They asked the Commission to save the date of May 14 for the Opening Ceremony of the Healing Fields at Castaways Park where I776 flags will line the pathways of the park. He noted that the flags will be in place from May i4 -t6 and that that t00% of the proceeds from the sale of the flags will be donated to the men and women of the armed forces. DIRECTORS COMMENTS • Director Detweiler stated that the Recreation staff won the Agency Award Best of the Best CPRS awards out Of 3oo agencies for the Camp Newport brochure and the single focus brochure for CYC. She stated it is quite rare to win two awards and that Sarah Boulton leads the marketing crew. Chair Brown stated he was quite honored to be there and to see this fine staff receive the awards. She went on to say that the Sunset Ridge EIR had been approved and the application to the Coastal Commission win be submitted soon. Director Detweiler also announced the Marina Park EIR will go before City Council on May u. She stated the Coastal Commission had approved the installation of the China Cove volleyball court and staff would return in six months to provide the PB &R Commission an update on the relocated court activities. Discussion ensued regarding funds for Sunset Ridge and Marina Park. • Director Harmon stated that Council has directed staff to negotiate for contract street sweeping with a Request for Proposal. He stated it would be discussed at the April 27 City Council meeting. He noted it could potentially save $6 M over the next io years. Tree Donation — Director Harmon stated he had pulled this item because SPON had asked that the plaque be changed to In Memory of Dr. Jan Vandersloot, Healer of People & Places which is not in accordance with the Council Policy. However SPON and Mrs. Smith are donating 15 trees and only one will have the plaque. He stated that staff recommends approval to the proposed wording Chair Brown opened the public discussion Allan Beek spoke on behalf of SPON stating that due to the countless volunteer hours Dr. Vandersloot has given to the City and his 25 years of devotion to open space he urged the Commission to support this change of wording for the plaque. Chair Brown closed the public discussion Motion by Commissioner Lugar to approve the donation of 15 trees by Joan Irvine Smith and SPON with the plaque to read In Memory of Dr. Jan Vandersloot, Healer of People & Places to be placed with one of the planted trees. Motion carried by acclamation. CURRENT / NEW ITEMS 6. Community Service Award Procedure Revisions. Superintendent Levin stated that the Commission had asked that Superintendent Levin work with Director Harmon to make the award more inclusive. Discussion ensued regarding the procedure. After discussion it was decided to add the words group and organization to the following sentence on the nomination form. Explain why you are nominating this person /group /organization: Chair Brown opened the public discussion; seeing none the public discussion was closed Motion by Commissioner Lugar to approve the Community Service Award Procedure as amended. Motion carried by acclamation. 7. Proposed City Tree Removals. Superintendent Sereno stated the Public Works Department is requesting the removal of six City trees in order to accommodate the CdM Public Works Department project. He introduced City Engineer Peter Tauscher to the Commission and then provided a PowerPoint presentation to the Commission on the status of the trees. He noted that because of the extensive work that must be done and the fact that these trees have been root pruned in the past that it would be extremely difficult to save these trees but that the project would pay for the removal and replacement of the trees albeit in different locations. Superintendent Sereno stated that he did received one phone call but the call was more about the curb and gutter replacement. Chair Brown opened the public discussion, none the public discussion was closed. Parks, Beaches ft Recreation Commission April 6, 2010 Page 3 Motion by Commissioner Hamilton to approve the removal of the 6 City parkway trees to accommodate the CdM Public Works Department project. Motion carried by acclamation. 8. Reforestation Request. Director Harmon stated staff received a request for reforestation request from Andrew Patterson of Patterson Construction on behalf of Robert Francesan property owner at 2226 Channel Road. He stated that the applicant has complied with all requirements of the G -1 Policy. Chair Brown opened the public discussion. Mr. Patterson stated that he was providing the work for the homeowner and that this request was being made because the location of the tree is not conducive to the approved construction plans for the driveway. Chair Brown closed the public discussion. Commissioner Lugar stated that this is a beautiful tree and has reservations about removing it just because of construction issues and would be interested in seeing the plans. Director Harmon stated that should the request be denied then a precedent will be set because in the past, reforestations have been approved if all the requirements of the G-i have been met. Chair Brown stated that the Commission is not in the position to rewrite the G -t guidelines and that the Commission has a responsibility to follow the rules of the G-r Policy. Discussion ensued regarding the box size of the tree. Motion by Commissioner Anderson to approve the reforestation request of Robert Francesan at 2226 Channel Road with the stipulation the replacement tree is a 48 inch box. Motion carried by acclamation. 