COMMUNITY SERVICE AWARD PRESENTATION TO HOAG MEMORIAL HOSPITAL PRESBYTERIANS AND
DR. RICHARD AFABLE AND DR. GWYN PARRY
Chair Brown presented the Community Service Award to Doctors Afable and Parry and thanked them for
their support of the OASIS Senior Center and to the fundraising effort for the new building.
DIRECTOR COMMENTS
Director Harmon recommended that the Commission visit the Back Bay View Park as staff had renovated
the area with new plantings and have not heard the term "weed park" in months. So please visit the
parks and thanked Superintendent Sereno and his staff for all their hard work.

4. Bench Donation Request — Director Harmon stated that the memo regarding this item is now
outdated as staff has received a call from Ms. Schuler stating that she had accepted an alternative
location for the Bench - she will be donating a bench at an existing bench site (where Beacon Drive
intersects with Cliff Drive) and was accepted by Dr. Cassidy and Ms. Choate and believes that the
issue has been resolved and requested the Commission to accept the donation at the alternative
site.

Commissioner Ruzicka stated that he would be abstaining from the vote as Ms. Schuler's daughter
works for him.
Motion by Commissioner Lugar to approve the bench donation by Kathy Schuler at Beacon Drive and
Cliff Dive. Motion carried by following vote:

City Street Tree Designation - Superintendent Sereno stated that the Bayside Village Homeowners
Association has requested the designation of the Magnolia Tree to the Queen Palm on the 200 block
of Bayside Drive between ECH and the west entrance into Newport Dunes. He went on to say that
this street had been missed when they had designated trees. He noted that on Bayside there are
about 30 Olive Trees on Bayside that are suffering from a root wilt disease and are declining (10
have been removed) and staff is in the process of relandscaping that area. So staff was approached
and believe that the Magnolia will accent and provide the same canopy as the declining Olive trees
will along the Queen Palms.
Commissioner Allen asked if the Commission could make that determination or does it ultimately get
approved by the City Council,
Superintendent Sereno stated that Commission does unless it is appealed.
Discussion ensued regarding specific species of trees.
Chair Brown opened the public discussion
Malcolm Reid stated that he was representing the HOA and thanked staff for their help and
support on this project. He stated that the Pal and Magnolia was discussed with the homeowners
at several meetings. He also requested that the additional dying 20 Olive trees be removed as
they are on the way out and would like to make it one big project.
Superintendent Sereno stated that generally the City does not remove trees that are still viable.
Commissioner Ruzicka asked if it would be more cost effective to the City to just remove them
now.
Director Harmon stated that yes it would be more cost effective however, we do not remove
trees that are still viable, but if the Commission would like to direct us to do that in light of the
comments and cost savings.
Commissioner Garrett asked if this would be more in the tine of a reforestation.
Director Harmon stated that staff is asking the Commission to approve the street designation and
that further discussion regarding the removal of the 20 trees would need to be done between
staff and the HOA. He did note that he does agree that it would be helpful and budget conscious
if it was done all at once.
Motion by Commissioner Ruzicka to designate the Magnolia and the Queen Palm on the 200

—1/ 1 Marine Memorial Committee Commissioner Garrett stated that the event was great and thanked staff
for their exceptional job in organizing the event; Chair Brown agreed. Director Morgan stated that he wanted
to recognize Teri Craig for her support of the project and Superintendent Levin's work the day of the event.
— MarinaPark - Commissioner Garrett stated that the meeting is scheduled for June 25. Director Morgan stated
that schematic planning is ongoing and that the big focus at this next meeting is landscaping. Superintendent
Levin stated that the resolution was that the building could be 35 feet in height but one architectural element
could go higher.

