Staff continues coordinating the construction of the Bonita Canyon Sports Park with the Public Works Department. A plaque unveiling ceremony took place in the eastern portion of the Park on October 25, 2002 commemorating the construction of the Park. The east and west park restrooms, tot lot and picnic areas were opened for public use as part of this event. The east park and mid -park are currently in the establishment/maintenance period for assumption by the City in April 2003. The fields of east park are not scheduled to be opened until Fall 2003, this will allow the turf to develop a strong and deep root system, for soccer season. This is especially important relative to the bermuda grass, since it requires the warm summer season to develop beyond its present juvenile stage of growth. The west park area is still in the construction process with hydro- seeding of turf grass scheduled for early 2003. 2. Skatestopper deterrent devices were installed at both Channel and Cliff Drive parks. Staff continues working with the Police Department to stop skateboarder vandalism of benches, walls, and handrails. 3. Park staff is coordinating with the Community Services Department and Public Works Department relative to the drainage and sand play area equipment removal and replacement project slated to start January 2003 at Grant Howald Park. Plans are also in the review phase for new play equipment at Cliff Drive Park. 4. Staff continues to monitor the landscape installation of the Irvine Avenue medians between Westcliff and Dover Drives and the Jamboree Road medians between Bristol Street and Campus Drive. Multiple problems with contractor have slowed progress on this project. 5. Aerating, seeding, fertilization and top dressing improvements were performed on the sport fields of Arroyo and Bonita Creek Parks. • 6. New wood fencing was installed by contract at Westcliff Park to keep vehicles from driving onto the turf. The fence design is the same decorative style used at Galaxy Park. 7. The Balboa Village Phase II Improvement Project has begun. Staff will assist as needed to assure that irrigation, landscaping, and trees are installed properly. Upcoming Activities for September 1. The planting of replacement shrubs and ground covers will continue Citywide. 2. Staff will continue to monitor the Arches Mitigation Site in the Big Canyon area. 3. Staff will continue coordinating the annual control of rodents with contract services. Tree Division Activities During the month of December, 665 trees were trimmed, 36 trees were planted, and 8 emergency tree calls were responded to. The Urban Forester received 152 tree • maintenance requests. 1. The Urban Forester coordinated the Citywide Sidewalk Replacement Program with the Concrete Maintenance Supervisor and a Public Works Inspector. This work involved the Urban Forester inspecting City street trees as related to sidewalk repairs. 2. The scheduled annual tree trimming continues throughout the City. Selected species of trees will be trimmed as part of the annual tree- trimming program to avoid potential damage during the winter storm season. Also, the Marguerite Avenue Palm Tree Trimming project was completed at a cost of $36,000. 3. Staff continues coordinating a Citywide tree inventory with West Coast Arborists. The data collectors are using a Global Position System (GPS) to inventory the trees. The last inventory was taken in 1991. The data gathered will be very useful for the maintenance, work scheduling tree planting, and liability management. The inventory will be completed in early spring 2003. 4. As a result of a negotiated settlement between the City of Newport Beach and the Balboa Arbor Society regarding the Balboa Village Improvement Project, staff • and the City tree maintenance contractor leveled the stumps along Main Street. Additionally, developing a plan for retaining and improving the condition of the Ficus tree adjacent to the Balboa Hotel is a goal of staff. 5. The attached Tree Activity Report summarizes requests and field activities performed during the past four months. As noted tree replacements outnumber removals 14 to 1.