9. Appeal Denied Request for Tree Removal. Director Harmon stated Parks staff had denied the request of the Wallis family at 16o9 Antigua way stating the two trees are healthy except that they are infested with Lerp Psyllid which causes the tree to drop an excessive amount of leaves and droppings. He stated that staff has scheduled the tree for its annual pruning and for the bi- annual treatment for the Lerp infestation which should decrease the amount of debris and fallen leaves. Chair Brown oRened the public discussion. Mr. Wallis urged the Commission to approve his request. He stated that he has owned this property since 2005 and that this is the worst tree of its kind and that it should not be planted anywhere. He noted that he is constantly having to sweep up after it and that is has caused sewer problems in the past. Chair Brown closed the public discussion Discussion ensued regarding the need to see if the injections for the infestation work and noted that the homeowner could apply for the removal again should the injections not work and that staff can look at it again, Motion by Commissioner Lugar to deny the appeal for the tree removal at 16og Antigua Way. Commissioner Anderson recused himself as he lives within 500 feet of the property. Parks Maintenance Division staff continues working with the Public Works Department on numerous projects in the planning and construction phases. Projects currently underway: • Oasis Senior Center • River Avenue Pedestrian Coastal Access Improvements • Corona del Mar State Beach/Breakers Drive Landscape Corona del Mar State Beach/Breakers Drive Landscape • Eastbluff and Bonita Creek Reclaimed Water Retrofit • Westcliff Drive and Avocado Medians • Parking Lot Pay Stations • West Newport Park Landscape Improvements Projects that are in the planning phases: • Sunset Ridge Park o China Cove Slope Stabilization • Marina Park o Bristol Street North Landscape • City Hall o Avon Tree Planting 2. Due to the dieback of some of the older Acacia shrubs on the bank at San Miguel Park, the Parks Division, with the help of its contractor, conducted some minor upgrades to the landscape. The new Raphiolepsis shrubs will blend in with some of the existing shrubs, help to reduce irrigation runoff, and enhance the Park's overall beauty. Before After Trees Division Activities During the month of March, 646 trees were trimmed, 30 trees removed, 9 trees planted and crews responded to 9 emergency tree calls. The City's tree services contractor, pruned trees within the Newport Coast and Eastbluff areas, as part of the City's overall grid trimming schedule. Additionally, the annual pruning of selected Eucalyptus and Ficus trees is currently taking place throughout the City. In March 2010, the General Services Director approved the removal of a City tree that is listed as a Special Tree, Neighborhood Tree, in accordance with the removal criteria of Council Policy G -1. The tree was dying and posing a potential liability. 2731 Seaview Avenue The attached Tree Activity Report summarizes requests and field activities performed during the past months. Beach Maintenance Activities 1. During the week of April 5s', the City's beach cleaning practices received attention regarding possible impacts to the grunion population. This Department works very closely with Dr. Karen Martin, Professor of Biology at Pepperdine University and a recognized expert in the spawning practices of the grunion. She has developed a Beach Grooming Protocol that many cities follow. We are very careful to keep our mechanized equipment above the high water mark during the grunion runs to protect the grunion eggs. As in previous years, Operations Support staff will attend an annual training session with Dr. Martin. This year the training will be on May 19 at Doheny Beach, and attendees will include beach maintenance personnel from cities up and down the coast. In addition to the grunion runs, a section of our beach between B and G Streets on the Balboa Peninsula is home to the Western Snowy Plover. The Pacific Coast population of this small bird is a threatened species, so we only remove debris by hand. Clean beaches for everyone to enjoy is a top priority for this Department. However, we use every precaution necessary to ensure "other" residents enjoy the beach as well. 2. Department staff and crews have started the annual spring preparations as we anticipate the multitude of visitors to area beaches and beachfront shops. Preparation activities include: • Pulling forward lifeguard towers • Digging trenches for phone lines • Pushing back wind -blown sand • Grooming oceanfront beaches On Monday April 19'h, the Beach Maintenance Division switched to their summer work schedule with a start time of 5:00 a.m. to ensure a safe work environment while providing increased maintenance