PRESENTATION TO OUTOGING COMMISSIONER - Chair Brown presented an inscribed gavel to
Commissioner Allen and congratulated her for her Civil Service Board appointment.
Chair Brown thanked Commissioner Allen for her 8 years of work specifically her work on the Council G -1
Policy.
Director Harmon also thanked her for her work on the G -1 Policy and for her patience and support of
staff.
Commissioner Allen stated that during her tenure the City had opened two sports parks - Arroyo and
Bonita Canyon and one view park - Back Bay View Park. She noted that her greatest personal
•achievement was the G -1 Policy and believes that the policy respects the view of the terrace community
with CCEtR's and the beauty of trees in the City. She thanked the Commission and staff for their support.
SEATING OF NEW COMMISSIONER - Kathy Hamilton joined the Commissioner. Commissioner
Hamilton stated that she has lived in CdM for 40 years and loves the City. She looks forward to
working with the Commission.
ELECTION OF OFFICERS
Chair Brown opened the nominations for Chair for FY 2008/09.
Motion by Commissioner Garrett to nominate Commissioner Marston as Chair.
Hearing no other nominations, Chair Brown closed the nominations for Chair.
Motion carried by unanimous vote.
Chair Brown opened the nominations for Vice Chair for FY 2008/09.
Motion by Chair Brown to nominate Commissioner Trapp as Vice Chair.
Hearing no other nominations, Chair Brown closed the nominations for Chair.
Motion carried by unanimous vote.

DIRECTOR COMMENTS
Admin Asst Craig announced that Acting Director Levin and wife Shannon had a baby 3'/2 weeks early.
•Commissioner Brown reminded the Commission to attend SunDay FunDay at Bonita Canyon Sports Park
on August 17 at 2pm.
Director Harmon updated the Commission on the Schuler Bench Donation. He stated that the plaque had
been placed with all parties satisfied with the outcome. He noted that the City had survived another
July 4`h with 12 tons of garbage removed from the CdM State Beach and credited the General Services
staff for all their hard work during the three day holiday.

CONSENT CALENDAR
1. Minutes of the June 3, 2008 regular meeting. Waive reading of subject minutes, approve and order filed.
2. Park £t Operations Division Activity Report. Receive /file monthly Activity Report for activities and
upcoming projects.
3. Recreation 8 Senior Services Activity Report. Receive /file monthly Activity Report for activities and
upcoming projects.
Motion by Chair Marston to accept items 1 -3 of the Consent Calendar. Motion carried by acclamation.
ACTION
• Commissioner Brown suggested to the Commission that items 4 -7 could be completed in one motion.
4. Bench Donation Request. Bench donation by Mr. Batelli and Mr. Gainey to be located on C
Street and the boardwalk.
5. Bench Donation Request. Bench donation by Virginia McCully to be located at Ensign View Park
6. Bench Donation Request. Bench donation by Gayle Gardner to be located on 9th Street and the
boardwalk.
7. Bench Donation Request. Bench donation by Balboa Island Community to be located adjacent to
320 Marine Ave.
Chair Marston opened the public discussion of items 4 -7; hearing, none the public discussion was
closed.
Motion by Chair Marston to approve items 4 -7. Motion carried by acclamation.
8. Tree Donation Request. Tree donation by Kristen DeCarbo to be located at Mariners Park.
Chair Marston opened the public discussion; hearing none the public discussion was closed. .
Motion by Chair Marston to approve tree donation request by Kristen Decarbo to be located at
Mariners Park. Motion carried by acclamation.

Parks - Chair Marston appointed herself to replace Commissioner Allen. Commissioner Trapp will serve as an
alternate. Commissioner Brown will act as Chair.
Commissioner Brown stated that a meeting would be set for sometime in September to discuss the status
• of parks in the City.
RSS - Chair Marston appointed Commissioner Trapp as an additional member of the committee. Commissioner
Trapp will serve as Chair.

— MorinoPork - Commissioner Garrett stated that the committee work is almost complete, as the next phase
will include the EIR.
FUTURE AGENDA ITEMS
The following are new or ongoing items to be discussed: _
• City Council Policy B -17 - Future Dog Park
• Parking Signage at Back Bay View Park
Discussion ensued regarding a no smoking ordinance. Commissioner Garrett requested that it be added to a future agenda to
discuss possible first steps, if appropriate.
