SUBJECT. August Parks, Trees, and Operations Division Activity
Report
Parks Maintenance Division Activities
Parks Maintenance Division staff continues working with the Public Works
Department on numerous projects in planning and construction phases. Both the
Superior Avenue Median and Buck Gully Wetland Mitigation Projects passed final
inspection, and the City has now assumed maintenance.
Projects currently underway include Upper Bay View Park, Coastal Peak Park, and
• the Mariners Park Restroom. Additionally, the Grant Howald Park Tennis Court
Renovation will soon be underway.

Projects that are in planning include Sunset Ridge Park, Marina Park, Oasis Senior
Citizen Center, Grant Howald Community Center Renovation, and the MacArthur
Median Tree Planting Project from Bonita Canyon Road to San Joaquin Hills Road.
2. The Concrete Crew recently concluded sidewalk repairs at Ensign View Park and
the Theatre Arts Center. Approximately 25 tons of damaged concrete was removed
and replaced around the park and theatre entrance. Decomposed granite was
utilized instead of concrete around two large trees in order to provide the trees a
healthy growth space. In addition, the Crew removed an obsolete hand rail and
installed new railing near the top of the stairway to ensure public safety.
3. In coordination with the Public Works and Recreation/Senior Services
Departments, the Parks Maintenance Crew recently finalized the landscaping
around the monument sign at the Newport Coast Community Center. The project
• included colorful flower plantings and the installation of an irrigation system to
supply separate water to the planter. The flowers are placed around the sign and
will be changed out seasonally.

4. Parks Maintenance staff, in coordination with the Public Works Department,
recently completed a Playground Renovation Project at West Newport Park. The
project included developing a new planting scheme in the planter areas, regrading
and sodding of the adjacent turf, and installing irrigation.
5. Bonita Canyon Sports Park is being prepared for three upcoming events: the Arts
Commission's "Shakespeare in the Park", the Police Department's "National Night
Out ", and the Recreation and Senior Services Department's "Sunday Funday".

In preparation for the events, Park Maintenance crews refurbished the Park plaque,
polished assorted amenities such as trash receptacle lids, power- washed all
hardscape surfaces, and performed other landscape detailing.
6. Two separate incidents of vandalism and graffiti were
reported at Arroyo and Castaways Parks. Staff coordinated
the clean up and repair of damages with contractors.
Arroyo Park - the fiberglass lid, rubber liner and
miscellaneous debris was set ablaze inside a concrete trash
receptacle. Also, restroom signage was torn from a wall and was damaged, and
large branches were ripped off of several trees as well.
Castaways Park - an extensive amount of spray - painted graffiti was discovered
along the retaining wall leading down to Dover Drive. This is the second such
tagging at Castaways Park in the last three weeks.
The Police Department was contacted and officers are increasing patrols around
parks, particularly in the evening hours.
TYees Division Activities
During the month of July, 1,648 trees were trimmed, 12 trees removed, 28 trees were
• planted and crews responded to 4 emergency tree calls. The City's tree services
contractor, West Coast Arborists, recently completed pruning trees within the Westcliff,
Airport, Irvine Terrace areas and will begin pruning trees within the Santa Ana Heights
area, as part of the City's overall grid trimming schedule. Additionally, 4,200 City palm
trees were pruned throughout the City, and are near completion as part of the City's
annual tree trimming program.

1. The attached Tree Activity Report summarizes requests and field activities
performed during the past month.
Beach Maintenance Activities
1. Earlier in the month, a long term General Services Department employee retired
from service. Operation Support Superintendent Rick Greaney retired after 32 years
of service. While it is tough to lose over thirty years of experience and knowledge,
Jim Auger has been promoted to the Superintendent position. Before the
promotion, Jim was the Storm Drain/Street Sweeping Supervisor, and has been
employed by the City for 20 years.
2. The Operations Support Division's, Beach Maintenance staff were involved in
picking up after the many visitors who visited our beaches and surrounding
commercial districts during the summer months, thus ensuring a clean, safe, and
aesthetically pleasing environment to recreate.
3. In addition to normal work hours, members of the General Services Department
staff worked in excess of 800 scheduled overtime hours on weekends and evening
hours. The work consisted of street sweeping, trash collection, hand sweeping, and
beach cleaning in the early morning hours, or operating and monitoring the City's
86 tidal valves.
4. The supplemental restroom cleaning program for beach area restroom facilities
completed its eighth successful summer. The program entails having contract
attendants on site to assure that the beach area facilities are repeatedly cleaned and
stocked with paper products during periods of heavy usage. This supplemental
restroom cleaning in conjunction with City staff ensures that beach area facilities
• will be clean and presentable from the early morning hours until the late evening.
5. The third extreme high tide series of the summer season occurred earlier in the
month without incident. On July 31, 2008, we achieved the highest tide recorded
for the year reaching 8.0 at 9:05 p.m., which was nine inches above what was
. predicted in the tide charts. As a precaution against street flooding and damage to
public facilities, crews built energy - dissipating grader ditches and sand berms at the
usual trouble spots along the oceanfront. These preventative measures by the Storm
Drain and Beach Maintenance Crews keep the Newport Peninsula and Balboa
Island dry.
6. Along Marine Avenue on Balboa Island, 38 Jatoba (Brazilian Cherrywood) benches
were refinished during the summer months. The benches were showing signs of
wear and weathering, as a result of heavy use and exposure to the marine
environment. The contractor performed the work in stages by cleaning, sanding,
prepping, and applying two coast of sealant.
