ISSUE:
Should the City install a permanent electronic display sign in Corona del Mar?
RECOMMENDATION:
Provide direction to staff.
DISCUSSION:
Background:
Council Policy L -16 outlines the permitting process for the installation of a temporary
banner sign within the public right -of -way. Temporary banner signs may not be applied
for more than 30 days in advance of the planned installation date, and may only be
installed at approved locations in roadway medians, City parks, and on other City
owned facilities. If associated with a special event permit, temporary banner signs may
be applied for up to 6 months in advance of the event. Only one banner sign may be
permitted at one time in any given location. The most popularly requested City -
approved location is the roadway median at the Marguerite and East Coast Highway
intersection in Corona del Mar.
Staff has received complaints regarding the appearance of temporary banner signs
permitted at this prominent intersection. The City and the Corona del Mar Business
Improvement District have invested millions of dollars in physical improvements to the
area, inclusive of medians, landscaping, street furniture, lighting, gateway signage and
Centennial Plaza. Some have commented that the appearance of the temporary
banner signs detracts from the recent improvements made in the area. In addition, staff
has received complaints from the Corona del Mar Chamber of Commerce regarding the

"first come, first served" procedure for permitting banners at this popular location, where
city -wide event promotion competes with the promotion of events specific to the Corona
del Mar.
In July 2009, Councilwoman Gardner asked staff to research the viability of a
permanent display sign as an alternative to the temporary banner signs allowed at this
location. Since that time, Economic Development, General Services, and Public Works
staff have researched and discussed an electronic display sign as a permanent
alternative to the community event banner sign on the northbound East Coast Highway/
Marguerite intersection in Corona del Mar. An electronic sign would allow more than
one special event to be advertised at a given time, thus eliminating the "first come, first
served" competition for community announcements at this location. As proposed,
Public Works staff would control the electronic input of sign messaging and frequency of
rotation between messages remotely by computer.
Design and Placement
Staff researched and discussed sign size, LED sign display colors, overall design, and
placement. (Refer to the attached renderings and photo composites for a rough design
concept.)
The proposed sign accommodates a 9" to 12" letter height with at least 2 lines of
character space. So as to avoid confusion with traffic lighting, the LED sign display
must be blue with white lettering. The actual LED sign display is proposed at a 3'
height, but the entire sign is closer to 4'4" in height when including the monument
casing — in keeping with the size of the typical banner signs. Per traffic requirements,
the sign will be on a breakaway base of 6" to 12 ".
The option of a decorative capstone is available at additional cost. Further design of the
capstone would be needed. The option of a sign capstone would raise the height of the
sign by 9" to 15" and may partially obstruct views of the dolphin topiaries. If Council
were to prefer a sign capstone, staff recommends the design be consistent/ compatible
with the City's existing gateway monument signs. With the inclusion of a capstone, the
total dimension of the proposed sign would be 5'x 10'.
The proposed sign would be located in the median facing the northbound traffic along
East Coast Highway at the Marguerite intersection in Corona del Mar. The sign would
be placed on the back edge of the Bomanite® border to avoid any conflict with sprinkler
heads and irrigation lines. Some primary electrical work must be completed in order to
connect the sign circuits to the center median pull box. A solar powered option exists,
but staff believes the energy efficiency of the LED sign eliminates a need for solar
power.

Cost Estimate
A preliminary cost estimate for the design, purchase, and installation of the sign is
approximately $30,000 (if no capstone) to $35,000. Primary electrical work and site
preparation work is expected to cost approximately $7,000.
Staff estimates the total cost of the sign to be $37,000 to $42,000, depending on the
design options preferred by Council. This cost estimate includes a sign display
communication kit to allow for remote changing of sign messaging by computer.
Because the sign utilizes LED lighting, electrical power operating costs are expected to
be minimal. As with existing monument signs throughout the City, cleaning and repairs
would be performed on an as- needed basis.
Committee Action:
This item has not been heard by any Committee; however, the Corona del Mar BID
Advisory Board has expressed support for this endeavor.
Public Notice:
This agenda item may be noticed according to the Brown Act (72 hours in advance of
the public meeting at which the City Council considers the item).
Funding Availability:
No funds have been budgeted for this project.

Electronic sign: The City Council at 5:20 p.m. Tuesday at 3300 Newport Blvd. will discuss installing an electronic sign for advertising
community events on the center median at East Coast Highway and Marguerite Avenue. Some locals have complained about the
appearance of temporary banners on the median, as well as rules that allow only one banner at a time, and the nearly 10 -foot -wide
