DIRECTOR COMMENTS Director Morgan stated that after meeting with City Council regarding Sunset Ridge that the landscape architect will try to do some shifting of the baseball and soccer fields and will try to have something for the Commission to review at the next meeting and possibly back to City Council in 6 -8 weeks. Commissioner Lugar asked about the sound study. Director Morgan stated that the sound study will be done when the project description is approved. Director Morgan also noted that the City Council will hold two special meetings in April: Apri l 15 — Meet with Costa Mesa to discuss annexation issues; Banning Ranch April 16 — Discuss co- generation plan with Hoag Hospital. General Fund User Fee Study Findings — Revenue Manager Glenn Everroad provided a PowerPoint presentation regarding the Fee Study for the Recreation l3 Senior Services Department. He noted that the City Council, specifically Council Member Curry has asked for reaction from each Board and /or Commission. Discussion ensued regarding the recovery percentage and that it should not include toddler type classes. Parks, Beaches & Recreation Commission Regular Meeting April 1, 2008 - 7pm Page 2 Chair Brown noted his concern that the City would just go with what the consultant recommended. Director Morgan stated that after discussion with staff and Manager Everroad that it was concluded that fee classes should be at a 75% recover rate. Manager Everroad stated that ordinance 3.36 provides that for recreational fee type classes that the City should be at about 85% fee recovery. He stated that as of now Recreation is at 71% and that he will be recommending to City Council that it be increased to 75% and so are actually reducing the amount of recovery for fee classes. He thanked the Commission for their comments. 5. FY 2008/09 Recreation & Senior Services Department Operating Budget, Program, Plan, Expenses l3 Revenues — Director Morgan stated that the department submitted The following staff presented their division budget to the Commission: • Recreation Manager Lohr • Senior Services Manager Jardine -Haug • Recreation Supervisor Dingwall • Recreation Supervisor Vincent • Recreation Supervisor Valdez • Recreation Supervisor MacGregor • Recreation Coordinator Knapp Commissioner Ruzicka stated that this presentation punctuates exactly what makes Newport special. Chair Brown noted that when he attended the Flashlight Egg Hunt that it attracted so many people that he actually had to park at the Shopping Center because both sides of the road were filled. All the staff were actively engaged and everyone was having a great time and agreed that these kind of events are what makes Newport Beach special and stated that he was very proud to be a park of what this staff does for the City. Director Morgan stated that this budget would be on the agenda next month for the Commission for to City Council for adoption. Commissioner Garrett stated that when the Budget Committee had been given the presentation that he had learned so much and hoped that it was just as informative for the Commission. COMMITTEE REPORTS - Parks - Nothing to report. RSS - Nothing to report. Budaet - Nothing to report except that the budget would be on the agenda again next month for the Commission's approval. AD - Hoc —Youth Sports Liaison - Nothing to report — Community Services Award - Superintendent Levin stated that he would set up the presentation for Hoag either in May or June. Other —Santa Ana River Vision Plan- Commissioner Trapp stated that a meeting was held on March 26 but was unable to attend. —1 /1 Marine Memorial Committee- Commissioner Garrett stated that a cocktail party will be held on Sunday, May 25 from 6 -8pm at the American Legion and the dedication of the memorial will be Monday, May 26 at 1 pm at Castaways Park and urged the Commission to attend and noted that any balance left of the funds will be donated to the 1 /1 Adoption Committee. Parks, Beaches Et Recreation Commission Regular Meeting April 1, 2008 - 7pm Page 3 — McrinoPork - Commissioner Garrett stated that there was an issue regarding the building height. Director Morgan stated that the architect has been asked to come up with a concept that protects the space needed for programming but to change the architecture to about 35 feet. The footprint will not change but the height will because where the building was higher it was purely for architectural reasons, that being said he noted that he had gone out on a boat and was amazed at how much clearance there is between Balboa and the sand with almost 700 feet of wide open space and so there is definitely a window to the bay. Commissioner Trapp asked what had happened to the park at Bayside it Carnation. Manager Lohr stated that there was an arson fire there and will be replacing the playground in the next couple of months. Projects currently underway are the Castaways I" Battalion, 151 Marines (1 /1) Memorial Monument, Buffalo Hills Park Bollard Lighting, San Joaquin Median Tree Planting, Centennial Legacy Project in Newport Pier Plaza, and the Ensign View Theatre Arts Lobby Enlargement Project. 