We want to take this opportunity to clarify some issues raised in your letter of May 2,
2002 to Stephen Sutherland which was also received by the City.
The City is looking forward to working with you in developing a plan that will
accommodate both the Girl Scouts and City of Newport Beach programs. Any
construction or building that results from the Sutherland Talla Hospitality project will
be owned by the City of Newport Beach. Therefore your lease would be with the City
of Newport Beach, not Sutherland Talla.
The redevelopment of MarinaPark has been anticipated for many years. Foremost in
the proposals presented by the Parks, Beaches and Recreation Commission and City
staff is the preservation of current recreation facilities for use by the general public.
The proposed construction of a new facility with the Girl Scouts on one floor and the
City on another is a plan that the City welcomes and would preserves both City and
Scouts programs.
As always, the City staff is committed to working with the community to insure any
redevelopment includes public recreation facilities.

Thank you for your recent letter that spells out Sutherland Talla Hospitality's intentions with regard to the
redevelopment of the Marina Park site and the future of the Girl Scout facility at 1700 West Balboa Blvd.,
Newportt Beach.
I am sure you are aware that long -term future of the Girl Scout House is of great concern to the Girl Scout
Council of Orange County and members of the local community. This facility has been a major part of
the life of Girl Scouts in Newport Beach since December 1, 1947 —the beginning date of the first lease —
and has remained so since then. Generations of Girl Scouts from the local community, throughout
Orange County, and from Southern California, have benefited from Girl Scout program and recreational
opportunities at the Girl Scout House as a result of the wise use of public land by the City of Newport
Beach. Understandably, when the discussion among Girl Scout leaders and members turns to the
Newport Beach'Girl Scout House, it evokes many pleasant memories and emotions.
• The commitmenfof the City of Newport Beach to work with the local community and Girl Scout leaders
to ensure that Girl Scouts have a permanent presence in the Marina park redevelopment plans is
commendable. Sometimes we all focus on just the children who appear to need help. But it is often the
everyday child who goes unnoticed who becomes tomorrow's at -risk child.
Anytime public land can be used for the greater good, it is wise land use. The benefits that will result
from the inclusion of the Girl Scouts in the Marina Park redevelopment will help us provide for the
children, and that is a fine reward for all connected with the City of Newport Beach and those also
interested in the sensitive development of the Marina Park project.
The Girl Scout Council of Orange County continues to look forward to working with the City of Newport
Beach in any development agreement it reaches with Sutherland Talla Hospitality to ensure that
Sutherland Talla Hospitality provides a long -term, no -cost lease and constructs a new Girl Scout facility
at no cost to the Girl Scouts in the proposed Marina Park Development, as has been proposed, and
consistent with our programng recommendation to Sutherland Talla Hospitality in correspondence dated
July 2, 2001.

Dear Dr. Walton and Rotary Members,
Thank you for inviting Cassidy to the banquet to receive the Okazaki Friendship
Medal.
The fine effort at the City Track Meet from the Newport- Balboa Notary Club and
the Community Services department of the City of Newport Beach, along with
your program honoring these young track standouts has definitely made a
difference in our community. For Cassidy, after the 2001 Newport Track Meet she
made it a goal to get three Gold Medals in 2002. She accomplished this by winning
the girls '89 Relay, Shot Put, and Long Jump, with a second place in the 100 Meter
Run.
In representing the City of Newport Beach at the Orange County Track Meet last
Sunday, she won the Relay, 100 Meter Run and got second in the Long Jump. Her
time in the 100 meters was 13.8 seconds, tying a City record that stood for 16
years.
I am relaying this success story because it all started with her inspiration to get
invited to the Okazaki award dinner. Cassidy will now represent both Newport
Beach and Orange County at the Southern California Track Meet at the end of the
month, being a wonderful product of this motivational program that the Newport-
Balboa Rotary Club has provided to our kids in Newport-Mesa every year.

the name of Rosalind Williams.
Ms. Williams was instrumental in growing and developing the Newport Beach Visitors and
Convention Bureau. Her dedication, enthusiasm and energy raised the level of awareness as
Newport Beach became the destination of choice, not only for the leisure traveler but also the
corporate traveler.
Because Rosalind Williams symbolized what our community is all about, it's only fitting she be
recognized and honored by the City of Newport Beach.

• I am writing to you with regards to the naming of a future park site which I understand
will be on the corner of Jamboree and Pacific Coast Hwy.
Sometimes in our life we encounter very special people whom we would like to honor
because of the contributions they made for the wellbeing of the community. One such
person was Rosalind Williams who, in her capacity as Executive Director of the Newport
Beach Conference & Visitors Bureau, was very instrumental in promoting our wonderful
community to the rest of the world.
Because of my position as President of The Balboa Bay Club, I had the pleasure of
working with Rosalind Williams as a member of the Executive Committee of the Board
of Directors of the Visitors Bureau for close to six years until her untimely death due to
cancer. Having been in the hospitality business for over half a century, I have worked
with many wonderful people who have done much for their communities and their
associations, however, Rosalind was a very special individual. She was always interested
in the wellbeing of Newport Beach. She was a tremendous ambassador for our city,
always in the forefront exposing our community to anyone who wanted to know about
our city and hopefully wanted to bring visitors and tourists and conferences to Newport
Beach.
Anyone who had the pleasure to work with Rosalind knows that naming a park in her
honor would be a wonderful recognition of her life, which was totally dedicated to

