To: Parks, Beaches Et Recreation Commission From: Andrea McGuire, Recreation Superintendent Re: Recreation Division Monthly Activities Report ADULT SPORTS Basketball - Summer adult basketball is playing 4 evenings a week at the Eastbluff Boys Et Girls Club during August while the school district resurfaces the Ensign School gym floor. Teams have enjoyed top flight facilities at both Ensign and Eastbluff, as both facilities have received new scoreboards and fresh coat of paint in the last year. The 83 summer teams will conclude play on September 11, with the fall league beginning September 12. Fall registration concluded on August 18`h, and once again, over 80 teams will hoop it up! Staff met with Contract Adult Basketball Officials and Scorekeepers on August 16 at Bonita Creek Park to discuss the City, rules, scheduling and dealing with upset players to name a few. The meeting was a great opportunity to get all of the busy officials in the room at the same time to share ideas and build camaraderie. Softball - On August 15 the last playoff game concluded, to end the summer season, which began on May 15. One hundred and fourteen teams played a 10 game schedule, resulting in 21 new league championship teams, and rewarded with gold centennial shirts celebrating Newport Beach's 100th anniversary! • Fall adult softball registration closed on August 11, with 89 teams squeezed into 13 different leagues. The fall leagues will swing into action the week of September 11. Soccer - An all -time record of 26 summer adult soccer teams wrapped up play on August 18. The final 2 weeks of the season were played at Irvine Terrace and San Miguel Parks only, as Bonita Creek and Arroyo Park remained closed through the month of August due to renovation. The soccer program is very popular and continues to grow with the only limitation being limited field space. YOUTH PROGRAMS Youth Summer Hoops The summer basketball program concluded in August with boys and girls, grades three through eight. They league focused on sportsmanship and skill development and fun. Thank you to the coaches for teaching the youth the basic fundamentals of basketball! Youth Flag Football - Are you ready for some football? The whistle blew and registration began for the fall flag football league. Fifty -four registered the first day and continued through September 15 for boys and girls grades 3 -8. Staff is currently working with Human Resources to fill all of the coaching spots with the league scheduled to begin October 6 through November 17. Staff will attend a coach's clinic in the City of Azusa on September 9. • Tiny Tots - Registration is open for the second year of the Tiny Tots Program a recreational program designed to help children ages 3 -5 prepare for kindergarten by teaching socialization through play. Staff is looking forward to another fun and exciting year with the future scholars to begin on September 11. U • Monthly Activities Report Page 3 AFTER SCHOOL ft CAMPS (Item 3) September 5, 2006 Summer Day Camp - Camp has come to an end after 10 fun filled weeks that included trips to the beach, local amusement parks, sporting events and water parks. The program was very successful with over 850 participants having a blast this summer. Pictured below are CYC and Balboa Beach Day Camp participants! A special thanks to all of the Recreation Leaders for all of their hard work this summer! TEEN PROGRAMMING Counselor in Training (CIT) - This summer 5 terrific future Recreation Leaders participated in the program which gave them the opportunity to work side by side with Recreation Leaders in the City's two youth summer camps. The CIT's learned valuable skills and received regular feedback and training from the staff. Thank you to CIT's for all of their excellent work this summer! Youth Council - Applications for the 2006 -07 Youth Council are currently available to all City residents, Harbor and CdM High School students are eligible to apply. The Council will be selected at the end of September with the first meeting to be held on October 16. CONTRACT CLASSES Fall registration began August 14 and registration was up $19,000 more than Last year. Of the 482 registrations taken, 277 enrolled on the internet. It is remarkable how many people are truly relying on the online services provided. Of course, many customers still make phones calls for further information about classes and programs, but online registration increases as customers choose to register from the convenience of their homes. AQUATICS Opportunities to win tickets to SeaWorld, the Long Beach Aquarium and Six Flags Magic Mountain were apart of the added activities and games provided. It was a great partnership between all the cities and businesses that participated. The public really seemed to enjoy the extra festivities along with a free day of swimming at MBAC! • • Monthly Activities Report Page 4 Summer 2006 comes to an end at NHHS Et MBAC - (Item 3) September 5, 2006 With fall right around the corner, summer swim programs at both pools came to an end. The last day of swim lessons at NHHS and MBAC ended the August 17 and the last Summer Splash Bash concluded on the 18`h. Once again we had a very successful summer; even with the unfortunate pool closure at NHHS when the