coverage. In addition, high- profile commercial districts will also receive increased maintenance attention. These maintenance schedules will remain in effect until after the Labor Day weekend. Anderson Youth Track & Field Meet of Champions was held April 16 and brought close to 400 children of all ages to Corona del Mar High School's track. Participants competed in a variety of disciplines, including the high jump, long jump, softball throw, and various running events. The top finishers in each event will compete at the SCMAF Orange County Meet held on May 2nd. A special thanks to the Newport- Balboa Rotary Club, Spirit Run and Coach Bill Sumner for their support of the event. RENOVATION TO CARROLL BEEK COMMUNITY CENTER Recreation Staff met with instructors who teach at Carroll Beek and the Balboa Island Improvement District to discuss the upcoming renovations and received suggestions that will be included in the project plans. The renovations, including an interior and exterior remodel are set to begin in late September. DEPARTMENT HONORS VOLUNTEER STEVE STREGER At the California Park & Recreation Society District 10 Awards and Installation dinner held April 21 at the Laguna Hills Community Center. Steve Streger was recognized as its outstanding community volunteer due to his dedication to the successful Newport Beach Coed Soccer League. In January - 2008, Steve was nominated by his soccer peers to step up and help the City keep a struggling adult soccer program alive. Using a democratic business tt -" model, Steve set up the league to govern itself, while the city provided the tools needed: the fields, lights, goals and referees. Under Steve's continuing presidency of the league, each team holds a shareholder vote, and all conflicts and protests are handled by the league. Under Steve's leadership, the Coed Soccer program now maintains a membership of nearly 1,00o players, with player satisfaction and outstanding quality of play and officiating among its highlights. Steve's 1,20o hours of donated service since 2008 is the main reason that the Newport Beach Coed Soccer league is the largest of its kind in the state. The Recreation & Senior Services Department salutes Steve Streger for his commitment to adult soccer, to parks and recreation, and to our community as a whole. LEADERSHIP AWARD The Department is proud of director Laura Detweiler, who was honored at the CPRS District 10 dinner with the Coveted Leadership Award. Laura was very surprised at the announcement, witnessed by Mayor Curry, City Manager Dave Kiff, and Parks, Beaches & Recreation Commission Chair Tim Brown and many staff. Congratulations Laura! AQUATIC INTERVIEWS On March 21, twenty -three swim instructor hopefuls were put to the test in the pool, and underwent physical assessments on their aquatics skills and stamina. Oral interviews for nineteen were held March 29. Candidates were questioned about their aquatics skills, experience, and pool safety knowledge. A maximum of io candidates will be selected to undergo reference checks and invited into the Newport Beach Aquatics Training Academy which will begin May 1. YOUTH COUNCIL VISITS NMUSD BOARD MEETING On March 23, the Newport Beach Youth Council was recognized by the NMUSD School Board for their participation leadership for Youth Government Day. The Youth Council selected the agenda topics, prepared publicity materials„ works with government teachers to offer service credit for students who attended, and also were predominant participants at the event. As School Board Chair Karen Yeltsin stated "These young people are to be commended for taking the opportunity to learn more about local government in such a direct, hands -on way." Chair Yeltsin also serves as the NMUSD liaison to the Youth Council: she sees them at their monthly meetings as they plan for their events, are exposed to many different community experiences and careers through guest speakers, and gain more experience with local government. The Board presented each Youth Council member with a NMUSD Certificate of Recognition for their continuing role in Youth Government Day. Due to State budget cuts, funding for the Emeritus Program is in jeopardy and the Chancellor of Coast Community College District, Ding Jo Curry, has asked that a group convene to discuss other options. OASIS has offered free Emeritus classes through Coastline College for over 30 years. We have discussed a two of three other options which are now being discussed with the Chancellor and the Board of Trustees. Our goal is to keep the cost of these very popular classes to a minimum for our senior clients. CASINO NIGHT FUNDRAISER The Friends of OASIS held a Casino Night Fundraising event on April 25th at the Newport Coast Community Center. The event began at 5pm and included food and drinks for $2o. This was the first fundraiser since moving out of the old facility. NEW INSTRUCTORS FOR THE NEW CENTER Staff has spent some time interviewing perspective contract instructors. Our goal is to open the new facility with new classes for seniors of all ages and abilities. At this time, the Center's Recreation Coordinator is developing a schedule for assigning the new and existing programs