I am excited about Richard John's submittal of Rosalind Williams' name for
consideration in the naming of a future Newport Beach park.
This would be a wonderful tribute to a person that gave her all in an effort to
promote Newport Beach. We use to marvel in our newsroom of Rosalind's
• commitment to building local tourism, even during her darkest hours. At the
time of Rosalind's death, my editor, Bill Lobdell, said it best in a column: " I
never gave death much of a chance against Rosalind Williams in her battle with
cancer..."
Rosalind, although small in stature, stood tall to all of those who knew her in
and around Newport Beach. She promoted Newport Beach as a site for Rose
Bowl participants buy flying banners over Big Twelve stadiums; she was one of
the key local business people instrumental in bringing the Toshiba Senior
Classic to Newport Beach; and she sold room nights in our local hotels. She
represented what is good about Newport Beach ... and her death came far to
early in her life.
I would strongly urge you to consider the request for Rosalind Williams Park.
Future generations would do well in remembering someone so important to our
community's development.

The Newport Beach Conference & Visitors Bureau would like to
recommend the future park site at Jamboree Boulevard and Coast Highway
be dedicated and named after Rosalind Williams, who died in June 2000
after a courageous fight against breast cancer.
For six years, Rosalind Williams served as president and CEO of the
Newport Beach Conference & Visitors Bureau. Rosalind positioned Newport
Beach as a premier destination in Southern California and a strong
competitor to many larger surrounding cities. She thrived in a challenging
environment and transformed the NBCVB into a first class organization.
Under her direction, Newport Beach attracted thousands of visitors,
conferences and events such as the Toshiba Senior Classic, the Olympic
Torch Relay, the Davis Cup Tennis Tournament, the Nuveen Tennis
Challenge and various alumni groups associated with the Rose Bowl.
Her dedication, perseverance and leadership had us all working together to
make Newport Beach a better city to visit, talk about and enjoy. Rosalind
was the city's enthusiastic ambassador to the world. Her proactive
interaction with the media increased exposure and visibility for Newport
Beach on both the domestic and international levels.
Rosalind Williams served as a board member of the Newport Harbor Area
Chamber of Commerce, the Economic Development Committee of Newport
Beach, the Orange County Visitor Market Consortium and the Orange
County Tourism Council. She also served as Executive Director of the
Newport Beach Restaurant Association. A resident of Newport Beach since
3300 w. Coast Highway 1968, Williams was dedicated to a number of local charitable and
Newport Beach, CA 92663 professional organizations such as the American Cancer Society, Hoag
Hospital, American Youth Soccer Organization and Newport Mesa Schools
Foundation. Congressman Christopher Cox also appointed her to the

Rosalind Williams raised two sons, Jeff and Gregg Williams, who both
graduated from Newport Harbor High School and the University of Southern
California. Rosalind not only "sold" Newport Beach, but she lived it as well.
A 20 -year veteran in the travel industry, she was dedicated to a number of
community, professional and charitable organizations. She served as an
advocate who brought hope to many breast cancer patients, while being an
inspiration to us all. Rosalind fought the disease all the while maintaining
her dedication to leading visitors to the city that she herself truly loved.
I hope you agree that a park dedicated to the memory of Rosalind Williams
— and her work on behalf of the Newport Beach community — would be a
welcome addition to our city.

It has been brought to my attention that Rosalind William's is being considered to be
honored by naming a park after her. What a splendid idea. As we all know Newport
Beach is blessed to have numerous deserving people that have left their mark on out city.
However none have exceeded Rosalind's dedication to promote Newport's best Qualities
nation wide. I was so pleased to see on Cable TV Travel program that Newport Beach,
CA, was named one of the 10 best beaches in United States this past week. I could we
Rosalind fingerprints on that program.
I was on the City Council when Rosalind William's was first appointed by the Visitors
and Conference Bureau. She served the Bureau and the City very well and left her mark
on so many of us.

Following Council Policy I -9,1 respectfully propose that the Parks, Beaches, and Recreation Commission consider
naming the future park to be constructed at the corner of Jamboree Road and Pacific Coast Highway (the Upper
Bayview site) after Rosalind Williams, the former president of the Newport Beach Conference and Visitors Bureau.
As your Commission is aware, Rosalind helped elevate Newport Beach as a world class destination for tourism. She
used her international sales and marketing experience and contacts throughout the world to greatly increase tourism
revenue in our community.
Like all of us, Rosalind loved the City of Newport Beach. She raised her family here and took great pride in
representing her city throughout the United States and across the world. Her efforts are far more eloquently stated in
two articles in the Daily Pilot — I have enclosed copies of these tributes for your review.
• Among her proudest achievements for her city was bringing the Toshiba Senior Golf Classic to town, where it
remains a popular springtime event (and one located very near the Upper Bayview Park site) as it broadcasts
Newport Beach's inviting scenes around the country. The Toshiba Senior Classic is also a major fundraiser for
Hoag Memorial Hospital. In addition to Toshiba, her efforts secured the much - coveted Davis Cup and Senior
Professional Tennis to Newport. She also developed and effectively implemented a continuing strategy to lure
alumni of Rose Bowl teams here to fill our hotels and restaurants each January.
As you are also aware, Rosalind fought a courageous battle with breast cancer and was very inspirational and
encouraging to all with which she came in contact. We cannot express in words how much we miss her.
Despite her passing in summer 2000, Rosalind's influence remains here in Newport Beach. Her spirit and resolve
are still very much in the hearts of all those who knew her throughout the city, including and especially our
community's vibrant tourism industry.
I appreciate your consideration of this request and I am taking the liberty of enclosing some letters of support from
several individuals who knew Rosalind and knew her dedication to our community. Please do not hesitate to contact