pump was down for two weeks. Staff managed to accommodate eager swimmers looking to improve their water skills. Even with transferring two weeks worth of swim lessons from NHHS to MBAC, requests for refunds actually decreased from last year by almost 4%. The enhanced Summer Splash Bash events which included a new 45' fun run pool bouncer, DJ's, poolside crafts and various water games truly brought a pool full of smiles each Friday! Compared to summer 2005 the aquatic revenue increase by $11,233. RECREATION SPECIAL EVENTS �"` I ' 444%, Staff conducted the 4`h Annual Sunday Funday on August 20. Over 2000 people attended this event this year! The event included music from the Battle of the Bands, games, activities, food and much more! Also staff distributed first aid kits to parents and paddle balls to the kids as the steady stream of funseekers came into Bonita Canyon Sports Park. Special thanks to Mayor Don Webb and Council Member Keith Curry and PBEtR Commissioner Tim Brown for his assistance with Battle of the Bands, Thanks also goes out to the Fire Department, Water Quality and Code Enforcement, Police Department and the Parks Division of General Services for their support of the event. Monthly Activities Report Page 5 (item 3) September 5, 2006 FACILITIES USE AND REPAIRS During the period of July 16, 2006 - Aue 15, 2006 there were: 32 Picnic /Park Area Rentals • 24 Room Rentals • 25 Field Rentals • 10 Gym Rentals Park picnic rentals have remained steady during this peak period of the summer season. The number of commercial photographers using Little Corona Beach has risen drastically this summer causing numerous complaints from the public that have been displaced by the photographers. PARK PATROL Requested calls are assigned visits by staff or schedule or phone requests. Customer Contacts are the number of times they stopped and spoke to customers other than requested calls. Due to the timing of the meeting, these monthly summaries will be two months behind (i.e. in June you will • receive April summary) During the month of July. Park Patrol had the following contacts: 1. Requested Calls a 29 with Youth Sports Groups 0 117 Field related issues /checks- reported backstop overturned at Buffalo Hills Park, reported sprinklers on at wrong time at Arroyo, reported goal post unlocked at Arroyo field, stopped golfing at Arroyo and Buffalo Hills Fields, monitored large soccer tournament at Irvine Terrace field. 0 16 Picnic/ reservation issues /checks: monitored scheduled picnic reservations at various parks. Disposed of balloons that were left behind after picnic at Channel Place Park, assisted group with tables at Peninsula Park. 129 Community Center issues /checks: unlocked and locked various community center rooms /gyms, checked on weekly meetings at community rooms, reported ac not working at Bonita Creek room. a 95 Playground checks - checked all playgrounds for safety issues and vandalism. 0 9 other- advised several homeless persons to vacate the bushes at Channel Place Park, advised motorcycle rider to stay off grass at West Jetty View Park, assisted NB Lifeguards with locating commercial vendors at Newport Pier, gave minor 1' Aid to a boy at Bonita Creek, checked on Family Movie Night #2 at Peninsula Park Field. 0 12 Pre -event check 0 1 Post -event checks • 2. Public Contacts 44 education 1 alcohol 43 dog related Monthly Activities Report Page 6 (Item 3) September 5, 2006 Additional Info: This month, after spending previous weeks issuing verbal and written • warnings, Park Patrol started to issue citations to the commercial photographers using the beach at Little Corona. Our Park Patrol Officer's have done and continue to do a great job of assisting with preventing the photographers from using public property without proper permits. The issue has generated a good amount of media coverage and our Park Patrol Offiicer's have done an outstanding job of communicating with the media to explain the situation. A condo development was completed in the last year next door to the West Newport Community Center, as a result many residents have begun to park vehicles overnight in the community center parking lot. This has created a parking shortage for our classes and programs. Our Park Patrol and PD are monitoring the situation writing citations and towing abandoned vehicles. At Bonita Canyon Sports Park, Craig noticed a dog off it's leash, the owner was nearby so Craig approached him and requested that he put his dog on a leash, Before the owner was able to gain control of his dog„ the dog (1001b Schnauzer) charged at Craig and bit him on the hand, Craig was forced to pepper spray the dog. The owner was then able to get his dog back on a leash and was issued a citation. Written Warnings Issued - 1 Citations Issued - 22 total, 9 for parking violations, 10 for commercial photographers without permits, 2 for dogs off leash • • SPECIAL EVENTS PERMITS As of August 15th, 2006, there were 221 Special Event Permits processed and issued for the year. Those events of note for this period are: Concert in the Park- Bob Henry Park, July 16, 2006 — Attendance: 500 Family Movie Night #2- Peninsula Park, July 20, 2006 — Attendance: 1000 NBPD National Night Out- Bonita Canyon Sports Park, August 1, 2006 — Attendance: 