classroom space with days and time. Discussion City Council Policy B -17 establishes criteria for parks, facilities, and recreation program donations within the City. The policy is structured to establish a fair and uniform procedure for making gifts to the City, and to make the donation process easier for staff and donors. The City has received a donation request from the Central Newport Beach Community Association to donate a dog nuisance dispenser at Veterans Memorial Park. The dispenser will be purchased and stocked by the Central Newport Beach Community Association. The City will install the dispenser. The dispenser may significantly improve the environment of the proposed location by eliminating dog nuisances (Attachments B). There is no plaque associated with this donation. Background The City Street Tree Designation List was adopted by the City Council in May 2000 (Attachment A) after a thorough review by the Parks, Beaches, and Recreation (PB & R) Commission. The list designates specific species of trees for future planting in parkways and/or medians of a City street to promote uniformity of the street treescapes. The Street Tree Designation List is maintained and reviewed on an annual basis by City staff in accordance with Section 13.08.020 of the Municipal Code (Official Tree List) and City Council Policy G -6 (Maintenance and Planting of Parkway Trees). Any changes, recommendations, or resident request for changes are forwarded to the PB & R Commission for consideration. Discussion Over a period of time, several City trees have been removed on Heliotrope Avenue (200 -300 blocks), due to storm related incidents, insect infestations and disease. City staff propose to plant trees within the affected area due to the multiple tree vacancies. The current designated street tree for Heliotrope Avenue is a Pinus thunbergiana — Japanese Black Pine (Attachment B). This tree species is a slow growing pine tree with an eventual height of 10 feet. However, several residents within this community have requested an alternative tree species with a larger canopy and height. Staff is recommending a variety of three tree species (Deciduous, Evergreen and Palm tree types) to provide diversity and selection for the community. Recent studies and research within the arboriculture discipline have recommended diversity for tree planting within the urban forest, due to increasing problems of disease and insects. Diversity provides a mitigation tool to prevent massive loss of one tree species on a particular street, due to an insect or disease that can quickly destroy one tree species. Additionally, allowing residents to select between a deciduous, evergreen and palm species of trees, allows them to enhance landscape themes that already exist on their property. It also provides them with a choice in the selection process, which generally leads to better maintenance and protection of the newly planted street tree. Staff has determined that the Kentia Palm, Hong Kong Orchid and New Zealand Christmas Tree varieties of trees will help mitigate any future insect and disease problems and perform well in this location, since the trees are suitable for a 3 feet growth space tree well. A map and information regarding the proposed trees are attached (Attachments C & D). The trees will be a welcome enhancement to this community. Council Member Nancy Gardner has received a copy of this report. Also called the Paradise Palm, its graceful fronds and tremendous ability to withstand neglect as a potted specimen have made it the most popular palm for indoor decoration since its introduction in the 1850's. Where frosts are not severe, it is a first - class garden and landscape palm that provides a truly tropical look even in less - than - tropical climates. The Kentia Palm will eventually grow to 30' tail and 10 -15' Guide here, but because it is a slow grower it stays much smaller than that for many years. ft has an elegant foliage of long spreading fronds with drooping dark green leaflets somewhat suggestive of the tropical Coconut Palm (which doesn't grow well here). Discussion City Council Policy G -1, Reforestation of City Trees requires that individual property owners not residing within a legally established community association area may submit individual requests for single or multiple tree reforestations. The applicant must submit a petition signed by a minimum of 60% of property owners within the area defined for reforestation (see attached Council Policy G -1, pages 6 -9, Reforestation of City Trees). The defined area (see attached color map) included a total of 20 property owners. This required the applicant to obtain 12 signatures in favor of the reforestation request of which 13 were obtained. Per City Council Policy G -1, the City has received a petition from Ms. Ayres with the required property owner signatures approving the removal of two City Brazilian Pepper parkway trees adjacent to 2800 Cliff Drive. The property owner has complied with the requirements of Policy G -1, and has agreed to assume the full cost of the removal and replacement of the City trees, approximately $780.00 ($390.00 for 2 - 24" box replacement trees and $390.00 