Rosalind known
for drawing people
to her, and to city
didn't give death much of a
chance against Rosalind
Williams.
We all knew she was diag-
nosed with breast cancer five
years ago, that she'd been
through a lot of chemotherapy
and radiation, that she'd been
in and out of remission.
But still, she seemed inde-
structible.
On Friday, she was still
doing business as president
and CEO of the Newport
Beach Conference and Visitors
Bureau from her Hoag Hospi-
tal bed, working the phone to
bring more visitors to our com-
munity.
She passed away two days
later. She was a very young 55.
I'm sure all those people on
the phone didn't realize how
sick Rosalind was. I didn't
when I talked with her last
week. She sounded like her
usual self: bright, sharp, fun.
Full of life, I didn't even think
to ask about her health.
If you didn't know Rosalind
— and I'm not sure who in
Newport didn't — you missed
someone special. She was an
interesting mix: witty, smart,
aggressive, insightful, compas-
sionate, tough, vivacious and
pretty. And she had a great
smile.
Combine all of it and you
have one very charismatic
woman.
Which was exactly who
Newport Beach needed to
head up its sagging visitors
bureau in 1994. She took on a
job that had baffled many of
her predecessors, and she
thrived from Day One.
Tourism in Newport soon
boomed. Two months ago, she
presented the City Council
with a symbolic $21- million
check — the amount of taxes
the city generated last year
from tourism dollars. In sheer
monetary terms, Rosalind was
worth millions to the city.
She sold Newport Beach
because she loved Newport
Beach. To her, she couldn't
imagine why Wisconsin, Penn
State, Michigan, Ohio State or
any other Rose Bowl -bound
Big Ten school would want to
stay any place other our beau-
tiful seaside town.
She'd send the schools let-
ters, brochures, souvenirs of
Newport and boxes of roses to
attract their attention. When
that wasn't enough, she'd hire
pilots in the Midwest to fly
over Big Ten stadiums trailing
a banner touting Newport
Beach.
On Big Game Saturday,
she'd root only for the schools

I offer my personal support for the campaign to name the park site at Jamboree
Road and Pacific Coast Highway in memory of Rosalind Williams. This is not an
official act of my office or position (hence the lack of department letter head) but
rather a compelling response to do something good on behalf of someone who
has contributed so much to Newport Beach.
Like so many others in Newport Beach, Roz touched my heart with her warm
smile, kind words and helpful demeanor. Her boundless energy in promoting
the city that she loved was a benefit to us all. Over the ten -year period since I
have been Newport BeacKs Fire Chief, I can think of no one who better deserved
the title of Newport Beach's "Most Valuable Player." Her impact on this
community will be felt for many years to come.
I am fortunate to have enjoyed a both personal and professional relationship
with Roz. I feel honored to be a part of this campaign and encourage you to
memorialize the contributions of this great lady by naming this park in her

It is an honor to submit this letter in support of a future park site in memory of Rosalind Williams. On behalf
of the Orange County Affiliate of the Susan G. Komen Breast Cancer Foundation, I wholeheartedly support
this endeavor.
Rosalind was a tremendous inspiration to us all, and a valiant figure in the fight against breast cancer. In
both her professional and personal life, she was a great supporter of the Susan G. Komen Breast Cancer
Foundation and made a real difference in the lives of many. She brought awareness to thousands while
battling this dreaded disease. The Komen Foundation is dedicated to furthering Rosalind's fight by fulfilling
• the Komen mission of eradicating breast cancer as a life threatening disease by advancing research,
education, screening, and treatment.
At the 1999 Komen orange County Race for the Cure® in Newport Beach, as Master of Ceremonies for our
Survivor Tribute, Rosalind shared her moving story with more than 1200 other survivors. In 2000, we were
proud to welcome Rosalind's family and friends for a special tribute to her at our 9`' Annual Race for the
Cure®. There, we joined with thousands of friends in remembering Rosalind and others who have lost their
battle with breast cancer, while we also celebrated the survivors who give us hope.
Rosalind Williams' dedicated family members live her legacy by raising funds and giving hours of their time
to the Komen Foundation. Each year in Orange County, the Komen Foundation serves thousands of people
in our communities through our treatment grant and community grant programs, educational outreach efforts,
and life- saving screening services. In addition to our local reach, the Komen Foundation provides funds to
medical institutions in search of a cure, and is one of the nation's largest private fenders of research
dedicated solely to breast cancer. We would not be able to do all of this without the support of those whom
Rosalind brought to us. Because of Rosalind's contributions to the local community, we continue moving
toward the day when breast cancer no longer threatens the lives of those we love.

I am writing in support of naming the future park site at Jamboree Boulevard and Coast Highway in
Rosalind William's memory. I was very fortunate to know and work with Rosalind for many years and
believe she has truly earned this honor.
Rosalind's passion was Newport Beach. Whether through her tenure with the Newport Beach Conference
and Visitors Bureau or just her daily activities, Rosalind constantly promoted Newport Beach. She lived,
worked, shopped and played here. Her tireless efforts have raised awareness of Newport Beach nationally
as a vacation destination. She was relentless in her pursuit of bringing Newport Beach businesses
together to promote the area, resulting in creating a great synergy among companies, hoteliers and
restaurateurs as well as building great friendships.
But Rosalind was not only a champion of the city, she was a wonderful human being. In her quest to
unite Newport Beach businesses, Rosalind met and mentored many young women in the business world.
She showed us how to be graceful in both victory and defeat. Nowhere was this more evident than in her
fight against cancer. Just as she fought to make Newport a better place, she fought her battle with cancer -
with grace, integrity and dignity. And to the end, Rosalind was still hard at work building a better
Newport Beach.
As a colleague and friend, I believe it would be a fitting tribute to name the park after Rosalind. She truly
was one of Newport Beach's finest citizens and one who made a lasting positive impact on the city and
many individuals, including myself.

