Motion by Commissioner Ruzicka to accept items 1 and 3 of the Consent Calendar. Motion carried by acclamation. 2. Park and Operations Division Activity Report. Jan Vandersloot commended the City for the extensive root pruning of 882 trees to date. He also asked if the approved reforestation requests from July should count in the total of tree removals. Director Harmon agreed and would make the changes in the tally sheet. Motion by Commissioner Allen to accept Item 2 of the Consent Calendar. Motion carried by acclamation. DISCUSSION / ACTION ITEMS 6. Tree Donation. Superintendent Sereno stated that staff had received this donation request by Doris Talbot for one Coast Live Oak tree to be located at Castaways Park. He stated that staff is asking the Commission to consider the request and provide direction for future additional donations at that park. He noted that this donation would be the 18`h donated tree at Castaways and that there has been some discussion about the number of dedicated trees and noted that it Parks, Beaches Ft Recreation Commission Regular Meeting October 2, 2007 - 7pm Page 2 — is one of the most populated parks with dedicated trees. He noted that Mariners had 11 or 12; he stated that this tree would be a replacement of one that had died and would not be a new location for a tree but would include a dedicatory plaque. Commissioner Allen stated that she knew that there was a coincidence of meetings and wondered why the Commission had approved the location of the 1/1 Marine Memorial and then afterwards the FICA had met and took the other position and wondered why they did not show up at the meeting since there was such a tremendous outreach and wondered if there was a problem with that location becoming somewhat of a cemetery environment. Director Morgan stated that he did not want to speak for the gentleman that staff was in contact with regarding the location for the statue before during and after the selection of Castaways but noted that Council Member Curry was in contact with a Mr. Baugh and prior to the Commission meeting last month it did not appear that the Marine Memorial would be an issue but that the number of trees and monuments that went with it and some of the different kind of memorial type traffic that went with it particularly at one location was a concern. He went on to say that Mr. Baugh did not feel at that time that the Marine Memorial was an issue but the trees. But after that Council Member Curry contacted them and they are now ok with the Memorial being located there but that they want to be heard on the number of trees and plaques that are located there. Director Harmon stated that it is not the number of trees but the number of trees with a dedicatory plaque and that the concern is that the park is beginning to look like a cemetery because of those. He went on to say that there are 18 trees with plaques at Castaways. He noted that staff believes that the park has reached the capacity of donated trees. Director Harmon stated that he had spoken to Mr. Baugh on 9/11 the day of the Council meeting and had stated that he would just watch it on TV. Commissioner Lugar stated that he has concern on mementoes being left at the trees and how can we control that and should something be added to the Council policy. Director Harmon stated that B•17 does not clearly state that mementoes cannot be left and honestly there is only on location where items are being left. He suggested that we could request an amendment to the policy and that staff does clean up. Chair Brown opened the public discussion Doris Talbott stated that she has visited the park many times and that there is only one tree where items are left around the tree and had talked to the women and that someone else was taking care of it for while she was on vacation. She noted that the one tree seems to be the only one that anyone leaves mementoes. She stated that she was very aware that the park is not to be used as a cemetery. Jan Vandersloot stated that he is leery of putting limits on the number of trees at Castaways since that is not the only location for a tree and recommended that they begin to plant them in the ravine and suggested that the Oak trees be planted there. He reminded the Commission that the original plan had more trees and that many of those that have died have not been replaced and suggested that staff look into that issue. Chair Brown closed the public discussion • Parks, Beaches Ft Recreation Commission Regular Meeting October 2, 2007 - 7pm Page 3 Commissioner Ruzicka noted that we do not want to ban future trees but that we need to be circumspect about it when approving future tree donations for Castaways. Director Harmon stated that this is not a huge problem just of one tree and that staff is not saying that Castaways has enough trees all but staff is trying to be respective of the neighbors and limit the. number of plaques and awaiting direction on accepting any more plaques for that area and as rees die or other space is available City will replace them. Discussion ensued regarding amending B -17; the limiting of plaques and that staff should review the $1000 fee and that it possibly should be adjusted for inflation; and that possibly staff should suggest to donors the possibility of donating without the plaque and