2. Bonita Creek Park and San Miguel Park will soon have the parking lot and walkway lights removed and replaced, and Coastal Peak Park is slated to break ground in early May 2008. Parks Maintenance Division staff has begun planning for the new landscaping and irrigation for the Oasis Senior Citizen Center, as it relates to the omplete redevelopment of the site. 4. Parks Maintenance staff renovated a portion of the Spyglass Hill roadside landscape near San Miguel Park. The selection of plant material includes plants that flourish under heavy shade. In the parkway, California native sedge was installed to create the appearance of a green lawn once the sedge fills out. The California native sedge is an environmentally friendly choice since it requires minimal water and fertilizer. 5. Department staff assisted in the set -up of traffic control equipment for the Annual • Spirit Run held on Sunday, March 30`s. In addition to the set -up activities prior to the event, staff was also on site during the event to provide assistance and help with cleanup activities. The event, which took place near Newport Center and Fashion Island, was held to benefit local elementary schools. 6. Parks Maintenance staff recently renovated the lower slope area of Westcliff Park. The project included the removal of old plant material, thinning tree branches to allow more sunlight to penetrate the canopy, and planting acacias and african daisies in the bare areas. This renovation provided an improvement to the aging landscape and is another example of our ongoing effort to upgrade the appearance of the parks. 7. Parks Maintenance staff coordinated the renovation of the planter that surrounds the entry monument at Dover and Westcliff Drives. The project included the upgrade • of the irrigation system and the installation of mixed Carpet Roses. ��.si►arr 8. Kim Pederson, a Groundsworker II with the Parks Maintenance Division, has been selected to fill the vacant Crew Chief position following a competitive interview process. Kim will begin his new position effective Saturday. With over 19 years of landscape and irrigation experience with the City, Kim will continue to be a valuable asset in his new position. His first task as Crew Chief will be assisting in the supervision of the Parks and Facilities Contract and the Bonita Canyon Sports Park Contract. Congratulations, Kim! 9. On April 2, 2008, the Urban Forester and the Parks and Trees Superintendent attended a Pesticide Applicators Professional Association (PAPA) Seminar keeping their Pest Control Advisors Licenses current. Topics included: Continuing • Education Update, Worker Safety, New Technology to Control Fire Ants, and more. In addition, Crew Chiefs Paul Ramirez and Kim Pederson, and Groundsworker II • Anthony Petrarca attended a Pesticide Applicators Professional Association Training Seminar in preparation for future Qualified Applicator certification. 10. On April 15, 2008, Pest Control Technician Greg Lewis presented the Annual Pesticide Safety Training, which is required for anyone who handles or uses pesticides or herbicides. Greg holds a State license as an Agricultural Pest Control Advisor, and is the primary person responsible to monitor the use of chemicals by City staff. Team members from the Field Maintenance, Operations Support, and Parks & Trees Divisions participated in the training. Trees Division Activities During the month of March, 2,420 trees were trimmed, 15 trees removed and crews responded to 6 emergency tree calls. The City's tree trimming contractor, West Coast Arborists, is currently pruning trees within the Buffalo Hills, Westcliff, Airport, and the Santa Ana Heights areas, as part of the City's overall grid trimming schedule. 1. Recently, the dedicated Pinus halepensis tree, a large pine located at Mariners Park within the park on the Dover Drive side of the park, dedicated in honor of "Isabel Andrews Pease ", rapidly declined and began to lean into the street. It became necessary to remove the tree in an emergency manner to mitigate potential liability. The City Manager and Council Member Don Webb were notified prior to the • removal of the tree. Staff has attempted to contact the Pease family with no success (see attached letter and list of contacts). However, a larger replacement tree will be planted (48" box tree) to mitigate the loss of this magnificent tree. 2. The attached Tree Activity Report summarizes requests and field activities performed during the past month. Beach Maintenance Activities 1. Beach Maintenance crews have been staying active cleaning up after wind events, even though rains have ceased and the flows from the Santa Ana River have slowed down. As a result of the Santa Ana and cold North winds, which have blown on a weekly basis during the winter and early spring season, the mechanical street sweeping operators and hand sweeping crews performed additional cleaning. Additionally, when the Santa Ana winds stopped blowing, the cold north winds took over, thus inundating oceanfront walkways, bike trials, and street ends with wind blown sand. 2. Once again, the wind fencing that was installed at the west end of the Newport Pier Municipal parking lot, and along oceanfront street ends in west Newport did an outstanding job of holding back the blowing sand. The fencing is traditionally removed during the first week of May, in order to allow unobstructed access to oceanfront beaches. 