SUBJECT: June and July Parks, Trees, and Operations Division Activity
Report
Parks Maintenance Division Activities
1. Parks Maintenance Division staff continues working with the Public Works
Department on numerous projects in planning, and construction phases. The
Buffalo Hills, Bonita Creek and San Miguel Park Bollard and Parking Lot Lighting
Project, Centennial Legacy Project, and Play Area Renovation Project at West
Newport and Newport Island Parks have been completed.
Projects currently underway include Upper Bay View Park, Coastal Peak Park, and
the Mariners Park Restroom.
Projects that are in planning include Sunset Ridge Park, Marina Park, Oasis Senior
Citizen Center, Grant Howald Park Community Center Renovation, and MacArthur
Tree Planting Project from Bonita Canyon Road to San Joaquin Hills Road.
2. The Parks Division staff coordinated and assisted with numerous summer events
includin� Art in the Park at Oasis Passive Park, Concert in the Park at Bob Henry
Park, 4 of July Mariners Parade and Event, Opera Pacific at Grant Howald Park,
and Shakespeare by the Sea performance at the Bonita Canyon Sports Park.
3. The Corona del Mar Business Improvement District teamed up
with Rogers Gardens and the City to enhance the median
landscape on Coast Highway at Marguerite Avenue. The median
landscape, which includes the dolphin topiaries, is a highly visible
and well recognized CdM landmark. Rogers Gardens provided
the planting plans and performed the planting installations. City
staff from the Parks Division assisted Public Works Department
staff with plan and encroachment reviews, as well as landscape
installation inspections.
The plantings were installed in time for the Corona del Mar 5K Race, and will be
filling in nicely for the annual Corona del Mar Christmas Walk.
4. On May 29, 2008, staff held a mandatory pre- proposal meeting for qualified
landscape maintenance contractors who are interested in performing landscape
maintenance services of citywide parks and facilities and Bonita Canyon Sports
Park. The current contract for these services with TruGreen Landcare will expire
on August 29, 2008. The pre- proposal meeting gave staff the opportunity to review
City requirements and proposal terms with potential landscape contractors. After
the meeting at the Corporation Yard, City staff and contractor representatives took a
two -hour tour of the parks and facilities in order to familiarize the contractors with
the majority of the sites required to be maintained.
Eleven landscape maintenance contractors attended the meeting and tour, and seven
proposals were received. Staff recommended TruGreen as the lowest responsible
contractor at the City Council meeting on July 8th to begin the negotiation process.
However, due to the rising costs of personnel, fuel, insurance and supplies,
TruGreen's proposal was submitted for $852,000, which is 22% more than we are
currently paying. After negotiations it is our intent to award the contract to
TruGreen at the City Council meeting on August 12°i.
5. On June 7, 2008, the annual Corona del Mar 5K Run was held. With over 3,000
participants and 5,000 in attendance, Department crews were kept busy.
In coordination with Recreation and Senior Services Department, maintenance staff
set -up event traffic control equipment. Setup preparations prior to the event
included posting and installing signage and delineators along with the restaurant
rows. In addition, staff members attended the events to monitor the control
equipment and to assist in the clean up.
6. Staff has recently completed a landscape enhancement project at Back Bay View
Park. Approximately 1,650 native shrubs were installed in select areas along Coast
Highway over the past two weeks. Additionally, sections of flat meadow area were
planted with California Meadow Sedge plugs near the corner of Jamboree Road and
Coast Highway to provide for open usable space. Graduated fencing was also
installed in these sections to protect the new plantings from rabbit and other
creatures that feed on them. A mulched pathway has been installed which will lead
visitors to the mini- meadows overlooking the Back Bay.

In the fall, native shrubs will be added along Coast Highway extending towards
Jamboree Road, and plugs of Needle Grass will be added to the mini - meadow areas.
The mini - meadows will also have two picnic tables installed, and the protective
fencing will be removed at that time.
7. Parks Maintenance Division staff completed the renovation of the sports field at the
Bonita Creek Park. Staff efforts included the installation of 40,000 square feet of
hybrid Bermuda sod, and the aerification, overseeding, top dressing, fertilization,
and re- grading of low areas. The field was fenced off and closed to the public
during the renovation project. This field is under consideration for the installation
of synthetic turf.
8. In order to better serve our community, General Services Team members are
encouraged to upgrade their skills and to stay current in their fields of service:
o Recently, Paul Ramirez, Kim Pederson and Anthony Petrarca passed a series of
tests to become certified as Qualified Applicators for pesticides. The process
started with passing the required laws and - regulations section, followed
by additional testing in the categories of landscape maintenance and right of ways.
The Department of Pesticide Regulations requires a Qualified Applicator Certificate
for government agencies that apply restricted pesticides. In order to become a
Qualified Applicator, one must demonstrate the capability of handling and applying
pesticides safely while meeting Federal standards.
o Also, Daniel Tovar and Harold Link recently completed the Forklift Operator
training provided by the Utilities Department.