possibly having a central location that donor names are listed. Motion by Commissioner Lugar to approve donation of one Coast Live Oak tree to be planted at Castaways Park. Motion carried by acclamation Sunset Ridge Park. Director Morgan stated that in your packet is the information about the hiring of the consultant; the action regarding the purchase of the land and information on active space. He stated that Park Development meetings would be set up and noted that a draft agenda had been distributed and hoped to have 6 months of outreach. Sunset Ridge is a beautiful piece of ground and reminded the Commission that it cannot have lights. iCOMMITTEE REPORTS - Parks - Director Morgan stated an outreach meeting for Sunset Ridge will be held sometime in October and that the Committee will set a date when they meet on October 8 at 8:30am. Superintendent Levin stated that construction began October 1 at Mariners and that it will reopen for Little League Baseball opening in March. RSS - Chair Brown asked if the Committee could be engaged on what is going on with the OASIS Senior Center. Director Morgan said yes. Budget - Director Morgan stated that a meeting would be convened sometime in January. AD - Hoc —Youth Sports Liaison - Nothing to report — Community Services Award - Superintendent Levin stated that he had completed the revision of the policy and distributed copies to the Commission. Other —Santa Ana River Vision Plan- Nothing to report. —TI 1 Marine Memorial Committee- Next meeting October 9. — MarinaPark - Nothing to report. Director Harmon stated that City Attorney Clauson had met with Commissioners Allen and Lugar and that many of the G -1 issues have been resolved and that the City Attorney wit[ put together a memo outlining the discussion and will be presented at the November/ December meeting. Chair Brown was concerned that a Study Session had not been set up with the City Attorney and that it is important the entire Commission talk about the G -1 and not just one or two. Director Harmon stated that a discussion was held with Commissioner Allen and the City Attorney and the issues were discussed and that the memo will be brought back to the Commission either at a Study Session or a regular . agenda item. Commissioner Allen noted that the City Attorney would also be here. Parks Maintenance Division staff continues working with the Public Works Department on numerous projects in planning and construction phases. 2. Parks staff provided traffic control measures for the "Harbor Heritage" running event, and also the Environmental Nature Center's Fallfare and Pumpkin Patch. 3. Recently, Parks Maintenance staff and Park Patrol staff found homeless encampment sites at Channel Park. Signs of encampment included litter and minor plant damage. Staff renovated the section, including the removal of the old landscape, and installing low growing plant species. 4. The Department is very proud to announce two promotions that took effect October 1, 2007: Kevin Pekar has been promoted to Parks Maintenance Supervisor. He began his career for the General Services Department in September of 2002 as the Parks Maintenance Crew Chief. His primary responsibilities have been contract oversight/inspection for the Newport Coast Area, Bonita Canyon Sports Park, and several active sports use parks. He also is our resident expert on native plant habitat. He holds a Bachelors of Science in Forestry and Natural Resource Management from Cal Poly San Luis Obispo, is a Certified Arborist and holds his California State Qualified Applicators Certificate. He previously worked for four years for Arbor Care as an Account Manager supervising tree maintenance crews. Kevin's new position will include supervision of the City's four landscape maintenance contracts: Newport Coast, Bonita Canyon Sports Park, Parks and Facilities, and Median and Roadsides. Harold Link has been promoted to Groundsworker I. Harold has worked as a • Temporary Laborer for the Parks Division this past summer. He successfully completed the hands on test at the City Yard and the panel interview. He will work with a Groundsworker II learning a specific area in the City, and will cross train in other areas of the City. 5. All park and facility turf areas are being renovated, aerated, and fertilized, along with top - dressing of sports fields by contract. 6. The Mariners Park Ball Field Renovation Project is moving as scheduled, and our goal is set for a grand opening on March 1, 2008. 7. The Cliff Drive Park Stairway Replacement Project is underway. The original stairs within the park area above Avon Street were installed using railroad ties, which had deteriorated to the point that necessitated replacement. The new stairs will be concrete, and have anodized aluminum handrails. 8. Parks Management staff attended a "Kick Off' meeting involving the planning and community outreach for Sunset Ridge Park. 9. Parks Maintenance Division staff salvaged some nice plantings from Ensign View Theatre Arts in preparation for the lobby remodeling project. 10. Recently, Dan Sereno, Kevin Pekar, and Greg Lewis attended a Pesticide Applicators Professional Association seminar in Anaheim. Dan, Kevin, and Greg are required to take classes in order to keep their Pesticide Licenses current. Seminar topics included: Pre- Emergent Herbicides, Factors for Success, Common Mistakes in Applications of Pesticides, Quarantined Pests: Africanized Honey Bees, Endangered Species, Recognizing and Controlling Diseases in Palms with Best Management Practices, and Respirator Safety. 