0 3. Beach Maintenance staff is in the process of completing the bi- annual deep cleaning of the upper lots along the oceanfront beach in order to remove weeds and other buried debris. Since mechanical beach cleaning equipment generates tremendous amounts of dust, the upper lots closest to oceanfront homes can only be cleaned during the rainy season or when Santa Ana wind conditions exist. 4. The Beach Maintenance Division crews continue to pay special attention to weather conditions, while performing beach cleaning and grooming operations. This ensures a safe and clean beach for visitors to recreate, and reduces the concerns of oceanfront residents. The dedicatory plaque is dated April 5, 1968. The City removed the Pine tree on April 3, 2008. The tree was diseased, leaning and posing a hazard. The dedicatory plaque will be reconditioned. Games were held from February 4 through May 2, comprising approximately 400 games. The highlight of the spring season was the introduction of the wood bat coed leagues playing at the CYC /Grant Howald Park field to address balls being hit into the neighborhood. The wood bats were a success that zero balls were hit over the fence and were well received by the league participants. The 2008 summer softball season will begin with a whopping 130 teams and will begin league play May 12 through August 14. The league includes an "Action Sports" (sports company teams) coed league and the annual summer Stockbroker coed league. SOCCER - The 35 adult coed teams are enjoying the "heart' of the adult soccer 2008 spring season. All teams in the 3 divisions are playing an 11 -game regular season schedule which will conclude at the end of May. All teams will enter a single- elimination playoff tournament held in June with all games completed by June 27. BASKETBALL - The 83 spring teams in adult hoops are enjoying the season! All leagues are running smoothly and will complete play by June 19, with the summer leagues starting right up the week of June 23. TEEN PROGRAMS YOUTH COUNCIL - The Youth Council hosted Youth Government Day on April 3, 2008. This was a great opportunity for local high school students to learn about the various functions of local government with an internship and run a mock council meeting. Topics included Sunset Ridge Park, Smoking in Public Places and Fluoridation of Imported Drinking Water Supplies. Students and staff enjoyed lunch on the City Hall lawn following the meeting. Written Warnings Issued - 3 Citations Issued - 3 for vehicles blocking the fire hydrant at Lincoln Athletic Center Recreation Et Senior Services Division Monthly Activities Report Page 5 • Additional Information - On April 15 Richard was at Bonita Creek Park when he noticed a BMW in the parking lot that was on fire. Richard quickly took control of the situation. He called the Fire Dept. and got them in route and then pulled his fire extinguisher from his vehicle and was able to extinguish the fire. Minutes later the Fire Department arrived but Richard had managed to completely put out the fire. No one was hurt and the vehicle had only minor damage since the fire was put out so quickly. The owner was thankful that Richard took quick action and was able to prevent major damage to his vehicle. Our Park Patrol Officer's are assisting the Police Dept. with the education and enforcement at CDM Beach regarding the prohibition of barbeques outside the fire rings and in Lookout and Inspiration Points. Staff has met multiple times with the Landscape Architect EPT, to modify the design and will be reviewing a finalized redesign the last week of April. The redesigned concept will be presented at a future PBR meeting. NEWPORT THEATRE ARTS CENTER - Recreation and Public Works staff have been working closely on the lobby expansion project and is projected to be complete by the end of May. The remaining items include installation of teak paneling, flooring, interior drop ceiling and landscaping. A big thank you to the NTAC for agreeing to help fund the additional teak! Recreation staff has completed the replacement of the windows and repair of an interior wall that was severely water damaged. The new windows will address the source of the water damage and have definitely improved the curb appeal of the building! MARINA PARK - Recreation Staff is currently in the process of developing a business model for the use of the Marina Park Sailing Et Community Center. The business plan will help in mapping out • future uses of the building and possible partnerships. Staff will visit existing City operated sailing centers in May to research and - gather information and determine best management practices. CYC REMODEL - Staff completed a needs assessment for the Community Youth Center with the architect Dougherty 8 Dougherty. The needs assessment focused on addressing increasing building Recreation & Senior Services Division Monthly Activities Report Page 6 • safety and security as well as making accommodations for the Senior Center programming during the OASIS remodel. Staff requested 1.2 million in CIP funds in FY 08/09 budgef. Pending City Council approval, CYC will begin the remodel in fall 2008 which will include: • New lobby and customer service counter • Stuccoing and improvement to exterior • New trellis