SUBJECT: Parks and Trees Divisions Activities Report
Park Division Activities
1. Staff continues coordinating the construction of the Bonita Canyon Sports Park with
the Public Works Department. The current completion schedule for the eastside and
middle park areas is July 5, 2002. The westside of the park along MacArthur
Boulevard is scheduled to be completed on October 29, 2002. There will be an
additional five months of landscape maintenance by the contractor. The Youth Sport
Organizations have been informed that the soccer and baseball fields will be ready for
play in 2003.
2. All turf areas were treated for broadleaf weeds by the City landscape maintenance
contractor. This program is carefully monitored and also reguires posting to alert park
• users of the operation.
3. The Park and Tree Division staff's work hours changed from the winter 9 -80 schedule
to its summer 5 -40 work schedule. This provides for full staffing five days a week
during this busy time of year. Additionally, weekend litter removal on Saturday and
Sunday is being performed.

4. New park signs were installed at four locations to replace deteriorated ones. This is an
ongoing project throughout the park system.
5. New irrigation and landscape materials were installed in areas adjacent to the parking
lot area of Corona del Mar State Beach.
6. The Goldenrod footbridge was steam cleaned, the wood planter boxes painted, and
additional plants installed in preparation for the City sponsored Corona del Mar 5K
Race.
7. A 36" box Gold Medallion tree, donated by SPON for Virginia Herberts, was installed
at Gateway Park West on May 18. Additionally, a donated tree was installed at both
Irvine Terrace and Grant Howald Parks.

• Upcoming Activities for June
1. The planting of replacement shrubs and ground covers will continue Citywide.
2. Staff will continue to monitor the Arches Mitigation Site in the Big Canyon area.
3. Staff will continue coordinating the annual control of rodents with contract services.
4. The Peninsula Park gazebo will be steam cleaned and painted for the summer.
Tree Division Activities
During the month of May, 880 trees were trimmed, 52 trees were planted, no trees were
removed, and 4 emergency calls were responded to regarding trees. The Urban Forester
received 65 tree maintenance requests.
1. The Urban Forester coordinated the Citywide Sidewalk Replacement Program with
the Concrete Maintenance Supervisor and a Public Works Inspector. This work
involved the Urban Forester inspecting City street trees as related to sidewalk repairs.
• 2. Staff has reported a new insect infestation of, Giant White Fly which can cause
sudden leaf drop and severely defoliate a tree. This infestation was discovered along
Ocean Boulevard in the Balboa Peninsula area. The residents have complained of
severe leaf litter and poor appearance of the trees. Currently, the tree affected, is the
Carrotwood. It appears to be the species of trees infested. Potentially, 1600
Carrotwood trees are prone to infestation throughout the City. Pending the new fiscal
budget, July 1, staff will work with the City tree contractor, West Coast Arborist, to
eradicate the pest by the microinjection system that was successful in controlling the
Eucalyptus Lerp Psyllid. A photograph of a infested tree is attached.

3. The attached Tree Activity Report summarizes requests and field activities that were
performed during the past several months.

Re: Recreation Division Monthly Activities Report
ADULT SPORTS
Adult Softball - The 2002 summer softball leagues, with 130 teams competing in 21 different
leagues are being conducted at Bonita Creek Park, Grant Howald Park, Arroyo Park and Lincoln
Athletic Center. A total of 700 games will be played over the summer season with the league
concluding on August 23
Adult Basketball - The Spring 2002 program with an all -time high 90 teams competing on Monday -
Thursday nights at West Newport Community Center, Lincoln Gym and the Eastbluff Boys and Girls
Club will conclude on June 13. The championship teams in each of the 11 leagues will receive
embroidered shirts and team championship plaques. Summer league registration ended on May 24,
with leagues beginning the week of June 17.
The new women's adult basketball league will begin July 12 at Lincoln Athletic Center. The format
will be 4 on 4 with games conducted Friday evenings at 6:30pm, 7:30pm and 8:30pm. Registration
will be accepted through June 21.
YOUTH PROGRAMS
Summer Youth Basketball - Registrations are currently being accepted for the Summer 2002
basketball program through June 5. The program will run from June 10 - August 14 for young
athletes ages 6 -12. Practices will be held at local schools with games conducted at city gyms.
Track Meet - One hundred and forty athletes from the City of Newport Beach track meet qualified
to compete in the Southern California Municipal Athletic Federation- Orange County Meet that was
held on Sunday, May 5`h. The meet was comprised of the qualifying athletes from cities throughout
Orange County. Fifty -three of our Newport Beach athletes qualified to advance on to the all
Southern California meet which was held on Saturday, May 25`h at Gahr High School in Cerritos.
Congratulations to our Newport Beach athletes Alex Lowe, Danny Moskovits, Kevin Williams,
Stephanie Nealey and Camille Collett who all broke the county meet records in their events!
The Newport- Balboa Rotary Club hosted a dinner for the record - breaking athletes and their families
at the Bahia Corinthian Yacht Club on Wednesday, May 22. The crowd of approximately 70 guests
heard guest speaker Vincent 0' Boyle, who is the track coach from UC Irvine. The highlight of the
evening is the presenting of medals from the City of Newport Beach's Japanese Sister City Ozaki.
. Special thanks to the Newport - Balboa Rotary Club for their support of the City track meet.
After - School Programs - After - school programming operates from the end of each school day until
6pm and will continue through the remainder of the 2001/02 school year with the last day being
Thursday, June 20. The program will resume again in September with the start of the 2002 -2003
school year. The average attendance numbers by location are as follows: CYC Kids Club (servicing

