APPROVAL OF MINUTES
Motion by Commissioner Skoro to approve the minutes of July 2, 2002. Motion carried by
acclamation.
PUBLIC COMMENTS
Jim Foster, Newport Beach resident stated that he was very concerned about beach pollution
• particularly Coast Guard Beach.
Chair Allen recommended that he call Dave Kiff, Deputy City Manager regarding those
concerns.

To accept donation of a Coast Live Oak from Patricia Clarkson to be planted at

Commissioner Skoro asked what was going on with the letter regarding Wendell Fish.
Director Niederhaus stated that he had been in contact with Mr. Hamill and that staff
would return next month with a bench donation to be located at Irvine Terrace Park
near the Japanese lanterns.
• 2. Park Et Tree Division — Commissioner Skoro asked staff to investigate steps to place a
historic plaque on the bridge.
Director Niederhaus stated that would have staff look into the procedures and return in
September or October with a staff report.

3. Recreation ft Senior Services - Superintendent McGuire asked the Commission to review
the Commission Notebooks that had been updated for their information and review. Ms
McGuire also stated that a public meeting was scheduled at Cliff Drive Park on August
16 to review conceptual plans with the community.
5. Cliff Drive Park Tree Trimming - Commissioner Englebrecht asked staff for an update.
Director Niederhaus stated that a scheduled tree trimming had been done since the last
meeting and that most of the residents seemed to be satisfied with the job that was
done. He also noted that SPON arborist Aldon Kelly helped with the trimming.
Nancy Chosek, 233 Santa Ana Avenue, thanked staff for the trimming and that most of
the residents were somewhat satisfied with the result. She asked what would need to be
done to remove some of the higher trees as trimming would not always be the answer to
their view problems.
Director Niederhaus stated that the residents could pay for tree trimmings per year. He
also noted that 4 of the trees are listed as "Special Trees."
Jan Vandersloot, 2221 E. 16TH Street thanked the City from trimming in a sensible
• manner. However some of the native vegetation was damaged during the trimming and
there are several sprinkler heads that need to be replaced.
Dave Lenton stated that staff had done an excellent job with the tree trimming but was
surprised to hear that any of those trees were classified as "special" and requested a
definition.
Commissioner Englebrecht stated that 12 years ago those trees had been designated as
"special ".
Discussion ensued regarding requirements for a "special tree.
Commissioner Englebrecht asked staff to research how the trees were designated as
"special" and return at a future meeting.
Motion by Commissioner Skoro to accept items 1- 5 of the Consent Calendar. Motion carried
by acclamation.
DISCUSSION ITEMS
6. Tree Removal — Director Niederhaus stated that Scott Gohl has requested the removal of
one Rusty Leaf Fig street trees at 2424 Holly Lane. He noted that Mr. Gohl has supplied
• invoices indicating a plumbing obstructions due to tree roots located within the sewer
lateral. He stated that the City has already paid out more than $8,000 to the resident as a
result of a tree claim. He noted that that a 24" boxed Maidenhair tree is the designated
street tree and will be planted at the City's expense.
Commissioner Allen opened the public hearing.

Jan Vandersloot stated that this is the one instance that the tree is actually crushing the
sewer line, but questioned why the City would ever have planted a tree at this location.
He also questioned why they City would accept Roto Rooter bills as they should be part
of their house maintenance bills.
Scott Gohl stated that the tree has damaged his driveway and curb and requests that
the Commission support this removal.
Chair Allen closed the public hearing.
Director Niederhaus stated that he will talk to resident regarding placement of the two
new trees.
Motion by Commissioner Skoro to approve the request for the removal of one Rusty
Leaf Fig street tree at 2424 Holly Lane by Scott Gohl. Motion carried by acclamation.
7. Reforestation Request - Director Niederhaus stated that John Ehretz, 1020 Sea Lane
submitted a Tree Reforestation Request. He stated that applicant will pay for the
removal and the replacement of a 36" boxed Indian Laurel Fig. Director Niederhaus
stated that the Homeowners Association also concurs with the request.
• Chair Allen opened the public discussion
John Eretz stated that he has not made this request casually as he has 20 trees on his
property but that the ficus tree was an inappropriate tree for that location and that
many residents have had property damage done because of this tree. He requested that
the Commisson approve the request.
Jan Vandersloot urged the Commission not to approve the request as the applicant does
not meet the removal requirements of the policy.
Chair Allen closed the public discussion
Motion by Commissioner Englebrecht to approve the Reforestation Request of John
Eretz at 1020 Sea Lane. Motion carried by acclamation.
Commissioner Beek stated that she want to make it clear that the reason for the
approval of this request was not because of property damage.
Motion carried by acclamation
8. Request for Temporary Lights at Mariners - Superintendent McGuire stated that the
• Commission has requested that staff investigate the viability of temporary lights at
Mariners. She stated that after discussion with the Planning Department, that dependent
upon the location a permit would not be needed.

Tony Anish, spokeman for the AYSO, stated that these temporary lights are extremely
important to the west side of Newport Beach, and that the use of these lights will help
the team be able to practice a little longer. He stated that most practices would be over
by 8:30pm.
Discussion ensued regarding responsibilities of raising the standard and turning off the
lights.
Superintendent McGuire stated that staff would be trained in addition to AYSO staff if
for some unforeseen reason the lights were not turned off at the appropriate time.
Commissioner Beek stated that Mission Viejo was using these same type of lights.
Tod Schooler, Soccer Coach stated that with the park being right under the flight path
that the noise should not cause any problems.
Scott Smith stated that he had some concerns regarding the integrity of the part and
that any additional noise would already compound the quality of life; he was also
concerned with the increased usage.
• Don Webb, 1821 Mariners Drive stated that he had met with 6 of the residents and that
they felt good because AYSO wanted to work this out with the residents. He stated that
he supported the request.
Charlotte Baca, lives 2 blocks away, stated that her neighborhood has no opposition to
the temporary lights.
Chair Allen closed the public discussion
Motion by Commissioner Beek to approve request by AYSO 97 for use of temporary
lighting at Mariners Park from September 1 to November 30 from dark to 9pm.
Discussion ensued regarding possible infractions.
Motion carried by acclamation.
9. Committee Appointments and Reports
Park Development - Appointed to committee — Allen, Beek Et Skoro.
Recreation It Open Space Element - Appointed to committee — Beek.
Recreation Activities - Appointed to committee — Englebrecht, Ruzicka ft Tobin.
Committee will meet again later in August to discuss Park Ambassador.