11. Parks Maintenance staff and contractors recently coordinated the renovation project surrounding the Bonita Canyon Sports Park sand -play area. Over time sand that has spilled out from the play area has built up the grade in the surrounding turf areas, creating a trip hazard on the adjacent sidewalk. The project included, removal of existing turf, re- grading the high edges, and placement of new sod. Before After f� Uacomin¢ Activities for October • 1. The planting of replacement shrubs and ground covers will continue Citywide. 2. Continue to work with prospective donors on tree and bench donations. Trees Division Activities During the month of October, 1,110 trees were trimmed, 37 trees planted, 15 trees removed and crews responded to 8 emergency tree calls. 1. The City's tree trimming contractor, West Coast Arborists, is currently pruning trees within the Corona Del Mar area, as part of the City's overall grid trimming schedule. Approximately 252 Ficus trees throughout the City of Newport Beach have been pruned to mitigate potential limb failure during the storm season. Additionally, crews will begin to prune trees in the Newport Coast area as scheduled from October through May, which is part of the maintenance agreement between the City and the Newport Coast Community. 2. Since July 2004, under City Council direction and funding, staff has undertaken an extensive root pruning effort. Combined efforts of the Field Maintenance, Tree Maintenance Division, and West Coast Arborists staffs have resulted in the root pruning of 890 trees to date. This effort will mitigate any potential property damage from City tree roots and provide for tree longevity in the urban forest. The extensive work includes root pruning, root barrier installation, and hardscape repairs at each tree site. 3. The attached Tree Activity Report summarizes requests and field activities performed during the past month. Beach Maintenance Activities 1. The General Services crews are taking their usual precautions for the winter season. With a moderate La Nina condition forecast as a guide, there is more uncertainty in this year's winter forecast, but forecasters expect winter to bring its typical variability. Lifeguard towers are being pulled back from the waters edge, thus ensuring that they will not be undermined and destroyed by the winters strong surf and or high tides. 2. Wind fencing has been installed adjacent to the Newport Pier municipal parking lot and at Oceanfront Street ends west of the Newport Pier. This fencing prevents wind blown sand from inundating oceanfront parking lots, walkways, bike trails, and street ends. The use of this fencing has resulted in many man and equipment hours saved, which enables staff to catch up on other deferred maintenance. Beach area residents also benefit, by not having to sweep up sidewalks, driveways, and dig sand out of their planters. 3. In order to better prepare all General Services employees for the upcoming winter season, a basic orientation on sandbagging techniques, pumping methods, and tide valve operation was given by Storm Drain staff. A general overview was given of the City's extensive tide valve system, and the ramifications of when rain and a • high tide event occur simultaneously. Additionally, a demonstration on how to setup, and operate the portable four inch pumps that are instrumental in keeping the low lying areas of Balboa Island and Newport Peninsula safe during winter storm events. 4. In the event that high tides and rains occur simultaneously, crews have stationed temporary pumps and hard line piping at the usual trouble spots of 44`h Street and Channel Park, 38`h Street and Lake and 30`h Street and Lafayette. Crews have also been filling sandbags, thus ensuring a ready supply on hand for any flooding situations that may arise. 5. Staff leveled and groomed the beach at CDM Main Beach, in preparation for the annual sandcastle contest on October 14th. With the warm weather and a light breeze, the setting could not have been any better for the enthusiastic participants and attendees. Throughout the day staff provided additional restroom cleaning, trash collection and litter removal services. As the contest continues to grow in popularity, so do the maintenance activities that are necessary to ensure a safe and clean environment for all involved. All games will be rescheduled in early December. This year, the fall 2007 softball league winning team will receive appropriate "ash" colored Henly shirts, with a large colorful championship design on the back. BASKETBALL - Game cancellations also affected adult basketball with a total of 34 games cancelled due to high ash and smoke levels in the air. Games will continue through December 12. Winning league teams will receive "professional tank top" championship jerseys with numbers on both sides, along with "Newport Beach Hoop Champs" on the front. Six different colors will be given to 14 different league champions. YOUTH SPORTS FLAG FOOTBALL - Flag Football is going great with parents and kids filling Bonita Creek