Harbor View and Lincoln Elementary Schools)- 49, Mariners Kidscene (servicing Mariners

West Newport Beach area)- 34. Thanks to our enthusiastic Recreation Leaders, the after - school
programs continue to flourish and provide a much - needed service to the community.
Summer Programs -The summer months are rapidly approaching and preparation and planning are
underway to ensure a successful summer. Upcoming youth programs for the summer include:
Summer Sports Day Camp at the Community Youth Center in Corona Del Mar, Summer Sports Day
Camp on the Balboa Peninsula and the Summer Hoops Basketball Program. The two sports camps
include great field trips, exciting games and a variety of cooperative games and sports activities.
The Summer Hoops Basketball program provides players with competition, skill development,
sportsmanship and positive reinforcement.

is running ahead of the same period last year by 60 %. Therefore, staff is anticipating a busy
summer season!

Harry Potter Camp and Extreme Inventionology.

Youth Council Challenge Day
(Item 3)
June 4, 2002
Challenge Day - Challenge day was held on Saturday, May 18 and attended by 75 high school aged
youth with 12 adults from the community. The day was a major success and life changing
experience for all involved; focusing on reducing oppression in daily life; and making the schools
and community a safer, healthier and happier place to be. Anyone who has not been a part of this
event is encouraged to participate in next year's Challenge Day.

Corona del Mar 5K - Preparation for the 21st annual Corona del Mar Scenic 5k to be held on
Saturday, June 1st continues. During the month of May staff has been busy processing registrations,
distributing door hangers in the CdM community, marketing, procuring supplies, awards, t- shirts
and working closely with the CdM 5k committee to ensure a successful event. The committee is
looking forward to hosting the anticipated 2,500 runners, walkers and dolphin dashers.
The end of the race will feature the ever - popular restaurant row with over 20 restaurants providing
food and beverage to all of the participants. Over 50 vendor tables will also be highlighted at the
end of the race which will give runners and walkers an opportunity to get to know the Corona del
Mar member businesses.
Independence Day Bike Parade and Family Picnic - Don't forget the annual Mariners Family Picnic
and Bike Parade beginning at 10am on July 4 at Mariners Park. All commissioners are invited to
attend and bring your family for the fun event that includes family games and the bike parade.
Organizers Elizabeth Barnes and committee have planned an exciting event. Old favorite Barnaby
the Clown will be the Emcee. There will be a vintage car show, silent auction and a dunk tank! All
commissioners are invited to ride in the Hay Wagon along with other City dignitaries. A formal
invitation will be mailed in several weeks to confirm your attendance.

West Newport Community Center Playground - proposals are being accepted currently for a
• replacement for the West Newport Community Center playground to be ADA compliant. A
community meeting is planned early in June to discuss the planned playground, which should be
installed during the summer months.
Meetings with Girl Scouts - A meeting with the Girl Scout Council President, Chris Shingleton, Karin
Carlson, Assistant Executive Director/ Program Services and Tom Olivas Assistant Executive
Director/ Property and Technology late in April regarding the Sutherland proposal and joint use of
the current girl scout house. A second meeting in May discussed possible scheduling of City
activities in the Girl Scout House beginning in fall of 2002.

Re: Seniors Division Monthly Activities Report
Friends of OASIS Board Elections - With the delivery of the May Newsletter began the official
election period for 7 seats on the Board of Directors. Members are now able to vote through the
mail with the official ballots enclosed in the May newsletter. The voting period will close June 7,
with in person voting taking place from 8- noon. The Friends of OASIS, Inc. have 21 members on the
Board of Directors and each serve a 3 -year term, with 7 positions up for re- election each year. The
candidates are Lou Ballas, Connie Johnston, Sue Caraco, Janet Poor, Doug Coulter, Julie Powell,
Reenie Grant, Dody Reid, Edward Reuscher, Edward Romeo, and Patt Troutman.
Older Americans Month Celebration - A special affair was held in celebration of Older Americans
Month on May 15. A group of young dancers from Ballet Folklorica del San Juan danced on stage to
the amazement of the seniors in attendance. The costumes were traditional Mexican and the
children ranged in age from 7 to 12. Approximately 150 people were in attendance.
. Telemarketing Fraud Lecture - In May, Blue Shield provided a lecture on Telemarketing Fraud and
how to avoid getting involved in a fraud situation. This is a big issue with seniors who receive many
calls a day asking them to purchase various things they don't need.
Crossing Over, Passing Through - May 22 marked the end of a 6 -month long intergenerational
project between sophomores at Sage Hill High School and seniors at OASIS. They have spent the
past months learning about each other's lives and learning from each other. On this special day,
the families were invited to join the group for lunch and to share in the final comments from the
project. The students put together a book that included pictures and summaries of their time
together.
Health Fair Approaching - The annual Health Fair will be held June 22, with screenings and
information available to the community from 8am to 1 pm. Anyone 18 years or older is welcome to
participate. A BBQ lunch will be available for a small fee.

