Re: Annual Report FY 2009 -2010
On behalf of the members of the City of Newport Beach Arts Commission. I am pleased to present
our Annual Report for FY 2009 -10, The Arts Commission, established over 37 years ago, acts in
an advisory capacity to the City Council in all matters pertaining to artistic, aesthetic, historical and
cultural aspects of the City. Our mission is to promote and support a wide range of accessible
cultural programs, activities and facilities to address the needs and interests of residents and
visitors in the Newport Beach community. We have prepared the following report to bring you up
to date on our recent activities.

CULTURAL PROJECTS AND PUBLIC PROGRAMS
■ Performing Arts Programs
The Performing Arts Committee works with the cultural arts office to audition and secure talent,
promote and produce the summer Concerts in the Parks Series, the Shakespeare by the Sea
theatrical productions and the Arts Lectures. Workshops and Performances Series 2009 -2010

• Concerts in the Parks
The City Arts Commission began the Concerts in the Parks summer concert series in 2001 to
bring the community together with free outdoor musical performances in Newport Beach park
settings. Between 500 - 2000 people attend each concert. The Arts Commission has hosted
many Southern California bands in all music genres including performances by such esteemed
musical organizations as Pacific Symphony and the Russian National Orchestra.
• Shakespeare Festivals
In 2010, the Hutchins Consort Performed at Grant Howald
Park in Corona del Mar and The U.K. Beat presented
British Rock & Roll at Bonita Canyon Sports Park.
The City Arts Commission celebrated its 9th year hosting
Shakespeare by Sea during the summer of 2010 The traveling
group of actors (and set builders) has provided Shakespearean
play performances at Bonita Canyon Sports Park and the
natural amphitheater at Grant Howald Park in Corona del Mar
since 2002.
In 2010. Shakespeare by the Sea presented "Julius Caesar"
and "Twelfth Night ".

Through the years, the Commission has sponsored
performances of Much Ado About Nothing. Twelfth Night,
Romeo and Juliet. Richard lll. Two Gentlemen of Verona.
The Merry Wives of Windsor. Othello, The Merchant of
Venice. The Taming of the Shrew, Antony and Cleopatra,
A Midsummer Night's Dream, Love's Labour's Lost, and
As You Like it. A stage, lights and sound amplification
are provided by the cultural arts office.
Cultural ArUMuseum Tours
In 2009 -10 the Arts Commission and Cultural Arts Office began a new program called
"Museum Tours." To date there have been 3 tours, two to the Los Angeles County Museum of
Art (October 1. 2009) "Pompeii: The Roman Villa, Art and Culture around the Bay of Naples,"
and (March 1, 2010) "Renoir in the 20' Century
On October 7, 2010 a tour was coordinated to The J. Paul Getty Museum for "Illuminated
Manuscripts from Belgium and the Netherlands." "Engaged Observers. Documentary
Photography since the Sixties" and "From Line to Light. Renaissance Drawing in Florence and
Venice."
All of the tours have sold out and the community has seemingly embraced the opportunity to
join arts - minded people and travel to cultural institutions via motorcoach to see some of the
most popular contemporary exhibitions The Arts Commission is considering a tour to the
Huntington Museum and Gardens in the spring.
■ Public Art Programs
In 2009 -10 a Memorandum of Understanding was set up between the Orange County Museum of
Art and the City of Newport Beach to begin a program where public art is either commissioned or
loaned for installation at the new Civic Center and Park for a defined length of time Adjunct
programs include public art lectures by artists, architects, art historians and/or museum staff to
introduce the concept of public art to citizens in the community. 2009 -2010 Committee Members:

Also during 2010, with the assistance of a Cultural Arts Grant from the City Arts Commission, the
Orange County Museum of Art and the Newport Beach Public Library Foundation presented "Art in
Public Places: Conversation with Mary Beebe and Alexis Smith ". Mary Beebe is the director of the
Stuart Art Collection in San Diego and Alexis Smith is known for innovative collages in unique or
exotic frames, which pair found objects with backgrounds such as maps, vintage magazine covers,
and amateur paintings.
A reception for the lecture was hosted at OCMA and the lecture had taken place at the Newport
Beach Public Library. Admission was free.
■ Visual Art Exhibition Programs
The Exhibitions Subcommittee works with
staff to request, select, install and remove
artwork for revolving visual art exhibitions in
City Hall and the Central Library gallery
spaces, organize annual juried art exhibitions,
and inventory, maintain and re -hang the City
art collection as needed 2009 -2010

• 2010 Newport Beach Art Exhibition and
Sale

In 2009 and 2010 this program was highly successful with record numbers of artists participating.
The event was held in the Central Library conference room and Bamboo Courtyard
The 2010 award winners in the Newport Beach Art Exhibition and Sale were announced at the
reception by Mayor Keith Curry, and Commissioners Robyn Grant and Carole Boller. They are.

custom made pedestals with Plexi display
boxes. These displays are now used for
3- dimensional artwork and art objects

City Hall Exhibitions 2009 - 2010
Exhibition schedules for City Hall have been extended for up to 3 months and include art
displays such as the City's permanent art collection, holiday displays, centennial
exhibitions. Newport Beach Sister City student art exhibitions, CNB employee exhibitions,
and individual artists. Cultural Arts staff is maintaining the cabinet in the Council Chamber
lobby as well with quarterly displays.

