted that the Risk Manager believes all trees should be removed. Chair Skoro stated that as this item was not on the agenda, the Commission could not speak to it, but thanked Mr. Vandersloot for his comments. CONSENT CALENDAR 1. Item removed by Commissioner Beek Motion by Commissioner Franklin to accept items 2, 3, and 4.1 of the Consent Calendar. Motion carried by acclamation. 1. Communications - Commissioner Macfarland stated that the letter to the Members of the Ad Hoc Committee for an Arts li Education Center, dated November 20, 2000, should have stated that the Parks, Beaches and Recreation Commission believe that the piece of property should be converted to passive open space. Chair Skoro stated that the letter had already been sent but that there would be more time to specifically state the Parks, Beaches and Recreation Commission wishes as the City Council Discussion ensued regarding status of Ad Hoc Committee. Commissioner Allen stated that her hunch was that new Council Members would be appointed and that meetings would begin soon thereafter. 4. Tree Donation - Commissioner Beek stated that the Commission was grateful for the • donation and hoped that the location for the tree would be discussed with the Castaways Committee. Director Niederhaus stated that Mr. Lomeli and Bo Glover already had a plot plan for it. 5. Final Review of Parks Division FY 2001/02 Capital Improvement Project Funds - Director Niederhaus reviewed the Parks Division proposed request for CIP funds with the Commission. 6. Capital Improvement Proiect Funds for FY 2001/02 - Commissioner Beek asked if we continued to depend on support from co- sponsored groups for fields. Manager McGuire answered yes and that the requested CIP funds were to continue the work on facility upgrades on that they would be concentrating on the Community Youth Center and Carroll Beek Community Center this next year. She also stated that with the success of the retrofitting of lights at Lincoln Park that Bonita Creek Park would be next. Discussion ensued regarding lighting at Carroll Beek and the kitchen at Bonita Creek. Manager Jardine -Haug stated that the Senior Center is constantly in need of repair but that the outside lighting of the Center was required. Motion by Commissioner Beek to accept items 1, 4, 5 and 6 of the Consent Calendar. Motion carried by acclamation. Tree Removal - Director Niederhaus stated that Camille Reno has requested the removal of two City Ficus parkway street tree at 141 Vi Havre due to repeated public and private damage. Chair Skoro opened the public hearing Mr. Reno, 141 Via Havre thanked staff for their help and stated that he would go along with replacing the tree with a King Palm. He stated that it was very evident that these Ficus tree has caused repeated damage and urged the Commission to recommend approval of the removal of the two Ficus trees. Chair Skoro closed the public hearing Motion by Commissioner Tobin to approve the request for the removal of two City Ficus parkway trees by Camille Reno at 141 Via Havre. Motion carried by acclamation. 8. Tree Removal - Director Niederhaus stated that Susan DiFonzo has requested the removal of one City Ficus parkway street tree at 404 Morning Star Lane due to repeated public and private damage. He stated that the attached invoices show sewer damage. • Chair Skoro opened the public hearing hearing no obiection- the public hearing was closed Commissioner Macfarland questioned the dates on the invoices and asked if this would be considered repeated damage. Discussion ensued regarding the notification, advertisement of tree removals. Director Niederhaus stated that Council Member Glover had stated that there was a need for additional notification. He also noted that the City was in the process of hiring a Public Information Officer. Motion by Commissioner Macfarland to table the request for the removal of one City Ficus parkway trees by Susan Difonzo at 404 Morning Star Lane and ask that Ms. DiFonzo provide additional information. Motion carried by acclamation. 9. Discussion of January Meeting - Chair Skoro asked who would not be at the January meeting. Commissioners Macfarland and Pfaff stated that they would be absent. Chair Skoro stated that there would still be a quorum so the meeting date would remain the same. 10. Committee Reports Castaways Park - Director Niederhaus stated the grants have been reviewed and that • it looks positive. • Park Development - Commission Pfaff stated that they had met and discussed 38tH Street Park; that 10 members of the public had attended and spoke of their dissatisfaction of the location of the basketball court. He stated that they would Parks, Beaches & Recreation Commission Regular Meeting December 5, 2000 • Page 4 meet again in January and will also ask for a representative from the Police Department to attend. • Recreation and Open Space - Nothing to report • Recreation - A meeting will be scheduled for January. • Seniors - A meeting will be scheduled for January. • Budget - Chair Skoro appointed Commissioners Beek, Pfaff and himself to the committee. FUTURE AGENDA ITEMS Commissioner Beek asked for some direction on education signs on feeding the birds, what are the environmental ecological standards. Director Niederhaus stated that he would ask Dave Kiff, Deputy City manager to attend the next meeting as he is working on contaminated water and could speak to the ecological standards and possible signage.