At our meeting on Thursday, July 17, we announced
our Employee of the Quarter, Daniel Tovar. Daniel
joined our General Services Team in May of 2006 as a
Groundsworker I for the Parks Maintenance Division.
Prior to coming to the City, Daniel worked for the City
of Cypress, Public Works Department performing
event set up, landscape, and parks maintenance duties.

10. Parks Maintenance staff recently renovated the Lincoln Athletic Center, which is
part of the seasonal field renovation work performed for safety and aesthetic
purposes. The project included aerification, fertilization, overseeding and top
dressing. Field renovations require continued coordination between the Parks
Maintenance and the Recreation Department staff and the various sport groups to
properly schedule these important maintenance functions.
TYees Division Activities
During the month of May, 1,083 trees were trimmed, 17 trees removed, 5 trees were
planted and crews responded to 6 emergency tree calls. The City's tree services
contractor, West Coast Arborists, is currently pruning trees within the Westcliff, Airport,
Irvine Terrace and the Santa Ana Heights areas, as part of the City's overall grid
trimming schedule. Additionally, 4,200 City palm trees throughout the City are
scheduled for trimming as part of the City's annual tree trimming program.
During the month of June, 556 trees were trimmed, 12 trees removed, 6 trees were
planted and crews responded to 5 emergency tree calls. Additionally, 32 trees were
removed within the Cameo Homeowners Association and Harbor View Hills
Community Association areas for the reforestation project that was approved by the
Commission this past May.
1. On May 27, 2008, at the Council meeting, Lynnette Short, Urban Forester for the
Southern Region of the California Department of Forestry and Fire Protection,
presented the City Council with two awards in recognition of the City's Urban
Forest:
o Tree City USA Award —18 consecutive years. Tree City USA is sponsored in
cooperation with the National Association of State Foresters, USDA Forest
Service and the National Arbor Day Foundation.
o Growth Award —13 consecutive years for the efforts made to strengthen the
local tree care programs. Newport Beach is one of the few cities in California
that has received this award for 10 or more consecutive years, and is listed as a
Sterling Community by the National Arbor Day Foundation. Cities recognized
as Sterling Communities go beyond the standards of the Tree City USA award.
There are only 2 cities in the County and 5 cities statewide that are recognized
as a Sterling Community.
2. On May 28, 2008, the Urban Forester John Conway and Department Assistant Pat
Rusas attended an Arbor Access Training Workshop held at the West Coast
Arborists' (WCA) corporate headquarters. Arbor Access is a web -based tree
inventory program designed and maintained by WCA that allows City staff instant
access to the tree inventory in Newport Beach. The program allows work orders to
be completed on -line, has a mapping feature, and contains detailed database listing
various criteria on each of the nearly 40,000 City trees located on parkways, in
parks and at City facilities.
3. On June 19, 2008, as a result of a sewer line break on East Coast Highway at Iris
Avenue, John Conway coordinated the efforts of West Coast Arborists to assist the
Utilities Department with the temporary removal of a King Palm tree. The tree
required removal in order to make repairs to a sewer line. Following the repair, the
tree was replaced in its original location.
4. On June 25, 2008, the City's Urban Forester requested the removal of a dead City
Monterey Pine tree, adjacent to 2731 Seaview Avenue that is posing a potential for
tree failure and liability within a high traffic zone.
The tree is listed as a Special Tree, Neighborhood Tree, based on Council Policy G-
1, Retention or Removal of City Trees, page 2, paragraph 3, which required the
recommendation from the City Manager, Risk Manager, and General Services
Director prior to removal. The tree was approved for removal on July 3'd and is
scheduled for removal the week of July 280'.
5. On July 24, 2008, Council Member Don Webb, Parks, Beaches and Recreation
(PB &R) Commissioner Kathy Hamilton, and Parks Maintenance staff joined
several Pease family members at Mariners Park for the Isabel Andrews Pease tree
re- dedication ceremony. The Aleppo pine tree that was originally dedicated in
Isabel Andrews Pease's memory succumbed to disease and died earlier this year.
The family was very pleased with the beautiful Deodar Cedar, the replacement tree.
Staff was able to locate Isabel Andrews Pease's
daughter -in -law, Betty Andrews, who notified other
fancily members regarding the ceremony. Isabel's
grandchildren and great grandchildren from as far
away as Virginia attended the ceremony with Ms.
Andrews. Council Member Don Webb led the
ceremony and was joined by his family in sharing
