SUBJECT: Parks and Trees Divisions Activities Report
Park Division Activities
1. The play area renovations were finalized at San Miguel, Channel Place, Bonita Creek
• and Grant Howald Parks. The project was completed after coordination with the
Recreation and Senior Services and Public Works Departments and Parks Maintenance
staff.
2. Parks Maintenance staff is working with the Recreation and Senior Services and Public
Works Departments relative to the new Mariners library and the anticipated impacts to
Mariners Park.
3. The Irvine Avenue Median Phase II Improvement Project continues on schedule
with completion scheduled for early January. This project includes; new
irrigation, colorful and drought tolerant plantings, and stamped concrete on the
medians from Dover Drive to Holiday Road.
4. Several Park and Tree Maintenance Divisions staff completed Cardiopulmonary
Resuscitation (CPR) training that was provided by the Fire Department this past
month.
5. Parks Maintenance staff is coordinating the Revegetation Project at Castaways Park
with the Public Works Department. The City Council on December 9, 2003 awarded
the contract to Pacific Restoration Group, Inc. The contractor is scheduled to begin
work on January 5t' with completion of the initial project by March 31, 2004. The
contract provides for a one year plant establishment and maintenance of the new
• California native plants. Subsequent annual maintenance is also planned.
6. Parks Maintenance staff has renovated the landscape at the entrance to Westcliff Park,
located at Polaris Drive. The project included removing the old unattractive plants and
replacing them with colorful drought tolerant plant varieties. •
7. Parks Maintenance staff has completed 85% of the items listed on the Parks, Beaches,
and Recreation Park and Facility Report with final completion of the items by the end
of January.
8. The City Council at the December 9b meeting authorized the City Manager to enter
into a Property Maintenance Agreement with Newport Coast community associations
to maintain the landscaping including trees located on slopes, parkways, and medians
along public streets. These areas represent a total of 67 acres and several thousand
trees. A budget amendment to fund the expenditures for these new areas for the
remaining six months of the fiscal year was also approved by the City Council in the
amount of $245, 422.
9. Parks Maintenance staff met with the representatives from the Earth Resources
Foundation (ERF) and began outlining the initial assessment phase of the Castaways
Park Wetlands Restoration Project. ERF is tentatively scheduled to begin the
assessment phase in early January.
Upcoming Activities for February
1. The planting of replacement shrubs and ground covers will continue Citywide.
2. Parks Maintenance staff will continue coordinating the annual control of rodents with
contract services.
Tree Division Activities
During the month of December, 665 trees were trimmed, 8 trees were planted, and 6
emergency tree calls were responded to. The Urban Forester received 106 tree maintenance
requests.
1. The City's tree trimming contractor, West Coast Arborist, is currently trimming trees
within the Balboa Peninsula and Corona Del Mar areas.
2. The Urban Forester coordinated the Citywide Sidewalk Replacement Program with
the Concrete Maintenance Supervisor and a Public Works Department Inspector.
This work involved the Urban Forester inspecting City street trees as related to
sidewalk repairs.
3. The environmental review of the G -1 tree policy continues. It is expected to be
completed in January. At that time staff plans to place the policy review before the
City Council.

4. The attached Tree Activity Report summarizes requests and field activities performed
