PB &R Commission Agenda
Item No.
October 3, 2006
TO: Parks, Beaches and Recreation Commission
FROM: Parks and Trees Maintenance and Operations Support Superintendents
SUBJECT: September Parks, Trees, and Operations Division Activity Report
Parks Maintenance Division Activities
1. The Corona Del Mar State Beach project is near completion, and will provide for
new restrooms, a concession stand, parking lot pay booth, a lifeguard emergency
response area, along with new irrigation and landscaping.
• 2. The Fire abatement work by contract services continues. The project consists of
knock down, removal of dead and dying plants, and thinning. This work is
performed annually at numerous City undeveloped and/or open space sites. This
project is required to safeguard adjacent structures. The bulk of the remaining
work will occur in Upper Buck Gully.
3. Parks Maintenance Division staff is assisting in the design and development of a
Coastal Peak Park in Newport Coast. We have asked that all of the design
amenities found in our Bonita Canyon Sports Park be incorporated at this new
site, since the Sports Park has proven to be very successful.
4. Our "Special Event" season is just now getting under way. Parks staff provided
substantial traffic control assistance for both the "Taste of Newport" and "Race
for the Cure" events. We presently provide after hour and weekend traffic control
for nine events each year, and are reimbursed by the event sponsors for labor,
equipment, and material costs.
5. Staff performed extra maintenance in preparation for the October 8`h Pier to Pier
Centennial Event. Work primarily consisted of planting, trimming, fertilizing,
painting, steam cleaning, and installing new mulch in all planters.
• 6. Staff began coordination with the Pubic Works and Police Departments regarding
the installation of a security fence around the Police Department Facility, which
impacts both landscape and irrigation. Our goal is to see that the project funds all
necessary repairs.
Uacomin¢ Activities for October
• 1. The planting of replacement shrubs and ground covers will continue Citywide.
1]
2. Parks Maintenance Division staff will continue coordinating the control of
rodents with contract services.
Trees Division Activities
During the month of September, 1,540 trees were trimmed, and crews responded to 9
emergency tree calls.
1. The City's tree trimming contractor, West Coast Arborists, is currently pruning
trees within the Balboa Peninsula and Santa Ana Heights areas as part of the
City's overall grid trimming schedule. Additionally, the crews have begun the
annual pruning of selected trees (1,400 trees) throughout Newport Beach.
2. Since July 2004, under City Council direction and funding, staff has undertaken
an extensive root pruning effort. Combined efforts of the Field Maintenance,
Tree Maintenance Division, and West Coast Arborists staffs have resulted in the
root pruning of 819 trees to date. This effort will mitigate any potential property
damage as a result of City tree roots and provide for tree longevity in the urban
forest. The extensive work included root pruning, root barrier installation, and
hardscape repairs at each tree site.
3
West Coast Arborists, the City's tree
maintenance contractor, completed the annual
pruning of the Eucalyptus trees within the
parkway on Marine Avenue, between North
Bay Front and South Bay Front on Friday,
September 15, 2006. In order to minimize the
impact on local area businesses, the work
occurred between 5:30 to 9:30 a.m., Monday
through Friday. Notice of the work was sent
in July to local businesses, Island associations, and Councilmember Selich.
4. The attached Tree Activity Report summarizes requests and field activities
performed during the past months.
Beach Maintenance Activities
The Beach Maintenance staff continues to stay busy, even though summer has ended.
Staff recently completed the installation of the final six volleyball courts at Corona Del
Mar Main Beach. The poles were constructed with 6" x 6" treated lumber and stainless
steel hardware to ensure they could stand up to the heavy usage and effects of the marine
• environment. Staff had to postpone the installation of the courts until the temporary
fencing came down around the construction site at the recently completed beach park.
The four temporary volleyball courts have been removed, and all worn and weathered fire
rings have been removed and replaced with new rings.
With the crowds of summer gone, Tom Anderson and the Beach Crew had time to
• perform one of their more interesting and challenging projects. They were tasked with
moving the Friendship Statue, which was donated to the City by its sister city, Okazaki
Japan. Complete with moving blankets, ropes, chains, front loader and a lot of ingenuity,
a sling was made to gingerly lift the statue off of its pedestal at the Central Library. The
statue was then transported to its new home at the recently completed Mariners Library,
where it was attached with epoxy by the City's Concrete Crew. All staff involved did an
excellent job ensuring the removal and safe transport of one the City's most prized art
pieces.
Staff continues to prepare the beach area commercial districts for the upcoming
Centennial Event. Staff has also attended meetings with entertainment and fireworks
providers, where they were able to share their knowledge and experience of the beach
area. The first shift will be starting their work day at 4:00 am, on the morning of the
event, detailing areas and setting up road closures. The second shift will come in mid -day
and provide logistical support right through the fireworks show and event breakdown.
Early morning staff will return on Monday morning to clean-up after the expected
throngs of revelers.
Staff has begun the annual cleaning of the 600 plus trash receptacles which are placed
throughout the beach areas and in the high profile commercial districts. These cans really
take a beating during the summer season, and always get some much needed sanitizing
this time of year.