entry way. • Remodel of restrooms • Additional parking and turnabout • New colors, furnishing and fixtures NCCC - Newport Coast Community Center will have a busy month which will start and complete projects, they include: • Staining of concrete walls and painting light poles • Carpeting walls in storage rooms • Design plan for enhancements to the center sound, video and lighting. The City has hired a consultant to design the system. • Staff is working with Cultural Arts Coordinator Barbier to select art for the building WEST NEWPORT ft NEWPORT ISLAND PLAYGROUND REPLACEMENT - Staff is working closely With the Public Works Department to have the playgrounds installed before Memorial Weekend. The project includes new playgrounds, rubberized surfacing and landscaping enhancements. • WEST NEWPORT Ft GRANT HOWALD PARK TENNIS COURT RE- FENCING PROJECT - The West Newport Park tennis courts were completed in March. With new fencing and posts, the aesthetics and safety of the courts has been greatly improved. The West Newport tennis courts are the most utilized courts in the City. Along with the court fencing replacement, staff also added a fence around the handball courts to improve the safety of the playground from errant handballs. Staff is working to complete the Grant Howald /CYC courts in CdM in fall 2008. BASKETBALL Et TENNIS COURT RESURFACING PROJECT - Each year, staff resurfaces approximately 20% of the City's basketball and tennis courts based on assessed need. In the month of May, the following parks and court types will be resurfaced: • Las Arenas Tennis & Basketball Court • Newport Island Basketball Court • Mariners Park Handball Court • Bonita Creek Basketball Court • San Miguel Basketball Court BEGONIA PARK - The damage at Begonia Park is scheduled to be repaired in June due to the arson fire damage. The damaged tot lot area will be restored to meet the renovation that took place in 2006. COASTAL PEAK PARK - Recreation, Public Works, Building Et Parks staff met with The Irvine Company for a pre- construction meeting. The project will begin May 5 and will become the property of the City upon completion. City staff will be a part of the weekly meetings to work as a team to ensure that the end product is of the highest quality for our community. - SYNTHETIC TURF RESEARCH - Sstaff from Recreation, Parks Et Water Quality Divisions came together to research the possibility of a future synthetic turf field. Over the past month the team met with Field Turf Recreation Et Senior Services Division Monthly Activities Report Page 7 (vendor) and visited the City of Laguna Beach to inspect the existing synthetic turf fields. Thank you to Jerry Sollom of Laguna Hills for taking the time to meet with us. • CONTRACT CLASSES SUMMER CAMPS - As of April 14, 450 participants have registered for a summer camp in Newport Beach. To encourage early registration, participants registered before May 19 will receive camps at a discounted rate. The brochure was mailed to all Newport residents and delivered to local businesses, hotels, community centers, libraries, and beach rental companies. Additionally, camp information will be available at the first Annual Camp Newport Expo. ANNUAL INSTRUCTOR TRAINING - To ensure that the Recreation Division is providing outstanding services to the community, all independent contractors will attend training on May 15 at the OASIS Senior Center. Topics of the training include marketing, summer programming, working with youth, new instructor orientation, capital improvement projects, and a round table discussion. CONTRACT CLASSES SPRING INTO THEATER - An audience of over 225 attended the comedy- drama, "Princess Bride" hosted by Robert Conrad and the Repertory Theater in April at the Newport Coast Community Center. In March, instructor Precious Lee hosted Kids News in Studio, a television talk . show where the participants from her classes presented what they had learned in class to their friends and family. Her performance took place at the OASIS Senior Center. NEWPORT COAST COMMUNITY CENTER - NCCC has recently began exhibiting work from instructor Brenda Benveniste's youth art classes on the central display board. Artwork will be regularly rotated as new students enroll for classes. Parents and children alike have been delighted with this creative addition to the center and are impressed with the level of skill students have demonstrated. AQUATICS - Aquatics staff held tryouts for the position of Pool Swim Instructor Trainee on March 29 and April 6. Thirty -four applicants registered and competed in various events which tested their speed, endurance, and stroke techniques. Thirty Recreation Et Senior Services Division Monthly Activities Report Page 8 applicants were interviewed and invited into the Department's first Aquatics Academy. The 85 hour training academy will focus on CPR, first aid and water safety on the pool deck. • TRAINING CAMP NEWPORT Expo - Saturday, May 17 from 10am to 2pm, 30 internal camps and over 15 camps offered in various areas of Southern California will display their summer programs at the Newport Coast Community Center. The event will provide visitors and residents with the opportunity to meet instructors, ask questions, and select the summer camp that is best suited for their child. 