500 CNB Arts Shakespeare in the Park- Grant Howald Park, August 5 -6, 2006 — Attendance:800 OTHER Coastal Peak Park - Recreation and Park staff met twice over the past few weeks with Irvine Company staff to discuss the design and construction of Coastal Peak Park. The park is being built by The Irvine Company as part of a residential development in Newport Coast with the park being turned over to the City after construction. The meetings included discussions of amenities and a tour of Bonita Canyon Sports Park to spec materials. To the right is a concept design of the park. Moving on - Staff said goodbye to part -time Senior Fiscal Clerk Laura Patterson as she has moved to a full time job in Administrative Services. There was an existing list and staff has interviewed candidates for replacement. Monthly Activities Report (Item 3) Page 7 September 5, 2006 Centennial Goings On - The entire department is working hard to plan the final Centennial Event, • the 100 Years Between the Piers celebration on October 8. The next two months will be spent nailing down the details of this massive event. On a smaller note, September 1 was the official birthday and a cake cutting ceremony was held on the lawn at City Hall. Triathlon Meetings - Staff has had two meetings with the Newport Beach Triathlon organizers in an attempt to find a workable route for the event in 2007. At the last meeting, which included traffic control and police staff as well as recreation staff, an alternate route was suggested and the Triathlon organizers will return in two weeks with their report on the suggestion. Volleyball Courts at CDM - Staff met with Commissioner Brown, Mark Harmon, Rick Greaney and Dan Sereno to view the use of the current beach volleyball courts (temporary and permanent). Now that the wall is finished and everyone can see how impacted the beach goers are by the volleyball courts, staff wanted to consider the feasibility of the remaining 6 courts that need to be placed. There are currently 4 courts placed on the east end of the beach as directed by the Commission. The fifth court at that location may not be possible because of the beach configuration. The four planned for between the bathroom and the lifeguards headquarters also appear not to have enough space without severely impacting the sunbathers. More consideration is needed before General Services permanently places the remaining 6 courts. n U • • n U Monthly Activities Report (Item 3) Page 8 September 5, 2006 SENIOR SERVICES To: Parks, Beaches $ Recreation Commission From: Celeste Jardine -Haug, Senior Services Manager Re: Recreation Division Monthly Activities Report Hot Summer Weather - The hot weather brought many people to the Senior Center to keep coot this month. Classes held in the multipurpose room have the advantage of air conditioning, the other classrooms do not. We purchased fans for these rooms and monitored the temperature levels to ensure that seniors did not have health complications. I have noticed more people in the lobby enjoying a good book and working on their laptops. OASIS Gift Shop Remodel - The gift shop remodel is officially complete and is open for business. The City General Services Department, specifically Joe Ronstie who built and installed beautiful cabinets, did a great job. The gift shop has a nice fresh look. The Friends of OASIS funded the materials for this project. DMV Lecture - "What Happens at a DMV REEXAMINATION ?" was the featured topic on Wednesday, August 9, at the OASIS Senior Center. Robert Sammartino, Outreach Liaison for the Irvine Driver Safety Office from the Department of Motor Vehicles, Driver Safety Branch provided this very informative lecture that most seniors hope they never have to experience. Memory Fitness Class at OASIS - The OASIS was fortunate to be able to offer a second session of the Memory Fitness class beginning August 14`". The July session of this popular, free class, presented by Adult Day Care Services of Orange County was filled to capacity. Since there were over 40 people on the waiting list, a second session was scheduled. Seniors met for four consecutive weeks and have learned about normal changes in memory with aging, participated in new physical and mental activities, and learned strategies to enhance their memory. Summer Luncheon - Many of the OASIS participants enjoyed a hearty meal and great music by the Silver Foxes Band on August 23rd. The band was a swing /jazz group who was fun for all. 150 seniors enjoyed the event. Coastline Classes Return - Coastline Classes returned the last week in August and as usual the exercise classes began to fill up quickly; they will soon be closed to students who did not pre - register. Exercise has become very popular due to the huge health and wellness push in the aging field. We are in need of a gymnasium size room to accommodate the 120 people who sign up for one class. We are fortunate that we are able to offer a wide variety of exercise from aerobics to longevity stick. A new class that Coastline will be offering this fall session is "Collage of Artists" which will look into art history and appreciation through lecture, videos, and fieldtrips to local art museums. 0 • Monthly Activities Report Page 9 PARTICIPANTS ATTENDING NO.
