Brown, City Clerk 949 - 644 -3005, (brown @newportbeachca.gov SUBJECT: APPOINTMENT OF MEMBERS TO THE CITIZENS BICYCLE SAFETY COMMITTEE RECOMMENDATION: At the September 28, 2010 Council meeting, the individuals to fill seven positions on the Citizens Appointments will be conducted by paper ballot. RECOMMENDATION: City Council nominated nine Bicycle Safety Committee. Appoint seven members to the Citizens Bicycle Safety Committee. DISCUSSION: On November 28, the City Council confirmed the nominations of Scott Bergey, Tom Croxton, Barbara Danzi, John Heffernan, Denis LaBonge, Sean Matsler, Tony Petros, Stephen Sholkoff, and John Tzinberg. As per Council Policy A -2, the following is the procedure for voting on appointments to City Commissions, Boards and Committees: A. The Council will vote on all appointments and seats on each Board /Commission simultaneously. The voting will be by paper ballot and the City Clerk will tabulate and announce the results, including the vote tally. B. Each member of the Council will cast the number of votes as indicated on the paper ballot for each seat from the list of the nominees. In order to be appointed, the nominees must receive at least four votes. C. For boards /commissions with two vacancies, if two of the nominees receive four or more votes, they will be automatically appointed. Appointment to the Citizens Bicycle Safety Committee October 12, 2010 Page 2 D. If there is a tie vote, ballots will be distributed to the Council Members to vote for the tying candidates only. E. In the event that no one receives four votes, nominees receiving zero or one vote will be dropped and the Council will cast two votes from the list of the remaining nominees and the determination will be made as previously stated. RECOMMENDATIONS: 1) Confirm the nominations of Scott Bergey, Tom Croxton, Barbara Danzi; John Heffernan, Denis LaBonge, Scott Matsler, Tony Petros, Stephen Sholkoff, and John Tzinberg, as presented by the Council Ad Hoc Appointments Committee to fill the positions on the Citizens Bicycle Safety Committee; and 2) Conduct appointments at the October 12, 2010 City Council Meeting. DISCUSSION: At the Regular Meeting of August 10, 2010, the City Council established the Citizens Bicycle Safety Committee and directed the City Clerk to advertise the vacancy pursuant to Council Policy A -2. Council Members Gardner, Webb, and Rosansky were appointed as the Ad Hoc Appointments Committee. Members of the committee shall be appointed for one year and may be reappointed up to four years. The deadline to apply was Friday, August 27, 2010. At the conclusion of the application period, 16 applications were received and forwarded to the committee for their review and scheduling of interviews. I would like to serve on the Newport Beach Citizens' Bicycle Safety Committee because 1 feel that I can have an impact on improving the safety of cyclists in our city. Many people don't bike because of their fear of riding on the road, and if we can educate both drivers and cyclists about how to share the road safely, we can boost the popularity of recreational cycling and bike commuting, with the benefits of improving health, saving fuel, and decreasing auto emissions. I am safety conscious and understand the cyclists', drivers' and homeowners'viewpoints. In my profession I manage risk by assessing the risks, looking at the costs of controlling those risks, and finding the right balance to mitigate risk without spending a lot of money. Through my USC Executive MBA I understand the financial aspects of the proposed projects —and I know that every good project idea can't be funded. I work well on collaborative teams, and have experience presenting to all levels of education and background. l have planned and managed major community events. I am a member of the Bicycle Club of Irvine, the Trail Angels, and the Team in Training Cycling Alumni (we fundraise for the Leukemia & Lymphoma Society). I participate in several century rides 1100 miles) each year. When I worked in Irvine I bike commuted. 1 ride from 1 to 4 times a week, sometimes over 100 miles per week on the roads and bike paths. I have bicycled from San Francisco to Los Angeles on a fund raising ride for the Arthritis Foundation. I've rented bikes and ridden in other US and European cities. Two friends of mine have died while cycling - one was hit by a car, one had a heart attack, and several of my friends have been hit by vehicles while cycling. These accidents could have been avoided, and I would like to use my talents and abilities towards improving bicycle safety. There are several aspects to improving safety. Cyclist safety education — targeted at both adults and children, and varying levels of cyclist Driver safety education — should particularly be targeted at residents in the neighborhoods that attract cyclists (Spyglass, Newport Coast, Back Bay, Corona del Mar, Balboa Peninsula), perhaps through home owner association newsletters, utility bills, or training events in their community clubhouses Road signage, painting of bike lanes and /or sharrows, perhaps changing traffic lights and crosswalks Enabling community input about risky spots and road hazards Collaborate with neighboring cities, and other bike - friendly cities to learn what worked and what hasn't worked, to allow us to spend our resources wisely If promoting cycling is also within the scope of this committee, I would be an asset with experience in planning community events. A lot could be accomplished for free using social media such as YouTube, Twitter, foursquare, Yelp, MapMyRide, facebook, Google Maps, and I am very knowledgeable about this. I have been a homeowner in Newport Beach for 21 years, and feel I can contribute a great deal to the Citizens' Bicycle Safety Committee.
