HomeMy WebLinkAbout02 - August Parks, Trees, and Operations Division Activity Report*(I) TO: PB &R Commission Agenda Item No. ary September 4, 2007 Parks, Beaches and Recreation Commission FROM: Parks and Trees Maintenance Superintendent and Operations Support Superintendent SUBJECT: August Parks, Trees, and Operations Division Activity Report Parks Maintenance Division Activities 1. Parks Maintenance Division staff continues working with the Public Works Department on numerous projects in planning and construction phases which include: • Coastal Peak Park, new medians on Superior Avenue and Irvine Avenue, Newport Coast Community Center, the new Santa Ana Heights Fire Station, the demolition of the old Mariners Library, and the Back Bay Science Center. 2. On August 4, the "Shakespeare by the Sea" event was staged at Grant Howald Park, and the annual "National Night Out" event at the Bonita Canyon Sports Park on August 7. Staff made sure that the sites were adequately dried and in top shape, to assure the enjoyment of the public. 3. With the assistance of Paul Malkemus, the General Services Department website has a new look! The Department website now contains more information on the services we provide, httn: / /www. city. newnort- beach.ca.us/GSV /GSHome.mp. This endeavor was accomplished with the contributions from each of our divisions' supervisory and administration staff. Website visitors can now access Department staff contact information, Department policies, current information, and Department services. Thank you to Marie Lindeman for her efforts in collecting information and coordinating the website changes. 4. On August 15, Administrative Analyst Chris Marcarello attended a meeting at the County Harbors, Beaches and Parks offices to discuss a feasibility study being developed for the Santa Ana River. The study will help identify potential recreational, • aesthetic, habitat and trail enhancement opportunities along the Santa Ana River within Orange County. The County Board of Supervisors selected Wallace, Roberts and Todd to lead the study and coordinate individual cities' efforts to improve areas adjacent to the river. Chris had a chance to share the City of Newport Beach's vision planning process and potential enhancement opportunities for our section of the river. Hopefully, these efforts will better position the City for future funding opportunities. • 5. On July 27, Parks and Trees Superintendent Dan Sereno and Urban Forester John Conway finalized their move to Building A at the Corporation Yard. This completes the second and final phase of the upstairs Administrative Office remodel. Over the last year and a half, staff has worked to renovate the offices, creating a front office administration work area and a back office operations work area for the Refuse and Parks & Trees Divisions. Previously the Parks & Trees Divisions were located in the rear corner of the Corporation Yard, separated from other Divisions. Since Dan and John both have a high level of interaction with Council, commissioners, and the public, bringing them up to Building A will help to streamline operations. Both Dan and John will keep their same phone extensions, but if you need to see them in person, head to Building A. 6. On July 24, Parks Division staff members Dan Sereno and Greg Lewis attended a Pesticide Applicators Professional Association Seminar in Anaheim. Staff attended several training sessions, including: Liability Differences Between a Pest Control Operator, Pest Control Advisor, and Farm Grower; Effective Use of Herbicides; Tree Health Care and Maintenance; Turf Diseases Identification and Control; and Identification of Insects in Landscapes. Twenty hours of continuing education are required annually to keep staff's licenses and certificates up to date. • 7. On July 25, staff sent out the Request for Proposal (RFP) for Newport Coast Landscape Maintenance to 18 qualified landscape maintenance contractors. Currently, several medians, roadsides, and native park sites in Newport Coast are maintained as part of this contract. A mandatory pre -bid meeting was held on August 2, in which a tour of the area was provided to the contractors by staff. Bid proposals were due to the City on August 15, and will be forwarded to the City Council on September 11. Upcoming Activities for September 1. The planting of replacement shrubs and ground covers will continue Citywide. 2. Continue to work with prospective donors. 'Nees Division Activities During the month of August, 990 trees were trimmed, 10 trees planted, 20 trees removed and crews responded to 8 emergency tree calls. • 1. The City's tree trimming contractor, West Coast Arborists, is currently pruning trees within the Corona Del Mar, Balboa Island, Shore Cliffs and Lido Isle areas, as part of the City's overall grid trimming schedule. Additionally, crews will begin to prune trees in the Newport Coast area as scheduled from October through May, which is part of the maintenance agreement between the City and the Newport Coast Community. 2. Since July 2004, under City Council direction and funding, staff has undertaken an extensive root pruning effort. Combined efforts of the Field Maintenance, Tree • Maintenance Division, and West Coast Arborists staffs have resulted in the root pruning of 877 trees to date. This effort will mitigate any potential property damage from City tree roots and provide for tree longevity in the urban forest. The extensive work includes root pruning, root barrier installation, and hardscape repairs at each tree site. 3. The attached Tree Activity Report summarizes requests and field activities performed during the past month. Beach Maintenance Activities 1. Another busy summer that the Operations Support Division, Beach Maintenance staff are inundated having to pick up after the throngs of visitors who visit our shores and surrounding commercial districts, thus ensuring a safe, clean, and aesthetically pleasing environment to recreate. 2. The General Services Department staff worked in excess of 400 scheduled overtime shifts on weekends and evening hours, in addition to their normal Monday through Friday work shifts. Whether it was performing hand sweeping or trash collection in the early morning hours, or operating and monitoring the City's extensive tidal valve system, the Department staff truly proved to be a 24 -7 team. • 3. The supplemental restroom cleaning program for beach area restroom facilities completed its seventh successful summer. The program entails having contract attendants on site to assure that the beach area facilities at Corona Del Mar Main Beach, Washington Street, 15"' Street, Newport and Balboa Piers, and on Balboa Island are repeatedly cleaned and stocked with paper products during periods of heavy usage. The supplemental contract cleaning will continue on weekends through September. This supplemental restroom cleaning in conjunction with City staff ensures that beach area facilities are clean from the early morning hours until the evening hours.
