Beaches and Recreation Commission FROM: General Services Director SUBJECT: Bayside Village Homeowners Association Beautification Project - Informational Report Only Discussion At the June 3, 2008, Parks, Beaches and Recreation Commission meeting, staff submitted (on behalf of the Bayside Village Homeowners Association ( BVHOA) a City Street Tree Designation request (Attachment A). The Commission approved the Southern Magnolia and Queen Palm as the newly designated street tree for the 200 block of Bayside Drive, between East Coast Highway and the entrance to Newport Dunes (Attachment B). The 200 block of Bayside Drive, adjacent to Bayside Village Homeowners Association property, currently has 21 Olive trees located within the parkway. However, over the years several of the trees have died, and recently 13 dead trees were removed. • The BVHOA requested the removal of 21 remaining diseased City Olive trees, to be replaced with Southern Magnolia and Queen Palm trees, in accordance with the planting scheme as provided by the BVHOA. Due to the overall condition and disease of the existing trees, the General Services Director has approved to fund the cost of the project. A report from RPW Services Incorporated dated August 20, 2008, states the Olive trees tested positive for Xylella, a disease for which there is no known control measures. Additionally, the lab is currently testing for the presence of another uncontrollable disease Verticillium wilt fungus (Attachment C). At the June 3 Commission meeting, BVHOA noted they intend to install new irrigation and plant material in the parkway area. However, due to the failure of the Olive trees, Ms. Nicole Conner, General Manager of Bayside Village Homeowner's Association and Mr. Malcolm Read, President of BVHOA, met with staff to determine tree planting sites for the Magnolia and Queen Palm trees and to establish an installation date for additional plant material and an automated irrigation system along the parkway. Unfortunately, the Association has postponed the landscape improvements at this time due to budget constraints until November. Additionally, BVHOA informed staff that the landscape improvements could not occur without the removal of the remaining 21 Olive trees. • • 0 Due to the condition of the trees the General Services Director has approved to fund the cost of the beautification project based on the criteria of Council Policy G -1, Retention or Removal of City Trees, page 4, section C, "diseased trees are defined as those trees that cannot be cured by current arboricultural methods, are in an advanced state of decline, and have no prospect ofrecovery. " Although the General Services Director approved the removal of the existing 21 Olive trees, the replacement trees will not be planted until the BVHOA has completed the installation of plant material and automated irrigation system along the parkway. Staff has estimated the projected cost of the tree portion of this beautification project to total approximately $14,500.00 (Attachment D). BVHOA has received a copy of this report and a notice of the Commission meeting. Background The City Street Tree Designation List was adopted by the City Council in May 2000 (Attachment A) after a thorough review by the Parks, Beaches, and Recreation (PB & R) Commission. The list designates specific species of trees for future planting in parkways and/or medians of a City street to promote uniformity of the street treescapes. However, the 200 block of Bayside Drive, between East Coast Highway and the entrance to Newport Dunes was not included in the Street Tree Designation List. Staff is requesting that this block be designated at this time. The Street Tree Designation List is maintained and reviewed on an annual basis by City staff in accordance with Section 13.08.020 of the Municipal Code (Official Tree List) and City Council Policy G -6 (Maintenance and Planting of Parkway Trees). Any changes, recommendations, or resident request for changes are forwarded to the PB & R Commission for consideration. Discussion The 200 block of Bayside Drive, adjacent to Bayside Village Homeowners Association property, currently has 30 Olive trees located within the parkway. Over the years several of the trees have died, and recently ten dead trees were removed. Due to the failure of the Olive trees, Nicole Conner, General Manager of Bayside Village Homeowner's Association (BVHOA) and Malcolm Read, President of BVHOA, met with staff to determine a tree species that would enhance the street and entry to the Bayside Village and Marina (Attachment B). Staff believes that additional Olive trees in this area may decline, as a result of verticillium wilt (root disease). Staff has determined that the Magnolia and Queen Palm varieties of trees will perform better in this location, and BVHOA intends to install an automated irrigation system and additional plant material along the parkway. Once the parkway improvements are completed, the Olive trees that were removed will be replaced by the City with a combination of Queen Palm and Magnolia trees. A map and information regarding the Magnolia and Queen Palm trees are attached (Attachments C & D). The trees will be a welcome enhancement to this community. BVHOA has received a copy of this report and a notice of the Commission meeting. DIRECTOR COMMENTS Director Harmon recommended that the Commission visit the Back Bay View Park as staff had renovated the area with new plantings and have not heard the term "weed park" in months. Bench Donation Request — Director Harmon stated that the memo regarding this item is now outdated as staff has received a call from Ms. Schuler stating that she had accepted an alternative location for the Bench - she will be donating a bench at an existing bench site (where Beacon Drive intersects with Cliff Drive) and was accepted by Dr. Cassidy and Ms. Choate and believes that the issue has been resolved and requested the Commission to accept the donation at the alternative site. Motion by Commissioner Lugar to approve the bench donation by Kathy Schuler at Beacon Drive and Cliff Dive. City Street Tree Designation - Superintendent Sereno stated that the Bayside Village Homeowners Association has requested the designation of the Magnolia Tree to the Queen Palm on the 200 block of Bayside Drive between ECH and the west entrance into Newport Dunes. He went on to say that this street had been missed when they had designated trees. He noted that on Bayside there are about 30 Olive Trees on Bayside that are suffering from a root wilt disease and are declining (10 have been removed) and staff is in the process of relandscaping that area. So staff was approached and believe that the Magnolia will accent and provide the same canopy as the declining Olive trees will along the Queen Palms. Commissioner Allen asked if the Commission could make that determination or does it ultimately get approved by the City Council, Superintendent Sereno stated that Commission does unless it is appealed. Discussion ensued regarding specific species of trees. Chair Brown opened the public discussion • Malcolm Reid stated that he was representing the HOA and thanked staff for their help and support on this project. He stated that the Pal and Magnolia was discussed with the homeowners at several meetings. He also requested that the additional dying 20 Olive trees be removed as they are on the way out and would like to make it one big project. Superintendent Sereno stated that generally the City does not remove trees that are still viable. Commissioner Ruzicka asked if it would be more cost effective to the City to just remove them now. Director Harmon stated that yes it would be more cost effective however, we do not remove trees that are still viable, but if the Commission would like to direct us to do that in light of the comments and cost savings. Commissioner Garrett asked if this would be more in the line of a reforestation. Director Harmon stated that staff is asking the Commission to approve the street designation and that further discussion regarding the removal of the 20 trees would need to be done between staff and the HOA. He did note that he does agree that it would be helpful and budget conscious if it was done all at once. Director Morgan stated that he wanted to recognize Teri Craig for her support of the project and Superintendent Levin's work the day of the event. — MarinaPark - Commissioner Garrett stated that the meeting is scheduled for June 25. Director Morgan stated that schematic planning is ongoing and that the big focus at this next meeting is landscaping. Superintendent Levin stated that the resolution was that the building could be 35 feet in height but one architectural element could go higher. The two trees were exhibiting dieback. I received preliminary results from the laboratory today and they both tested positive for Xylella. As you know there are no known control measures for this disease. At this stage all you can do is to prune out the infected branches. • Dr. Kabashima has suggested that to help prevent uninfected Olive trees from getting infected by the sharpshooter that they are treated with Merit on an annual basis. Soil and Plant Labs is still testing for the presence of Verticillium wilt fungus. Again this is another uncontrollable disease.