removals). Staff has attached a Tree Inspection Report, Tree Inventory Detail, and photographs related to the request. The City will replace all trees removed in accordance with the All Other City Trees removal criteria on a one for one basis_ Replacement trees will be a minimum of a 36" boxed size. If 36° boxed trees are not available, or fundin& or space constraints prevent planting of a large tree, then a minimum of a 24" boxed tree will be planted. The full Costs of removal and replacement of Special or All Other Tree(s) will be the sole responsibility of the City, unless an applicant voluntarily pays for a new tree(s). REFORESTATION OF CITY TR1;ES The concept of systematically replacing Problem or All Other Trees which are creating hardscape and /or view problems and cannot be properly trimmed, pruned or modified to alleviate the.problem(s) they create, or those which have reached their full life, and are declining in health, or are simply the wrong species of trees for the planted location is referred to as reforestation. The Urban Forester shall make a finding for the latter category of inappropriate tree species for a specific location. His determination may be appealed to the General Services Director whose decision will be final. G-1 It is recognized and acknowledged that City trees were planted many years ago and in some cases were planted with specific species that when fully mature cause damage to curb, gutter, sidewalk or underground utilities. Within the geographical boundaries of certain view neighborhoods, City street trees may encroach into blue water views from public and private property depending on the length of time since the trees were last trimmed, or the age and height of the trees. In other cases, the wrong species of tree was planted originally and simply does not conform to the current treescape or represents a safety hazard. Arborists continue to develop Iists of tree species which will grow in restricted parkway areas without causing significant damage to curb, gutter, sidewalk, utilities or loss of views. The City Street Tree Designation List, which specifies a species for each City street reflects an effort by the City to prescribe appropriate tree species that will not cause future problems_ As a City which understands the importance of trees and the beauty they bring to a community, the City desires to continually improve the urban forest through reforestation. In areas where City trees have been removed through City initiation, the City will endeavor to replace the trees with the appropriate designated City tree. Individual private property owners, as well as legally established community associations, may apply for single or multiple tree reforestations in their respective area by submitting a request to the General Services Director for consideration by the Commission that meets the following requirements: A. The proposed area must have clearly defined contiguous geographical boundaries that include the tree(s) proposed for removal and replacement, street address(es), block number(s), or other geographical information. This section applies to individual and group requests. B_ Residential communities, neighborhoods, or business organizations who apply for reforestation must submit a petition signed by a minimum of 60% of the property owners within the area defined for reforestation. The petition content must be approved and dated by City staff prior to distribution by the petitioner. The total costs shall include only the contractor's removal and replacement costs and be paid in advance of any removal actions. E. The replacement tree(s) for reforestation shall be the Designated Street Tree(s) as prescribed by City Council Policy G -6, or the organization must request and obtain approval from the Commission of the designation of a different tree species prior to submitting arty reforestation request for a tree species other than the designated street tree. This section applies to individual or group requests. F. There shall be a minimum of a one -for -one replacement of all trees removed in reforestation projects. Replacement trees shall be a minimum size of 24" boxed trees, unless the parkway space will not accommodate a 24 boxed tree or a tree cannot be planted due to planting restrictions contained in Council Policy G -6. City shall require the proper care and watering of replacement trees by the refrestation petitioner to ensure their proper growth and development as outlined in City Council Policy G-6. Furthermore, no person shall tamper with City trees in violation of Section 13.08.040 of the Municipal Code. Further, the City will endeavor to fund the care of the Urban Forest to the highest level possible through the efficient use of regular tree trimming, root pruning, root barrier and pesticide programs. 'ENCROACHMENT AND DEMOLITION PERMITS All encroachment permits (permits for private property development which are proposed to encroach upon the City right of way) or demolition permits that involve the removal or replacement of City tree(s) must be specifically noticed by the property owner to City staff prior to the building and /or demolition permit process whenever possible.
