Recommendations
To approve the reforestation of one Coral tree located on the slope behind 2901 Ebbtide
Road with a Bronze Loquat tree.
To accept funding for reforestation (tree removal and replacement) from Douglas and Jean
Campbell, property owners of 2901 Ebbtide Road.
Discussion
Mr. John Landstrom, Vice President, and board member John P. Orr of the Harbor View
Hills Community Association ( HVHCA) have requested the reforestation of a City parkway
street Coral tree located behind 2901 Ebbtide Road on the north slope of Pebble Drive, on
behalf of Mr. and Mrs. Campbell. The HVHCA has made the required notifications and has
received unanimous approval from all concerned parties. They have also received an offer
of funding from Mr. and Mrs. Campbell that complies with the reforestation requirements of
the G -1 Tree Policy. The attachments document the request and the reforestation
requirements.
The reforestation project will include removal of one Coral tree and the re- planting with one
36" box Bronze Loquat tree at a total cost of $934. Additionally, all reforestation
requirements of the City Council Policy G -1 have been met.
The Harbor View Hills Community Association Board and Mr. and Mrs. Campbell have
received a copy of this report and a notice of the January 2, Commission meeting.

RESOLUTION REGARDING PARKWAY CORAL TREE REFORESTATION
REQUEST AT 2901 EBBTIDE ROAD, CORONA del MAR, CA 92625.
At the 12/12/2000 meeting of the HVHAC Board it was resolved that:
1. The board of the HVHCA has met and has unanimously approved that a
request be made to the City of Newport Beach to remove the above tree.
• 2. The board has notified all affected members of the association and has
received full support for the removal.
3. The board is aware of the two -week disruption of electrical service to the
affected homeowner.
4. The board has received an assurance from the affected homeowner that he will
meet the costs of appropriate reforestation by the city.

Re: Parkway Coral Tree Reforestation Request, 2901 Ebbtide Road (Rear), Located In
the Parkway, Bottom of the Slope, Facing on Pebble Drive.
Douglas and Jean Campbell of 2901 Ebbtide Road have made an appeal to the HVHCA
Board of Directors requesting the Board pass a Board Resolution formally requesting the
City of Newport Beach to reforest (remove and replace) the Coral Tree described above
under the City's new "Policy G -1 Retention or Removal of City Trees." There will be no
cost to the Association or any neighbors other than the Campbells for this reforestation.
• The Coral tree's aggressive growth severely impacts the Campbell's view between the
constant trimming sessions required. In addition, the tree roots previously invaded the
underground electric utility and resulted in electric power loss to the Campbell's home for
over two weeks until SCE repaired the damage. This power loss could reoccur any time.
In the words of a senior City employee, "The Coral tree in this location is totally
inappropriate."
The replacement tree, should this application to the City be approved, will be the Pebble
Drive designated parkway tree, Bronze Loquat (Eriobotrya deflexa).
Most of the homeowners to whom this Notice is being mailed signed a Petition
supporting this reforestation in September 1999, but no action was taken by the City on
this prior Petition as the City was in the midst of changing the G -1 Policy.
Should any homeowners wish to comment negatively or positively on this reforestation,
please send your comments to the above address to my attention before our next
scheduled Board meeting Tuesday, October 10, 2000. Thank you.

The following is a petition by Jean and Douglas Campbell, owners of the above 2901
Ebbtide Rd. property to Reforest (remove and replace) the City owned Coral Tree located
on Pebble Drive at the foot of the slope on the Campbell property. This tree is totally
inappropriate for this location in that it grows 12 to 20 feet annually and requires constant
trimming and cut back. In addition, the tree in the past invaded the underground Southern
California Edison Electrical power box resulting in extended power outage at the
Campbell's, and Edison having to bring in a special crew to repair the damage. The tree
also has every indication of having invaded the City sewer line and is causing
considerable upward ground movement beneath the tree.
The Campbell's propose to replace the Coral tree with two (2) Metrosiderus trees in the
same general parkway area along Pebble Drive. The Campbell's will pay the City for this
reforestation should it be approved.

Reforestation is the systematic removal and replacement of problematic trees at that have been
unresponsive to modifying treatments. The entire cost of tree removal and replacement of a tree is borne
by the requestor. The range of cost is $600 to $1,000 per tree based on the size of the existing tree and
the availability of a 36" boxed replacement tree.

reforestation site, as well as the written endorsement of the appropriate homeowners'

A request for reforestation requires a written agreement by the petitioning sponsor to pay 100% of the costs of the removal
and replacement of the public trees in advance of the removal activity. The actual removal and replanting will be
coordinated by the General Services Department using the City tree service contractor. Each street in the City has a
designated street tree by species. Only replacement tree(s) designed by the Designated Street Tree List will be considered.
A minimum of a one-for-one replacement is required and a minimum size of 36" boxed trees) must be planted. Where
space does not allow this accommodation, replacements will be planted in the same neighborhood. Normal removal and
replacement costs will vary from $600 to $1,000per tree and are the sole obligation of theproperty owner who is making
the request.
This form does not replace the requirements of any of the City tree policies. Its use is intended to expedite the tree
removal or reforestation requests and to ensure compliance with all City requirements. Please refer to individual
Council Policy G-1 for additional information.

specified in the City Council G -1 Policy.
