Staff recommends that the Parks, Beaches and Recreation Commission consider for approval the
reforestation request of the applicants of Cliff Drive Park area and San Bernardino Avenue to remove
and replace four City trees of various species within Cliff Drive Park.
Discussion
City Council Policy G -1, Reforestation of City Trees requires individual property owners living
within an area with no formally recognized homeowners association to petition adjacent homeowners
within 500 feet of the proposed area and receive a 60% approval of the petitioned.
Staff has received a request from the applicants to remove four City trees of various species within
the Park. In addition to paying for the removal of four trees, the applicants are proposing to incur the
costs for the planting of four 36 -inch box Water Guru trees (Tristania laurina) within the park.
The applicants identified three additional trees /shrubs within the park for removal that are not
included in this request as noted in the attached Tree Inspection Report:
- A shrub that has been pruned and lowered; therefore, it does not need to be removed.
- A park tree, Canary Island Pine, beyond the view plane, location of removal is not
supported by staff.
- A private tree upon private property — City has no jurisdiction of private trees.
The applicants have complied with the requirements of Policy G -1, and have agreed to assume the
full cost of the removal and replacement of the City trees, approximately $2,776 ($2,100 for the
required four 36 -inch box replacement trees, and $676 for four removals). Staff agrees with the
applicants that the current trees have been topped and over -pruned for many years to maintain the
view plane. These types of trees grow rapidly in vertical shape, requiring annual pruning which is
unsightly. The Water Gum is broad - shaped and has a slower growth rate which is more manageable,
and will not require annual pruning to maintain the view plane.
Staff has attached a Tree Inspection Report, Tree Inventory Detail, Reforestation Check List, and
photographs related to the request.
The applicants have received a copy of this report and a notice of the Commission meeting.

Request: Applicants are requesting of the Municipal Operations Department
staff for the removal of a minimum of four City trees of various
types based on the criteria of the City Council Policy G -1,
Reforestation of City Trees. Applicants have agreed to incur the
costs of the four tree removals and replacements of four 36° box
Water Gum trees within the park. The applicants have identified
six trees /shrubs (see attached photo) within the park for removal.
The following identified by #1, #4, and #6 are not included in this
request as noted:
#I - a shrub that has been pruned and lowered. Therefore,
no need to remove.
#4 - this is a park tree, Canary Island Pine, beyond the view
plane, staff does not support removal of this tree.
#6 - this is a private tree upon private property. The City
has no jurisdiction of private trees.
Staff supports removal of #2, #3 (2 trees), #5 - which are a total of four trees.
These trees are within the view plane and are pruned excessively to
accommodate the view. Replacement of these trees with the Water Gum will
insure a constant view plane since these trees will not grow into the view plane.