RECOMMENDATION
Request the Mayor proclaim July as Recreation and Parks Month.
BACKGROUND
July is nationally recognized as Recreation and Parks Month to provide visibility and
opportunity for communities to highlight the benefits of Parks and Recreation services
during their busiest season.
In Newport Beach there are 47parks (with one new park under construction and 3 in
• planning stages), 90 acres of active beach, 9 Community Centers, 19 athletic fields,
an ecological reserve and hundreds of recreation programs for people of all ages.
These parks and recreation programs are essential to the community in many ways
including the following:
Parks are vital to a healthy community and provide a means of enjoyment. Over
17,000 different people enrolled in some Recreation Program or participated in an
organized recreation activity in the past year.
Fostering human development. Our youth programs stress skills and enjoyment
rather than competition giving children a chance to experience success and skill
development.
Strengthening community image and sense of place. Many community members
use Community Centers for their meetings, they use parks for their family
gatherings and they enjoy playgrounds with their children.

2002 requesting the approval of the tree donation. Staff feels that the donation of a 15
gallon tree would be an enhancement to the Park. David and Sharon Niederhaus
confirmed the donor plaque will conform to City Council Policy G -5 in size and
verbiage.

City Street Tree Designation Change
Recommendation
Change the current street tree designation from the Aristocrat Pear to the Queen Palm (Syagrus
romanzoffianum) on the north side of North Star Lane, from White Cliffs Drive to the end of the street.
Background
Each City street has at least one designated tree species. The purpose of the designation is to promote
uniformity of the street treescapes throughout the City.
The City Street Tree Designation List is maintained and reviewed on an annual basis by City staff. Any
changes, recommendations, or resident requests for changes are forwarded to the Parks, Beaches, and
Recreation Commission per Council Policy G -6. The current list is attached, which lists the Aristocrat
Pear as the current designated street tree on North Star Lane.
The Dover Shores Community Association submitted a written request to change the designated street
tree change as their overall plan to beautify the street.
Discussion
The north side of North Star Lane is currently void of any trees, with the exception of one pine and
various shrubs. The Dover Shores Community Association has provided a conceptual plan and
exhibited a willingness to commit funds towards the installation and maintenance of this renovation
project. The Association will assume the landscape and irrigation maintenance after the project is
complete. The City will prune the street trees.
Ms. Holly Bullock, Property Manager of the Dover Shores Community Association has received a copy
of this report and a notice of the June 4 Commission meeting.

Recommendation
Remove two Weeping Fig trees and replant the designated street trees.
History
• Ms. Stephanie J. Shulman, property owner of 4630 Dorchester Road, has submitted
the attached Tree Removal Request Application pursuant to City Council Policy G -1.
Ms. Shulman requests the removal of two City Weeping Fig street trees adjacent to
her home due to repeated damage to private property.
Staff has attached Tree Inspection and Tree Appraisal Reports, bills, and photographs
related to the request. Additionally, the correspondence between Ms. Shulman and
staff dating back to February 28, 2002 is attached.
Discussion
The applicant has indicated a repeated history of tree root damage to private property
at the sewer lateral. The applicant has verified this claim with copies of bills, which
indicated plumbing obstructions due to tree roots located within the sewer lateral
under the driveway. These obstructions were verified by a video camera inserted
through the sewer line. Staff confirmed the private damage, and the City reached the
attached settlement, approved by the City Manager approved for $4,900 with Ms.
Shulman and recommends the tree removals per the City Council Policy G -1. The
City will be responsible for the removal and replacement of the two trees. The
designated replacement tree is a Bronze Loquat and two 24" boxed trees will be
planted.

. Comments: The applicant has indicated a repeated history of tree root damage to
private property at the sewer lateral. The applicant has verified this claim with
copies bills, which indicated plumbing obstructions due to tree roots located
within the sewer lateral under the driveway. These obstructions were verified by a
video camera inserted through the sewer line. Staff confirmed the private damage,
and the City reached the attached settlement, approved by the City Manager
approved for $4,900 with Ms. Shulman and recommends the tree removals per the
City Council Policy G -1. The City will be responsible for the removal and
replacement of the two trees. The designated replacement tree is a Bronze Loquat
and two 24" boxed trees will be planted.

To approve a reforestation request for 303, 305, and 315 Larkspur Avenue.
History
Ms. Janice Munemitsu, Ms. Betty Jane Blood, and Mr. Wilbur Lankford property owners of 305, 303,
• 315 Larkspur Avenue, respectively, have submitted the attached Tree Reforestation Request forms
pursuant to Council Policy G -1. These owner request the reforestation of one River She -Oak parkway
street tree adjacent to each of their residences. The property owners have collectively decided to pursue
reforestation of the three parkway trees.

Staff has attached a Tree Inspection Reports, Tree Appraisals, and photographs related to the request.
Discussion
The applicants started the tree removal process in July 2001. However, the applicants lacked certain
required items per the Council Policy G -1, which resulted in the delay of the application. All G -1
Policy criteria has now been met by the applicants.
The applicants have provided a petition signed by at least 60% of the adjacent property owners within a
one block distance in either direction of the reforestation sites. Additionally, the applicants have all
agreed to pay for the cost of the removal and replacement of the trees.
Staff is therefore recommending approval of the request.
Ms. Janice Munemitsu, Ms. Betty Jane Blood, Mr. Wilbur Lankford and the President of the Corona del
Mar Residents Association have received a copy of this report and a notice of the June 4 Commission
meeting.