stories and history about Isabel. "Izzy ", or "Tall
Trees Pease" as she was known, was one of the most dedicated City watchdogs and
a crusader for City beautification. She was active in the 1940 -60's:
• Ensuring developers planted street trees;
• In the process of acquiring Corona del Mar State beach as public land;
• Restricting oil wells on the beach; and
• The beatification of many parks and open spaces throughout the City,
including planting of the trees at Begonia and Bayside Drive Parks.
This ceremony was Commissioner Hamilton's first
official duty as the newest PB & R Commissioner. She
was proud of being a part of the ceremony and event.
The refurbished plaque reads "Isabel Andrews Pease -
Planted in recognition of her years of personal dedication
to the beauty of Newport Beach - April 5, 1968 ".
6. The attached Tree Activity Report summarizes requests and field activities
performed during the past two months.
Beach Maintenance Activities
1. The Beach Maintenance staff is to be commended for the great job performed of
beach cleaning, refuse collection, and street duties in order to detail area beaches,
and the surrounding high profile commercial districts for the visitors, and residents
who did brave the weather elements during the Memorial Day weekend. The
combination of below average temperatures, cloudy skies, intermittent rain and the
price of gas, resulted in a slow Memorial Day weekend compared to past years.
2. The supplemental cleaning contract for beach area restroom facilities commenced
over the Memorial Day weekend. The program entails contract attendants working
on site to ensure that the beach area facilities at Corona Del Mar Main Beach,
Washington Street, 15th Street, Newport and Balboa Piers, and on Balboa Island are
frequently cleaned and stocked throughout the day.
The supplemental cleaning program was performed on weekends until June 16th,
however, in order to meet the demands of summer visitors and residents, when we
commence a seven day a week operation, which remains in effect through the Labor
Day weekend.
This supplemental restroom cleaning in conjunction with City staff ensures that
beach area facilities are cleaned throughout the day and into the evening hours.
3. In addition to the increase in maintenance coverage for the summer season, staff has
also been busy providing extra coverage for special events:
On May 31s`, early morning, staff provided logistical support for the grand opening
events at the Back Bay Science Center. As a partner in the facility, City staff has
been overseeing many of the day to day maintenance activities, as well as rectifying
some of the outstanding issues at the facility over the past seven months.
On June 1" staff detailed Marine Avenue in preparation for the Balboa Island
Parade. Throughout the day, staff provided additional restroom cleaning, trash
collection and litter removal services.
On June 7th, in preparation for the Corona Del Mar 5k Race, staff detailed the race
course and washed down the Goldenrod Foot Bridge.
As these events continue to grow in popularity, so do the maintenance activities that
are necessary to ensure a safe and clean environment for participants and attendees.
4. Operations Support Division crews were actively involved over the July 4th holiday
weekend. Crews worked the morning of the July 4th to ensure trash containers were
emptied, streets were swept, fire rings were shoveled, and beaches were groomed
for the throngs of visitors who inundated area beaches, streets, and commercial
districts.
In addition to assisting in the clean-up of the beach areas, the Field Maintenance
Division set up and monitored barricades, delineators, and temporary lighting in the
West Newport enforcement zone in the afternoon and evening hours. Crews also
set up delineation for the Newport Dunes fireworks display.
July 50, is the biggest clean-up day of the year for the General Services
Department, proved to follow tradition. It took a concerted effort of 40 seasonal
and permanent staff members to clean-up area beaches, commercial districts,
restrooms, and the West Newport party zone.
In addition to the many trash bags that were filled by litter pickers, and community
volunteers, mechanical street sweeping equipment removed over 12.5 cubic yards
of debris from the West Newport area streets. Two three -man crews were used to
detail the high profile commercial districts of Newport and Balboa.
Corona Del Mar State Beach proved once again to be a popular destination for
visitors. Crews from Field Maintenance spent four hours picking up, and removing
over 12 tons of trash that had been left on the ground and in beach area trash
containers at the park.
As a result of the large crowds on all three days of the holiday weekend, crews
continued to stay active through the end of the week, cleaning up the remnants that
was left behind.
Restroom cleaning staff did an outstanding job of getting the beach area facilities
clean before the sun came up.

