HomeMy WebLinkAbout08B - Additional Field Light Utilization - temporary lights @ Mariners Park - Newport Harbor Baseball Association(Item 8B) January 7, 2002 RECREATION It SENIOR SERVICES DEPARTMENT • To: Parks, Beaches and Recreation Commission From: Andrea McGuire, Recreation Superintendent Re: Request for Additional Utilization of Field Lights — Newport Harbor Baseball Association RECOMMENDATION To allow the Newport Harbor Baseball Association to use temporary lighting on Mariners Park field/ infield for practices from February 10 to June 15 until 9pm, as part of this agreement the Newport Harbor Baseball Association wilt- . Dismantle the temporary lights every night and lock it up. Be totally responsible for the security of the equipment • Consult Recreation staff on the location of equipment. BACKGROUND The Recreation Division allocates field space for youth sports programs, co- sponsored youth groups and adult sports. There are 7- lighted ball fields in the City and are all on the east side of the bay. They are: Grant Howald Park (1 field) • Bonita Creek Park (3 fields) Arroyo Park (1 field) Lincoln Athletic Center (2 fields) Fields are designated to youth sports groups during certain hours, groups on the west side of town are having difficulty scheduling games and practices during daylight hours in the fall. There are currently 4 lights that shine on the field next to the tennis courts that create a dimly lit practice area on Mariners Field. These lights can be redirected to the baseball infield as well as the temporary lights. The Newport Harbor Baseball Association has requested the Commission consider their request to put temporary lights up at Mariners Field from February 10 to June 20 from until 9pm., Monday through Friday. The Newport Harbor Baseball Association proposes to position the one light pole in the same spot that AYSO 97 used in the fall; no complaints were filed on this use. This temporary light pole can be raised to a height of 30' and is raised when in use only. When not in use it is a small trailer that is approximately 6' high by 8' wide by 14' long. Positioning the lights so they are directed towards the baseball field infield would create an area where the majority of the higher intensity light is concentrated on the field. The temporary lighting allows for infield practice after dark. Staff received no complaints on the use of this light in the fall. The Newport Harbor Baseball Association would be responsible for securing the light and trailer each day. The lighting source is more than 300' from the closest house on Dover and Mariners Drive. This same system was used by AYSO 97 in the fall with no adverse reactions from the neighborhood. Box 1768 Newport Beach, CA 92658 -8915 The Newport Harbor Baseball Association is making a request to use temporary lights on Mariners Field #1, the baseball field that is located next to the tennis courts. Due to the Mariners Elementary School Measure A improvements, we have lost the use of one of our practice fields. Lights are necessary in order to schedule two practices per day on Mariners Field #1. These will be the same type of lights that were used by AYSO Region 97 during their soccer season and it is my understanding that there were no community complaints during that time. The lights will be used from dusk until 9:00 pm. Also, there are two lights at the tennis courts that currently are directed towards the . soccer field.
