DIRECTOR COMMENTS
Director Morgan stated that after meeting with City Council regarding Sunset Ridge that the landscape
architect will try to do some shifting of the baseball and soccer fields and will try to have something for
the Commission to review at the next meeting and possibly back to City Council in 6 -8 weeks.
Commissioner Lugar asked about the sound study.
Director Morgan stated that the sound study will be done when the project description is approved.
Director Morgan also noted that the City Council will hold two special meetings in April:
April 15 — Meet with Costa Mesa to discuss annexation issues; Banning Ranch
April 16 — Discuss co- generation plan with Hoag Hospital.

CONSENT CALENDAR
1. Minutes of the March 4, 2008 regular meeting. Waive reading of subject minutes, approve and order
filed
2. Park & Operations Division Activity Report. Receive /file monthly Activity Report for activities and
upcoming projects.
3. Recreation ii Senior Services Activity Report. Receive /file monthly Activity Report for activities and
upcoming projects.
Motion by Commissioner Ruzicka to accept items 1 - 3 of the Consent Calendar.. Motion carried by
acclamation.
4. General Fund User Fee Study Findings — Revenue Manager Glenn Everroad provided a PowerPoint
presentation regarding the Fee Study for the Recreation Et Senior Services Department. He noted
that the City Council, specifically Council Member Curry has asked for reaction from each Board
and /or Commission.
Discussion ensued regarding the recovery percentage and that it should not include toddler type
classes.

Chair Brown noted his concern that the City would just go with what the consultant recommended.
Director Morgan stated that after discussion with staff and Manager Everroad that it was concluded
that fee classes should be at a 75% recover rate.
Manager Everroad stated that ordinance 3.36 provides that for recreational fee type classes that the
City should be at about 85% fee recovery. He stated that as of now Recreation is at 71% and that he
will be recommending to City Council that it be increased to 75% and so are actually reducing the
amount of recovery for fee classes. He thanked the Commission for their comments.

The following staff presented their division budget to the Commission:

Commissioner Ruzicka stated that this presentation punctuates exactly what makes Newport special.
Chair Brown noted that when he attended the Flashlight Egg Hunt that it attracted so many people
that he actually had to park at the Shopping Center because both sides of the road were filled. All
the staff were actively engaged and everyone was having a great time and agreed that these kind of
events are what makes Newport Beach special and stated that he was very proud to be a park of
what this staff does for the City.
Director Morgan stated that this budget would be on the agenda next month for the Commission for
to City Council for adoption.
Commissioner Garrett stated that when the Budget Committee had been given the presentation that
he had learned so much and hoped that it was just as informative for the Commission.
COMMITTEE REPORTS -
Parks - Nothing to report.
RSS - Nothing to report.
Budget - Nothing to report except that the budget would be on the agenda again next month for the Commission's
approval.
AD - Hoc
—Youth Sports Liaison - Nothing to report
— Community Services Award - Superintendent Levin stated that he would set up the presentation for Hoag
either in May or June.
Other
—Santa Ana River Vision Plan- Commissioner Trapp stated that a meeting was held on March 26 but was unable
to attend.
—1 /1 Marine Memorial Committee- Commissioner Garrett stated that a cocktail party will be held on Sunday,
May 25 from 6.8pm at the American Legion and the dedication of the memorial will be Monday, May 26 at f pm
at Castaways Park and urged the Commission to attend and noted that any balance left of the funds will be
donated to the 1 /1 Adoption Committee.

— MarinoPark - Commissioner Garrett stated that there was an issue regarding the building height. Director
Morgan stated that the architect has been asked to come up with a concept that protects the space needed for
programming but to change the architecture to about 35 feet. The footprint will not change but the height will
because where the building was higher it was purely for architectural reasons, that being said he noted that he
had gone out on a boat and was amazed at how much clearance there is between Balboa and the sand with
almost 700 feet of wide open space and so there is definitely a window to the bay.
Commissioner Trapp asked what had happened to the park at Bayside li Carnation.
Manager Lohr stated that there was an arson fire there and will be replacing the playground in the next
couple of months.
FUTURE AGENDA ITEMS
The following are new or ongoing items to be discussed:
• Fire pit discussion - safety; regulate what is burned
• Possible implementation of Parks Et Rec Foundation.