SPECIAL EVENTS
Sunday FunDay In the Park Sunday, August 17, 2008 2 -6pm Bonita Canyon
ADULT SPORTS
BASKETBALL - The 82 team spring season of adult basketball concluded on June 16 with 13
different league champions receiving individual embroidered Champion sports shirts. on June
17, the summer season tipped -off, with 80 teams in the mix. The adult basketball program in
the summer currently the NCCC three days a week, LAC two days a week, and both the Ensign
school gym and the WNCC gym four times a week.
SOFTBALL - 135 .............count ' em..... 135 teams.......... the most in 8 years....... are
participating in men's and coed adult softball leagues this summer and have played over 400
games in June and July! All summer play will conclude by August 21. The summer season
began May 12 and teams are now jockeying for position to win one of 24 different league
championships! Individual players on championship teams will receive special "flex -fit'
embroidered ball caps, right on the field after the last game of each league. The double -bye
format has enabled 8 teams to compete in leagues where typically 6 teams were scheduled in
previous seasons. Each week, 2 teams are off and 6 play games. This format has allowed more
revenue for adult sports, along with allowing more teams to participate in the program,
and zero teams turned away from participating!
SOCCER . The City soccer league ended June 23 with championship games in 3 different
divisions. Adult soccer is very popular, with the 35 team 11 vs 11 format. The Newport Beach
coed league is the largest in Orange County! Adult soccer is on break for the summer to let
our fields rest. The fall season begins September 2.
VOLLEYBALL - Volleyball contractor Ric Jennings continues to operate a great 6- person coed
volleyball league. The Thursday evening league plays at the Lincoln Athletic Center gym with
22 teams enjoying the summer season! The Friday night "drop -in" volleyball program continues
to draw in the "pickup" player for a great workout! Approximately 25 participants come to the
WNCC gym each Friday evening from 7.10pm. Recreation leader George Lew has faithfully
operated the program for 15 straight years!
YOUTH SPORTS /YOUTH PROGRAMS
SUMMER BASKETBALL - The Summer Hoops program with eight teams of 3rd - 6`h graders playing
at Newport Coast Community Center and Lincoln Gym concluded the week of August 4 with
medals being awarded to all participants for their efforts and great sportsmanship!

