Chair Brown presented the Community Service Award to Doctors Afable and Parry and thanked them for
their support of the OASIS Senior Center and to the fundraising effort for the new building.
DIRECTOR COMMENTS
Director Harmon recommended that the Commission visit the Back Bay View Park as staff had renovated
the area with new plantings and have not heard the term "weed park" in months. So please visit the
parks and thanked Superintendent Sereno and his staff for all their hard work.
PUBLIC COMMENTS
None.
CONSENT CALENDAR
1. Minutes of the May 6, 2008 regular meeting. waive reading of subject minutes, approve and order filed.
2. Park & Operations Division Activity Report. Receive /file monthly Activity Report for activities and
upcoming projects.
3. Recreation & Senior Services Activity Report. Receive /file monthly Activity Report for activities and
upcoming projects.
Motion by Commissioner Allen to accept items 1.3 of the Consent Calendar. Motion carried by
acclamation.
ACTION
4. Bench Donation Request — Director Harmon stated that the memo regarding this item is now
outdated as staff has received a call from Ms. Schuler stating that she had accepted an alternative
location for the Bench - she will be donating a bench at an existing bench site (where Beacon Drive
intersects with Cliff Drive) and was accepted by Dr. Cassidy and Ms. Choate and believes that the
issue has been resolved and requested the Commission to accept the donation at the alternative
site.

Chair Brown opened the public discussion: seeing none the public discussion was closed.
Commissioner Ruzicka stated that he would be abstaining from the vote as Ms. Schuler's daughter
works for him.
Motion by Commissioner Lugar to approve the bench donation by Kathy Schuler at Beacon Drive and
Cliff Dive. Motion carried by following vote:
Ayes: Debra Allen, Tim Brown, Bill Garrett, Phillip Lugar
Abstain: Greg Ruzicka
Absent: Marie Marston, Cristine Trapp
5. City Street Tree Designation - Superintendent Sereno stated that the Bayside Village Homeowners
Association has requested the designation of the Magnolia Tree to the Queen Palm on the 200 block
of Bayside Drive between ECH and the west entrance into Newport Dunes. He went on to say that
this street had been missed when they had designated trees. He noted that on Bayside there are
about 30 Olive Trees on Bayside that are suffering from a root wilt disease and are declining (10
have been removed) and staff is in the process of relandscaping that area. So staff was approached
and believe that the Magnolia will accent and provide the same canopy as the declining Olive trees
will along the Queen Palms.
Commissioner Allen asked if the Commission could make that determination or does it ultimately get
approved by the City Council,
Superintendent Sereno stated that Commission does unless it is appealed.
Discussion ensued regarding specific species of trees.
Chair Brown opened the public discussion
Malcolm Reid stated that he was representing the HOA and thanked staff for their help and
support on this project. He stated that the Pal and Magnolia was discussed with the homeowners
at several meetings. He also requested that the additional dying 20 Olive trees be removed as
they are on the way out and would like to make it one big project.
Superintendent Sereno stated that generally the City does not remove trees that are still viable.
Commissioner Ruzicka asked if it would be more cost effective to the City to just remove them
now.
Director Harmon stated that yes it would be more cost effective however, we do not remove
trees that are still viable, but if the Commission would like to direct us to do that in light of the
comments and cost savings.
Commissioner Garrett asked if this would be more in the line of a reforestation.
Director Harmon stated that staff is asking the Commission to approve the street designation and
that further discussion regarding the removal of the 20 trees would need to be done between
staff and the HOA. He did note that he does agree that it would be helpful and budget conscious
if it was done all at once.
Motion by Commissioner Ruzicka to designate the Magnolia and the Queen Palm on the 200
block of Bayside Drive between ECH. Motion by acclamation.

COMMITTEE REPORTS -
Parks - Director Morgan stated that a meeting will be held sometime in September to discuss Sunset Ridge 8 OASIS.
RSS - Superintendent Sereno invited the Commission to attend the CdM 5k Race on Saturday.

—1/1 Marine Memorial Committee- Commissioner Garrett stated that the event was great and thanked staff
for their exceptional job in organizing the event; Chair Brown agreed. Director Morgan stated that he wanted
to recognize Teri Craig for her support of the project and Superintendent Levin's work the day of the event.
— MarinoPark - Commissioner Garrett stated that the meeting is scheduled for June 25. Director Morgan stated
that schematic planning is ongoing and that the big focus at this next meeting is landscaping. Superintendent
Levin stated that the resolution was that the building could be 35 feet in height but one architectural element
could go higher.
FUTURE AGENDA ITEMS
The following are new or ongoing items to be discussed:

• Parking Signage at Back Bay View Park
Discussion ensued regarding the need for a July meeting, discussion ensued; it was decided that the next meeting would be
August 5.