Park every Friday night. There is excellent competition and rivalry amongst the teams, as they are all in the . race for the Orange County Tournament held at the end of the season. The fires also affected the program by causing the cancellation of games and practices the week of October 22. Thanks to the hard work of Brian Contino, the NFL has awarded the City Flag Football Program with a grant of $3,500 which will be used next season for much needed field equipment and supplies. YOUTH Hoops - Due to feedback of Newport Coast residents, staff is bringing the Youth Winter Basketball League which will begin January 2008 in the new state -of- the -art NCCC gym on Monday nights, with inner league games every other week. BASKETBALL - The Newport Coast Community Center Gym is ready for the teens! Drop -In basketball for Teens is tipping of this Friday, October 26`h at 7:00pm. The community has anxiously been waiting for this program to begin, so it will be fun to get them playing in the new facility. TEEN PROGRAMS YOUTH COUNCIL - The 2007/08 Youth Council was called to order Oct( 15 with 24 youth from Newport Harbor, Corona Del Mar, and Mater l High School. The Council will plan and host three major events durini the year. In addition they will learn about current issues facing the City and have the opportunity to learn how leadership and active participation in their community can impact decision making. Customer Contacts are the number of times they stopped and spoke to customers other than requested calls. Due to the timing of the meeting, these monthly summaries will be two months behind (i.e. in June you will receive April summary) During the month of Sept Park Patrol had the following contacts: 1. Craig attended the court hearing, Craig did a great job of presenting the evidence and reasons that this individual was cited for the violation. The judge decided in the City's favor and the citation was upheld. We hired and trained a new Park Patrol Officer this month, Matthew Oropeza. In addition to working with us as our new Park Patrol Officer, Matthew works for the Santa Ana PD in the Records Dept. He is a criminal justice major and hopes to eventually gain employment as a Police Officer. Matthew will be a great addition to our program and we are looking forward to working with him. AQUATICS The Marian Bergeson Aquatic Center located at Corona Del Mar High School is at maximum capacity this fall Monday through Friday. The CdM Boys Water polo team practices every afternoon until 4pm, followed by CdM Jr. Water polo practice, adult lap swimming, and Sage Hill Boys Water polo practice. Pool Lifeguards have heard nothing but compliments from the lap swimmers on the newly refurbished pool which included new plaster, decking and electrical. • CdM Aquatic Foundation and NMUSD are working on hiring an architect to start phase 2 of the construction process which will include improvements to the buildings and shade structures. The cost of phase 2 is estimated is cost 1.7 million, with the foundation reporting they need to raise an additional $500,000. RECREATION EVENTS / PROJECTS NEWPORT THEATRE ARTS CENTER LOBBY EXPANSION - Construction began October 26 and is scheduled to be completed in 50 working days. The addition will allow the NTAC to better accommodate performance receptions and intermissions which have been a continual challenge for the theatre over the years. NEWPORT ISLAND AND WEST NEWPORT PARK PLAYGROUNDS - Staff is working on replacing these playgrounds as they are in need of replacement from the effects of the marine. Community meetings are planned for early November to help design the playground, with the hopes to order the playground equipment by mid - December. Install is set for February 2008.—Together, these projects will total approximately $150,000. CORONA DEL MAR YOUTH CENTER - Staff is working with the Public Works Department to hire an architect to develop a master plan for remodeling the center to be more effective, safe and efficient. We have received 3 proposals and will be selecting the architect in mid November to start this process. • MARINERS PARK - The project is progressing on schedule with Environmental Construction doing a great job working in cooperation with City staff. The fencing, grading, seat walls, concrete and bullpens are near completion. Newport Harbor Baseball Association is very excited to occupy their new field this coming spring! The first Community Outreach Meeting will be held November 8 at 7pm in the Council Chambers. The public outreach effort is being conducted by EPT Design. • NEWPORT COAST COMMUNITY CENTER HOA MEETINGS - NCCC is the new home to 30 Newport Coast HOAs meetings. Staff has been busy moving tables and chairs in and out of the rooms for contract instructors and HOAs. Staff has also been working with Merit Property Management staff to include program information on their monthly HOA bills and their website. They oversee the master associations of Newport Ridge and Newport Coast communities. This partnership will provide residents with more exposure to City programs. Facility Improvements - Staff is working with General Services and the Newport Coast Advisory Committee to stain the concrete walls used for the planters, transformer box, and seat walls. Originally, these areas were