TINY LEAGUE BASKETBALL - The basketball clinic was a success for 25 young athletes!
Recreation leaders worked with the first and second graders on fundamentals such as
dribbling, shooting and passing. All participants received special certificates.
FLAG FOOTBALL - Are you ready for some football? Registration for the fall league begins August
• 6. Boys and girls grades 3 -8 will have their first game under the lights on September 26. This
is our most popular youth sports league with over 300 participants, staff will be well prepared
and attend a Coaches Meeting /Training on September 11.
SUMMER DAY CAMP - Summer Day Camp has one more
month with registration almost full with only 5 spots
Left (out of a total of 900) for the entire summer.
Staff attended 30 hours of training and is doing an
excellent job. In addition to weekly themed activities
and attending local theme parks and sporting events,
90 campers actively participated in the "Ready, Fit,
Go" Youth Health Expo in Irvine. The Expo brought
more than 800 children together for the purpose of
creating awareness and a personal commitment to
eating healthy foods and being physically active.
The Counselors in Training (CI T) program has also
doubled since last year with a total of twelve volunteers. Each camp location has six CIT's
and all have been a huge help to the camp staff.
PINT SIZED CAMPERS - Camp is coming to an end after eight fun filled weeks for the 3 -5 year old
children that included trips to the fire station, library, and special guests, such as the PD.
Every Friday the little ones cool off with outdoor water activities. A special thanks to Melia
Fernandez and Lindsey Starn for all of their hard work this summer!
YOUTH SPORTS CoMMissioN - Members met on June 24 at City Hall to discuss the field allocation
for the 2008 fall sports season. Commissioners from AYSO Regions 57 and 97, Newport Beach
Little League, Newport Harbor Baseball Association, Jr. All - American Football, and Pacific
Coast Girls Fast Pitch agreed on the field allocation schedule for September 2 through
December 19.

Recreation hired 27 new Swim
Instructors/ Pool Lifeguards from the
training academy to staff the Marian
Bergeson Aquatic Center and Newport
Harbor High School for the busy summer
swim lessons. The Department purchased
the Mega slide this summer to compliment
the fun -run obstacle course pictured.

Saint Andrews Church and the Boys and Girls Club have been swimming, splashing, and sliding
their afternoons away at the Newport Harbor High School pool. Attendance levels have been
over 100.
0 CONTRACT CLASSES
SUMMER CAMPS - Children ages 3 thru 16 have been taking full advantage of the summer
months, making new friends, creating lifelong memories, and developing new skills while
attending summer camps in Newport Beach. With the addition of 10 camps per week, the
launch of campnewport.com, the opening of NCCC, and expanding class offerings to NMUSD
school sites, staff has seen a tremendous increase in participant attendance. To date, camp
attendance is one -third higher than it was today in 2007, as over 2100 campers have had the
opportunity to develop and enhance skills in extreme sports, athletics, film, cooking,
technology, science, and more.
FALL CLASSES - After analyzing the usage of community centers and parks, staff has scaled
back on classes that were continuously cancelled due to zero or low enrollment and added a
few new programs. The following classes and instructors will be added to the fall
programming beginning September:
• Adult Flag Football Tournaments on the beach by Prank Monkey,
• Youth Beach Volleyball by Hogan Hitting,
• Boating by Peter Descarte,
• Home Business by Sabrina Dagastino,
• Reina Rivers will be taking over Rhonda Felton's preschool programs.
Additionally, all classes held at CYC have been relocated due to the remodel beginning
September 2008. Fall class registration begins the second week of August.
NEWPORT COAST COMMUNITY CENTER

Special thanks to General Services and Public
Works Department for the improvements to
the Newport Coast Community Center this
summer. NCCC's planters are now outfitted
with skate stoppers to preserve the stained
walls and newly planted flowers. As you drive
by the corner of Newport Coast Drive and San

Management is meeting with Norman Russell Design and Cibola Systems to discuss cost
estimates for stage lighting in the gymnasium and audio throughout the building. The
theatrical lighting system will be installed in the fall. Amplified sound throughout the building
is projected to be completed before the first -of the year.
• SUMMER CAMPS AT NEWPORT COAST - Success! NCCC welcomed over ten different camps this
summer. Some children learned how to cook while others built rockets and became educated
of our solar system and outer space. Newport Ridge Homeowners Association allowed the City
use of their park adjacent to the community center.