Central Library ExhibitionsyReceptions 2009 -2010
Due to the popularity of Central Library as an exhibition location, shows are scheduled for
up to one year in advance. Exhibitions run for a duration of two months. Artists are
provided with a date for an evening reception, and are allowed to bring additional works to
be displayed at that time

■ Imagination Celebration of Orange County
Each spring the Cultural Arts Office coordinates an
Imagination Celebration of Orange County family -
festival event at Central Library. Imagination
Celebration began at Lincoln Center for the Performing
Arts in New York, and has been spearheaded
regionally by Arts Orange County for the last several
years
In 2010. Imagination Celebration was funded by the
^ Friends of the Newport Beach Library and the theme
was " Imaninatinn Onpns tho nnnr" Hion Nniivon
provided a "Circle Painting" project where children and parents were invited to "connect, create
and celebrate the arts" by participating in a community mural, with circles as the theme.
Additionally participants were asked to start with exercises and all had the chance to try a drum
circle.
■ Cultural Arts Grant Program
BACKGROUND: City Council Policy 1 -10 recognizes the importance of promoting culture and the
arts within the City and establishes a Reserve Fund for Culture and Arts The sum of $40,000
(Cultural and Arts, City Grants Account # 4002 -8254) is provided each year for specific cultural or
artistic planning or projects as approved by the City Council. The City Arts Commission has the
responsibility to review all programs and requests for support from arts groups and make
recommendations for funding to the City Council for final approval.
The Commission received written grant proposals from eleven organizations for funding of
approximately $78.180 in free cultural arts programming for the Newport Beach community in
fiscal year 2010 -11. After careful deliberation the following recommendations. totaling $40.000,
were approved at the September 9. 2010 meeting (Committee Members Wendy Brooks)
Baroque Music Festival 53500
The Baroque Music Festival, which takes place from June 19 — 26. 2011 is celebrating its 31' year and
continues as the oldest, fully professional musical performance venture in the City of Newport Beach. In
2011 the festival is requesting funding for the first -ever inclusion of music for viola d'amore, popular in the
Baroque era in solo, duo concertos and in Bach's cantatas. The Baroque Music Festival will present music by
Vivaldi and will include double concertos with viola, lute, strings and harpsichord A lutenist will be engaged.
as well as an additional violinist The festival will purchase printed musical parts for planned compositions.
The performances will take place at Sherman Library and Gardens, St Mark Presbyterian Church, as well as
several venues throughout the City
City Arts Commission $21,000
The City of Newport Beach Arts Commission is dedicated to providing a range of free cultural programming
that enriches the entire community, especially children and families. The Arts Commission sponsors
multidisciplinary arts programs funded by the Cultural Arts Grant Program such as arts lectures, public art
projects including up to two public art lectures. and visual art exhibitions in Central Library and at City Hall
The Arts Commission extends the range of arts programming by providing additional funding for the Concerts