FIELD ALLOCATION AND USE PROCEDURE
This document sets forth the procedure for the City of Newport Beach (City) to facilitate the
allocation of all available fields or gymnasiums under its ownership and /or allocation control.
It is necessary to formulate this procedure for the following reasons:
1. User groups need a procedure to secure fields or gymnasiums for the planning of games,
practices, and /or events.
2. The demand for field or gymnasium usage exceeds the ability to permit unlimited and /or
unscheduled use by all participants.
3. Maintenance and renovation must be scheduled and implemented to maintain the
community's high standards of aesthetics and sustain the playability of the City's
facilities.
PROCEDURE
It is the intent of the City of Newport Beach Community Services Department to allocate field
or gymnasium use to requesting and qualified organizations on the basis of fairness and
impartiality in concurrence with the seasonal priorities mentioned in definitions section. The
resulting surplus of field time shall be allocated at the discretion of the City of Newport Beach
Community Services staff, based on the priorities.
DEFINITIONS
This - section - defines the terms used throughout-this-procedure.- - - — -
1. City: For the purposes of this document, the City of Newport Beach and /or Community
Services Department will be referred to as the "City."
2. Participant: Participant(s) shall include only those players who are fully registered with the
user organization. Non - players such as coaches, officials, and staff shall not be considered
participants. For the purposes of field allocation, each organization must present actual
enrollment data from their previous season indicating names, addresses, phone numbers,
and birth dates of all participants. Upon receipt, City staff will count the number of the
City residents within each organization.
3. Organization: Organization(s) shall include only those user groups listed in User Group -
Ciassifications and that have completed required documentation with the City. An
organizational representative of each of those in Group C is invited to the Youth Sports
Commission meetings held semi - annually for field allocation review.
4. Season: For the purposes of this procedure, the seasons are established as follows:

5. Priority User: An organization whose sport has been classified as "in Season" will be given

• 6. Secondary User: An organization who's sport has been classified as not "In Season" will be
given second priority access to facilities during their non - season. A secondary user may only
reserve a field after all reasonable priority user requests have been processed.
7. Priority: Field assignments are based on the following priorities:
A. Maintaining fields /facilities
B. Providing fields /facilities for organized game use.
C. Providing Fields/ facilities for the use of "practices" will be allocated only after all
maintenance and game requests have been processed.
USER GROUP - CLASSIFICATIONS:
Facility Use Permits will be approved on the basis of priority as follows:
A.
All official Community Services Department initiated and /or conducted activities,
including those of the Friends of OASIS at the OASIS Senior Center.
B.
All official City of Newport Beach activities.
C.
All official City co- sponsored groups (with current required documents) and /or
activities such as community groups and activities that are non - profit, self - governing,
privately organized and of an educational nature which may be brought under the
sponsorship of the Community Services Department. In Season groups will have first
priority and sports not in season will be considered secondary users.
D.
Official public agency sponsored programs and activities not included in A, B, and C
above.

Recreational; sociaL- or- eivie- activities of groups - which are- resident - promoted- and - -- -- -
sponsored by local non - profit* organizations which are open to the public and have
50% or more of memberships consisting of Newport Beach residents.
F.
Recreational or social activities of private Newport Beach residents, which are not
open to the public.
G.
Recreational, social or civic activities and /or groups which are non - resident promoted
and sponsored by non - profit organizations which are open to the public, but not
qualifying under D above.
H.
Schools, colleges, hospitals and other similar civic groups not qualifying under the
definition of non - profit.
I.
Others.
In order to qualify for resident classifications, organizations must submit rosters of their most
current membership, with resident verifications.
APPLICATION:
Each organization is required to submit field requests from October 1 through November 30 for
the following Spring field use, and from March 1 through May 31 for the following Fall field use.
Any organizations missing these deadlines will have access to any remaining fields on an "as
available" basis only.
Each league must present enrollment data from their previous season indicating names,
•addresses, phone numbers, and birth dates of all participants, with their application.
The number of the City residents within each organization enrollment must be determined and
confirmed by the City prior to the field allocation meeting.

City Staff will review the applications, allocate fields equitably, and encourage optimum
cooperation between all user groups. Field allocations will be reviewed and discussed at semi-
annual Youth Sports Commission meetings. Any appeals to decisions or allocations can be made
to the Parks, Beaches and recreation commission within 10 days of the Youth Sports Commission
meeting.
NOTICE OF NON -USE OF FIELDS:
Any user organization that has been allocated space and does not intend to use it on a regular
basis must notify the City so that the field may be re- allocated or otherwise used. Failure to do
so can result in forfeiture of all fields for the remainder of the season.
NOTICE OF EXCHANGE OF FIELDS:
An organization cannot forfeit or exchange its allocation or any part thereof, with another
organization without written approval of the City. Any such modification desired must be filed
with the City and verified in writing by all parties wishing to exchange allocation.
ATHLETIC FIELD LINING /MARKING:
1. Lining of City fields with chalk or paint is not permitted without written permission granted
by the City.
2. Burning lines on any City of Newport Beach parks and /or fields is not permitted.
a. Payment for all damages occurring to the facility
b. Termination of any /all field use permit(s) for one year
RULES AND REGULATIONS OF FIELD USE
1. User groups must designate a representative, an adult 18 or older, to be present during
any /all of their practice and /or game time(s) at each City field /facility used.
2. Games and practices can begin no earlier than 3:00 on weekdays, and 8:00 a.m. on
weekends. No games and /or practices may be scheduled on holidays without prior approval
from the Community Services Director, or their designee.
3. Games and practices can end no later than 9:45 p.m. weekdays, and dusk on weekends,
except through special request to Parks, Beaches and Recreation Commission.
4. Weekend use, on a regular basis, may be subject to limited hours at the discretion of the
City.
5. Organizations /groups utilizing lighted facilities are responsible for ensuring the proper use of
lights. The City reserves the right to bill user groups for hourly energy costs incurred during
hours that lights are left on and the fields are not being used.
6. Use of portable lights is prohibited.
7. Use of metal cleats is prohibited.
8. Alcoholic beverages are prohibited at all City parks and facilities, except Oasis Senior
Center.
9. No artificial noisemakers, i.e., horns, rattles, bells, whistles, etc. are permitted. Officials
• or coaches, as a necessary part of the activity, may employ such devices upon consultation
with the City.