Written Warnings Issued- 2 for parking violations at West Jetty View Park
Citations Issued- 7 citations: 4 for parking violations at Lincoln, Bonita Canyon, City
Hall and Bonita Creek, 3 administrative cite for a skateboarding violation,
administrative citation for a dog off leash and operating motorized vehicles in
Peninsula Park
Additional Information: While at Bonita Creel Park monitoring an adult softball game, Officer
Brown was asked by the umpire to assist with ejecting a disruptive player. The player became
hostile and uncooperative and threatened Officer Brown with a baseball bat at which point he
called the Police Dept. for assistance. When the PD arrived the player had already left the
park. However, based on the information obtained, the player was later arrested for
threatening an officer with a weapon. The Park Patrol Officer will continue to assist the
Police Dept. with the education and enforcement at CDM Beach regarding the prohibition of
barbeques outside the fire rings and in Lookout and Inspiration Points.

PARK fi CAPITAL IMPROVEMENT PROJECTS
MARINERS PARK - Mariners park restroom and storage building is currently under construction
and on schedule to open prior to Labor Day. The new restroom is the final piece of the total
renovation of Mariners Park. The complete renovation has included the Mariners Branch
Library, tennis courts, ball field, hardscape, batting cages, restrooms and tot lot.
SUNSET RIDGE PARK - The Concept plan was approved 7 -0 at the June 10 Council meeting. The
next step for the project will be an EIR of which Public Works is in the process of hiring a firm
to rnndurt
COASTAL PEAK PARK - Public Works, Parks and Recreation
staff have been busy working with Te Irvine Company to
build Coastal Peak Park. The irrigation and drainage work
is nearing completion and word on shade structures,
restrooms and backstops has begun opening scheduled for
fall 2009. The Park will include two baseball fields, 3
soccer overlays, 2 batting cages, 2 shade structures and a
tot lot.
BEGONIA PARK - The renovation of the damage at Begonia
Park from vandalism has been completed. The new play
equipment and safety surface were opened on July 15.
Thanks to the Fire Department and Human Resources for
their assistance in the investigation and working to
recover funds to rebuild the tot lot.
REMODEL OF COMMUNITY YOUTH CENTER (CYC) - Staff is
working closely with Dougherty + Dougherty Architects
and the Public Works Department to submit plans for the
remodel of center to the Building Department for approval and out to bid in September. Staff
expects the Center to be closed November - December 2008 and re -open in January 2009.
WEST NEWPORT PARK AND NEWPORT ISLAND PARK - West Newport Park @ Orange Street and
Newport Island playground renovations are nearing completion. The new Tot Lots include a
recycled plastic lumber material which has proven to hold up well to the oceanfront elements
at Peninsula Park. The renovation at West Newport also includes a shade structure, swings
and landscaping. Special thanks to Public Works and Parks for working with us to administer
this project!

4T" of JULY - The 36`h Annual Independence Day Celebration at Mariners Park co- sponsored by
the Mariners Elementary School Foundation was a success as families and friends alike proudly
waved their American flags while marching and riding bikes down the parade route. The
families enjoyed live entertainment, games/ bouncers, a rock wall, food, and much more. A
special thanks to Special thanks to the Mariners Elementary School Foundation in
collaboration with the City of Newport Beach, Councilmember Curry and wife Pamela, Grand
Marshal, Pam Coughlin, and Co- Chairs David Schneider and Dianne Wells. Also, a special

Installation - The new board members were installed for the Friends of OASIS this month.
Senator Tom Harmon performed the installation. Reenie Grant is retiring from the board after
serving for many years. The newly elected board members include Tony Allen, Lynn
Cathcart, Evelyn Hart, John Kraus, Millard MacAdam, Jerry McClellan, and Dody Reid. Evelyn
Hart was elected to a second term as President. The highlight of the meeting was having the
Fire Department Barbeque hamburgers and hotdogs for lunch. The seniors always love having
them.
Summer of Self Improvement - This upbeat and informative series of lectures began this
month with an expo in the lobby and two lectures. The first lecture was "Walk Right and
Restore the Spring in your Step" and the second was "Facial Yoga ". They were both very well
attended and the participants were excited about the information that they received. The
following week included a self - defense workshop that our own Newport Beach Police
Department lead and a Line Dancing Class. This series of workshops continued for the
remainder of the month with more special lectures and will finish up with a healthy luncheon
in August.
Concert - Our annual summer concert/picnic was Saturday the 26`". This year we had the
Huntington Beach Concert Band playing songs from the great composer Leroy Anderson. This
a great summer event and is always enjoyable. A picnic lunch was served.
Building Proiect - A group met to review the landscape plans for the new building this month.
Included were Council Woman Gardner, Dan Sereno and Randy Kearns from the Parks Division,
Dave Webb from Public Works, a couple of Master Gardeners from the community, Wes
Morgan, GKK, Celeste Haug and the architects. After a careful review and some revisions, the
plan was approved for final design.

