Parks, Beaches and Recreation Commission
Municipal Operations Department Director
Field Maintenance Division, Proposed City Tree Removal
Recommendation
Staff recommends that the Parks, Beaches and Recreation Commission consider the removal
of a City Ficus tree in order to accommodate street, sidewalk, curb and gutter repairs adjacent
to 133 Opal Avenue on Balboa Island.
Discussion
The Field Maintenance Division of the Municipal Operations Department is requesting
removal of a Ficus microcarpa tree in order to accommodate the hardscape repairs at that
location.
The project involves repairing 1,640 square feet of concrete from street, sidewalk, curb and
gutter around this high risk tree species which is prone to tree failure when severely root
pruned. To complete the repairs, the tree will require root pruning on multiple sides, causing
a significant amount of root loss. Consequently, the work could ultimately jeopardize the
stability of the tree. The tree will pose a potential liability and is hindering the proposed
repairs.
The City's Urban Forester and Parks and Trees Superintendent inspected the affected tree
and project details, and concur the City tree requires removal in order to accommodate for
the repairs.
Council Member Edward D. Selich and the Balboa Island Improvement Association have
received a copy of this report and a notice of the Commission meeting. Adjacent property
owners were also notified of/the Commission meeting.
