RECOMMENDATION
Approve request by American Youth Soccer Organization (AYSO) Region 97 for temporary lighting
from October 1, 2006 through December 15, 2006 from dark to 8 pm.
BACKGROUND
The Recreation Division allocates field space for youth sports programs, Youth Sports Commission
Member Organizations (YSCMO) and adult sports. There are only 7- lighted ball fields in the City and
are all located on the east side of the bay. They are Grant Howald Park (1 field), Bonita Creek Park
(3 fields), Arroyo Park (1 field) and Lincoln Athletic Center (2 fields). Fields are designated to
YSCMO during certain hours and groups from the west side of town are having difficulty scheduling
games and practices during daylight hours in the fall when it begins getting dark at 5pm.
AYSO Region 97 has approximately 1800 children in its fall soccer program with 1,000 of those from
Newport Beach and range in age from 4 '/z to 18. The benefit of lights for practice helps older
teams who are able practice at a later time and frees up the earlier times for the younger teams.
• AYSO Region 97 requested and has been granted the use of temporary lights for practice for three
(3) seasons beginning in the 2002 season. The temporary lights at Mariners Field operated from
September 1 to November 30 from dark to 9pm, Monday through Friday. AYSO Region 97 was
responsive to neighborhood input on the position of the lights. The temporary lighting affords about
a 75' practice area for soccer.
Proposal — AYSO Region 97 is requesting placement of two portable lights run by a generator on
Mariners Park Field for use during the fall season from October 1 to December 15 from dark to 8pm.
The lights will be locked together during non -use hours and stored next to the storage bin. The
Lights could only be turned on by authorized users with a key and would be turn off no later than
8pm. The lights would be placed as follows:
• One at the old library shining west towards the middle of the field
• The other light would be placed closer to the school, with light shining east toward the
middle of the field.
• They would not be placed so as to shine towards the homes along Mariners Drive.
AYSO would be responsible for securing the lights and trailers and making sure they are on City
property and not school property each day.

We are writing to make a formal request for AYSO Region 97's use of temporary lights at
Mariners Park during the fall season permit which runs from the September through the middle
of December. The lights will be used from October 1, 2005 through December 15, 2005. The hours
of use would be from 5:00 p.m. to 8:00 p.m.
Region 97 has approximately 1800 registrants for the upcoming fall season, 1000 of which are
Newport Beach residents. The children involved range in ages from 4 % to 18. Due to the
significant shortage of lighted fields, not only in the City, but primarily in our Region, it is
imperative for us to use temporary lights at Mariners. The use of lights will greatly benefit our
older teams who are better able to practice under the lights, thus freeing up the fields for our
younger teams that require earlier practices.
• We have two temporary lights which we would like to use. One would be placed next to the old
library with the lights shining west towards the middle of the field. The other light would be
placed closer to the school, with lights shining east, also towards the middle of the field. Placing the
lights in this fashion assures that they do not shine towards the residents along Mariners Drive.
The lights will be locked together during non -use and stored next to our storage bin which is
placed near the old library. The lights are turned on with a key and the ignition is covered by a
locked panel. When in use the lights are equipped with support structures to avoid potential
dangers.
As you know, these lights were approved by the commission last season and in use. There were no
registered complaints by the residents of which we are aware.