• 10. At the conclusion of games, practices, and activities, organizations must leave the
park /facility quickly, quietly, clean, and clear of debris. Failure to do so will result in a
maintenance - cleaning fee being assessed to the group.
11. All groups that are classified as Group C - E user groups must have at least 50% of their City
residents participate actively on a weekly basis. When a team is playing against a team from
another jurisdiction, this rule shall apply to only the "host" team representing the qualified
organization. Roster changes that affect compliance with residency requirements must be
reported to the City within one week of occurrence. Failure to do so will result in forfeiture
of all fields and /or facilities.
12. Organizations or teams must provide required insurance documents to City prior to
allocation of fields /gymnasiums.
TRAFFIC AND PARKING:
1. The user group must assure that participants and spectators utilize off - street public parking
areas, when available. If parking conditions warrant, i.e., during pre, post, and regular
season or tournament play, the user group will provide, at their cost, at least one safety
officer to direct participants and spectators to designated parking areas. The City, at its
sole discretion, may require additional parking mitigation on an event -by -event basis.
2. Driving, operating, or parking any motor vehicle within the City parks and /or facilities is
prohibited, except in areas specifically designated as parking areas unless prior written
permission is obtained by the City. In case of medical emergencies, only emergency vehicles
-� will -be allowed on- the -park for- rescue purposes. --
PUBLIC ADDRESS SYSTEM USE:
1. Sound amplification equipment may be allowed in City parks only with a Special Event
Permit. An approved City permit is required prior to use of any sound amplification
equipment. Permits may be applied for in the Community Services Department. A minimum
of 15 working days is required for consideration of approval.
2. Only persons 18 years and older will be allowed to operate any public address system.
3. All public address system use for athletic events must pertain to the game being played.
Special announcements should be kept to a minimum. "Play -by- play" announcing is
prohibited.
MAINTENANCE:
1. The City will maintain parks, facilities, and fields for public use and will install permanent
equipment such as pitching rubbers, base anchors.
2. The Users will provide all maintenance such as field preparation, lining of the fields, setting
of bases.
3. The Users will provide an annual facility improvement plan in to repair, improve or renovate
those fields or gymnasiums used during their seasons.
4. User groups /organizations maintenance responsibilities shall include:
a. User groups/ organizations are responsible for all maintenance such as lightweight
field preparation, setting of temporary bases or goals.
• b. Motorized vehicles are not permitted in the City facilities for the preparation of
athletic fields or other activities unless prior written permission is obtained from the
City.

• c. Each user group is responsible for the facility being free of trash or debris caused by
their group's usage, including checking restrooms and parking areas.
d. User groups are required to report any and all damage or acts of vandalism to the City
immediately.
e. The removal of bases and use of base plugs requires prior departmental approval.
MODIFICATIONS:
Any request to modify or improve any City facility shall be submitted for review by the City for
consideration. No permanent structures or equipment shall be erected on City facilities unless
approved by the City and dedicated for community use.
STORAGE AND /OR CONCESSIONS:
1. Storage units may be placed with written permission only and are the responsibility of the
User group. Storage units must be in good condition at all times and any vandalism or
breakage must be repaired immediately. Group must maintain the storage facility in a clean
manner at alt times.
2. The City assumes no liability or responsibility for any equipment or storage units kept in the
storage areas.
3. User groups must provide keys to City staff for all storage units, locked closets and fenced
areas.
4. No equipment may be left out on fields or outside bins unless approved by the City.

Any /all flammable and /or toxic substances are strictly prohibited in storage containers.
6. Any user failing to comply with these guidelines are subject to the following:
a. Payment for all damages occurring to the facility
b. Termination of any /all field use permit(s) for one year
BANNERS:
Separate regulations governing the display of temporary advertising banners in the City parks
are available at the City (see City Council Policy 1 -26). Any group wishing to display banners on
City facilities should request a copy of those regulations prior to arranging for any banners.
OTHER:
Organizations/ Leagues anticipating a split to form a new organization/ league, or individuals
planning to organize a new sports program must apply to the City six months prior to the
estimated starting date. The application will provide the time necessary to study the impact of
the new program on existing facilities and evaluate the request. Once approved for co-
sponsorship status, the City makes no guarantee of space if all space has been previously
reserved.
POLICY:
This procedure is consistent with Council Policy 1 -25 that takes precedence if there is any
conflict discovered.