Staff recommends that the Parks, Beaches and Recreation Commission consider the bench
donation request at C Street and the oceanfront boardwalk. This bench donation would replace
an existing old wooden bench.
Discussion
City Council Policy B -17 establishes criteria for parks, facilities, and recreation program
donations within the City. The policy is structured to establish a fair and uniform procedure for
making gifts to the City, and to make the donation process easier for staff and donors.
The City has received a request from Roy Batelli and Steve Gainey (Attachment A) to donate a
bench at C Street and the oceanfront boardwalk. The donated bench (Attachment B) is included
on the City's Official Bench List and will match the existing benches at this site. Attachment C
shows the location of the proposed bench donation.
Since the value of the bench is greater than $1,000.00, the donation is eligible to receive a
dedicatory plaque that will be placed on the bench. The submitted plaque verbiage, which
complies with City Council Policy B -17, is "Donated by the Steve Gainey Family and Roy
Batelli Family ".
Mr. Batelli, Mr. Gainey, Council Member Michael F. Henn, and the Balboa Peninsula Point
Association have received a copy of this report and a natice of the Commission meeting.

"Donated for our parents, Robert and Frances Gardner ".
Ms. Gardner, Council Member Michael F. Henn, and the Central Newport Beach Community
Association have received a copy of this report and a notice of the Commission meeting.

donation request adjacent to the business Picante Martin's Mexican Restaurant at 320 Marine
Avenue.
Discussion
City Council Policy B -17 establishes criteria for parks, facilities, and recreation program
donations within the City. The policy is structured to establish a fair and uniform procedure for
making gifts to the City to make the donation process easier for staff and donors.
The City has received a request from Judge Steven Bromberg, on behalf of the Balboa Island
Community (Attachment A) to donate a bench adjacent to the business Picante Martin's Mexican
Restaurant at 320 Marine Avenue, in honor of Martin Picante who recently passed away. The
• donated bench (Attachment B) is included on the City's Official Bench List and will match the
existing benches at this site. Attachment C shows the location of the proposed bench donation.
Staff inspected the location of the proposed bench donation, and concurred that due to the size of
the storefront an additional bench can be accommodated at this site with room for access to the
street from different points.
Since the value of the bench is greater than $1,000.00, the donation is eligible to receive a
dedicatory plaque that will be placed on the bench. The submitted plaque verbiage, which
complies with City Council Policy B -17, is "Donated for Martin Picante ".
Judge Steven Bromberg, Mayor Edward D. Selich, the Balboa Island Business Association and
Balboa Island Improvement Association have received a copy of this report and a notice of the
Commission meeting.

donation request at Mariners Park.
Discussion

making gifts to the City, and to make the donation process easier for staff and donors.
The City has received a donation request from Kristen DeCarbo (Attachment A) to donate a tree
• at Mariners Park. The donated tree will be a Deodar Cedar tree, and will be planted from a 36"
box container. Currently, there are six donated trees at this site with dedicatory plaques. Staff
selected this particular tree variety that will be a welcome enhancement to the proposed location
(Attachments B & Q.
Since the value of the tree is greater than $1,000.00, the donation is eligible to receive a
dedicatory plaque. The submitted plaque verbiage, which complies with City Council Policy B-
17, is "In recognition of Dr. Anthony and Madeleine DeCarbo ".
Ms, DeCarbo and Council Member Don Webb have received a copy of this report, and a notice
of the Commission meeting.
