Report
Parks Maintenance Division Activities
The Corona Del Mar State Beach project which provides for new restrooms, a
concession stand, parking lot pay booth, a lifeguard emergency response area,
along with new irrigation and landscaping was completed. The contractor is now
on a plant establishment/maintenance period.
2. The Fire abatement work by contract services in Buck Gully was completed. The
project consisted of knock down, removal of dead and dying plants, and thinning.
This work is performed annually at numerous City undeveloped and/or open
space sites. The project was required to safeguard adjacent structures. This now
concludes the annual program.
3. Parks Maintenance Division staff is assisting in the design and development of a
Coastal Peak Park in Newport Coast. We have asked that all design amenities
found in our Bonita Canyon Sports Park be incorporated at this new site, since the
Sports Park has proven to be very successful.
4. Parks Maintenance Division staff continues coordinating with the Pubic Works
and Police Departments regarding the installation of a security fence around the
Police Department facility, which impacts both landscape and irrigation. Our
goal is to see that the project funds are used for necessary repairs.
5. Parks Maintenance Division staff is coordinating with Public Works regarding the
demolition of the old Mariners Library. The park's irrigation controller will be
relocated, some expensive plants will be salvaged, the rest of the park will be
safeguarded from damage, and efforts will be made to minimize disruption to the
park users.
6. The City landscape within the Corona del Mar Business District was detailed and
mulched in preparation for their biggest annual event, the CdM Christmas Walk.
Parks Maintenance Division staff coordinated with the Recreation Department
regarding the installation of numerous shade structures at Bonita Canyon Sports
Park.
8. Park Maintenance items listed on the Park Commissioner Inspection Sheets are
nearing completion. There are only are a few items remaining that will be
performed by contract services.
9. Parks Maintenance Division staff recently completed two landscape renovation
projects, which included: West Coast Highway entrance at Fire Station #6. At
West Coasty Highway, the old underperforming plants were removed, irrigation
systems were serviced, the soil was amended, and new decorative plants were
installed.
At Fire Station #6, staff installed taller palm trees and several plantings on the
front comer of the Fire Station (Irvine Avenue and Dover Drive). The new
plantings provide the residents and passers -by an enhanced landscape view of this
highly visible and focal location and place the Station landscape on a level with
the new Dover Drive landscape improvements completed earlier this year.
Upcoming Activities for February
1. The planting of replacement shrubs and ground covers will continue Citywide.
2. Parks Maintenance Division staff will continue coordinating the control of
rodents with contract services.
Trees Division Activities
During the month of December, 810 trees were trimmed, and crews responded to 7
emergency tree calls.
1. The City's tree trimming contractor, West Coast Arborists, is currently pruning
trees within the Balboa Peninsula and Newport Heights areas as part of the City's
overall grid trimming schedule. Additionally, a crew continues pruning trees in
the Newport Coast area scheduled from October through April as part of the
maintenance agreement between the City and the Newport Coast Community.
2. Since July 2004, under City Council direction and funding, staff has undertaken
an extensive root pruning effort. Combined efforts of the Field Maintenance,
Tree Maintenance Division, and West Coast Arborists staffs have resulted in the
root pruning of 838 trees to date. This effort will mitigate any potential property
damage from City tree roots and provide for tree longevity in the urban forest.
The extensive work included root pruning, root barrier installation, and
hardscape repairs at each tree site.
3. The attached Tree Activity Report summarizes requests and field activities
performed during the past month.
Beach Maintenance Activities
Operator training has begun for Equipment Operators from other Divisions who
supplement the Beach Maintenance Division during the summer months. It is critical to
have personnel cross trained on all heavy equipment within the Division, due to the
increase of beach maintenance activities which is a seven day a week operation during
the busy summer season. The majority of the equipment is specialized and very large, so
in order to train personnel thoroughly and in a safe environment, the training takes place
in the fall and winter seasons, when the beach is free of visitors. The training usually
lasts two weeks, after which time operators are sufficiently trained to assist during the
busy summer months.
The Beach Maintenance Division's Equipment Operators cross training has begun on the
City's street sweeping routes. With the City's current aggressive street cleaning program,
sweeping over 54,000 curb miles annually along 250 miles of City streets, it is critical to
have relief drivers properly trained for rimes of vacations, emergencies, and unusual
occurrences. It takes approximately 160 hours of driving on an assigned route to build
the operators confidence and to learn the route properly.
In anticipation of higher tides and probable storm activity in the coming months, the
Beach Maintenance Division has built berms adjacent to the Balboa Pier and Municipal
Parking Lot. With tides rising as much as a half foot above what is called for in tidal
charts during recent high tides series, the potential for seven and a half foot tides and
above is a distinct possibility in the coming months. This in itself does not present a
problem, but if storm activity accompanies these high tides, coastal flooding could result
in the low lying areas of the Newport Peninsula. The berms will be routinely maintained
until late March, at which time they will be taken down and the beach will be restored to
its previous condition.
Beach Maintenance Division staff continues to assist with special events, including, the
Corona Del Mar Christmas Walk, the Balboa Island Tree Lighting Ceremony, or the
Annual Parade of Lights. During the events, staff provided additional restroom cleaning,
trash collection and litter removal services, thus ensuring a safe and clean environment
for participants and attendees.
The first significant Santa Ana winds blew during the first week in December, resulting
in leaves, pine needles, and broken branches being deposited throughout the City. Crews
from the Beach Maintenance Division worked in conjunction with mechanical street
sweeping equipment to clean -up the debris. Over 235 cubic yards of material were
removed from the streets citywide. During an average week sweeping equipment picks
up 100 cubic yards of material from City streets, bikeways, and parking lots.