36 YEARS Ft COUNTING - Mariners Education Foundation and the City have begun organizing the 36"' Annual Independence Day Family Celebration at Mariners Park. The parade begins at 10am from the corner of Mariners and Commodore. Upon completion of the parade there will be interactive games with Barnaby the Clown, carnival rides and games, lots of great food and more! The volunteer tax counselors assisted over 300 individuals electronically file their annual Income Tax Returns. They have also assisted 37 low income individuals file manually for the Economic Tax Stimulus Program. The nine tax counselors are an incredible example of the spirit of volunteerism at OASIS. Although the tax season has ended, they will continue to be on call for anyone who receives any correspondence from the IRS concerning their Income Tax Return. Memory Class - Memory Boot Camp began at OASIS this month. This cognitive fitness "intensive," will span two weeks, two hours each week and will cover the multiple cognitive and physical exercises that can help boost brain power and enhance memory. Participants will be challenged to focus attention, problem solve, and exercise memory abilities. The OASIS is working with The Alzheimer's Family Services Center in Huntington Beach to provide this valuable program to our seniors. Honors - The senior services division honored our volunteers this month at a banquet. We have so many fantastic volunteers that assist in various areas of the Center. In addition to public education, the program will feature ordinance specific signage posted at entrances to the sand and parking areas, as well as other City parks. The final component will encompass various forms of enforcement focused on compliance with the ordinances prohibiting cooking on the beaches. The program, set to debut in early spring, will begin at Corona Del Mar Main Beach and parks bordering Ocean Blvd. Other beaches will be evaluated in the future as to the need for this type of program. The General Services Department has already jumped out in front of the project by having signage already in place at Corona Del Mar Main Beach. Other City Departments mentioned above will be meeting with the Police Department in the very near future to finalize and implement the program. We are asking for the public's assistance with keeping our beaches safe and clean. Hot coals being discarded in the beach sand are a danger to unsuspecting beach goers as well as a public nuisance. Discussion City Council Policy B -17 establishes criteria for parks, facilities, and recreation program donations within the City. The policy is structured to establish a fair and uniform procedure for making gifts to the City to make the donation process easier for staff and donors. The City has received a request from Ms. Schuler (Attachment A) to donate a bench at Cliff Drive Park. The donated bench (Attachment B) is included on the City's Official Bench List and will match four previously donated benches at this site. Attachment C shows the location of the proposed bench donation. Attachment D is an aerial of the proposed location. Since the value of the bench with a new concrete pad (to place the bench on) is greater than $1,000.00, the donation is eligible to receive a dedicatory plaque that will be placed on the bench. The submitted plaque verbiage, which complies with City Council Policy B -17, is "Donated for Virginia Herberts ". Ms. Schuler is also asking permission upon the passing of her ailing father, Curtis Herberts, that a replacement plaque with the verbiage "Donated for Curtis and Virginia Herberts ", be approved at this time as well. Ms. Schuler, Council Member Steven Rosansky, and the Newport Heights Improvement Association have received a copy of this report and a notice of the Commission meeting. This reforestation will continue the replacement of Fichus and Brazilian Pepper trees • with the Hong Kong Orchids in the parkways throughout our community, While the first phase consisted of removing and replacing and adding a total of 156 trees, this second phase will be limited to the removal and replacement of 35 trees, with an undetermined number of additional trees (no removals) to be added later. The Board of Directors also declares that homeowners have been duly notified and were given the opportunity to present their opinions at the regularly scheduled Board meeting on the 26t of February. The Board of Directors have agreed to reimburse the City of Newport Beach for 100% of the costs of tree removals and the replacement trees. Discussion The Harbor View Hills Community Association ( HVHCA) has submitted the attached Tree Reforestation Request forms, pursuant to City Council Policy G -1, requesting the • reforestation of two City parkway trees adjacent to 1038 White Sails Way and 1006 Sea Lane. Staff has attached a Tree Inspection Report, Tree Inventory Detail, and photographs related to each request. The Association is requesting the tree removals under the City Council Policy G -1, Reforestation of City Trees guidelines, and has met all requirements. HVHCA will assume the full costs of the removals and replacements of the trees. The President of HVHCA has received a copy of this report and a notice of the May 6 Commission meeting.
