HomeMy WebLinkAbout06 - 38th Street Basketball Courts(Item 6) October 2, 2001 COMMUNITY SERVICES DEPARTMENT • Arts a Cultural - Library - Recreation - Seniors To: Parks, Beaches and Recreation Commission From: 381h Street Ad Hoc Committee Re: 381h Street Basketball Courts The 38`h Street Park Ad Hoc Committee Meeting unanimously recommended the following actions at their meeting on September 17, 2001: a. Resurface the existing basketball courts and replace the backboards and posts. b. Provide signage in the park to encourage respect for the residential neighborhood. c. Establish an "education" program for the players by staff at selected peak times to communicate residential concerns to players. d. Establish a group of users /players to meet with staff as needed to help internally monitor the compliance of the players. e. Request funding and creation of a position of Park Ranger who would monitor code violations and educate park users in all parks, including 38`h Street on an ongoing basis. BACKGROUND On October 3, 2000, the Recreation Activities Committee stressed the importance of keeping • basketball courts on the West side of town. The Park Development Committee considered the issue at meetings in December 2000 and January 2001, and recommended removal of the full court at 38`h Street Park to the Parks, Beaches and Recreation Commission. Several residents participated in the process, however no park users attended those meetings. The Committee addressed issues of noise, use of the park after hours, police response to calls made by residents, history of the park and possible alternatives for the renovation. The Parks, Beaches and Recreation Commission agendized the issue for their March 6, 2001 meeting. At that time the item was postponed due to Coastal Commission questions and the fact that basketball users were not notified for the Park Development Committee meetings. The Commission was informed that California Coastal Commission permits would be required for removal of recreation facilities within the coastal zone. Since 38`h Street Park is in the coastal zone, the Coastal Commission must receive an application and review any changes that involve removal of existing facilities. Approval of removal of existing recreational facilities is generally difficult to obtain. Replacing existing equipment would not require Coastal Commission approval. At the August 7, 2001 meeting, the Park, Beaches and Recreation Commission established a 38`h Street Park Ad Hoc Committee to reconsider the issue. The Ad Hoc Committee met on August 13 and on September 17, 2001 and held a public hearing, with full notification to park users and residents. The staff report for that meeting is attached. • Notices for the October 2, 2001 Parks, Beaches and Recreation Commission meeting were sent to residents or homeowners within 300 feet of the park to all parties who indicated an interest at other meetings; and was posted at the park. To resurface the existing basketball courts, replace the backboards and posts. This option fits within the current budgeted amount. Provide better signage in the park. Establish position and budget hours for the use of a Park Ranger during peak hours to educate and direct users as needed. Direct staff to organize youth recreation programs at the site during the spring and summer of 2002. Or B. To resurface existing basketball courts as in option A, add a wall with lexan panels (similar to West Newport Park) to mitigate noise. This option will probably exceed budgeted amount and would need additional funds appropriated in FY 2002 -03 to complete the project. Or C. Apply to Coastal Commission for permission to remove one half of full court, so there are two remaining half courts for play. Kamisky of the Police department was contacted to provide updated police records. The survey, survey results and the updated police report is attached. Based on the survey, peak times (16 or more people) for total attendance in the • park occur at the following times: Fridays from 11:30am - 1:30pm Thursdays from 5 - 7 pm Saturdays from 9:30am -1 pm Wednesdays from 6- 7pm Sundays from 1- 6pm Refurbishment of 381h Street Basketball Court Page 2 U These peak times total 13.5 hours or about 18% of the total available time each week for park use, which is 8 am - 7 pm Police Calls reported for 381h Street Park are as follows: Total calls in 2000 - 13 Total calls to the end of July in 2001 - 5 Attachments: Court Survey Survey Total Report Sgt.