in the Parks series and the Shakespeare by the Sea festival held each summer. In 2010.11 these funds will
assist with the Newport Beach Public Library's three holiday puppet show performances.
Festival Ballet Theatre $1,000
Festival Ballet Theatre will bring its "Ballet to Schools' program to two Newport Beach elementary schools in
November /December, 2010. They will perform a narrated, abbreviated version of The Nutcracker, tailored for
children ranging in age from five to fourteen years old A program coordinator, with the assistance of the
performers, will guide the students through an interactive lesson on how pantomime, music, and costumes
tell a story and express emotions without words Students will be taught appropriate ways to express
appreciation for a theatrical performance.
Newport Beach Film Festival $5000
The Newport Beach Film Festival is planning a one -day educational industry seminar program. similar to past
seminars, to be held on the first Saturday during the Festival, tentatively scheduled for April 30, 2011 at a
Newport Beach location. Past seminar topics have included directing, screenwnting, production design,
cinematography, film music composition, animation and special effects Artists of past seminars include
Elmer Bernstien (To Kill a Mockingbird), Steve Oedekerk (Bruce Almighty, Jimmy Neutron). John Waters
(Polyester). Marc Shaimin (Sleepless in Seattle), John Landis (Twilight Zone), and Judiann Makovsky (Harry
Potter and the Sorcerers Stone). The Festival Seminar Series attracts a wide variety of people with a strong
representation of students, seniors, film experts, avid fans, and novice filmmakers Ages span from 13 to 85
The seminar program intends to serve approximately 600 people. In 2011, the Festival will expand its
outreach to colleges and high school students.
Newport Beach Arts Collection Advisory Committee /Ruth Stoever
Fleming Art Collection $2500
The Newport Beach Arts Collection Advisory Committee /Ruth Stoever Fleming Art Collection proposes an
"Arts in the Spotlight" project. This program will include comprehensive educational, outreach, and marketing
efforts in highlighting the Ruth Stoever Fleming art collection at Newport Harbor High School. Components
include the production of collection brochures in English/Spanish. generation of a 'Most Promising Artist'
Scholarship, development of 51' grade level pre-collection visit curriculum. updating an 80 -page soft cover
catalog, an 'Acoustiguide' hand -held audio script for the collection, and an open house and gala, planned for
May of 2011.
Newport Harbor Nautical Museum $2000
Using nautical and ocean themes as a backdrop, the program "Sea Tales' will provide a platform for parents
and their children to engage in a variety of activities including storytelling, arts and crafts, musk and touch -
tank exploration that introduces them to all the wonders of the sea Participants are encouraged to dress up
in costumes related to the theme. An example of an upcoming theme is "Row Your Boat" which is offered in
conjunction with the museum's current exhibit on navigation and the upcoming Transpacific Yacht Race.
Families will be able to see and touch boats from the museum's collection as well as enjoy hearing stories,
singing "Row, Row, Row Your Boat" then assembling and painting their very own boat to take with them.
Central Orange Coast YMCA $1000
The YMCA focuses on strengthening communities in the areas of youth development, healthy living and
social responsibility, believing that all children deserve the opportunity to discover who they are and what they
can achieve. The'Y' Arts and Humanities Program offers fine arts, music and outdoor education classes In
the Y Fine Arts Program, the goal is to stimulate personal growth through the fundamentals of arts. Students
will be introduced to the principles of line, form, shape, design and color Creative expression will be
developed through a hands -on exploration of the contemporary and historical art world
South Coast Repertory Theater $2000
South Coast Repertory Theatre has requested funding for "Theatre for Young Audiences" (TYA), an annual
series of three professionally produced plays. In 2010111 SCR will focus on Sideways Slonies from Wayside
School by Louis Sachar, The Lucky Duck, adapted from Hans Christian Andersen's 'The Ugly Duckling" and
The Emperor's New Clothes also by Andersen. TYA extends the range of the theatre's offerings and makes

available to the community original. SCR - commissioned world premieres and existing adaptations of popular
and classic children's literature. As the only professional youth - oriented theatre company in Orange County.
TYA's main purpose is to introduce the vitality and magic of professional theatre to all Orange County
children. especially those in underserved areas. Through TYA. educators have an opportunity to introduce
students to the wonder of live theatre in an academically significant way, at little or no cost to the schools At
all TYA performances, students receive a special booklet with biographical information about the playwright,
educational games, and stimulating activities built on the play's central themes.
Southland Opera $2000
Southland Opera proposes to perform assembles of "Adventures in Song and Story" in each of the six
Newport Beach elementary schools and /or sequential workshops in a Newport Beach school wherein
students create their own song and perform it Southland Opera will work with four classes of students and
each class will have four sessions, the students perform their original pieces for the school audience and
attending family members The "Adventures in Song and Story" program uses familiar fairy tales as a vehicle
to encourage reading and introduce young people to opera and musical theater Fairy tales and stories which
have been highlighted are Cinderella. Romeo and Juliet, Little Red Riding Hood, The Mikado. and Hansel and
Greta/
■ City Permanent Art Collection
The cultural arts office continues to inventory, organize, review condition, clean and repair the
City's permanent art collection. The library's art collection (Ruth Hynds, etc.) is stored and
displayed at the library. The City's art collection is stored at the yard in a locker The artwork is
routinely considered for exhibitions and a major portion of it is displayed in City facilities and
offices
■ City Hall Holiday
Continuing an annual tradition, the Arts Commission decorates the holiday tree and reception area
in the City Hall lobby each December.
■ Newport Beach Film Festival Seminars
Since April of 2001, the Arts Commission has co- sponsored one or two-day programs at local
venues, including Central Library, for the Newport Beach Film Festival's "Vision and Craft: The
Art of Filmmaking." More than 1600 people attend the presentations, ranging from screenwriting
and directing to digital film techniques. Additionally, the Commission cosponsored a program
called "Meet the Programmers." This event gave filmmakers an opportunity to introduce
themselves and their films to programmers from festivals across the country
■ City Council Policies
There were no revisions to the Donation of Art Policy (1 -11), the Art in Public Places Policy (1 -9). or
the Financial Support for Culture and the Arts Policy (1 -10).
■ The Newport Beach Arts Foundation
The Arts Foundation Liaison Committee works with this tax - exempt nonprofit corporation, which
raises private funds supplemental to City appropriations to support, promote and extend the
cultural activities of the Newport Beach Arts Commission. The Arts Commission assists in
advertising the Newport Beach Arts Foundation's events including the very successful Art in the
