Approve the project plans and specifications. 2. Award Contract No. 3628 to Golden State Constructors, Inc., for the Total Bid Price of $1,006,579.92 and authorize the Mayor and the City Clerk to execute the contract. 3. Establish an amount of $100,657.00 to cover the cost of unforeseen work. 4. Approve a budget amendment appropriating $50,000 from the unappropriated Ocean Front Encroachment fund to Account No 7028- C3002004 (River Avenue Pedestrian Access Improvements). Discussion: At 9:30 a.m. on July 7, 2009 the City Clerk opened and read the following bids for this project: BIDDER Low Golden State Constructors Inc. 2 Sequel Contractors, Inc. 3 Imperial Paving Co. Inc- 4 Nobest Inc- 5 Elite Bobcat Service, Inc. 6 Grigolla & Sons Construction Co. 7 Hillcrest Contracting TOTAL BID AMOUNT $1,006,579-92 $1,048,390.00 $1,064,634.00 $1,081,188.00 $1,154,800.00 $1,164,378.00 $1,271,962.70 The low total bid amount is 8.5% percent below the Engineer's Estimate of $1,100,000. The low bidder, Golden State Constructors, Inc., possesses a California State Contractors License Classification "A" as required by the project specifications. The work necessary for the completion of this contract consists of mobilization, traffic control, construction notifications, survey services, curb and gutter, roadway reconstruction, landscaping, onsite improvements, traffic striping and signage, and all other items of work required to complete the work in place. Pursuant to the Contract Specifications, the Contractor will have 70 Coastal Access & Pedestrian Circulation Improvements — River Avenue Sidewalk — Award of Contract No. 3628 August 11, 2009 Page: 2 consecutive working days to complete the construction work. There is a 60 -day plant establishment period and a 90 -day plant maintenance phases that begin after the 70 day working period. Environmental Review: This project is exempt from the California Environmental Quality Act (CEGA) pursuant to Section 15301 of the CEQA Implementing Guidelines. This exemption covers the maintenance and alteration of existing public facilities with negligible expansion of the facilities in areas that are not environmentally sensitive. Notice of Exemption was filed with County of Orange in mid July 2009. Public Notice: The Notice Inviting Bids was advertised in the City's official publication and in construction industry publications. Prior to starting work,two City prepared notices are distributed by the contractor to both residents and businesses. The first notice will be distributed ten days before work in the area and the second notice 48 hours prior to starting work in the area. Geotechnical and Other Costs: In addition to the contract costs, approximately $7,000 in consulting geotechnical services are estimated for this project, which will be performed under the on -call professional services agreement. $1,000 is included for printing and other incidentals.
