Parks Maintenance Division staff continues working with the Public Works Department on numerous projects in the planning and construction phases. Projects currently underway: o Jamboree Road Widening at Bristol o Bitterpoint and Rocky Point Pump Stations o Sidewalk, Curb and Gutter Contract - various locations o Civic Center o Buck Gully Lower Canyon Stabilization o Irvine Terrace Park Shade Structure Projects that are in the planning phases: o Sunset Ridge Park • Marina Park • 19th Street Tide Valve • China Cove Slope Stabilization • CDM Entrance, at MacArthur • Bristol Street North and South Landscapes • Dover Drive Median • Irvine Ave., Westcliff to Dover • Lido Village • Balboa Blvd. medians 2. City staff and contract workers have renovated and repaired the parkways, and curb and gutter along Fourth Avenue in Corona del Mar following the recent removal of the Blue Gum Eucalyptus trees. The work performed consisted of sod and ground cover replacement along with irrigation and concrete repairs. Renovation work began November l't, and was completed on November 16a'. 3. Recently, the Parks Maintenance Crew planted two donated Malayan Dwarf Coconut Palms at Lido Park. City resident Marlynne Stoddard purchased the palms in 2009 from a vendor on the big island of Hawaii and raised them. A location was selected in the Park where they will receive sufficient sun and protection from the wind. If successful, the slow growing trees should grow to a height of approximately 30' and fruit in about three years. The Malayan Dwarf Coconut does not drop its fruit when ripe like most other Coconuts — it sprouts while still in the tree, which is good news for folks walking beneath the trees. The two trees are a welcome donation and will compliment the other palms that are throughout the park. 4. The Parks Division recently held a Chainsaw Workshop at Eastbluff Park to prepare crews for possible emergencies this winter season. The workshop was presented by Parks Division staff members Marty Colver and Anthony Petrarca. In attendance were Parks and Field Maintenance crews. Proper safety measures and cutting techniques were covered during the workshop. 5. The Parks Division completed the renovation of athletic fields throughout the City for the downtime between the fall and spring allocations for the user groups. Prior to this winter downtime, the Recreation and Parks Departments met with each user group to determine the needs for each field. Staff coordinated with the Park and Facility Contractor and the sports group's landscape contractor, to combine the use of existing contracted field services, such as; aeration, top- dress, and fertilization, with upgrades, such as installation of sod and/or seed and leveling of low and uneven field areas with a sand/soil mix. In order for the new grass to grow in properly, field downtime periods were coordinated through Recreation and selected user groups. Additionally, extra "Per Player" funding from these various user groups have ensured that these valuable field renovations continue and will provide Newport Beach some of the finest fields in all of Orange County. Fields with sod work or over - seeding include: Lincoln Athletic Center, Grant Howald Park, San Miguel Park, Arroyo Park, Bonita Creek football field, Irvine Terrace Park Coastal Peak Park, and Bonita Canyon Sports Park (pictured). 6. Recently, the Parks Division coordinated with Pacific Restoration Group the hydro- seeding of native wildflowers in the upper expanses at Castaways Park. The project was facilitated by a $2,000.00 donation from Stop Polluting Our Newport (SPON) in the memory of Dr. Jan Vandersloot. Dr. Vandersloot's hope was that this project would, "work out to increase color and appreciation of our natural parks ". The City's Park and Facility Contractor, TruGreen Landcare, provided the City with a generous discount, in order to hydro -seed native wildflowers in the area of Bonita Canyon Sports Park, along the upper slope adjacent to MacArthur Blvd. Trees Division Activities During the month of October, 820 trees were trimmed, 59 trees removed, & 23 trees planted. During the month of November, 954 trees were trimmed, 9 trees removed, & 5 trees planted. The City's tree services contractor, pruned trees within the Corona Del Mar, Spyglass Hills, Buffalo Hills, Santa Ana Heights, Balboa Peninsula and Lido Isle areas, as part of the City's overall grid trimming schedule. Additionally, the annual pruning of selected Eucalyptus, Coral and Palm trees are currently taking place throughout the City. 1. On December 7, 2011, WCA began the Council- approved Blue Gum Eucalyptus tree removals on Holiday Road. The landscape contractor replaced sod on the tree sites and had residents' yards back to normal in time for the holidays. 2. On December 7, 2011, Municipal Operations staff presented a concept plan for the re- landscaping of Irvine Avenue between Westcliff and Dover Drives to a joint meeting of the City Parks, Beaches, and Recreation Commission and the Costa Mesa Parks Commission. The concept plan was developed by a task force of our MOD and Public Works staff along with staff from the Costa Mesa Public Services Department. It includes a pairing of Date palm and African tulip trees, with a mix of aloes, grasses, and daylilies in the understory. The meeting had very good dialogue between the 11 Commissioners (five from Costa Mesa and six of the seven from Newport Beach), and there was public comment from a handful of citizens. In the end, the Commissioners approved the concept plan with minor changes. The Commissioners also commended both cities' staffs for working together on the plan. Thanks to Teri Craig of Recreation and Senior Services for working with her counterpart in Costa Mesa to get the noticing, agenda, and staff report coordinated between the two cities. Irvine Avenue Median Relandscaping 3. Following the removal of the Blue Gum Eucalyptus trees on Fourth Avenue, Corona del Mar, crews worked to replace damaged areas of private lawns and repair curb and gutter damage. With that work completed, staff started the process of reforesting the Fourth Avenue neighborhood. On December 7, 2011, residents that were impacted by the Eucalyptus tree removals received a packet from MOD that provides a choice of three species for replacement of the trees that were at their residence. The choices include the Gold Medallion Tree, the Dwarf Southern Magnolia, and the African Tulip tree. 4. In November 2011, the City Manager, Risk Manager and Municipal Operations Deputy Director approved a removal of a City Eucalyptus tree that is listed as a Special Tree, Neighborhood Tree, in accordance with the removal criteria of Council Policy G -1. The tree was declining rapidly and creating a potential liability. s 324 Poonv Avenue The attached Tree Activity Report summarizes requests and field activities performed during the past months. _Beach Maintenance Activities 1. In preparation for the possibility of strong winds this winter season, the Beach Maintenance crew installed wind fencing adjacent to the Newport Pier municipal parking lot, oceanfront street ends west of the Newport Pier, and at 10th Street and West Bay Avenue. The fencing prevents wind -blown sand from overwhelming oceanfront parking lots, bike trails, walkways, and street ends.
