6. Cliff Drive Park — Superintendent McGuire stated that a public meeting had been held to
discuss proposed changes to the park. She then introduced David Volz to the Commission.
Mr. Volz, Volz Design stated that it had been a challenge to redesign this park to make it
ADA accessible. He reviewed the plans with the Commission stating that there had not been
enough space to have two sets of age specific play equipment; so equipment had been
selected that could be used by most of those two age groups.
Discussion ensued regarding ADA specifications.
Chair Allen opened the public discussion.
Nancy Chocek stated that most adults would not let their children play on the
equipment as it is today and asked if this equipment would be safer and had the City
used this manufacturer in the past.
Superintendent McGuire stated that more than 75% of the play equipment supplied by
• the same manufacturer.
Maryanne Ray[, 426 San Bernardino, stated that the park is unsafe as it stands today.
She stated that safety is the real concern. She stated that the play equipment should be
for children 6 and younger as most older children do not use the park.
Chair Allen closed the public discussion.
Motion by Commissioner Enelebrecht to approve the conceptual plan submitted by
Volz Design. Motion carried by acclamation.
7. Field /Park Ambassador Program - Superintendent McGuire stated that the Committee
had met several times and wanted to reemphasize to the Commission that if this was
approved to be forwarded to City Council that it state that this program would be
completely self - funding and would be met by a combination of raising reservation fees
and youth group donations. She also noted that it was modeled after the Costa Mesa
program.
Commissioner Tobin noted his concern of costs, benefits, use of vehicles, stated that he
felt that the cost for this program was not worth it, and that it would feel like Big
Brother was watching.
• Commissioner Englebrecht voiced that there the co- sponsored sports teams have let us
know that there is a real need for this program. He stated that because it works so well
in Costa Mesa, that many of the un- sponsored teams are moving to Newport Beach
fields.

Commissioner Skoro asked Superintendent McGuire if the City Manager had voiced any
opinion on the proposed program.
Superintendent McGuire stated that she had kept the City Manager updated but had not
voiced any opinions.
Discussion ensued regarding recommendations by the Police Department.
Chair Allen suggested that this be tabled until October and that Captain Henisey be
invited to attend.
Chair Allen opened the public discussion
Charles Massengill, Newport Harbor Baseball urged the Commission to support this
program, and stated because of the success of the Costa Mesa program that it was
becoming difficult here in Newport Beach as the non - sponsored teams were moving to
Newport Beach fields to use.
Motion by Chair Allen to table discussion until October and have staff request that
• Captain Henisey from the Police Department attend. Motion carried by acclamation.
8. Irvine Terrace Park Encroachments - Map of Irvine Terrace Park was distributed
showing right of ways, easements and lot lines.
Director Niederhaus stated that some of the homeowners had made improvements on
their property. None had requested encroachments with their building permits. He
stated that the Public Works Department had begun researching this back in 2000.
They are in the process of notifying the homeowners. He stated that discussions are
being held within the City on whether the property could be purchased by the
homeowner.
He stated that Director Badum is working on a staff report and hope to complete it for
the October or November Commission meeting.
Chair Allen stated that she had talked to former Public Works Director Don Webb, who
stated that there were two storm drains under the property and the Public Works
defines the needs for easements. Discussion ensued regarding the setback, property
line change and that it would need to go the Planning for those decisions.
Chair Allen stated that she is inclined to suggest that this issue be forwarded to the
appropriate Commission.
. Commissioner Skoro stated that he would like assurances that this will happen and that
the City Manager schedule a study session to discussion it later in October.

Motion by Commissioner Skoro that issue be tabled until October, that a staff report
will be included and that it be recommended that a study session be schedule for
either October 8 or 22. Motion carried by acclamation.