supposed to include stack stone, but because of cost, were removed from the project. This was an informative discussion, but the park is many years away from being complete. Travel - This month, the travel group escorted a trip to the US Marine Corps base for a journey through military history. The tour included two military museums and viewing some base operations. Lunch was held in the Officers Club. Flu Shots - OASIS held our annual Flu Shot Clinic on Wednesday, October 31s` beginning at 9:OOam. We are anticipated a very large crowd because we are the first free clinic for the season. The • serum was provided by the Orange County Health Department and the nurses volunteered from Santa Ana Nursing School. I-1 LJ Memory Program - The Alzheimers Association held a memory awareness program on October 315` Participants were able to learn more about maintaining a healthy brain and memory during a short presentation which was followed by brief individual memory consultations with Association representatives. While the consultations were being done, Jamie Kleiman from CogniFit spoke about products that assess and enhance basic cognitive skills such as memory, perception and attention. ConiFit's award - winning products include MindFit and Golden DriveFit. MindFit helps to assess and build overall cognitive skills and DriveFit is a group of programs aimed at helping to assess and build the cognitive, psychomotor and personality skills necessary for senior drivers. Open House - The Open House and Unveiling of the plans for the new facility was a huge success. We utilized the entire facility, both inside and out. Mayor Rosansky, Council Members Selich, Curry, and Gardner all gave glowing speeches in support of the project. The architect had the opportunity to share their rendering with the group of about 350 individuals. Food, beverages, and music made the day complete. The policy is structured to establish a fair and uniform procedure for making gifts to the City, and to make the donation process easier for staff and donors. The City has received a request from Mr. Schiefelbein (Attachment A) to donate a bench at the 10`h Street bay front beach area. The donated bench (Attachment B) is included on the City's Official Bench List and will match two previously donated benches at this site. Attachment C shows the location of the proposed bench donation. Attachment D is an aerial of the proposed location. Since the value of the bench with a new concrete pad (to place the bench on) is greater than $1,000.00, the donation is eligible to receive a dedicatory plaque that will be placed on the bench. The submitted plaque verbiage, which complies with City Council Policy B -17, is "Donated for Leland Anthony Schiefelbein ". If this donation is approved, this bay front beach area will have three dedicated benches with dedicatory plaques. Staff reviewed this area for additional bench donation sites, and feels that this bay front beach area may have now reached full capacity for future bench donations. Once this donation is considered, staff recommends that this site be closed to any fixture additional • bench donations, and asks the Commission to provide direction in this regard. Mr. Schiefelbein, Council Member Michael F. Henn, and the Central Newport Beach Community Association have received a copy of this report and a notice of the Commission meeting. He stated that the primary purpose of the meeting was to discuss the public outreach process for the Sunset Ridge Park development. Mayor Rosansky provided the details of the history and acquisition of the park property. Assistant City Manager Kiff stated that plans for the park will have to be reviewed by the Coastal Commission and that it would not include buildings, permanent fixtures or lights. Parking could be included. He noted that he believed the Coastal Commission shouldn't have any problems with the plans except to address regular issues such as water runoff. Matthew Hall from EPT Landscape Architect stated that they wanted to listen to all who have input and • concerns regarding the park plans. Discussion ensued regarding the timelines for the park. Director Morgan stated that the City wants to move quickly, but in a thorough way. He reiterated that there would not be lights at this park. Several neighbors of the park stated that they were excited about the outreach and the neighborhood includes approximately 200 children who are happy for a new park on this side of the City. Another neighbor stated that there are concerns about view preservations, noise and noted that the park should be used by predominantly Newport residents; parking, lights for parking lot and restrooms. Chair Allen stated that the City allocates fields and that priorities are given to those that have over 50% City residents. She encouraged everyone to attend the public meetings to discuss the plans for the park. Regarding the following parks: Coastal View Park - Construction soon. Marina Park - Master plan included in packet. Mariners - Field will be re -sod and will re -open March 1, 2008. OASIS - The October 6d' event went well with over 300 people in attendance. Back Bay View Park - Discussion ensued regarding parking and signage. Lincoln Athletic Center - Installation of lights at field 3 should be done by end of November.
